An ensign is a national flag used within a naval or military context. A naval ensign is usually required to be flown when entering and leaving harbour, when sailing through foreign waters, and when a ship is signalled to do so by a warship. They are also flown during battles and when the ensign is lowered, the ship is said to have surrendered. This Victorian Naval Ensign was used by the Victorian Naval Contingent in the Boxer Rebellion in China in 1900. The contingent was led by Captain Frederick Tickell who had commanded the Victorian Naval Forces since 1897. In around 1901, Captain Tickell presented the ensign to Frederick Thomas Sargood [1834-1903] who had been Minister of Defence and Education for the Colony of Victoria and was a Senator in Federal Parliament. In September 1986 the ensign was stolen from Parliament House. The suspect was described as a young man wearing 'a beret and bow tie' ("The Age" 26 September 1986). Newspaper clipping from an unknown Melbourne newspaper (Herald, Sun or the Age) with a photo of Z3 running special in Smith St Collingwood. Item states that it was carrying Members of Parliament on a demonstration run. Reg Item 86 would date this as 1/5/1975. Notes that four trams were used and then one a week afterwards. Transcript of Evidence given to the Parliamentary Committee of Accounts by Mr W O Strangward, Secretary to the MMTB 13/9/1927 - in response to the question "What would be the extra cost to the public if motor buses were substituted for the existing tramways?" Looks at Fare Revenue, operating cost per vehicle mile, relative average speeds, number of tram and bus miles required to carry 224,000,000 passengers, standing passengers and capacity. Notes that 2.25 buses would be required to replace each existing tramcar. Examines Annual Operating cost for both forms, capital outlay including provision for spares, amortization of the present tramway debt and cost of roads. Has a financial summary showing the additional cost would be 1.878,500 pounds to run buses requiriing a fare increase of 75%. Provides information in the form of a letter to Parliamentary members about the reasons why the electrification of Collins St should proceed from the MMTB viewpoint, though it was not part of the 1923 General Scheme. The City of Melbourne initially wanted a conduit system, main issue was overhead wires, looks at other possibilities. This photograph of John Pascoe Fawkner was commissioned by artist William Strutt in 1857. In 1907 Strutt gave the photograph to Victoria's London agent, Mr. Lake, to be presented to the Victorian Parliamentary Library. In a letter to Mr. Lake now in the library's archives, Strutt describes how he had planned to make use of the photograph in his artistic practice, and when finished with it, had promised to give the photograph to the Victorian Parliamentary Librarian Charles Ridgway (c.1801-1865). "That time then has come, late it is true, but alas Mr. Ridgeway [sic] is dead, so is Fawkner, but the old patriot will ever live in this portrait".Framed ambrotype portrait photograph of John Pascoe Fawkner seated and wearing a smoking cap. Note from William Strutt adhered verso. The ambrotype is a positive photographic image on a glass plate mounted inside a glazed frame with a gold-coloured inner-frame/preserver (possibly celluloid) and black velvet-covered backing board. Major General Sir Reginald Arthur James Talbot KCB (11 July 1841 – 15 January 1929) was a British Army officer, Member of Parliament, and Governor of Victoria in Australia. March 1905 and in April 1908 he visited East Gippsland, in particularMarlo and Orbost. Mr W. Cumming was the president of the Orbost Shire at the time. Ivy Lavinea Weber came to Victoria from New South Wales after her first husband died. She married Clarence Weber, a widower with seven children. After his death she became involved in many worthwhile societies, and in 1937 she won the Legislative Assembly seat of Nunawading, becoming the first woman to be elected to the Victorian Parliament. The green holder for the weights was hand made by cutting recesses out of a single piece of wood. The wood was painted green. Between 1960 and 1988 Australia gradually adopted the SI units (Standard International) or metric units. In 1970 the Australian parliament passed the metric conversion act, and the Australian building trades made it the standard in 1974. This information helps to date the set of weights to C. 1970s.These weights have local and social significance to indicate the weights used in many homes or small businesses in the 1970s.Set of 5 small metric weights in wooden holder.
