It is important also as a very early estate development incorporating a range of features other than houses and including made roads, shops and recreation facilities. In this respect it was the forerunner of the comprehensively planned housing estate of the post war era. The estate is distinguished by its aesthetic values, as is the earlier and comparable Hillcrest Estate, which are formed by a combination of restrained diversity in house styles, with the exception of no. 30 in the emerging International style, and by a landscaped garden environment. This file contains seven items about the significance of this building and how this was established : 1/ Photocopies of a handwritten application (in duplicate) by Walter Kay of Elsternwick dated 13/10/1985 and Rodney H Bush’s dated 16/10/1985 to the Historic Buildings Council to register the former Elsternwick Post Office building, and an original typewritten letter dated 17/10/1985 from the Historic Buildings Council to Caulfield and Historic Society advising them of an application and inviting them to submit relevant information about the building with a copy of application attached. 2/ Six pieces of correspondence between various interested parties (Caulfield Council , Caulfield Historical Society, National Trust, of Australia and Ministry for Planning and Environment on behalf of Historic Buildings Council, Victoria) about the significance of the former Elsternwick Post Office building and the progress of efforts to include it on the Register of Historic buildings. Dated between November 1985 and May 1986. 3/ Two pieces of correspondence between the Caulfield Progress Association and the Caulfield Historical Society dated April and May 1986, regarding the efforts of the Historical Society to save the former Elsternwick Post Office building. 4/ Two pieces of ephemera by the Caulfield Progress Association, one original undated and one photocopy undated in 1986. Both appealing to the public for support to help the former Elsternwick Post Office building and to protest a proposal to demolish it, by Caulfield Council. 5/Original newspaper article dated 07/06/1989 from the Malvern-Caulfield Progress newspaper written by Robert Carmody. The article talks about the approval by the Historic Buildings Council of Caulfield Council’s restoration program of the former Elsternwick Post Office building worth approximately $850,000. The refurbishment would consist of a shop and office space which would then be rented out. Mayor Emil Braun outlines the progress to implement the plans. 6/ Caulfield Conservation Study by Andrew Ward dated September 1994 of former Elsternwick Post Office Building. The building plans for the Elizabethan Style building were approved in 1891. The original timber verandahs were replaced by the present brickworks in circa 1918 rear extensions in 1941-42. Similar Post Offices were built at Kew, Queenscliff and Portarlington. 7/ Computer printout dated 19/03/2010 of Statement of Significance held by the Victorian Heritage database of the former Elsternwick Post Office Building. It was built in 1891 in the ‘Queen Anne’ style. The substantial two story red brick building was set on a bluestone plinth with an ornate façade incorporating cement dressings. There is a brief summary of the settlement and development of the Elsternwick area with mention of how important the building is to the Elsternwick Community. The minutes cover a range of routine meeting items, as well as the postponed release of the Princes Park Master Plans and the proposed construction of car parks at Caulfield Racecourse. 2/A copy of Glen Eira Residents’ Association Inc.’s 30/05/2003 newsletter, notifying members of matters presently before Glen Eira City Council for purposes of evaluation. Said amendment changes the Planning Scheme protecting neighbourhood character by replacing the previous Significant Character Area (SCA) designation with the new designations of Neighbourhood Character Overlay (NCO) and Design and Development Overlay (DDO). In developing the Amendment, Glen Eira City Council commissioned Planisphere to procure the Planisphere Final Report, in which recommendations regarding the expansion, creation and deletion of SCAs were offered. Also included is a brief history of the development ...This file contains one item: 1/A draft of a plan for a museum exhibit from the Spirit of Enquiry Workbook, by Denis Shephard, and dated 07/08/2007, pertaining to alternative energy research within the suburbs of Melbourne between 1950 and 1980. Much of the content is irrelevant to Glen Eira. However; one of the two principle subjects of the exhibit, discussed between pages 20 and 28, is the work of Ted Pritchard, who was based out of Caulfield. Ted and his father, Arnold Pritchard, aspired to reinvent the steam engine for use within the contemporary era. To that end, they fitted a Chevrolet pickup truck with one of their prototypes – with the result being one of the main items constituting the exhibit. Ted’s interest in steam power had been spurred by a working tabletop model of a steam engine that Arnold built for him – which constitutes another of the exhibit’s items. Also included is a brief history of the development of Caulfield. (Unknown author of handwritten notes by John Campbell, Mayor of Caulfield 1986-87 and long-time observer of the Caulfield Council/Glen Eira Council): 1/A 53-page Overview Report, summarising the research conducted into the existing state of Glen Eira’s Activity Centres for the purposes of devising a Strategy to improve them. The Report constitutes the first of four components of a broader document termed the ‘Position Paper’, of which the remaining three are not present. The Report is divided into ten sections. The first is an executive summary of the entire document. The second is an introduction that explains the reasons why the Glen Eira City Council chose to embark upon this project. The third describes the methodology by which the research was conducted. The fourth describes what an Activity Centre is defined as. The fifth describes pre-existing policies and strategies pertaining to commercial development. The sixth describes the regional context of Glen Eira’s Activity Centres. The seventh describes the factors affecting Glen Eira’s Activity Centres plus the changes resulting from them, and is divided into four subsections pertaining to demographics, economics, decentralisation and housing, respectively. The eighth describes patterns of activity within Glen Eira’s Activity Centres, containing, for example, tables illustrating the number of particular types of businesses within each Centre. The ninth describes the new classification system for Glen Eira’s Activity Centres, the category each of Glen Eira’s Activity Centres belongs to under this system, and the future roles of each of the Centres. The tenth briefly recaps the entire document. Also included are three colour maps of Glen Eira noting the locations of existing Activity Centres. Programme, Programme for the Official Opening of the Mt Helen Campus, 10/1970
The first building at the Mt Helen Campus was opened in October 1970. Students first starting using the campus in the same year. The programme includes the following historical information: "On 26th October, 1870, Sir Redmond Barry officially opened the first venture into formal technical education in Australia - the Ballarat School of Mines. Over the preceding year a small group of Ballarat citizens interested in mining had conceived and brought into being the idea of creating such a school. They leased a derelict Court House next to the Ballarat Gaol in Lydiard St., at a nominal rental for15 years, and started classes with 4 students and an honorary lecturer. The School developed its courses beyond the initially intended range of studies related to mining, increased in enrolments, took over neighbouring properties and buildings and developed three levels of education - tertiary, trade and secondary. From the latter part of the 19th Century, even though remaining under the control of its own autonomous Council, it developed close links with the State Education Department. From the earliest times the School achieved widespread recognition and a particularly high reputation, and its graduates spread across Australia and the world. For several years it was affiliated with Melbourne University. In the last decade its scope has been further broadened by the introduction of new tertiary courses. During 1965 the State Government created the Victoria Institute of Colleges - a non-teaching body empowered to award degrees and directed towards the task of co-ordinating and developing tertiary education in Victorian in institutions other than universities. the tertiary division of the School became affiliated with the V.I.C. at the end of that same year. Subsequently the Council of the School decided that, whilst retaining for the whole establishment the time honoured title - The School of Mines and Industries, Ballarat - it should more distinctly sub-title the three divisions. the tertiary division then became known as the Ballarat Institute of Advanced Education. On receipt of substantial Commonwealth-State Grants, made to it as a college of advanced education, the Council was enabled at the start of 1967, to purchase for the Institute the 20 acre campus at Mt Helen. A master plan has been produced to develop this beautiful and spacious site as a tertiary institution enrolling, in due course, some 3000 full time students. the first sod was turned, to initiate this development, by the then Governor General of Australia, The Right Honourable Lord Casey, on 19th October, 1967. The first building group, now completed and occupied, has involved an expenditure approaching $1,000,000. It contains the departments of Mechanical, Civil and Mining Engineering, Metallurgy and Geology. it also contains the Computer Centre, a temporary Library and temporary student amenities. A master plan for the campus was developed by L.H. Vernon and Associates. Geoff J. Harrison prepared a report and made recommendations on the master plan, including suggestions for improvement. William Henry Maw was a British civil engineer and astronomer. He was born in 1838 and died in 1924 at eighty-five years. Maw worked as an assistant at the workshops of the Eastern Counties Railway before he became a draughtsman in the design office. He designed the first outside cylinder locomotive for use in India. In 1865 he founded the journal Engineering and continued to be an editor for the rest of his life. Maw became a consulting engineer. He was president of the Civil and Mechanical Engineers' Society, the Institution of Mechanical Engineers and the Institution of Civil Engineers. This book contains a wide range of articles and reviews related to industrial developments such as rail mill engines at the Dowlais iron works (constructed by Messrs. Kitson and Co., engineers, Leeds), cable tramway, Clay-street, San Francisco, U.S.A., road and railway bridge over the river Dnieper, at Jekaterinoslow, Russia (constructed from the designs of Professor N. Belelubsky, St. Petersburg, by the Brjonsk iron works) etc. A book with blue large hard cover. Title and publication date are written on spine in gold. Illustrations (fig., plates, plans, diagrams) in B/W. Includes collection of the engineering weekly journal vol. xxxix-from January to June 1885.
