Papers - History of the Shire of Bright taking over Mt Beauty from the State Electricity Commission of Victoria
Mt Beauty township was built as a construction town by the SECV for their workers on the Kiewa Hydro Electric Scheme. In Oct. 1957 the Bright Shire agreed to take over the running of the town At the time it was thought that the section of 'North Mt Beauty ' would disappear. By 1961 and again in 1975, the Shire was still struggling with money for administration and maintenance of the town, including the 'sub-standard' homes in North Mt Beauty. The papers state the agreements made over the years from 1957 to 1975 in order to come to a new agreement.Correspondence between the SEC and the Bright Shire in 1975 confirms that the Shire was struggling to maintain the high standard with increased costs, set by the SEC during construction. "Mt Beauty provides less income to the Shire and offers a poor medium for the reception of grants and CRB assistance'. The papers state the agreements made over the years from 1957 to 1975 with negotiations for a new agreement. This still seems to be a problem in 2021 - a second rate town compared to Bright which makes more money and gets more facilities.A variety of foolscap size papers bound by a rusty fastener. Drill Auger, Circa early 1900s
This item wasused before diesel, electric and battery drilling apparatus were used by farmers, and other trades requiring a portable yet reliable method of drilling holes. As this item is a 3/4 inch hole drill it would be suitable for fencing and providing holes for structural studs. As with all outdoor farm equipment, man power was required (be it the farmer or farm hands). Fitness of the operator was at a high standard but protective gloves were not highly thought of as it was before occupational, health and safety regulations became mandatory over all manual handling activities, be they on rural properties or town/city factories. This period was one where the male ego was at its pinnacle i.e. the harder the tasks the more of a man was required. Hard manual work was not only the "way to go" but also a necessity. Evolution of cheap portable electric/battery powered tools opened up a more efficient method available, especially to those with less muscle strength. This item personifies the rugged environment of the rural workplace. The Kiewa Valley with its main emphasis on farming and grazing provided ample opportunity to use this construction implement. The manufacturer being a Scottish tool company is very significant in the era when this hole maker was in high demand. British steel products were of high grade and had a good record of reliability. The reliability of any tool was a solid factor for farmers and tradesmen in this semi-isolated region (Circa early 1900s) within the Kiewa Valley and its regional area. This factor,although not as crucial, post 1960s, when Asian manufacturers entered the market place and produced cheaper tools and transportation and supplies was more frequent and reliable, the need for the more expensive British made tools diminished considerably. After the influx of tradesmen from war torn Europe (post 1945) and the increased availability of tradesmen in the Kiewa Valley and its region the price of tools was and still is not as crucial and the cost of all required tools has become a minimal part of the equation. It is only with the emerging younger trades person, farmer and grazier, who have more, "one eye on production costs" and no "old ties to the motherland" inert mind set that quality tools such as this auger and other hand tools "must be made to last a life time" is no longer part of the modern work environment.This cast iron, hand operated Auger has a short barrel shaped cylinder at one end (known as the "Eye") and at the other end a Helical screw blade (screws the cutting edge into wooden material, thereby creating a hole 3/4 inch diameter in the wood) . The barrel section at the top permits a metal or wooden leverage plank to be inserted. The main rod has a 180mm long cutting/screw blade running from the bottom up towards the "eye" end. From the end of the screw blade to the handle is 380mm and cylindrical, but this changes at 550mm from the "eye" end to a 14mm x 10mm rectangular shape shaft.This shaft end is welded to the "Eye".On the shaft below the "eye" is stamped " MATHESON GLASGOW" on the front side and a spade (cards) symbol on the back.auger, hand drill, fencing, tool, rural trades, brace & bit -

Typewriter Mechanical Portable, 1950s
The Olivetti company was founded in Italy in 1908.This particular typewriter is a Olivetti Lettera 22, oblique front stroke and portable manufactured after 1950. The 1950s and 1960s was a time when British manufactured goods were still purchased by many Australian consumers. The later 1960s onwards, there was a shift, mainly in the cities, to European made goods. The invasion of Japanese manufactured goods was relatively slower, especially in rural areas. The demand for long lasted and dependable merchandise was in the rural area still the most important criteria. The ease of setting up this typewriter and its compact mobility was its major benefit to trades people and travelling professionals, e.g. rural doctors, other medical professionals, accountants, lawyers and educators. This item facilitated the growing numbers of professional nomads requiring a relatively light office stationery package e.g. travelling novelist, writer, businessman and academics. This typewriter needed no electrical or battery power to operate it. Outback Australia, where at this point in time, was still relatively isolated from a good available electrical power reticulation and battery power, and therefore could not be totally measured as a highly efficient office environment.Although this typewriter was purchased from a business in Penrith, Sydney, N.S.W., it is significant that it travelled easily to the Kiewa Valley, demonstrating the mobility of certain sections of the community. This typewriter was designed by an Italian industrial designer, Marcello Nizzoli, in line with the art deco style of the 1930s and the colour and flexibility of the vibrant 1950s. The underlying theme of manufacturing in the 1950s was to produce equipment that was more efficient than what was inherited from the earlier period of 20th century. Improvements were made to this Olivetti typewriter by Giuseppe Beccio by reducing the number of parts made from 3,000 to 2,000. This reduction of parts and therefore cost of production was the major principle of the Japanese manufacturing juggernauts of the post World War II era. Efficiency and low costs material was becoming prime factors in the success of rural industries from the 1960s. Competition from overseas producers was starting to affect rural industries and the removal of the large range of tariff protection, especially rural products, required not only a shift of farm management but a more efficient cost savings modus operandi. This Olivetti Lettera 22, oblique front stroke portable (weighs 4kg) mechanical typewriter has a coral coloured plastic casing. The keys are made of black hardened plastic with white lettering, numbers and symbols (imperial fractions, and pound). It has a QWERTY keyboard as opposed to the Italian QZERTY. It has a lever to move the ribbon between black, neutral (for mimeograph stencils)and red colours (a red key is provided for highlighting specific words,letters or symbols) . This machine is fitted with only a black ribbon. It has a black rubber paper rollers and chromed metal parts on the carriage way. It has four rubber feet underneath the main body. On the left side of the roller there is a lever to adjust the roller from fixed (when mobile) through 1,2 and 3 line space gradients. Orbost and East Gippsland Railway League had proposed a railway extension through East Gippsland in 1908, which aimed to develop an isolated part of the country. At the time, construction of a railway could be considered a beneficial investment for the country as it could increase the population in the region. The proposed railway length in 1908 was about 140 miles and the cost was estimated £800,000. The line was proposed to proceed from Bairnsdale by way of the Lower Nicholson to Bruthen. “After crossing the Tambo River, it would be carried to near Nowa Nowa; the head of Lake Tyers, forward to Orbost. From Orbost it would proceed in a north-easterly way to the New South Wales border. There were different suggested routes between Orbost and the New South Wales border, the first was through Bendoc, another by the Cann River and another which is located between these two. This item is associated with the history of the Orbost-Bairnsdale railway line and therefore reflects the role that the rail line played in the social and economic history of Orbost. The Bairnsdale-Orbost railway was opened in 1916 to serve the agricultural and timber industry. Because of the decline in traffic and heavy operating costs, the line was finally closed in August, 1987. These photographs were taken at the official opening of the Orbost - Bairnsdale Railway Line. In 3150.3 which is of a group of children and two adults those identified in the photograph are ; L - R front row Mary Gilbert; Warren; Betty Gilbert; Marion Gilbert; Mrs Shaw and son; ? Gay; and Pen Gilbert. In 3150.4 L-R front " Mary Gilbert; Bet Gilbert (sitting with glasses); Pen Gilbert(Richardson); Marion Gilbert ( middle front little girl) About 1912 work began at Newmerella on clearing the track for the railway line from Bairnsdale to Orbost. A canvas town sprang up on the higher land adjacent to the river flats. Local farmers supplied meat, milk and fresh produce to the camp, as well as gaining employment carting and labouring. The line opened in 1916, the Orbost railway station being built on the Newmerella side of the river.This item is associated with the history of the Orbost-Bairnsdale railway line and therefore reflects the role that the rail line played in the social and economic history of Orbost. It is a pictorial record of a significant event in Orbost's history. On April 10 1916, the first scheduled train service left Orbost for Bairnsdale. The Bairnsdale-Orbost railway was opened to serve the agricultural and timber ndustry. Because of the decline in traffic and heavy operating costs, the line was finally closed in August, 1987. Establishment and Functions Prior to 1860, the Chief Secretary's Department had been responsible for the administration of the gold fields and associated mining activities. In November 1860 a Commissioner of Mines was appointed and a Department was established under his administration. For the period November 1861 to June 1863, the Postmaster General was responsible for the Mining Department. A Minister of Mines was again appointed in 1863. Responsibilities of the Department of Mines were: 1. Regulation of mining and related public works activities through the issue of miners rights, business and residence licences, mining leases, mineral and other prospecting licences 2. Superintendence of the activities of mining surveyors, registrars, wardens and Mining Boards. 3. Investigation of the state's geological structure, mineral wealth and underground water resources 4. Development of the mining industry 5. Supervision of the safe working of mines, machinery and quarries including checking the credential of mine managers, inspectors and operators 6. Regulation of the disposal of sludge and other waste products 7. Administration of the Victorian Mining Accident Relief Fund. Arising from its initial responsibility for the supply of water on the gold fields, the Department became responsible for rural water supply from the mid 1860s. Statutory responsibility for rural water works during this period rested with the Board of Land and Works. In 1865 the Waterworks Act gave the Board power to construct waterworks, purchase land, levy charges and lease or sell works, while the Public Loans Act 1865 empowered it to provide loans to local water trusts for waterworks. The actual administration of these statutory provisions was undertaken by the Victorian Water Supply Department which operated from 1865 to 1889 as a sub-department of the Department of Mines, from 1889 as a department in its own right, and from 1895 to 1909 as a sub-department of the Department of Mines and Water Supply. For a brief period from 1891 to 1893 the Department of Mines was also responsible for forests and, until 1880, for the Schools of Mines subsequently transferred to the Education Department. In 1895 the Department of Mines and the Victorian Water Supply Department were amalgamated to form the Department of Mines and Water Supply. In 1891 The Melbourne and Metropolitan Board of Works (MMBW) was formed and became responsible for Melbourne's water supply. Melbourne had grown to a city of half a million people. To provide water to this rapidly growing city (especially the eastern suburbs), and to supplement the 1857 Yan Yean Reservoir, Melbourne's first water supply, the Watts River (near Healesville) was tapped. It supplied water to Melbourne, via the Maroondah aqueduct. In May 1892 the MMBW's first engineer-in-chief, Mr William Thwaites began construction on Melbourne's sewerage system. A treatment farm was built at Werribee and a pumping station was built at Spotswood (now the site of the Scienceworks Museum) to send the city's waste to Werribee. The first Melbourne homes were connected to the sewerage system in 1897. This book showcases the MMBW's infrastructure achievements and documents costs, requirements and key personnel involved in the development of the water supply and sewerage schemes.The introduction states "The water supply sources and headworks are in many cases situated in remote places and the sewerage works are chiefly underground. The Board has therefore resolved that these photographs of some of the scenes and works should be collected and bound for general information. August 1908" This book is in excellent condition and provides a detailed insight into the previous 17 years of work and the Board personnel of the MMBW leading up to 1908. It is of historical importance to the history of Melbourne for the photographic documents of places that were not generally open to the public, and for Melbourne Water in its detailed history of the MMBW in the early twentieth century. SPECIAL AWARD to No 1 FORGE O.F.M, 4th LIBERTY LOAN (1943), Probably around Circa 1943-1944
O.F.M. was the ORDNANCE FACTORY MARIBYRNONG. Up to the end of June 1943 and at a time when the wages were about £5 ($10) to £6 ($12) per week Australia had spent £1,106,000,000 (£156 per head) on the war effort. A lot of the money was spent at home in making war necessities such as armaments, munitions, boots, clothing, and in providing special training. Significant increases in numbers occurred in the personnel employed in the fighting services, and also in the work force involved in the war effort. During the financial year 1942-1943 the war cost Australia £561,743,000 (over a billion dollars), while the Income Tax raised from individuals totalled only 16.5% of this amount. To finance the war the Australian government had previously borrowed money from the public, and from institutions such as the savings banks, friendly societies, and life assurance societies, by running three successfully subscribed Liberty Loans. The institutions had contributed considerably more money to these Liberty Loans than the public, however it can be argued that the public members of these institutions had also contributed some money indirectly. The 4th Liberty Loan which opened on 5 October 1943 and closed on 9 November 1943 was intended to raise £125,000,000, with the government aiming for 750,000 subscribers. Bonds costing £10 each could be bought on a time payment scheme. A total of £126,408,000 was raised at two different interest rates and maturity dates, however the number of subscribers had only reached 567,533. Some newspaper reports of the time indicate that the low number of subscribers was a partial failure of the loan, because spare money in the community could lead to inflation at a time when goods were in short supply. The government set target quotas on how much money should ideally be raised in a particular district, and how many subscribers should ideally take part. Often these quotas proved to be excessive. The Special Red Pennant Award as given to the No 1 FORGE O.F.M. was normally for achieving the highest per capita contribution within each particular group. What is unknown at this stage is what other entities were in the same group, or how large the group was. There were other variations of the awards such as those given to country districts, where a star was placed on the left hand corner of the pennant if the money quota was reached, while two or three stars indicated that the quota was doubled or tripled. A bar was also included on the pennant if the quota of subscribers was achieved, while two bars indicated double the quota of subscribers.
