This is a set of documents including three sheets of blueprint plans for the New Town Hall and Offices for Warrnambool, created in 1890 by the Architect Mr Arthur H. Cutler of Melbourne. The Contract was signed by the Town Mayor for Warrnambool, Mr William Simpson on May 7th 1890. Also, a Council copy of the Contract dated 26 June 1890, with the signatures and diagram where the two official stamps would be placed. The Foundation Stone was laid the following year by the next Mayor, John Hyland on February 24th 1891. The contractor for the building was granted to W. Kellas (William) of Warrnambool. The Town Hall and Offices were built on the corner of Liebig and Timor Streets in Warrnambool. On March 20th 1983 the new Performing Arts Centre was opened y the Mayor, Councillor R w Andreson, on the same site. The new building incorporates the 1890 Town Hall building. The plans, contracts, documents and various references to people on the documents are significant to the history of the City of Warrnambool and its community. The Warrnambool Town Hall building is also significant for the many community events held there over the decades after it was built. Appreciation for the significance of the almost century-old Town Hall building is demonstrated by its inclusion in the new Performing Arts Centre.Set of five documents that includes Plans for the Warrnambool Town Hall, the Contract cover page and a letter from the Architect to the Council. TOC H was founded as a Christian organisation during the First World War in Belgium in 1915. Talbot House was a venue for respite from the war for soldiers and civilians. During the 1920s TOC H spread around the world especially to Commonwealth countries. In 1923 the Governor General of Australia wrote to The Reverend "Tubby" Clayton indicating that he and Lady Forster wished to endow a TOC H lamp, the symbol of TOC H in memory of their two sons who were killed in the war. The lamp symbol is a replica of the lamp used to provide light to early Christians who sought refuge in the catacombs of Rome. The cross of Lorraine is an indicator of its origins in the Ypres salient.The lamp is a symbol of an ongoing commitment of TOC H to spread light wherever it may be required. These badges are maintained as mementos of the Warrnambool branch of TOC H which operated from a sandstone building in Koroit Street Warrnambool. It was active during the middle decades of the 20th Century .1 Octagonal metal and enamel badge featuring a gold coloured oil lamp and cross on a green luminous background with rays emanating from the lamp. H. Rider Haggard (1856-1925) (Sir H. Rider Haggard), a British author, wrote fiction and non-fiction works and had letters and articles published in newspapers and journals. His novel, Heart of the World, was an adventure set in Mexico. This book is part of the Pattison Collection at Flagstaff Hill. The book was published in 1895 by the British firm George G Harrap & Co. Ltd. of London, a firm that specialised in high-quality publishing with many of the books containing fine line drawings.The book has additional importance for its connection to the Pattison Collection, which, along with other items at Flagstaff Hill Maritime Village, was originally part of the Warrnambool Mechanics' Institutes’ Collection. The Warrnambool Mechanics’ Institute book collection has historical and social significance for its strong association with the Mechanics Institute movement and its important role in people's intellectual, cultural and social development throughout the latter part of the nineteenth century and the early twentieth century. The collection of books is a rare example of an early lending library and its significance is enhanced by the survival of an original collection of many volumes. Delivery cart of Mr & Mrs W J Atkinson’s greengrocery business and general store near the corner of Whitehorse and Elgar Roads, c 1930. Emma Uebergang and William James Atkinson married in 1930. They ran a mixed business in Whitehorse Road from 1926-1952. Stock included fruit and vegetables, sweets and some groceries. With Mr Atkinson is Albert Cunnington who in about 1930 helped with deliveries. To the left can be seen Whitehorse Road as it approaches the shopping centre and over the back of the horse can be seen the White Horse Hotel. William Thomas George was born in Birmingham in 1884 and was a tin plate worker. He and his wife Ellene had a son Leslie Thomas George. The firm W T George & Co was formed sometime later. In 1939 his firm produced ship lamps. The Patent Number GB546575 on the lamp's plate was assigned to Leslie Thomas George in 1941 for improvements in, or relating to, ships' lanterns. From that time the patent number was affixed to their namufactured Meteorite lights. The ship navigation lamp is important as an example of the evolution of marine safety technology. Countries began passing laws and regulations in the 1830s that required ships to show navigation lights at night or in poor weather. From the late 1840s colours were standardised; red for portside of the vessel and green for starboard, a white masthead light, and a white light at anchor. By 1914 the International Convention for the Safety of Life at Sea was formed and continues, with decisions and notifications on improvements and changes.. Lamp; Portside ship's lamp is rounded in the front with two flat sides coming to a point at the rear. Glass has circular ridging. Metal handle with lid and clasp. The reflector has red colouring. Inscribed on fixed plates on the front, with maker's details and Patent number. This Meteorite lantern was made by W T George and Co Ltd, of Birmingham. Norm Cooper served in WW1 then worked in the State Electricity Commission (Victoria). He lived in Ringwood (later Balwyn) played football, cricket, tennis and was a member of the Children's Hospital Auxiliary. Collection donated by Annette Rattray - a distant relative.Obituaries and photographs relating to the life of Norman H. Cooper. Stone of which wall is constructed is believed to have been used in the construction of Jamieson's Buninyong Inn, built for Margaret Jamieson starting about 1853. She owned the earlier Buninyong Inn which impinged on they surveyed Learmonth St. and was demolished. Margaret died in 1854 before the building was completed by her son, who built the third Buninyong Inn on the corner of Learmonth and Warrenheip.
