After going to a Revision Court where the voters' rolls had been revised and certified correct every voter on the Shire of Otway register was listed with his or her surname, christian names, residence or post town, nature of calling or occupation, situation and description of property, the yearly value, and the number of votes to which the incumbent was entitled. The site specific sculpture is located at the entry to the office of Nillumbik Shire Council. It was commissioned in 1994 by the Shire of Diamond Valley for their 20 year celebration. Baines was chosen from a short list of three artists. He is an internationally renowned artist, particularly in the field of gold and silver smithing. 'Transaction' takes on the visual and aesthetic vocabulary of its surroundings. It is a statement of the geometry and idiosyncrasy of its immediate site. The series of arcs are reinterpreted into longitudinal curves in the sculpture. It is a transaction between the place and the anticipated entry to the building. The title also suggests the flow of civil and administrative procedures that take place daily within the Shire's offices. A large cascading form in stainless steel. Multiple rows of concave dishes set on long steel stems, which progressively increase in size as they rise in height. The work plays elaborately with perspective, and its repeated shapes are arranged in a orderly mathematical series. It faces a wheelchair ramp lined with polished steel rails, and is integrated with the architectural features of its forecourt setting, for which it was designed. The piece is sited in a small garden area and can be viewed from within the building's foyer. In bright sunlight, its dish-shapes cast elliptical shadows across walkways and lawns. Black and white photograph of bulldozer excavating the former Shillinglaw Cottage site for new Shire Offices. 'Shillinglaw Trees' in background. The cottage and land were purchased by the Shire of Eltham as the site for a new shire office building. The cottage was destined for demolition but members of the community concerned at losing one of the areas earliest buildings (built c.1859) initiated a fund-raising campaign to save the cottage. In 1964 the cottage was dis-assembled, all the bricks numbered and reassembled several hundred meters to the south on a site between the Gahan house and the Eltham Railway Trestle Bridge (present-day Panther Place), which became known as the Eltham Common. The new shire offices at 895 Main Road were opened in 1965. Following the Kennett Government amalgamation of local government areas in 1994, the Shire of Eltham ceased to exist, and a new Shire of Nillumbik was created 15 December 1994 from the former Eltham shire and parts of the Diamond Valley shire. The former West Riding which included parts of Montmorency, Lower Plenty and Briar Hill were ceded to the new City of Banyule. Commissioners were appointed for several years and the new Council occupied the former offices of the Shire of Diamond Valley in Greensborough. The former Eltham Shire offices remained vacant until August 1996 the Commissioners suddenly elected to have the former Shire offices demolished immediately and the site has remained vacant ever since. It was not until 1997 before the community was allowed to democratically elect new Councillors to represent them. This photo forms part of a collection of photographs gathered by the Shire of Eltham for their centenary project book,"Pioneers and Painters: 100 years of the Shire of Eltham" by Alan Marshall (1971). The collection of over 500 images is held in partnership between Eltham District Historical Society and Yarra Plenty Regional Library (Eltham Library) and is now formally known as the 'The Shire of Eltham Pioneers Photograph Collection.' Appendix to Shire Secretary’s Report, 28 November 1966 SHIRE PRESIDENTS Local Government in this part of the State could be said to have commenced with election in 1846 of three trustees for "The Parish Road, leading from the Suburban Allotments in the Parish of Jika Jika, near Melbourne, to the Village Reserve in the Parish of Nillumbik". The Upper Heidelberg and Old Eltham Road follow approximately the original line of road proclaimed in 1840. The Eltham Road District was proclaimed on 24.9.1856. A meeting of landowners and householders of the Eltham Road District was held on 14.10.1856 at the Fountain of Friendship Hotel, Little Eltham, for the purpose of forming a District Road Board. To date I have been unable to locate any record of the names of the members elected, or of the first Chairman. Further research may yield the desired information. The Shire of Eltham was constituted on 28.3.1871. The proposed Roll of Shire Presidents should, I believe, also include the Road Board Chairmen. It may also be considered fitting to recognise the Heidelberg or Nillumbik (or Warringal) Road Trust in the same way. The first Minute Book of the Board, covering the period 1856 to 1863, has apparently been missing for many years. The Shire Minute Book for the period 1878 to 1885 is also missing. The absence of these vital records makes difficult the compilation of a complete and accurate list of Chairmen and Presidents. Although an early letter book yielded the names of the Shire Presidents in 1878, 1879 and 1800. The names prior to 1863 were derived from Rate Books and Government Gazettes.
