Designed by multi-award winning architect, Gregory Burgess, for which he won the 1995 Royal Australian Insitute of architects (Vic.) Merit Award in the New Institutional category. Eltham Library Service 1930s - 1994 Originally collated by Harry Gilham, President, Eltham District Historical Society Inc (1993-2009) (edited 2022) In the Eltham township area, in the early 1930s, library books for adults were available from E J Andrew's newsagency in Main Road. In the newsagency cum haberdashery, some shelves were set aside for a lending library of adults' books. In 1935, Mr & Mrs JC Rains purchased the newsagency and continued the lending service until the late 1940s. At this time the business was extended from haberdashery to sell ladies' and men's clothing. The library section was discontinued. In the 1930s a mobile book library was also run by a Mr Foster of Bible Street, Eltham. In the 1950s adult books were available from racks in the foyer of the Eltham Shire Offices which was then located beside the Eltham Hall on the comer of Arthur Street and Main Road. In the early 1950s a referendum of ratepayers was called to seek public opinion on the issue of raising money for a public library for which the rates would have to be increased - the motion was defeated. On 11 November 1965 Eltham Shire Council, in conjunction with the City of Heidelberg and the Shire of Diamond Valley, met to form the Heidelberg Regional Library Service. Eltham was represented by Councillors Charis Pelling and John Lewis. The first library service for the Shire of Eltham from this group came in the shape of a bookmobile van which had, amongst others, a central stopover near the Shillinglaw trees outside the newly opened Shire offices at 895 Main Road, the original site of Shillinglaw Cottage and the former Shillinglaw farm. Present-day Wingrove Park was another stopover and the many recorded requests for this service can be read as denoting the areas of population or gathering points at that period throughout the Shire. 1968 saw the Shire convert the ‘Brinkkotter’ house in Dudley Street to house both adult and children's books. This library was originally staffed from the City of Heidelberg Library and records of committee meetings range from borrowing Heidelberg's old library shelving to trying to increase the Government's subsidy to a dollar for dollar basis. Book loans in the period 1966-67 totalled 30,400 and the following year ran to 52,113. With 2 books plus 1 paperback the limit per person, it was overcrowded and unable to house the range of other services which had become common library stock. Planning to extend the Shire Offices by the addition of the south wing was an opportunity to re-house the Shire's Library. The opening of the library in the extension was carried out on 17th August 1971 by the Hon R J Hamer ED, MP, Chief Secretary of Victoria. Cr Geoffrey Dreverman officiated as the Shire President. The Heidelberg Regional Library Service continued until September 1985 when it disbanded. On 21 November 1985 the Yarra Plenty Regional Library Service was established. At that time Eltham was represented by Councillors Mary Grant and Robert Manuell. By 1987, over-crowding of the Eltham Library and an inability to house the range of other services yet again rose to prominence. At a Council meeting held on 1 June 1987, the Councillors supported a resolution which threatened to close the library on 30 September 1987. Council's frustration arose from yet another re-run of the annual State Government versus Council Library funding and records show first arose in Eltham Council in 1967 with the Government of 1he day. After prolonged public anger and petitions the motion to close the library was rescinded in August 1987. Council, considering the community's concern, set up a ‘Library Review Working Party’ which a year later became the Library Occasional Committee with direct access to Council. This Committee investigated the workings of the 386 square metre library and found inadequate space for storage and display, lack of equipment, out-of-date furniture together with an increasing patronage which resulted in queues of borrowers becoming longer no matter when the library was open. Community consultation took the form of 1,000 questionnaires sent to users and non-users along with noticeboard reminders of what was planned. Council developed a strategy to set aside capital funds from 1988 on an annual basis so that preliminary planning and consultative expenses could be met, and construction could be completed early 1997. The Committee visited metropolitan libraries which were catering for a similar population as was projected for Eltham. Australia-wide Federal Government funding grants under the Local Capital Works Program became available from October 1992 for community projects endorsed by local Councils. The Eltham Council submitted a proposal, based on library findings and requirements accumulated by the Library Occasional Committee, to the Federal Grants Committee to build a new Eltham Library. The Federal Grants Committee supported the funding request allowing commencement of the library project three years earlier than planned. With finance finalised, the Council set up its Eltham Library Re-development Special Committee which was given the task of overseeing what could be the last major expansion of the Shire's Library Service as Eltham's population nears its projected maximum. The new library was designed by Gregory Burgess and Peter Ryan of Gregory Burgess Pty Ltd. Construction of the library commenced in 1993 and was officially opened May 22nd, 1994. The library building was designed to reflect its parkland setting. External features include: the roof which includes interesting aspects when viewed from Main Road; verandahs which provide ramp access and give a sheltered entrance to the building; walls which feature locally made mudbricks, conventional bricks and copper panels; and space for an outdoor courtyard/reading area which will be developed later. Internally there are several features. The building includes a foyer with a fireplace suitable for displays including artwork, a community multi-purpose room suitable for meetings or functions and an outdoor cafeteria. The ceilings are lined with Victorian Ash. The shapes for the ceiling give a free-flowing form to the building. Brush Box has been used for the circulation and information desks. The tree trunk columns are Grey lronbark from New South Wales. Arches and various-shaped windows add interest to the internal structure. The carpet design reflects the Eltham environment and compliments the natural colours and timbers used in the building. Tiles by artist Felix Bosari feature in the building and additional art by local artists added externally and internally to the building. Since 1994 the library has undergone a major extension to cater for children’s services and others. See also EDHS_02111jim connor collection, eltham, eltham library, panther place -

Those present were Mrs Allen, Mrs Bowman, Mrs Hickey, Mrs Rains, Mrs Boake and Mrs Lyon. As there were only six present, they elected to remain in the interim as a Social Committee to arrange catering, etc., for the two dances that had been arranged for September 29th and October 30th of that year. Both those dances proved a great success. Mrs McAdie joined the committee in October. The Ladies’ Committee was officially formed at a combined meeting of the General and Ladies’ committees held on April 6th, 1938. Mrs Boake agreed to be President, Mrs Lyon as Secretary and Mrs Rains as Assistant Secretary. Other members included Mrs Browne, Mrs Forde, Mrs Jarrold, Mrs Bradbury and Mrs Taylor. By 1941 their numbers had grown to include Matron Wilson, and Mesdames Andrew, Brinkkotter, Cloney, Walker, Parsons, Crick, Ballenger, Travena, Hurst, Shields and Le Brocq . A number of these ladies eventually became part of the Women’s Auxiliary of the Eltham War Memorial Trust. Councillor A. Brinkkotter, secretary of the Hall Committee, noted that Eltham had succeeded, after many long years of fighting, in erecting a new hall and civic centre which had been badly needed. “It took a long time to convince the Council of the necessity for a new hall and civic centre in Eltham.” “The councillors, in looking after the interests of all sections of the rate payers, could not see that such a move was necessary. But finally the Hall Committee proved that such a move was not only advisable, but would prove a financial asset to the Shire.” “This committee had to put down £1,500 in cash before the work on the hall began, and to enable the committee to do this, residents loaned them money free of interest for 12 months. In addition the committee has guaranteed to pay the Council £100 a year for the next ten years.” “The borrowed money has to be repaid to the lenders, and I hope that the public will realise this and support the functions which have been and will be arranged by the Hall Committee to enable them to return the money as soon, as possible.” At the opening gala for the Public Hall, Mr. G. L. Chandler, M.L.C. said “It speaks volumes for those people who have worked for many years for the hall. I know of no other place where the residents have handed over £1,500 for the erection of a hall and guaranteed the balance of the cost. You will always find the few who say ‘Time is not opportune.’ In these days you have to make your opportunities.” “Before any town can advance, a civic spirit must exist in the residents, and I hope the people will support the Hall Committee which has the interests of this district at heart.”Background workings for the funding of a Public Hall at Eltham. The funding was provided by public subscription and the money loaned to Council to build the hall. The hall was part of the new Eltham Shire offices located at the corner of Main Road and Arthur Street. A similar funding approach was used a few years later to provide for the Eltham War Memorial located on the opposite side of Main Road.7 pages (5 leafs) from exercise book, faint ruled both sides, hand written in ink approx 23 x 18 cmannual report, arthur street, e.m. dagnall, eltham public hall, eltham public hall general committee, eltham public hall ladies committee, eltham public hall social committee, eltham war service committee, main road, minutes, mrs ada lyon -

Mission to Seafarers Victoria
Article, Argus newspaper, The propose Seaman's Hospital at Williamstown, 9 June 1852
"A meeting for the purpose of considering the best means of estabishing an Institution of this kind, at the above place was held at the Ship Inn on Monday evening. Charles Ferguson, Esq, being voted to the Chair, briefly stated the intention of the present meeting, and that all must concur as to the necessity of founding same Institution for the relief of the numerous cases daily occuring in this port, amongst so great a number of ships, large at present but small in comparison to what may be expected in a short time. For the last five months ending May 31st, five hundred and eleven vessels en-tered Hobson's Bay, amounting to a tonnage of ninety-five thousand three hundred and seventy-two tons, which, in tho same proportion for twelve months, would give two hundred thousand tons annually and, calculating four men for each one hundred tons, shows that eight thou-sand sailors arrive at this port in the space of a year, for whom, at present, there is no provision made for either sickness or accidents. A lengthened conversation ensued, in th» course of which several instances were pointed out of he great benefit conferred upon the ship ping interest, by the establishment of an hospital at various ports named, and all agreed that such would be a great boon here. After some further discussion as to the wording of the re solution, the following was proposed by Captain Beaseley, and seconded by Captain Goss, «That this meeting is convinced of the necessity exist ing for a Seaman's Hospital, at Williams Town; and that a committee be appointed to draw up a menorial to His Excellency the Lieutenant Governor, respectfully praying, that a sum of money be placed on the Estimate for the en suing year, fur this purposoe ; and that the memorial be given to William Westgarth, Esq. M.L.C. in order to its presentation, -and that the committee accompany Mr Westgarth at the presenting of the said memorial. This proposi tion was carried unanimously, and the following gentlemen were appointed a committee to draw up the memorial: Captain Berzeley (Clifton), Captain Ross (Kashemy), Captain Baker (City of Manchester), Captain Goss (Candahar), Capt Luke (Diana), Captain Nicholson (Calphurnia), Captain Hammach (Cambodia); and for carrying out the above, a meeting is appointed to take place on board the Clifton, this day, at four p.m. A vote of thanks to the Chairman being proposed by Thomas Hunt, Esq, and seconded by A. A. Broadfoot, Esq. the meeting adjourned."With the increase of commercial and migrant shipping, it was made obvious that seamen needed specific attention. The hospital in Williamstown was the first attempt to provide such service.argus, seaman's hospital, williamstown, the ship inn, welfare, captain charles ferguson (1813-1868) -

Reverend Alfred Gurney Goldsmith has two memorial plaques at the Mission to Seafarers Victoria. One in the the Mission's club room and this one in the Chapel of Saint Peter. He served as Senior Chaplain from 1905 to 1924 through a considerable period of upheaval including the building of two Missions between 1906 and 1917. For more information see 0639 an invitation to the laying of the foundation stone, 0704 a photograph of Reverend Goldsmith and his wife as well as the Mission's annual report from 1925 or contact the curator.Rev'd Gurney Goldsmith arrived in Australia in 1905, an experienced missionary with the intention of establishing a branch of the London Mission to Seamen. After a public meeting organised by the Victorian Mission to Seamen he entered into an amalgamation forging formal links with London, enabling a continuation of the services to seafarers, first commenced in 1857. Goldsmith also conceived the formation of an auxiliary, the Ladies Harbour Lights Guild, which was to play a significant role in support of the Mission and seafarers.Long rectangular brass plaque mounted to brick wall.To the glory of God and in loving memory of Rev. Crotonhurst was the estate of Mr William F. Langdon and his wife Sophia, the daughter of judge George H.F. Webb. A drawing room meeting was organised here by the Ladies' Harbour Lights Guild on 13 July 1926 hosted by Mrs Langdon. In an article published in the Australasian on Saturday 24 July 1926 we could read: " A drawing room meeting in connection with the Victoria Missions to Seamen took place on July 13, at Crotonhurst, Caulfield, the picturesque home of Mrs. W. F. Langdon, when the chaplain to the mission (the Rev. J. R. Weller) and other speakers explained the purpose of the Ladies' Harbour Lights Guild, and urged its claim to interest and support from the people of Victoria. The chair was taken by the mayor of Caulfield (Councillor Page), who spoke sympathetically of the fine work being carried on "week-in week-out" by members of the guild. The honorary treasurer of the guild (Miss Tracy) spoke of the need for more annual subscribers." The estate was demolished in 1937.Drawing room meetings were organised by the Ladies' Harbour Lights Guild to raise awareness and recruit new members. Administrative record (item) - Annual report, Tait and Hall, The Eighth Annual Report Victorian Seamen's Mission, 1865, 1865
The organisation is obliged to complete an annual report. This book contained the report for the year 1865 , only eight years after commencement of services aboard the Bethel Floating Chapel. The report was presented on Thursday 26 April 1866 during a public meeting taking place at the schoolroom of the Congregational church, Collins Street East. His Honor Judge Pohlman was chair of the meeting. The report lists the members of the executive committee, chaplain, patron and other prominent members of the organisation. Further the report provides a summary of the workings of the organisation for the year as well as financial details. Through the succession of years the annual reports provide a clear overview of the Mission fulfilling its purpose and the people who helped to accomplish that purpose.1865, annual report, mission to seafarers, seamen's mission, mission to seamen, reverend kerr johnston, judge pohlman, administrative document-annual report, captain mccallum -

Programme - Programme - Loyal Orange Institution of Victoria "True Blues" Lodge Annual Tea and Entertainment Programme, c. 1900
The Loyal Orange Institution of Victoria was established in 1843. As a society composed of Protestants, it works to support and defend the Protestant faith. The Institution is named in honour of King William III, Prince of Orange (1650-1702) and his achievements for civil and religious liberty. The first Orange Lodge in Victoria was founded in 1843, following a sectarian protest in Elizabeth Street Melbourne over the election of a Protestant candidate to the Legislative Council. By the 1890s there were 169 branches in Victoria, engaged in political lobbying for mainstream Protestant issues like temperance, Sunday observance, opposition to state aid for church schools, and opposition to any expansion of the political influence of Roman Catholics. The monthly meetings had an element of secrecy, as members wore regalia and followed a simple ritual. No Catholics could join. Women were admitted to Lodges in 1903.Single-sided sheet printed in blue ink containing program details. Decorative title at top of page, with central image of cavalier on rearing horse within a decorative ribbon and floral border, containing a Protestant oath. View looking across Main Road to Wingrove Cottage (c.1950s), former home Charles Symons Wingrove. Charles Wingrove was a prominent figure in Victorian local government, as secretary to the Eltham District Road Board and Shire Council from 1858 to 1904, and, as Shire Engineer and Secretary to the Heidelberg Road Board. He was part of the Committee to establish the Church of England at Eltham. The Wingroves were an important pioneer family of Eltham and Wingrove Cottage is one of the most important heritage buildings in Eltham as one of the few surviving 19th century buildings. Reputedly built in 1858, Wingrove Cottage was recorded in the 1859-60 Eltham Road District rates book as a brick house owned and occupied by Wingrove with a Net Annual Value (NAV) of ₤30. In 1861, the year the Church opened, Wingrove's house was identified as a two -roomed brick cottage. Charles Wingrove is buried with other members of his family in the cemetery at St Katherine’s Church, St. Helena. This image is believed to have been incorporated in a presentation by Russell Yeoman to the 10 November 2004 Society meeting on "Significant Trees, Wildflowers and Local Gardens."This photo forms part of a collection of photographs gathered by the Shire of Eltham for their centenary project book,"Pioneers and Painters: 100 years of the Shire of Eltham" by Alan Marshall (1971). The collection of over 500 images is held in partnership between Eltham District Historical Society and Yarra Plenty Regional Library (Eltham Library) and is now formally known as the 'The Shire of Eltham Pioneers Photograph Collection.' It is significant in being the first community sourced collection representing the places and people of the Shire's first one hundred years.Digital image 4 x 5 inch B&W Negshire of eltham pioneers photograph collection, eltham, main road, wingrove cottage, george w. bell collection, significant tree -

This card from the Warrnambool Amateur Turf Club is a pass for a lady for the meeting of 5th May 1914. This day was part of the three-day 1914 May Racing Carnival which featured the Warrnambool Cup and the Grand Annual Steeplechase. Medal - Medal VHAS, Villiers and Heytesbury Agricultural Association, Circa 1880
Historical information: this medallion has historical details on three fronts. Firstly the Villiers & Heytesbury Agricultural Association. This association began with the first meeting held on May 17th 1853 at Woodford. The minutes of that meeting read “That in the opinion of this meeting, the formation of an agricultural association would be of great benefit to persons in this district engaged in farming and pastoral pursuits. It initially embraced the following: ploughing, agricultural produce, machines and implements, and livestock of all descriptions. The first show was held at Warrnambool on April 10th 1855 on a green bounded by Fairy, Henna, and Koroit Streets. It was held there until 1875 when it moved to the present Showgrounds site in Koroit Street. At the 37th Annual show in 1890 Warrnambool held its first Grand National Show, being granted by the Chamber of Agriculture in turn, in Victoria. It became known as the Warrnambool Agricultural Society in 1911. Secondly the winner, Mr Hugh Lennon. He was one of the most successful innovators and manufacturers of agricultural implements in early Australia. Although born in Ireland, he served an apprenticeship in Scotland in mechanical engineering. The Lennon plough became known Australia wide. For many years he operated his business at the northern of Elizabeth Street in Melbourne. He was active in local affairs. He died in 1886 at the age of 52. Thirdly, Stokes and Martin. Thomas Stokes came to Australia in the 1850’s and established a successful business at Mincing Lane Melbourne, manufacturing buttons, medals and tokens. Martin joined the partnership in 1873, which lasted until a disastrous fire in 1893. The business was renamed Stokes & Sons Pty Ltd and it became a public company in 1962. It is currently situated at Ringwood in the business of spare parts for electrical equipment The Villiers and Heytesbury Agricultural Association was a significant event and organisation within the Western District over a large number of years. It was one of the earliest organisations in the district and is testament to its importance to the agricultural, social, and cultural life of the district. It is significant that this particular medallion was awarded to an innovator in the ploughing industry and that it was made by a company which is still in business 130 years later. Circular copper medallion cast with Villiers & Heytesbury Agricultural Assoctn around edge with winner and event details engraved in centre. The reverse is cast with horse, cow and sheep standing above wheat sheaf and farm implements.
