In April 2012 former Royal Australian College of General Practitioners president Dr Paul Hemming was appointed the University of Ballarat’s new chancellor. Dr Hemming was a deputy chancellor of the university since 2011 and a member of the university council since 2007, and replaces outgoing chancellor Robert Smith. He was a founding director of Beyondblue and has been president of the Royal Australian College of General Practitioners. He was also president of the Australian Medical Association Victoria and has served on numerous federal government medical bodies and tribunals. Chancellors are appointed to chair the university's council (governing body) as the senior office holder of the University. They also confer the academic awards of the university, and represent the university at meetings, functions and ceremonies. At the installation of Dr Hemming as the Fifth Chancellor Of The University Of Ballarat Governor of Victoria Alex Chrnov said: "I join Bonnie Fagan in acknowledging the traditional owners of this land and I pay my respects to their elders past and present. It is my great pleasure, as Governor of Victoria and Visitor to the University of Ballarat, to install Dr Paul Hemming as the fifth Chancellor of this University. I extend to him and his family my warmest congratulations on this appointment and wish him all the best in his new role. I have no doubt that he will be an industrious and wise leader of this University. Although the University of Ballarat is one of Australia’s newest Universities, it is the third oldest Tertiary institution in our country with the School of Mines being established in 1870. It has much to be proud of, and should be recognised for its commitment to being one of our most outstanding regionally focused higher education institutions. It offers on six campuses a diverse, yet suitably targeted, group of learning models that include higher education, TAFE and senior secondary school education, and is one of the few universities in the country that has an associated Technology Park. This University is uniquely placed to provide higher education in Regional Victoria. For example, I understand that by 2020 the population in the Ballarat area will increase by 20% so this University will have the responsibility and opportunity to provide educational opportunities for this growing population. The role of the Governor can be divided into three parts – ceremonial, constitutional and community engagement. It is the third aspect of the role that is most time consuming and, I add, enjoyable. It includes making official visits to Regional areas of Victoria. To date Elizabeth and I have been on 16 such visits and the thing that stands out is that despite the challenges that face Regional communities whether it be through natural disasters, or the economy more broadly – the stoicism, volunteerism and self reliance are always present. Ballarat is an example of such resilience and confidence in its future that can be dated back to this University’s inception. When the School of Mines was established in 1870 on the back of the gold rush era of the 1850s, the local community had vision and faith in its future that is reflected in the building of this institution. It is not dissimilar to Melbourne, where its relatively few citizens established the iconic pillars of our society like the State Library, the University of Melbourne, Parliament Houses and the National Gallery of Victoria. The contribution by the University of Ballarat to Regional Victoria cannot be overstated. Not only does it provide top educational opportunities for students from the Region but its graduates almost invariably end up working in Regional Australia, and often in their own local communities. More specifically, almost three out of every four of the graduates from this University end up finding employment in Regional areas. Such figures highlight the University’s significant contribution to the Regional economy. But its impact is not limited to our Regional areas – it extends to other parts of Australia and overseas. But like so many other higher education institutions in Australia, the University of Ballarat is facing challenges brought about by events such as global uncertainties and the high Australian dollar that impact on the inflow of international students, and dealing with students, more and more of whom come from the lower socio economic sector. It is in those circumstances that the Chancellor must show leadership that involves, amongst others, objectively guiding the Council and supporting the Vice-Chancellor, albeit without becoming involved in the day to day micro management of the University. A strong, trusting and respectful working relationship between the Chancellor and the Vice-Chancellor is, I believe, critical to the sound progress of a University. Before I turn more specifically to Dr Hemming, I would like to reflect briefly on his immediate predecessor, Emeritus Professor Robert Smith. I am sure that Dr Hemming has already found in Professor Smith an invaluable source of assistance. He was a skilled and effective leader not only here, but also in the broader higher education sector. I mention by way of example his instigation and leadership two years ago of the much acclaimed Chancellors’ Conference that was held in Melbourne. There was great diffidence amongst the Chancellors in having it at all. It was a little like herding cats. But Bob Smith spearheaded the organisation of it, with great attention to detail. And it was his hard work and leadership that resulted in the Conference being such a success and of assistance to all Chancellors who attended. It was an illustration of Bob Smith’s skills as a leader in the sector and of this University. And the sector, just as this University remains indebted to him. And I have no doubt that Dr Hemming will similarly lead this University through the challenging, yet exciting, times that lie ahead. He is eminently qualified to do so, in terms of his personal attributes, academic achievements and experience in governance. With his extensive medical career as a General Practitioner, service on a number of Federal Government medical boards and tribunals, and having been a Founding Director of ‘Beyondblue’, President of the Royal Australian College of General Practitioners and President of the Australian Medical Association (Victoria), his list of personal and professional achievements, as well as his strong sense of public and community duty, is impressive. Importantly, Dr Hemming has a long standing connection with the Ballarat community, having moved here with his family from the United Kingdom in 1977. He is now even accepted as a “local” I am told. Given his range of experience to which I have referred and the time he has already spent on the Council and Standing Committees of this University, he is obviously well placed to take part in leading this University. So it is a great pleasure for me to install Dr Hemming as the fifth Chancellor of the University of Ballarat." This hand written letter, in black ink script on blue lined paper, is impressed with the official stamp of the Victoria Steam Navigation Board. The left margin has the reference “S82/12" It is transcribed: "Victoria Steam Navigation Board, Melbourne, January 12th 1882 To Frederick Chapman, Master, S.S. "Julia Percy" You are herewith furnished with a copy of the report of the Official Court which assembled to enquire into the circumstances attending the collision between the steamers "Julia Percy" and "Nelson" off Apollo Bay near Cape Otway on the morning of the 25th December 1881, and you are hereby expected to attend at the Board Room, Custom House, Melbourne, at 2pm, on 13th January instant to show cause why you should not be censured accordingly. [Signature] Secretary" This document refers to the matter of a collision between two steamships, the Julia Percy and the Nelson, on 25th December 1881. The Julia Percy was at that time owned by her first owners, the Warrnambool Steam Packet Company, and she sailed under the command of Captain Chapman. She had left Melbourne the evening of 24th December, with about 150 passengers, sailing in fine weather through Port Phillip Heads around 9pm. She was headed for Warrnambool, Belfast (now named Port Fairy) and Portland. The Julia Percy was off Apollo Bay when Captain Chapman was woken by the ship’s whistle after midnight, the steamer Nelson being on a collision course with the Julia Percy.[See Link.] The Nelson struck Julia Percy midship. Boats were lowered from the ship (apart from a damaged lifeboat) and about 30-40 of the passengers boarded the Nelson. The engine room and the forehold were checked and found clear of water. The company manager, Mr Evans, had been on the Nelson, so he boarded and inspected the Julia Percy and the decision was made to continue on to Warrnambool with the passengers as there appeared to be no immediate danger. However, Captain Thomas Smith said the Nelson was taking on water, so Julia Percy followed her for about an hour towards Melbourne on standby in case of need. Then Julia Percy turned around towards Warrnambool again. Shortly afterwards the Nelson turned to follow her, the ships stopped and passengers were returned to Julia Percy, and three from Julia Percy boarded the Nelson. Both ships proceeded on their way. Julia Percy passed Cape Otway light afterwards, signalling that there had been a collision. It was discovered later that one of the passengers was missing, then thought to have boarded the Nelson but later thought to have fallen into the sea and drowned while trying to jump from Julia Percy to Nelson. There had been 3 tickets purchased under the same name of that passenger “Cutler”; a father, son and friend named Wordsworth, which had caused quite some confusion. No further mishap occurred to either ship and both the Julia Percy and the Nelson reached their destinations safely. An enquiry was instigated by the Victoria Steam Navigation Board regarding the cause of the accident between the two steamships, in connection with the death of Cutler who was supposed to have lost his life by the collision. The enquiry resulted in the following decision: "The Victorian Steam Navigation Board having taken into consideration the points urged by Captain Thos [Thomas] Smith and also by his legal advisers, is of opinion that the charge prepared against him has been sustained, but taking into consideration Captain Smith’s previous good conduct and character, the board suspends his master’s certificate No 227 issued by this board for a period of six calendar months from this date – Robert Fullarton, Chairman. “The Victorian Steam Navigation Board having beard the statement of Captain Frederick Chapman urged in his defense to the charge of dereliction of duty as master of the Julia Percy, in having no standing order on board that vessel to be called in the event of any approaching steamer’s lights being seen, find such charge sustained, and censure him accordingly – Robert Fullarton, Chairman.” ABOUT “JULIA PERCY” The S.S. Julia Percy (later named Leeuwin ) was an iron passenger-cargo steam ship built in 1876. At one point in time the Julia Percy would sail from Warrnambool to Melbourne every Friday and return from Melbourne to Warrnambool every Tuesday. The cost of a return ticket for a Saloon Fare was £1.0.0. She would sail “if practical and weather permitting”. Shipping was the cheapest and most practical means of carrying produce and goods during the period 1840-1890. Regular domestic steamer services commenced in the Warrnambool district in the late 1850’s and by 1870 the passenger trade was booming. Produce was loaded from the jetty into ‘lighters’ (small boats), which took it to the ships at anchorage in the bay. Passengers were taken to the ship’s side then climbed aboard up ladders or gangways. The coming of the railway in October 1889 meant the gradual decline and end of the steam shipping era. The Julia Percy was built in Glasgow by Thomas Wingate & Company, Whiteinch, in 1876 for the Warrnambool Steam Packet Company, which commissioned her for trade in Victoria’s western district. She was first registered in Warrnambool, Victoria in 1876. The Julia Percy changed hands several times. Her next owner was the Western Steam Navigation Co (1887), managed by Mr. T.H. Osborne (the company’s office was on the corner of Timor and Liebig Streets, Its north-western wall is now part of the current Warrnambool Regional Art Gallery. ) The Melbourne Steamship Co became the next owners (1890), followed by William Howard Smith and Sons (1901) for use in Queensland coastal trades, then she was bought by George Turnbull in 1903 and used for local mail contract in Western Australia. The Julia Percy was sold to the Melbourne Steamship Company Ltd. (1906) and re-named the “Leeuwin” but continued in her Western Australian coastal run. She was converted into a coal hulk in Melbourne in 1910 as a result of damaged caused when she was driven against the jetty at Dongara during a gale. The ship was eventually dismantled and scuttled in Bass Strait on 28 December 1934. The document is significant for its association with the wreck of the Leeuwin (Julia Percy), which is on the Victorian Heritage Register, VHR S413. . It is historically significant for being a rare artefact that has potential to interpret aspects of Western Victoria’s 19th century steamship trade and Victorian cultural history. The Leeuwin (Julia Percy) is listed on the Victorian Heritage Register as being historically significant ‘as one of only four wrecks of steamships in Victorian waters associated with the western district of Victoria’s coastal steamship trade. The Spring Gully Gold Mining property consists of Gold Mining Lease No. 2986, Castlemaine, of about 21 acres situated on the Emu Reef, in Spring Gully Fryers. There are two shafts, distant about 300 feet from each other. From one of them large quantities of gold were obtained in former years by previous companies. The carronade was designed as a short-range naval weapon with a low muzzle velocity for merchant ships, but it also found a niche role on warships. It was produced by the Carron Iron Works and was at first sold as a complete system with the gun, mounting, and shot altogether. Carronades initially became popular on British merchant ships during the American Revolutionary War. A lightweight gun that needed only a small gun crew and was devastating at short range was well suited to defending merchant ships against French and American privateers. The invention of the cannon is variously attributed to Lieutenant General Robert Melville in 1759, or to Charles Gascoigne, manager of the Carron Company from 1769 to 1779. In its early years, the weapon was sometimes called a "mellvinade" or a "gasconade". The carronade can be seen as the culmination of a development of naval guns reducing the barrel length and thereby the gunpowder charge. The Carron Company was already selling a "new light-constructed" gun, two-thirds of the weight of the standard naval gun and charged with one-sixth of the weight of the ball in powder before it introduced the carronade, which further halved the gunpowder charge. The theory of its design was to use less powder and had other advantages that were advertised in the company's sales pamphlet of the time, state. The smaller gunpowder charge reduced the barrel heating in action, also reduced the recoil. The mounting, attached to the side of the ship on a pivot, took the recoil on a slider, without altering the alignment of the gun. The pamphlet advocated the use of woollen cartridges, which eliminated the need for wadding and worming, although they were more expensive. Carronades also simplified gunnery for comparatively untrained merchant seamen in both aiming and reloading that was part of the rationale for adopting the gun. Other advantages promoted by the company were. The replacement of trunnions by a bolt underneath, to connect the gun to the mounting, reduced the width of the carriage that enhanced the wide angle of fire. A merchant ship would almost always be running away from an enemy, so a wide-angle of fire was much more important than on a warship. A carronade weighed a quarter as much as a standard cannon and used a quarter to a third of the gunpowder charge. This reduced charge allowed Carronades to have a shorter length and much lighter weight than long guns. Increasing the size of the bore and ball reduces the required length of the barrel. The force acting on the ball is proportional to the square of the diameter, while the mass of the ball rises by the cube, so acceleration is slower; thus, the barrel can be shorter and therefore lighter. Long guns were also much heavier than Carronades because they were over-specified to be capable of being double-shotted, (to load cannons with twice the shot, for increased damage at the expense of range), whereas it was dangerous to do this in a carronade. A ship could carry more carronades, or carronades of a larger calibre, than long guns, and carronades could be mounted on the upper decks, where heavy long guns could cause the ship to be top-heavy and unstable. Carronades also required a smaller gun crew, which was very important for merchant ships, and they were faster to reload. The small bore carronade and carriage is part of a collection of nineteenth Century Flagstaff Hill Guns and Cannon, which is classified as being of significance and was made a few years after the beginning of Queen Victoria's reign in 1837 and fires a 6 lb pound cannon ball. This nineteenth century artillery piece is a rare and representative item of artillery of this era, used predominately on ships, both military and merchant. The artillery piece, individually and as part of the collection, is highly significant for its historical, scientific and aesthetic reasons at the state, national and world level. This carronade represents the methods of artillery technology, its advancement and its modifications to suit dangerous situations that sailors encountered from attacks from free booters (pirates, living from plunder) or others at the time. Glynn’s farm Originally Section 7, Parish of Nillumbik marked Aborigine Reserve in 1866 Crown Allotment 8, Section 7, Parish of Nillumbik, County of Evelyn, Certificate of Title Volume 4095, Folio 818.835, approx. 93 acres purchased by Joseph Panton in 1881 for £1/acre and known as Panton’s Point. By 1924 owned by S.S. Sergeant and called Riverswood. Sergeant commissioned Edna Walling to design the garden. In September 1929 the property was sold at auction by Mortgagee’s sale. Described as well built, brick, tile roof, Attic Villa containing downstairs 7 good rooms, bath, scullery, inside lavatory, etc. Upstairs 2 bedrooms and sleep out. Outbuildings compromising of brick and weatherboard wash house, stables, workshop, feed room, cow bails, large G.I. Hay shed, etc In January 1931 Riverswood property was proclaimed a sanctuary for native game for the entire year. A private swing bridge crossed the river at Pound Bend was known as Pearson’s bridge after C.W.K. Pearson who bought Riverswood in the early 1930s. The bridge was swept away in the December 1934 floods. Riverswood was sold by C.W.K. Pearson at auction on 25 November 1936. Described as a beautiful farm home of 93 acres and over one mile of River Yarra frontage, modern brick residence, lovely garden, rich river flat pastures, model poultry farm. The fine brick home was destroyed on Black Friday (13 Jan.) 1939. It was still a ruin when the Evelyn Evans purchased Waikowhane above Riverswood in 1940. The Glynn family purchased the Riverswood property in 1941 from Robert and Emily Hannon. Their son Kenneth Patrick Glynn inherited the property and he set about clearing the land during WW2 selling wood. Prior to marriage, Kenneth was living alone on the farm in a house he had built from whatever was available. He used the bluestone foundations from the original fine brick home. He met and married Honora Elizabeth Drew in early 1945 and their daughter Anna grew up on the farm. It was compulsorily acquired by the Board of Works in 1976 who then rented the house out in the 1980s. The property was transferred to Melbourne Parks and Waterways in 1996. Waikowhane was a pretty timber house built on top of the hill on 50 acres above Riverswood by retired nurse Jessie MacBeth. (This would be at the intersection of Glynns Road and Overbank Road where the big water tank is now situated on what was once James Orford’s property.) It was also destroyed Black Friday and she rebuilt it from the plans living in a caravan on site supervising the build. It was almost complete when she died May 1939. The property was bought by Evelyn Evans (a city girl) and her estranged husband in 1940. She had two sons, one only 9 months old at the time. It was a timber house with no power or water connected. The Ewen Cameron family bought Waikowhane in 1957. They had to evacuate when the 1961 bushfires swept through. The house was saved by Matcham Skipper. McCarthy, JUSTIN, Irish politician, journalist, novelist, and historian, b. at Cork, November 22, 1830; d. at Folkestone, England, June 24, 1912. He was the son of Michael McCarthy, and was educated at a private school in his native city. At the age of eighteen he obtained a position on the literary staff of the "Cork Examiner". In 1853 he went to Liverpool as a journalist; in 1860 became Parliamentary reporter of the London "Morning Star", which he edited later (1864-68). From 1868 till 1871 he lectured with great success throughout the United States of America and was one of the assistant editors of the New York "Independent". On his return to England he contributed frequently to the "Nineteenth Century", the "Fortnightly Review", and the "Contemporary Review", and for many years was leader writer for the London "Daily News". From 1879 till 1896 he was a member of the British Parliament, representing the Irish constituencies of County Longford, Derry City, and North Longford. In November, 1880, he joined the Irish Land League, which won so many victories for the Catholic peasantry; two years later he became chairman of the National Land and Labor League of Great Britain. In 1886 he revisited the United States. From 1890 till 1896 he was chairman of the Irish Parliamentary party in succession to Parnell, having previously been vice-chairman for many years. His courtesy and moderation won him the respect of all parties in Parliament. Though participating so actively in the political life of Ireland, McCarthy took more interest in letters than in politics. His first novel, "The Waterdale Neighbors", appeared in 1867, and was followed by about twenty others, many of which are still popular. Of these the chief are: "Dear Lady Disdain" (1875); "A Fair Saxon" (1873); "Miss Misanthrope" (1877) and "The Dictator" (1893). Other publications were: "Con Amore", a volume of essays (1868), and biographies of Sir Robert Peel (1891), Leo XIII (1896), and Gladstone (1897). McCarthy's popularity as a writer depends rather on his historical writings, which are always lucid, forceful, and wonderfully free from party spirit. Of these works the most important are: "History of our own Times" (7 vols., London, 1879-1905), dealing with the events from the year 1830 to the death of Queen Victoria and supplemented by "Reminiscences of an Irishman" (1899); "A short History of our own Times" (1888); "The Epoch of Reform, 1830-1850" (London, 1874); "History of the Four Georges" (4 vols., 1884-1901), of which vols. 3 and 4 were written in collaboration with his son, Justin Huntly McCarthy well-known as a novelist and play-writer; "Ireland and her Story" (1903); "Modern England" (1899); "Rome in Ireland" (1904). Failing health and old age could not induce McCarthy to lay down his pen, and even as late as November, 1911, he published his "Irish Recollections", describing with his wonted charm the events of his earlier life. Protection of Person and Property Act 1881 The ''Protection of Person and Property Act 1881'' was one of more than 100 Coercion Acts passed by the Parliament of United Kingdom of Great Britain and Ireland between 1801 and 1922, in an attempt to establish law and order in Ireland. The 1881 Act was passed by parliament and introduced by Gladstone. It allowed for persons to be imprisoned without trial. On 13 October 1881, the Act was used to arrest Charles Parnell after his newspaper, the ''United Ireland'', had attacked the Land Act. On Gladstone's return to office in 1880, William Edward Forster was made Chief Secretary for Ireland. He carried the Compensation for Disturbance Bill through the Commons, only to see it thrown out in the Lords. On 24 January 1881, he introduced a new Coercion Bill in the House of Commons, to deal with the growth of the Irish National Land League. Despite a 41-hour long fillibuster in the House by the Irish Parliamentary Party, the bill passed, among its provisions being one enabling the British government in Ireland to arrest without trial persons "reasonably suspected" of crime and conspiracy. However those arrested were often not always suspect, only supportive of the Irish National Land League's movements. Over 100 such acts were passed, some of the more notable of which were "An Act for the more effectual Suppression of Local Disturbances and Dangerous Associations in Ireland", "The Protection of Life and Property in Certain Parts of Ireland Act", and the "Protection of Person and Property Act 1881". An Irish Coercion Bill was proposed by Sir Robert Peel to calm the increasing difficult situation in Ireland as a result of the Great Famine 1844–47. The Bill was blocked and this led, in part, to Peel's retirement as Prime Minister. Later attempts to introduce Irish coercion acts were blocked by the filibustering of Joseph Biggar. As a response to the Plan of Campaign of the mid-1880s the new Chief Secretary for Ireland Arthur Balfour secured a tough Perpetual Crimes Act (1887) (or Coercion Act) aimed at the prevention of boycotting, intimidation, unlawful assembly and the organisation of conspiracies against the payment of agreed rents. The Act resulted in the imprisonment of hundreds of people including over twenty MPs. The so-called ''Crimes Act'' (or "Coercion" Act) was condemned by the Catholic hierarchy since it was to become a permanent part of the law and did not have to be renewed annually by parliament, but the Papacy issued the bull Link: "Saepe Nos" in 1888 which was uncritical of the Acts. Trial by jury was abolished. An influential analysis of the pros and cons of the Act was published in 1888 by W. H. Hurlbert, a Catholic Irish-American author. By the end of that year the number had grown to 72. The pupil recorded as number 98, in the school register of 1876, was Stephen Hart from the Three Mile Creek. He first attended the school at the age of 17 years and within two years he was a member of the infamous Kelly Gang. During World War I, 22 former pupils volunteered for active service and four gave their lives. In the 1940s and 1950s there was a movement to consolidate small rural schools into one larger school. This was partly a response to a shortage of teachers, due to many male teachers enlisting during the Second World War. The War also caused a shortage of materials and labour and many Schools fell into disrepair. The Education Department decided that Pakenham would be one of the first six Consolidated Schools to be established and that all schools within 8 kms or 5 miles would be closed. The Pakenham Consolidated School was officially opened on May 29, 1951, on the site of the Pakenham State School, No.1359, in Main Street. The original Pakenham School had opened on a site near the Toomuc Creek in January 1875 and it moved to the Main Street site in 1891. The first Head Master was Charles Hicks. The School offered classes up to Year 10 (Form 4). The schools that formed the Consolidated School were Pakenham Upper No. 2155 (closed January 1952), Pakenham South No. 3755 (closed September 1951), Toomuc Valley No. 3034 (closed September 1951), Army Road No. 3847 (closed April 1947), Mount Burnett No. 4506 (closed October 1949), Tynong No. 2854 (closed April 1951), Tynong North No.4464 (closed December 1951), Nar Nar Goon North No. 2914 (closed October 1951), Nar Nar Goon South No. 4554 (closed May 1951), Rythdale No. 4231 (closed September 1951), Officedale No. 4242 (closed May 1951), Cora Lynn No. 3502 (closed May 1951) and Koo-Wee-Rup North (Five Mile) No. 3198 (closed November 1959). The School consisted of new buildings, which at the time cost one hundred thousand pounds, and many of the old School buildings. Some towns did not realise that their School buildings would be removed from the sites and transferred to Pakenham. The Pakenham Consolidated School moved from its original location in Main Street to its current location in Rundell, Way in 1997.This photograph is of historic and social significance. Pakenham Consolidated School was one of the first six Consolidated Schools established by the Education Department, and was born out of shortages of teachers, labour, and materials during World War II. The school can be used more broadly to reflect on the evolution of education in the state of Victoria, as the school can trace its origins all the way back to 1875, when the original Pakenham School was opened near Toomuc Creek. A heavy iron stamp is raised on a cam and let fall so that its weight causes the quartz which is held in the mortar box. This three head battery was installed in the mining laboratory of The School of Mines, Ballarat in 1898 and crused many hundreds of tons of quartz. It was reected on this site to commeorate the centenary of the School of Mines in 1870. This ship model is of the sailing brigantine MARY CAMPBELL, which once belonged to Captain James Arthur Robilliard. The model was made by Harry McKenna, a well-known ship model maker and Warrnambool resident. CAPTAIN ROBILLIARD James Arthur Robilliard, sea captain and tent maker, was born in 19th April 1843 in St. Helier, Jersey, Channel Islands. He trained there in his father’s sail loft as a sail maker. He later became a skipper. His first job as a sailor was achieved in Liverpool, England. In 1875 James Robilliard migrated to Australia as mate on the “E.M. Young”. Captain Robilliard and his family were amongst the early settlers along the Curdies River in the Heytesbury district. In 1877 he became a Captain. On 14th November 1879 Captain Robilliard married Helen Beckett. James and Helen had ten children; James Arthur (Jnr), Henry William, Nellie Jessie, Alfred Albert, Rubena Nellie, De Jersy Norman, Clifford Beckett, Olive Ida, Frances Ridley Havergal and Nellie Elvie, all born in Victoria. THE MARY CAMPBELL The ship “Mary Campbell” was built by Alexander Newton Jnr. She was carvel planked, of iron bark and blue gum timber. The family shipyard was at Pelican, on the Manning River, NSW, and “Mary Campbell” was first launched by her builder in 1869 as “The Son”. Three months later she was renamed “Mary Campbell’ by her purchaser J. Campbell in Sydney. She was used to carry equipment for the Sydney Sugar Refinery’s Mill in Southgate, NSW. She then traded for the next 20 years between Australian ports and rivers along the east coast as well as regular ports in New Zealand. She was “recognised as one of the best carrying little vessels in the timber trade” (Sydney Morning Herald). She had several owners over this time, the last one being Captain James A. Robilliard. On 29th April 1889 “Mary Campbell”, in the charge of her owner, Captain James A Robilliard, was on her way from Clarence River, NSW to Melbourne, Victoria with a cargo of railway girders for the Melbourne Harbour Trust. Captain Robilliard encountered a storm off Port Macquarie. He sailed the vessel south to 25 miles (about 40km) east of Cape Hawke, near Tuncurry and Forster. At 7pm, he discovered that the cargo had shifted during the stormy seas and the heavy girders had damaged the hull, causing a leak. The pumps were inadequate to stem the fast flowing leak and over a meter of water filled the hull during the next 2 hours. Some of the crew began throwing the cargo overboard to lighten the vessel, hoping to keep it afloat until daylight. When the water reached over 2 meters in the hull they realised their efforts were in vain. At 1:30am on 30th April 1889 the crew left the vessel. They stood by in the lifeboat until 3am. The ship was sinking fast, so they left for the shore, looking for a safe place to beach their boat. While still miles off Cape Hawke all 7 crew members, including the Captain, were rescued by the Government Tug “Rhea” and taken to Port Macquarie hospital then returned to Sydney in the “Wellington”. Captain Robilliard managed to rescue his ship’s compass but no cargo was saved from the vessel. It had been under-insured, only covered for half its value, due to lack of funds. Many years later, in 1976, an anchor was caught up in the net of a trawler south of Forster and thought to be from the “Mary Campbell”. It was donated and installed in the Great Lakes Museum, Tuncurry, NSW. (The same museum also has a half-model of the hull of “Mary Campbell”.) The name of the last ship Captain Robilliard sailed is currently unknown, however he sailed that ship from the port of Marlborough, Queensland, carting steel railway girders for the Geelong-to-Camperdown line. On one trip it hit a storm, the cargo shifted and the ship was wrecked along the NSW coast. After this, Captain Robilliard exchanged sea life for farming in Peterborough. In about 1897, verging on retirement, Capt. Robiilliard superintended the Melbourne Sailors’ Home in Spencer Street, Melbourne, before being asked to leave this position in 1902 for trying to shut down the local hotel! At this time the Melbourne Sailors’ Home was about to change its location. On 6th May 1917 Captain James Arthur Robilliard J.P. died at Blackwood Park, in the Cobden district of Brucknell, which is now considered the first official Robilliard family homestead in Australia. He was buried in the Melbourne General Cemetery, Victoria. His wife Helen passed away in 1947. The Becket and Robilliard family names continue to be well known in the Western District Flagstaff Hill Maritime Village also has a ship’s compass in the collection that was also owned by Capt. J. Kangaroo Ground's first school began in 1851 with 22 pupils from the district's ten families. It was a single room school located further south on the site, which also served as a Presbyterian church. The first teacher was Andrew Ross. The school building was used as a Post Office between 1854 and 1858 and during 1857 also served as a Court of Petty Sessions. With a growing farming community, a new building was warranted and the original Sate School No. 352 was closed and a new building, State School No. 2105 was oipened October 1, 1878. A residence for Head Teacher Henry Wallace School was erected in 1879 attached to the left of the school building. That residence is now home to the Andrew Ross Museum, which opened in 1993. This structure, attached to the former teacher’s weatherboard residence facing Main Road, first served as a school in 1878. The former residence, built in 1879, houses the Andrew Ross Museum, which opened in 1993. It is named after the school’s first teacher,1 who also founded The Evelyn Observer newspaper, which began on the site in 1873. Later the printing presses were moved to brick newspaper offices by the Kangaroo Ground Hotel, which became the Shire of Eltham offices. However Kangaroo Ground’s first school began in 1851 for 22 pupils from the district’s ten families, in a slab building further south on this site. Andrew Harkness and other settlers campaigned for the building, which was built on half an acre (0.2ha) donated by local farmer, James Donaldson. Builder was Samuel Furphy, father of the novelist Joseph.2 The single room measuring 30 feet x 18 feet (9m x 5.5m), was unlined and the green slabs shrank, allowing the wind and rain entry through cracks except when they were stuffed with paper.3 The building served as a Presbyterian church as well as a school, where fees were 18 pence a week for education. Young men also attended evening classes there in winter. At one stage, a corner of the room was curtained off for the schoolmaster’s living space, and the platform, which was used for sleeping, was also the pulpit during church services. Teacher Andrew Ross also took church services when the minister was unable to attend, which happened frequently as he had long distances to travel on the bad roads. In 1857 the school building was also used as the Court of Petty Sessions, and from 1854 until 1858, it served as a post office. During the gold rush fossickers on their way to the Caledonia Diggings at Queenstown (now St Andrews) prospected the district, but did not remain long, as the fields were not rich in gold. But the farming community grew, until by 1878 the population warranted the building of State School No 2105 – the present one-roomed tongue-and-groove lined building measuring 49 feet x 18 feet (15m x 5.5m), to accommodate 60 children. The old school, No 352, was closed, and the new one opened on October 1, with Henry Wallace as head teacher, assisted by work mistress Annie Johnston. Early teachers included Messrs Smith, Hamilton and Prosser, with sewing teachers Misses Sweeney, Limerock and Oliver. In the early 1920s a small room was built on the front veranda of the teacher’s residence, and used as a State Savings Bank agency until about 1934. In 1928 the schoolroom’s three-tiered floor was replaced by a flat floor and teacher’s platform (which has since been removed). A half-glassed partition wall then divided the large room into two rooms in which the old style form-type desks were replaced with dual desks. The small playground, surrounded by pine trees and a picket fence, was extended in 1931 with an additional acre or so (0.4 ha) of land. During World War Two the school faced closure because of a fall to seven in the enrolment, but by 1946 it had increased again to 45. Mr Eric Morgan was head teacher and Mrs Margaret Banks was assistant head teacher, a position she held for ten years. In 1955, under the head teacher Mr V Gardiner, who taught there for 13 years, the school won a prize for the best-kept garden and school ground in the inspectorate. A district subdivision increased the enrolment in 1968 to 65 and a bus service was established. After the hall which had been used for lessons was demolished late that year, the pupils met in the original fire brigade meeting room (now the tennis club, diagonally opposite the general store). The new school building with a storeroom and staffroom was built in 1974.This collection of almost 130 photos about places and people within the Shire of Nillumbik, an urban and rural municipality in Melbourne's north, contributes to an understanding of the history of the Shire. Published in 2008 immediately prior to the Black Saturday bushfires of February 7, 2009, it documents sites that were impacted, and in some cases destroyed by the fires. It includes photographs taken especially for the publication, creating a unique time capsule representing the Shire in the early 21st century. Eltham and Whittlesea Shire Advertiser and Diamond Creek Valley Advocate Fri 21 May 1920 p 2 reported: Kangaroo Ground Memorial Park "It was decided to arrange for a working bee on Saturday, 29th inst., for the purpose of forming and gravelling the track leading to the Park, and of carrying out other necessary works." A history summary of the Shire of Eltham Soldiers’ Memorial Park • The summit at Garden Hill was a popular tourist lookout and picnic spot from the 1880s. Virtually the entire Shire of Eltham and beyond could be viewed from this location. • A local farmer, Mr Walter A. D. Wippell is credited as being the first to propose the idea of a war memorial park and offered £50 towards the purchase of the land. • The earliest public reference to this project is to be found in the local Advertiser newspaper edition of August 9th, 1918. A report of the August Council meeting records the Eltham Shire President, Cr. Robert White, saying: "some time back it was proposed that the Council obtain and place on an Honour Board in the Council Chamber [at Kangaroo Ground] containing names of the lads who had enlisted. Just recently however, it had been suggested that a more fitting memorial would be the obtaining of a piece of land on the summit of Garden Hill, Kangaroo Ground, and the formation of a memorial park in which a monument could be erected to represent the whole of Shire. If a couple of acres could be obtained a gentleman had promised to donate 50 pounds, and another one would fence it, and other contributions, he was sure, could be obtained." • Councillors were favourable of the proposal and the President, Shire Secretary and Shire Engineer were deputised to wait on Messrs Mess Bros. (the owners of the Garden Hill farm) and ascertain if they would gratuitously give the land. The Mess Bros. land adjoined the farm/stud of Mrs Fanny White (Cr Robert White’s mother), daughter of Andrew Harkness who established their property on Garden Hill around 1846. • Access to the land came in February 1919 when several Councillors and the Shire Engineer surveyed the actual two acres of '5 chains along the road and 4 chains deep'. The Engineer volunteered his services free to do this task. The Mess brothers however demanded £100 per acre but eventually agreed to take £50 per acre. • Entry from the Kangaroo Ground-Yarra Glen road was seen to be a problem and Mrs. White, who owned the land beside the park, was asked to donated a triangle of her property to allow this access. • By September 1919 returned soldiers were employed by the Shire and volunteers were called to clear the hilltop by ploughing up the rocks and clearing the area, the fencing was put into place and in May 1921 the Council erected three gates, within an archway, at the entrance to the drive and pathway to the summit. • Public subscriptions were sought through the Advertiser newspaper to beautify the site. The views of the Curator of the Melbourne Botanical Gardens were sought as to the ‘class of ornamental trees most suitable for planting in the Park area”. • The Memorial Park or Shire of Eltham Soldiers’ Memorial Park was officially opened by Mr. W.H. Everard, M.L.A., 3 September 1921. • In 1922 plans were made to place a War Memorial in the Park. Funds were donated by the Council of £250 and a challenge to the community, to match this money with contributions was met. • On Anzac Day 1923, 1,000 people gathered on the summit in the park for a memorial service. A much smaller group of about 50 people gathered around a newly constructed cairn and flagstaff in the afternoon of Anzac Day 1924 amidst rain and a squally southerly wind, the morning service being cancelled. • A meeting for those interested in establishing a War Memorial monument within the park was held in January 1924 and the Eltham Shire War Memorial League was formed and a design competition decided upon. • The Shire of Eltham War Memorial tower was built in 1926 at a cost of £1,023 and 5 shillings with locally quarried stone donated by Dr Ethel and Professor William Osborne. It was formally known as the ‘Shire of Eltham War Memorial’ and was unveiled on 11 November 1926. The large bronze inscription above the entrance to the tower states: SHIRE OF ELTHAM WAR MEMORIAL THESE MEN DIED FOR THEIR COUNTRY 1914 IN REMEMBRANCE THIS TOWER WAS BUILT 1918 • The Caretaker’s hut was built in 1927 with left over from the tower construction. • A returned soldier was appointed to act as caretaker for the memorials. Tiny Carrol, a huge man, was the first caretaker and lived in the stone hut. There was a push to have alterations made at one stage to provide additional rooms for a married caretaker but was rejected. • A new Caretaker Cottage was built in 1951 at a cost £2,500. The cottage had been subjected to raids by thieves three times during construction until a guard from the Returned Servicemen’s League was posted until its opening. • The War Memorial tower was re-dedicated by Sir Dallas Brooks on 8 November 1951, unveiling new bronze plaques containing the names of those who fell during the Second World War. Sir Dallas also officiated the opening of the new Caretaker’s Cottage. • A toilet block was built in 1965. • A further dedication of the Shire of Eltham War Memorial tower took place 11 November 2001 to recognise the men who fell in subsequent campaigns up to and including Vietnam. • Four land titles are involved: o The purchase of the two acres from owners Ruth Gosling, Alexander Mess, James Johnson Mess and Joseph Mess is recorded in two actions, the first being the payment of £100 for the two acres, the second showing that the Shire of Eltham did not get a transfer of title until 14th January 1952. o The access land donated by Mrs. Fanny White is dated 26 February 1924. A further need to widen the entry came after the deepening of the road cutting and another land donation was given by Sir Herbert Gepp, title dated 15th May 1952. This would have been about the time he sold off the former White ‘Garden Hill’ property. o The land reserve to increase the area and possibly allow a circuit road to be put in place on the western side of the park was purchased by the Shire of Eltham, title dated 16th February 1973. Famous Swiss landcape painter Louis Buvelot came to Melbourne in 1864 and set up a portrait photography studio which he operated for one year only in 1865. This photograph is believed to be the oldest photo in the Shillinglaw Family Album collection. It is believed that the subject is a young Phillip Shillinglaw, without beard, at age 22 or 23. Phillip Shillinglaw was born Melbourne, August 7, 1842. He married Sarah Ann Kidd in Heidelberg, Victoria, February 28, 1872. In 1881 Phillip and Sarah and their small family moved to Eltham and made home in what was later to become known as Shillinglaw Cottage but which Phillip named 'Wattle Brae'. Shillinglaw Cottage is significant to Eltham’s local history. It is one of the earliest known buildings still in existence. Records suggest that the cottage was built circa 1859 by a man named Cochrane, believed to be Thomas Cochrane, in conjunction with George Stebbings though it is not known what Stebbings’s contribution was. It is believed Stebbings owned the cottage between 1874 and 1888. According to Margaret Ball’s (2017) book Shillinglaw Family of Eltham 1660-2007, Thomas Cochrane and family lived there from 1867 to 1874 however this is contrary to the records of assessable rates levied by the Eltham District Road Board, established in 1858, which shows Cochrane was the owner occupier (in Little Eltham) of approximately 25 acres of cultivated land and 25 acres of pastureland upon which a hut was sited in 1860. It is suspected that George Stebbings may have acquired the property from Cochrane in 1874 as it is noted that he had a tenant for a period, James Rossiter, who was the editor for the Evelyn Observer in Kangaroo Ground in 1874 (LATE SHIRE OFFICE AT KANGAROO GROUND (1934, February 16). Shire of Eltham Archives: Series 69, Item 5 Video opens with panning view of completed kinder from Frank Street followed by images of the centre under construction then opening day speeches. Introduction and welcome by Mandy Press (Executive Officer, Shire of Eltham) with speeches by the Hon. Pauline Toner, Member for Eltham and Shire president, Cr. Alan Baker. The Hon. Pauline Toner acknowledged Shire President Alan Baker and her parliamentary colleagues Vin Heffernan, Neil Brown and Bob Halderson and Councillors; three levels of Government which led to the achievement of the kinder, and gave special thanks to the Council and parents for the forward planning to accommodate children from babyhood to school with childcare, kinder and baby health facilities all combined in one facility in the middle of parkland in a residential area. Shire President Cr Alan Baker then followed to formally open the centre. The site had been identified in early 1985 at that stage only as a pre-school but with an opportunity to develop, the additional services were driven by Cr Baker. Though a very long name, its simple message is "Care for Kids." Designed by architect Neil Biggins of Clark, Hopkins and Clark. Cr Baker stated that the theme of "people living in the environment" was very much encapsulated by the facility. Cr Baker informed that the construction of the facility had led to some concerns with a reduction in open space and potential traffic generated to the facility and those users of the facility were asked to ensure their use is sensitive to the local residents. Cr Baker talked about the financial costs and how the Federal grant funding was no longer as plentiful as previous and that the Victorian Government had come to the assistance thanks to Pauline Toner covering some other costs as well as the ongoing running costs of around $40,000. The Federal Government contributed $233,000 out of a childcare component rather than preschool. Cr Baker thanked Mandy Press again as well as Shire Engineer, John Stanton. Cr Baker also acknowledged Ed Latanzio who was in charge of the project, along with his colleague Alan Lansdowne; Gary Bartlett and his team for the exterior surroundings to the facility. He mentioned that Neil Biggins the architect had said not many Shire Councils show the same commitment to the exterior surroundings as the interior which was a credit to the Council and Gary Bartlett. He also thanked Bev Vern, Council's preschool advisor who assisted in developing the programs; Grant Roberts from Federal Office of Childcare for assisting the Cooperative in setting up the funding program; the builders George Takola and George Apted; Michelle Matello who undertook the needs analysis that identified another preschool was required; Cathy King who assisted in the development of the childcare program; Pat Grundy and Susan Forbes, Council officers who assisted with the development of the services and the members of the preschool committee. In addition, local residents and in particular Helen, Peter and Chris who advised Council of their concerns and worked with Council to overcome these issues; members of the Interim Steering Committee and the Directors of the Childcare Co-op. Cr Baker stated that the Co-op nature of the facility and the location of the three services under one roof was unique and the task of the programs was to be led by Annie, Dianne and Lynn Afternoon tea and activities followed the unveiling of the plaque. It is a rare collection of 3,000 perfectly preserved glass plate photograph negatives. The collection is the work of the late Albert Jones, a Diamond Creek orchardist and amateur photographer. About 500 of the negatives have been printed and 100 are on display at Gallery 4, Eltham, as part of the Eltham Festival," which started on Friday. They capture in fine detail rural and village life around Eltham, Hurstbridge, Kangaroo Ground, Yarra Glen and Diamond Valley from 1900 to 1930. While the natural beauty of the district was painted in this period by Arthur Streeton (later Sir Arthur), Tom Roberts and Charles Conder, among others, photography was relatively new. Yet Albert Jones used the new medium to compile a weighty album of pioneers at work, at home, at sport and on holidays. He was at the first Yarra Glen race meeting, early Diamond Valley football matches and photographed soldiers from the district leaving for war. He photographed early gold mines, men with horses laying the Diamond Creek-Hurstbridge rail track and the arrival of the first steam train at Hurstbridge. He took his cameras on holiday around Victoria and the collection includes scenes from St. Kilda and Portsea and many country towns. The Jones collection of negatives was found by Mr A. J. "Ned" Spark, of Balwyn, under a house he bought from Mr Jones' widow. The plates almost went to the tip with a pile of rubbish before Mr Spark realised their potential value. Mr Spark, who is retired, will continue the identification and recording of the photographs when he returns from holidays. The exhibition of the Jones' photographs is open each afternoon until August 21 at Gallery 4, 1016 Main Rd., Eltham. This decorative plaque displays the insignia of the Bank of Australasia, which was incorporated by the Royal Charter of England in March 1834. The bank began in Australia on 14th December 1835, opening in Sydney. The Acting Superintendent of the bank at that time was David Charters McArthur. He was Superintendent from 1867-to 1876. The Melbourne branch opened on 28th August 1838 in a two-roomed brick cottage on the north side of Little Collins Street, where two huge mastiff dogs were used at night to guard the bank. The government also provided an armed military sentinel. Due to the bank's rapid growth, a new building for the Melbourne branch was opened in 1840 at 75 Collins Street West. By 1879 the bank had been upgraded to a magnificent two-storey building on the corners of Collins and Queens Streets, with the entry on Collins Street. In 1951 the Bank of Australasia amalgamated with the Union Bank to form the Australia and New Zealand Bank, now known as the ANZ. Then in 1970, the ANZ merged with both the ES&A and the London Bank of Australia to form the ANZ Banking Group Limited. The ANZ Banking Group Ltd kindly donated a variety of historic items from the Bank of Australasia. BANK of AUSTRALASIA, WARRNAMBOOL – In 1854 Warrnambool had two banks, the Union Bank and the Bank of Australasia. Later, completely different bank businesses opened; in 1867 the National Bank of Australasia, then in 1875 the Colonial Bank of Australasia. The original Warrnambool branch of the Bank of Australasia was established in July 1854, and operated from a leased cottage on Merri Street, close to Liebig Street. The bank later bought a stone building previously erected by drapers Cramond & Dickson on the corner of Timor and Gibson Streets. Samuel Hannaford was a teller and then Manager at the Warrnambool branch from 1855 to 1856 and the Warrnambool Council chose that bank for its dealings during 1856-57. In 1859 Roberts & Co. was awarded the contract to build the new Bank of Australasia branch for the sum of £3,000. The land was on a sand hill on the northeast corner of Timor and Kepler Streets and had been bought in 1855 from investor James Cust. The new building opened on May 21, 1860. The bank continued to operate there until 1951 when it merged with the Union Bank to form the ANZ Bank, which continued operating from its Liebig Street building. Warrnambool City Council purchased the former Bank of Australasia building in 1971 and renovated it, then on 3rd December 1973 it was officially opened as the Art Gallery by Cr. Harold Stephenson and Gallery Director John Welsh. The Gallery transferred to the purpose-built building in Liebig Street in 1986 and the old bank building is now the Gallery club. Staff at the Bank of Australasia in Warrnambool included the following men but others were also involved: Samuel Hannaford, Teller then Manager from 1855-1856; W H Palmer, Manager from January 1857 until November 1869 when the Teller Basil Spence was promoted to Manager; H B Chomley, Manager from April 1873 and still there in 1886; A Butt, Manager in 1895-1904; J R McCleary Accountant and Acting Manager for 12 months, until 1900; A Kirk, Manager 1904; J Moore, staff until his transfer to Bendigo in December 1908; J S Bath was Manager until 1915; C C Cox, Manager until April 1923; Richard C Stanley, Manager 1923 to April 1928. The plaque has historical significance as it belonged to the Bank of Australasia which was established in Australia in 1835 by Royal Charter. The plaque is significant for its association with the Bank of Australasia in Warrnambool, the first bank in Warrnambool, established in 1854. The bank continued to operate until its merger in 1951 when it became the ANZ Bank, which is still in operation today. The Bank was an integral part of the establishment and growth of commerce in Colonial Warrnambool and throughout Australia.Plaque with insignia on glass in a rectangular varnished wooden frame.
