The letter also contains information on the history of Regent Lodge, the plans for development and progress on raising funds to date. 3/A letter from Ian Clark, Chairman of the Regent Lodge Extension Appeal, to Betty Freeland, dated 18/05/1992, inviting her to the official launch of the Regent Lodge Extension Appeal at Caulfield Grammar School, 217 Glen Eira Road Caulfield on 31/05/1992. The letter gives brief details on the launch, saying it will be attended by the appeal’s patron, the Honourable Joan Child, AO, and the Playback Theatre company. 4/A letter, recipient and sender unknown, dated 26/05/1992, giving details of the appeal launch and a brief history of Regent Lodge. 5/Two newspaper articles from the Southern Cross, Caulfield, dated 16/06/1992. The first, ‘Grant boost for dementia sufferers’, discusses a federal government grant of $8 million to dementia services, and $9 million to disability services. Heathlands, Camden Court, Lovell House, Clarence Court, Regent Lodge and St. Kilda House all received funds. The second, ‘Lodge building appeal launched’, describes the Regent Lodge Extension Appeal and its launch, and includes brief comment by appeal patron Joan Child. The article describes the plans for the appeal and extension, and outlines how readers can make donations. This photograph is part of the Caulfield Historical Album 1972. This album was created in approximately 1972 as part of a project by the Caulfield Historical Society to assist in identifying buildings worthy of preservation. The album is related to a Survey the Caulfield Historical Society developed in collaboration with the National Trust of Australia (Victoria) and Caulfield City Council to identify historic buildings within the City of Caulfield that warranted the protection of a National Trust Classification. Principal photographer thought to be Trevor Hart, member of Caulfield Historical Society. Most photographs were taken between 1966-1972 with a small number of photographs being older and from unknown sources. All photographs are black and white except where stated, with 386 photographs over 198 pages.From the Victorian Heritage Register Database - Citation for Halstead, 23 Bambra Road as at (as at 12/10/2020) https://vhd.heritagecouncil.vic.gov.au/places/276 Halstead is believed to be the oldest standing residence in Caulfield constructed in 1857 with subsequent additions during the 19th Century. The house was built for and owned by James Dickson, a stock agent, until his death in 1880. Although on a much reduced parcel of land, Halstead is one of the few remaining remnants of Caulfield when it was an area of mansion houses occupied by town residing squatters, professional and business men. It is important for its place in the socio-economic history of south eastern suburban Melbourne, the inland pattern of development stretching from Malvern through Murrumbeena. Architecturally the single storey building displays a history of alteration and addition. Its main front presents with a single storey cast iron verandah across the full width, including the two pavilion wings at each end. Located towards the rear on the Halstead Street side is the substantial three storey tower with its Mansard roof and cast-iron balustrade which makes the house clearly visible from Halstead Street and Bambra Road. Because of internal alteration the importance of the building relates to the exterior only of the main house. The coloured photograph shows the Lighthouse Keepers' Quarters at Flagstaff Hill, Warrnambool. The building was erected in the 1850s on Middle Island, Lady Bay. It was relocated to its current location in the late 1870s along with the two lighthouses, the chart room and the privy. The Warrnambool City Council replaced the iron roof on the cottage in the 1970s and further work has since been carried out. The picture shows the poor condition of the stonework on the right hand side of the cottage. After the cottage ceased to be used by lighthouse keepers, it was rented out by various organisations and later became disused. The Historical Society requested the re-connection of power. The right hand side of the cottage was repurposed for use by Flagstaff Hill Maritime Museum and Village. in the 2020s it was restored and fitted out as the Alexander Farncombe room, which is used for temporary exhibitions. With the development of tertiary education in the 1960s and 1970s the Ballarat School of Mines asked Coburn and Associates to design new buildings for the Ballarat School of Mines site, utilising the Ballarat Gaol site. In 1980 M.B.John was Council President. In 1980 the School of Arts moved into their new building, 1870 Founders Hall was financed - at a cost of $800,000 - from the proceeds of the SMB Centenary Appeal, and was completed late in 1980. Extensive work was carried out on the Student Residences and the former Education Department Hostel in Victorian Street. The amphitheatre adjacent to the eastern side of the Education Buildings was constructed, together with the nearby disabled ramp. Negotiations with the Shire of Buninyong were continued for access to the campus from the Green Hill Road. Following the creation by Act of Parliament in 1978 of the Victorian Post-Secondary Education Commission (VPSEC) amendments to the same Act early in 1980 made provision for the repeal of the VIC and SCV Acts. From mid-December 1980 these latter two bodies ceased to exist when the provisions for repeal of their Acts were proclaimed. The Victorian Institute of Colleges had been set up in 1965 to aid in the co-ordination and development of a number of non-university tertiary institutions that affiliated with it from 1965 on to become Colleges of Advanced Education. In taking up this role which had been spelt out in 1964 by the martin Committee, the VIC broke new ground in a whole range of operations. It became responsible for the physical development of new building programmes and new campuses from many of its colleges, for the procurement of operating funds from the Commonwealth, for the accreditation of new courses of study, for the first non-university degrees to be awarded in Australia and so on. The Former Ballarat Institute of Advanced Education (the tertiary division of the School of Mines) was affiliated with the VIC from the outset and its progress towards a new status, rapid growth and vastly improved physical resources was closely linked to and dependent upon the efforts of the VIC. The similar co-ordinating authority - The State College of Victoria - was established in 1973 to similarly foster the autonomous development of the former teachers colleges. its early work was highly influential in the transition of the Ballarat Teachers' College into the State College of Victoria at Ballarat. On the merging of the BIAE and the SCVB in 1976, the new college continued under the co-ordination of the Victorian Institute of Colleges. The major contribution made to the progress and stature of became the Ballarat College of advanced Education by both the VIC and SCV, and their Councils and officers, over the formative years of rapid change and evolution is acknowledged and recorded with appreciation. Such efforts by the two central authorities have markedly assisted in bringing the College to the present point where its accumulated experiences and traditions provide a sound basis on which it can confidently and responsibly exercise the greater autonomy gradually passing it. The Clunes School of Mines was a campus of the Ballarat School of Mines. The City of Ballarat unanimously resolved to erect a Civic Hall in Mair Street in 1951. The architects, Gordon Murphy, of Melbourne, and H.L. and L.J. Coburn, of Ballarat, were commissioned in 1952. The Council constructed the foundations and footings for the building under the supervision of the former City engineer, Mr L.H. Finch, in 1953. These footings are of massed concrete. The design for the building took advantage of the cross fall of the land, providing for the Small Hall to be entered from the Doveton Street frontage through a foyer under the Main Stage, the structure is steel with brick panels, with accommodation for 1,592 persons in the Main Hall and 440 persons in the Lower Hall. The front facade faces Mair Street, set back from the building line to provide for the entrance drive-ways and kerbed gardens. Tenders were invited on a firm price basis. A young Ballarat master Builter, Walter Benbow Trahar was the successful tenderer, the contract price being 139,841 pounds. the work was commenced in 1953 and has proceeded in spite of material and labour difficulties until its completion. The following statistics are of interest:- * The foundations contained 200 cubic yards of concrete. * The constructional steel work weighs approximately 270 tons. * The reinforcing steel 47 tons. * Reinforced concrete in the structure, 1,100 cubic yards. * The approximate number of bricks in the building, 580,000. * The flooring is of selected kiln-dried hard wood and totals 40,000 lineal feet. * The dimensions of the Main Auditorium, 100ft by 86 ft, including the side promenades each 82ft by 13ft. *The Main stage, of reinforced concret with parquette finish measures 62 ft by 40ft. *The floor area of the Lower Hall is 74 ft by 38 ft, and has a stage dimensions of 40ft by 20 ft. * Each hall has independent heating and ventillating systems. Where possible the material in the building was furnished from local business houses. The public address installation, which provided for additional microphones, is on the main Stage. There is inter-communication throughout the building connecting the front office, with the bioscope box, the stages in both the large and lower halls, and the Hallkeeper's residence. Local craftsmen have completed the painting, plaster work, and the electrical installation; local produced materials being used in the construction of the buildings with the exception of the timber for the Main Floor, the roofing and the structural steel. The City of Ballarat Councillors in 1956 were Councillors N. T. Callow, F.J. Cutts, K.C. Webb, W.E. Roff, O.W. Curnow, F.T. Woodward, Allan C. Pittard, A.W. Nicholson, J.A. Chisholm, G.L. Scott, F.W. Oliver, A.D. Mason. The Town clerk was H.R. Maddern and the City Engineer was G. Murrowood. A City of Ballarat Council meeting of 25 September 2013 voted to demolish the Ballarat Civic Hall. The Council heard from nearly 50 members of the public during a marathon six-hour meeting. Councilors John Birt, Des Hudson, Amy Johnson, Josh Morris, Peter Innes, John Philips supported the motion to demolish Civic Hall. We are proud of the work executed by a Ballaarat Master Builder whose work is a monument to the City's craftsmen. I feel I should also remind this assembly that the women of Ballaarat, back in 1951, provided funds which have been applied in the purchase of a Grand Piano and two Upright Pianos which are now installed in this building. The sincere hope of myself and your Councillors is that this Hall and its amenities will prove of immense value to the development of the cultural and artistic tastes of this community and that it will be freely used for these and many other purposes. From now on this magnificent building and its furnishings and equipment will be available to all. I strongly exhort you to use and protect it. The new campus at Mount Helen was part of the Ballarat School of Mines, and was known as Ballarat Institute of Advanced Education. The drawing was prepared in the early stages of the Mount Helen campus development, while Stage I buildings ('E', 'F', 'G') were constructed. the Union Building (now Albert Coates Centre), Library, 'S' Building and student accommodation were in the design stage. At the time I was a Buninyong Shire Councilor and as such I was Buninyong's representative on the then Ballarat Development Committee. At one of our meetings we received a request for information on a suitable site for a technology park. The requirements were for a site adjacent to a tertiary institution, secluded for security purposes and large enough to contain such a development. The next morning I contacted our Shire Engineer at the time, Newell Barrett and we drove around the area we both agreed that the current site was the most suitable we saw to meet the requirements. At the time it was owned by George Morrison. however the original enquiry to the B.D.C. came to nothing but the Shire Council and the B.D.C. decided to investigate the possibility of the site becoming a technology Park and information was collected. At about this time Mr Morrison put the property on the market and it was bought by a Ballarat builder, Mr John Beaumont, with the idea of developing it as a residential area. Council then arranged a meeting with Messrs Morrison and Beaumont to discuss the matter. I remember Mr Morrison saying he did not care what was done with it he just wanted to sell it and move down to the coast. Mr Beaumont, on the other hand, said he wasn't ready to retire yet and the idea interested him. As a result a committee consisting of the B.C.A.E., B.D.C. and Buninyong Shire Council (and Mr Beaumont) was formed to plan the development and rezone the area to technology park. It was previously zoned residential land and would seem to have been suitable for sub-division and residential development - its close proximity to the College being a major factor in its favour. The point of this is if Mr Beaumont had insisted on pursuing his original plan and had opposed the rezoning, I am quite confident he would have won an appeal at the A.A.T . (Administrative Appeals Tribunal - forerunner of V.C.A.T.) and the I.T. centre would not have got off the ground and the area would be covered with houses. But Mr Beaumont did go into the project with enthusiasm and the first stage was commenced on the 3rd August 1989 when the first sod was turned by Hon. David White, the Minister for Industry, Technology and resources (See the Courier 4th August 1989) Mr Beaumont went overseas to study similar parks and look for tenants. Unfortunately government did not support the project as they have now and apparently Mr Beaumont was ahead of his time for the private sector so Mr Beaumont could not continue the development and the site eventually passed to the College. I personally think more could have been done ... The work done by the Buninyong Shire Council and Ballarat Development Committee seems to have been forgotten as according to the Courier December 21, 2000 we are told the Park opened in 1995 as a joint venture between the City and the University. Before her marriage to Ron Kirner, Joan Hood taught at the Ballarat Girls' Junior Technical School in the late 1950s. The Girls' school was a division of the Ballarat School of Mines. After entering politics Joan Kirner was Minister for Education (1988) and Premier of Victoria (1990 to 1992). In 1992 Premier of Victoria Joan Kirner visited her former workplace to officially open and name four new facilities, marking stage 2 of the school's State Works and Services Development Project. Honoured in the naming ceremony was the late Albert Steane, the late Kenneth Fleckoe and Mr Jack Barker, President of the Ballarat School of Mines. The fourth facility was the recently opened carpentry and joinery complex. Mrs Kirner said naming the building in honour of the three men would act as a continual reminder of their contribution to education in Australia and what they have passed on to future generations. She said the Government and the State Training Board saw the college as not only one that was most important to Victoria but also nationally and internationally.
