Programme, Programme for the Official Opening of the Mt Helen Campus, 10/1970
The first building at the Mt Helen Campus was opened in October 1970. Students first starting using the campus in the same year. The programme includes the following historical information: "On 26th October, 1870, Sir Redmond Barry officially opened the first venture into formal technical education in Australia - the Ballarat School of Mines. Over the preceding year a small group of Ballarat citizens interested in mining had conceived and brought into being the idea of creating such a school. They leased a derelict Court House next to the Ballarat Gaol in Lydiard St., at a nominal rental for15 years, and started classes with 4 students and an honorary lecturer. The School developed its courses beyond the initially intended range of studies related to mining, increased in enrolments, took over neighbouring properties and buildings and developed three levels of education - tertiary, trade and secondary. From the latter part of the 19th Century, even though remaining under the control of its own autonomous Council, it developed close links with the State Education Department. From the earliest times the School achieved widespread recognition and a particularly high reputation, and its graduates spread across Australia and the world. For several years it was affiliated with Melbourne University. In the last decade its scope has been further broadened by the introduction of new tertiary courses. During 1965 the State Government created the Victoria Institute of Colleges - a non-teaching body empowered to award degrees and directed towards the task of co-ordinating and developing tertiary education in Victorian in institutions other than universities. the tertiary division of the School became affiliated with the V.I.C. at the end of that same year. Subsequently the Council of the School decided that, whilst retaining for the whole establishment the time honoured title - The School of Mines and Industries, Ballarat - it should more distinctly sub-title the three divisions. the tertiary division then became known as the Ballarat Institute of Advanced Education. On receipt of substantial Commonwealth-State Grants, made to it as a college of advanced education, the Council was enabled at the start of 1967, to purchase for the Institute the 20 acre campus at Mt Helen. A master plan has been produced to develop this beautiful and spacious site as a tertiary institution enrolling, in due course, some 3000 full time students. the first sod was turned, to initiate this development, by the then Governor General of Australia, The Right Honourable Lord Casey, on 19th October, 1967. The first building group, now completed and occupied, has involved an expenditure approaching $1,000,000. It contains the departments of Mechanical, Civil and Mining Engineering, Metallurgy and Geology. it also contains the Computer Centre, a temporary Library and temporary student amenities. ... in 1965 to aid in the co-ordination and development of a number... in 1965 to aid in the co-ordination and development of a number ...In 1980 M.B.John was Council President. In 1980 the School of Arts moved into their new building, 1870 Founders Hall was financed - at a cost of $800,000 - from the proceeds of the SMB Centenary Appeal, and was completed late in 1980. Extensive work was carried out on the Student Residences and the former Education Department Hostel in Victorian Street. The amphitheatre adjacent to the eastern side of the Education Buildings was constructed, together with the nearby disabled ramp. Negotiations with the Shire of Buninyong were continued for access to the campus from the Green Hill Road. Following the creation by Act of Parliament in 1978 of the Victorian Post-Secondary Education Commission (VPSEC) amendments to the same Act early in 1980 made provision for the repeal of the VIC and SCV Acts. From mid-December 1980 these latter two bodies ceased to exist when the provisions for repeal of their Acts were proclaimed. The Victorian Institute of Colleges had been set up in 1965 to aid in the co-ordination and development of a number of non-university tertiary institutions that affiliated with it from 1965 on to become Colleges of Advanced Education. In taking up this role which had been spelt out in 1964 by the martin Committee, the VIC broke new ground in a whole range of operations. It became responsible for the physical development of new building programmes and new campuses from many of its colleges, for the procurement of operating funds from the Commonwealth, for the accreditation of new courses of study, for the first non-university degrees to be awarded in Australia and so on. The Former Ballarat Institute of Advanced Education (the tertiary division of the School of Mines) was affiliated with the VIC from the outset and its progress towards a new status, rapid growth and vastly improved physical resources was closely linked to and dependent upon the efforts of the VIC. The similar co-ordinating authority - The State College of Victoria - was established in 1973 to similarly foster the autonomous development of the former teachers colleges. its early work was highly influential in the transition of the Ballarat Teachers' College into the State College of Victoria at Ballarat. On the merging of the BIAE and the SCVB in 1976, the new college continued under the co-ordination of the Victorian Institute of Colleges. The major contribution made to the progress and stature of became the Ballarat College of advanced Education by both the VIC and SCV, and their Councils and officers, over the formative years of rapid change and evolution is acknowledged and recorded with appreciation. Such efforts by the two central authorities have markedly assisted in bringing the College to the present point where its accumulated experiences and traditions provide a sound basis on which it can confidently and responsibly exercise the greater autonomy gradually passing it. Programme, The Opening of Civic Hall, 1956, 1956
The City of Ballarat unanimously resolved to erect a Civic Hall in Mair Street in 1951. The architects, Gordon Murphy, of Melbourne, and H.L. and L.J. Coburn, of Ballarat, were commissioned in 1952. The Council constructed the foundations and footings for the building under the supervision of the former City engineer, Mr L.H. Finch, in 1953. These footings are of massed concrete. The design for the building took advantage of the cross fall of the land, providing for the Small Hall to be entered from the Doveton Street frontage through a foyer under the Main Stage, the structure is steel with brick panels, with accommodation for 1,592 persons in the Main Hall and 440 persons in the Lower Hall. The front facade faces Mair Street, set back from the building line to provide for the entrance drive-ways and kerbed gardens. Tenders were invited on a firm price basis. A young Ballarat master Builter, Walter Benbow Trahar was the successful tenderer, the contract price being 139,841 pounds. the work was commenced in 1953 and has proceeded in spite of material and labour difficulties until its completion. The following statistics are of interest:- * The foundations contained 200 cubic yards of concrete. * The constructional steel work weighs approximately 270 tons. * The reinforcing steel 47 tons. * Reinforced concrete in the structure, 1,100 cubic yards. * The approximate number of bricks in the building, 580,000. * The flooring is of selected kiln-dried hard wood and totals 40,000 lineal feet. * The dimensions of the Main Auditorium, 100ft by 86 ft, including the side promenades each 82ft by 13ft. *The Main stage, of reinforced concret with parquette finish measures 62 ft by 40ft. *The floor area of the Lower Hall is 74 ft by 38 ft, and has a stage dimensions of 40ft by 20 ft. * Each hall has independent heating and ventillating systems. Where possible the material in the building was furnished from local business houses. The public address installation, which provided for additional microphones, is on the main Stage. There is inter-communication throughout the building connecting the front office, with the bioscope box, the stages in both the large and lower halls, and the Hallkeeper's residence. Local craftsmen have completed the painting, plaster work, and the electrical installation; local produced materials being used in the construction of the buildings with the exception of the timber for the Main Floor, the roofing and the structural steel. The City of Ballarat Councillors in 1956 were Councillors N. T. Callow, F.J. Cutts, K.C. Webb, W.E. Roff, O.W. Curnow, F.T. Woodward, Allan C. Pittard, A.W. Nicholson, J.A. Chisholm, G.L. Scott, F.W. Oliver, A.D. Mason. The Town clerk was H.R. Maddern and the City Engineer was G. Murrowood. A City of Ballarat Council meeting of 25 September 2013 voted to demolish the Ballarat Civic Hall. The Council heard from nearly 50 members of the public during a marathon six-hour meeting. Councilors John Birt, Des Hudson, Amy Johnson, Josh Morris, Peter Innes, John Philips supported the motion to demolish Civic Hall. Councillors Samantha McIntosh, Vicki Coltman and Belinda Coates voted against the motion.Six page souvenir Program of citizens' entertainment on the occasion of the Opening of Ballarat Civic Hall on in August 1956. The front cover features the City of Ballarat Coat of Arms. The programme starts with a message from the Mayor, Cr Neil T. Carrow. It includes the Concert Programme directed by James H. Davey, an asrtist's impression of the Civic Hall from Mair Street, and information relative to the New Civic Hall. The programme features images of the City of Ballarat Coat of Arms, Cr N.T. Callow, , James H, Davey, and an artist's impression of the Ballarat Civic Hall. Mayor Neil Callow's Message: "To-day, our citizens witness the fulfilment of the most extensive Municipal undertaking in the City's period of recent prosperity and development. Their Hall now fills a requirement of which they have been deprived since the Coliseum building was destroyed by fire over 20 years ago. The building has been designed as an all purpose structure and I am hopeful the citizens will use it and enjoy it to its fullest extent. Your Council and its Architects have planned as broadly as possible for the benefit of all to-day and for years to come. We are proud of the work executed by a Ballaarat Master Builder whose work is a monument to the City's craftsmen. I feel I should also remind this assembly that the women of Ballaarat, back in 1951, provided funds which have been applied in the purchase of a Grand Piano and two Upright Pianos which are now installed in this building. The sincere hope of myself and your Councillors is that this Hall and its amenities will prove of immense value to the development of the cultural and artistic tastes of this community and that it will be freely used for these and many other purposes. From now on this magnificent building and its furnishings and equipment will be available to all. I strongly exhort you to use and protect it. At the time I was a Buninyong Shire Councilor and as such I was Buninyong's representative on the then Ballarat Development Committee. At one of our meetings we received a request for information on a suitable site for a technology park. The requirements were for a site adjacent to a tertiary institution, secluded for security purposes and large enough to contain such a development. The next morning I contacted our Shire Engineer at the time, Newell Barrett and we drove around the area we both agreed that the current site was the most suitable we saw to meet the requirements. At the time it was owned by George Morrison. however the original enquiry to the B.D.C. came to nothing but the Shire Council and the B.D.C. decided to investigate the possibility of the site becoming a technology Park and information was collected. At about this time Mr Morrison put the property on the market and it was bought by a Ballarat builder, Mr John Beaumont, with the idea of developing it as a residential area. Council then arranged a meeting with Messrs Morrison and Beaumont to discuss the matter. I remember Mr Morrison saying he did not care what was done with it he just wanted to sell it and move down to the coast. Mr Beaumont, on the other hand, said he wasn't ready to retire yet and the idea interested him. As a result a committee consisting of the B.C.A.E., B.D.C. and Buninyong Shire Council (and Mr Beaumont) was formed to plan the development and rezone the area to technology park. It was previously zoned residential land and would seem to have been suitable for sub-division and residential development - its close proximity to the College being a major factor in its favour. The point of this is if Mr Beaumont had insisted on pursuing his original plan and had opposed the rezoning, I am quite confident he would have won an appeal at the A.A.T . (Administrative Appeals Tribunal - forerunner of V.C.A.T.) and the I.T. centre would not have got off the ground and the area would be covered with houses. But Mr Beaumont did go into the project with enthusiasm and the first stage was commenced on the 3rd August 1989 when the first sod was turned by Hon. David White, the Minister for Industry, Technology and resources (See the Courier 4th August 1989) Mr Beaumont went overseas to study similar parks and look for tenants. Unfortunately government did not support the project as they have now and apparently Mr Beaumont was ahead of his time for the private sector so Mr Beaumont could not continue the development and the site eventually passed to the College. I personally think more could have been done ... The work done by the Buninyong Shire Council and Ballarat Development Committee seems to have been forgotten as according to the Courier December 21, 2000 we are told the Park opened in 1995 as a joint venture between the City and the University. Before her marriage to Ron Kirner, Joan Hood taught at the Ballarat Girls' Junior Technical School in the late 1950s. The Girls' school was a division of the Ballarat School of Mines. After entering politics Joan Kirner was Minister for Education (1988) and Premier of Victoria (1990 to 1992). In 1992 Premier of Victoria Joan Kirner visited her former workplace to officially open and name four new facilities, marking stage 2 of the school's State Works and Services Development Project. Honoured in the naming ceremony was the late Albert Steane, the late Kenneth Fleckoe and Mr Jack Barker, President of the Ballarat School of Mines. The fourth facility was the recently opened carpentry and joinery complex. Mrs Kirner said naming the building in honour of the three men would act as a continual reminder of their contribution to education in Australia and what they have passed on to future generations. She said the Government and the State Training Board saw the college as not only one that was most important to Victoria but also nationally and internationally. The Gippsland Institute of Advanced Education was established by an Order-in-Council in September 1968. On its establishment, the Institute assumed responsibility for the diploma coursed previously offered at Yallourn Technical College. In 1972 the Institute transferred part of its operations to the first of its permanent buildings on a large campus in rural surrounding near the township of Churchill, ten kilometres south of Morwell, and 160 kilometres east of Melbourne. The campus site plan report prepared in 1970 by the Institute's campus planners, Yuncken Freeman Architects Pty Ltd, provided the conceptual base for the development of a new campus at Churchill. All facilities were planned to converge on a central space; all having the ability to expand outwards. Central to the campus plan was the concept of an internal pedestrian street connecting all academic divisions to the central facilities. The first building was completed in 1972. The Administration Building, Visual Art & Maintenance Workshops, Multi-Purpose Building, and Student residences were designed by Yuncken Freeman Architects. Kenneth Joynson Flecknoe joined the Ballarat School of Mines Council on 16 April 1975, and was elected Vice-President on 15 July 1979, and became its eleventh president in 1981. His time on Council was one of rapid chance for the School, from separation of the tertiary division and the Junior Technical School to the development of TAFE. First known development on this site was the establishment of the Government Camp from the early 1850s. It was established to accommodate officials, troopers and police who were needed to administer the goldfields. Some permanent buildings were constructed. Lack of materials and bad weather prolonged the building of more permanent buildings and most men were still living in tents. Area was known as Camp Reserve. In 1864 a subdivision map shows the reserve be used for Public Buildings. Library applied for land on corner of Sturt and Camp Streets in 1878. 1880s plans show section of the reserve be used for a Free Library and Reading Room. Lease was granted and the old mining boardroom was initially used. Land for additional building to house a Museum and Art Gallery sought and agreement reached in 1882-3. Compensation paid to owners and library granted the land. Plans for a new library building with tower and lantern roof abandoned due to lack of funds. It wasn't until 1895 that a solution to funding was found and the library was able to begin constructing the complex of buildings on the Free Library Reserve. A number of changes have occurred since 1910s - the Classical Revival facade replaced with an angled facade in a stripped Classical style with Art Deco features and high parapet. Ballarat School of Mines Council President, Bill Gribble, studied Art at Ballarat School of Mines Technical Art School. In 1956 he was working with Villiers Engineering, then Bendex Mintex in 1966. He retired from there in 1988 as Chairman and Managing Director. In 1989 Bill Gribble was appointed to the Ballarat School of Mines Council. He served as President from 1992 until his retirement in 1996. In that year the Ballarat Technical Art School building was named the W.J. Honour Board, The Pitman Benjamin Prize for Engineering Sustainability Honour Board, c2006
The Pitman Benjamin Prize for Engineering Sustainability is awarded to the Civil Engineering student whose thesis best promotes sustainable engineering. It is awarded in memory of a Heather Pitman, the first woman to graduate in Engineering at Ballarat. The Pitman Benjamin Prize for Engineering Sustainability is sponsored by Benjamin Real Estate, and was first awarded in 2006. Heather was the first female graduate from Ballarat College of Advanced Education and obtained outstanding results. Throughout her career she worked predominantly in local government and for much of that time with the Shire of Ballarat, then the City of Ballarat. During that time she worked as a civil engineer and in planning. Heather was a trail blazer in many respects and was one of the first women to be employed into an engineering position at that time. It was not easy, and she applied for about 200 jobs before being employed by the Shire of Greensborough, north of Melbourne. In 2002 Heather Pitman was Land Development Engineer with the City of Ballarat. The following year she was the City of Ballarat's Manager, Building & Assets. This navigation cart of Lady Bay and Warrnambool Harbour was originally surveyed in 1870 but this version includes the update for magnetic variation in 1893. Since the printing of the chart several annotations have been added. These include an additional stamp dated 15-8-1910, a handwritten comment across the top of the page dated August 1910, and another handwritten comment regarding the ‘Proposed Extension of Dock’ dated 19-2-1925, plus connected drawings, notes and figures. The 1925 proposal on this chart may have been a reaction to the Royal Commission of 1923, when the damaged stonework on the seaward side of the Warrnambool Breakwater, caused by the action of the sea, was the subject of enquiry. A conference between the Public Works, Water Commission and the Harbour Trust concluded that it would less costly to make repairs to prevent further damage rather than replaced the damage portion of the wall. A contract was raised in late 1924 to deposit rubble on the damaged side of the breakwater to minimise the Southern Ocean’s destructive action and work had started by August 1925. The Breakwater construction had begun in 1874 and was completed in 1890. The Victorian Government had commissioned Sir John Coode, a British harbour engineer, to present a plan to complete the Warrnambool Breakwater but his original plan was too expensive. He prepared a revised plan for a shorter structure. The construction proved to be too short to protect adequately from the weather and didn't allow enough depth for larger vessels to come into port. The decreasing trade was further affected by siltation in the bay due to the breakwater, and the completion of the railway line. The situation of the harbour became a real problem by 1910 and required continuous dredging. In 1914 the Breakwater was extended but proved to be a failure because the work began to subside and by 1920 about two thirds of the harbour was silted up. Alterations made in the 1920's increased the silting problem and by the 1940's the harbour was no longer used. More alterations were made in the 1950's and 1960's. This chart is significant for its strong connection to the maritime history of Warrnambool Harbour and Lady Bay and the Warrnambool Breakwater. The Warrnambool Breakwater is registered as a place of significance on the Victorian Heritage Database (VHR H2024). The Warrnambool Breakwater is one of the most important late 19th century maritime engineering projects in Victoria and significant in the development of Victorian coastal shipping. It is also significant for its connection with British harbour engineer, Sir John Coode. The chart is a historical record of structures existing in 1893; the Warrnambool Jetties, Warrnambool Breakwater in Lady Bay, the leading lights (lighthouses), streets, roads, bridges and many buildings. Machine - Treadle Lathe, 1920-1923
The lathe-making business incorporated in 1902 as Drummond Bros Ltd originated in the fertile mind of Mr Arthur Drummond, said to have been living at that time at Pinks Hill, on the southern edge of Broad Street Common, west of Guildford. Mr Drummond, whose accomplishments included several pictures hung in the Royal Academy, was unable to find a lathe suitable for use in model engineering. In 1896 he designed for himself a ‘small centre lathe … which had a compound slide rest with feed-screws and adjustable slides’. He also designed and built ‘lathes of 4.5 inch and 5 inch centre height, which had beds of a special form whereby the use of a gap piece was eliminated but the advantages of a gap-bed lathe were retained’. Assisted by his brother, Mr Frank Drummond, who had served an apprenticeship to an engineering firm at Tunbridge Wells, the first lathes were made in a workshop adjoining Arthur Drummond’s house. The demand that speedily built up led to the decision to form a company and manufacture the lathes for sale commercially. Land was acquired nearby, at Rydes Hill, and the first factory built. The enterprise was a success, and the company quickly established ‘a high reputation in this country and abroad for multi-tool and copying lathes, and gear-cutting machines’. Other lathes were added to the range, including the first of the ’round bed’ machines for which the firm became widely known. A Drummond 3.5 inch lathe was among the equipment of Captain Scott’s 1912 expedition to the South Pole, and large numbers of 3.5 inch and 4 inch designs were exported to Australia, Canada and India. By the outbreak of war in 1914, 5 inch, 6 inch and 7 inch screw cutting lathes, arranged for power drive, were on sale. Large orders were received from the government for 3.5 inch lathes, for use in destroyers and submarines, and 5 inch lathes for the mechanised section of the Army Service Corps. The latter were used in mobile workshops. The factory worked night and day to supply the forces’ needs, until production was disrupted by a fire which destroyed a large part of the works in May 1915. As soon as rebuilding was complete work restarted. At the end of the war the entire production was being taken by the Government departments, a special feature being a precision screw lathe, bought by the Ministry of Munitions in 1918. Between the wars Drummond Bros Ltd introduced new machines for the motor vehicle, and later the aircraft industry, and the works were extended on many occasions to fulfill the increasing orders. The Maxicut multi-tool lathe (1925), designed for high-production turning operations, was one of the first machines of this type to be built in England. It was followed (1928) by an hydraulic version for turning gear blanks, and similar work. Further developments provided machines which, during the Second World War, turned all the crankshafts and propeller shafts for Bristol engines. Others, ordered by the Ministry of Supply were employed in turning shells, and many other specific needs of vehicle and aircraft manufacture were catered for by new types of Drummond lathes. Production of the small centre lathes ceased during the war when the company needed to concentrate on building multi-tool lathes and gear shapers. After the war a completely new Maxicut range was introduced, replacing the older versions, and fully automatic. The types were continually developed, and new versions manufactured until the end of the company’s life in 1980. The disappearance from the scene of Mr Arthur Drummond in 1946, and the end of the company’s autonomous existence in 1953 when the company was acquired by William Asquith Ltd, which was in turn bought by Staveley in 1966, meant that the factory at Rydes Hill became one – albeit very effective – part of a large national engineering company. Achievements at the Guildford works during its last years included the development of automated Maxicut gear-shapers in what was ‘probably the most fully automated gear shop in the country’, while a machine from Guildford was sent to the Osaka Fair in 1962. In 1963 an agreement was signed with Hindustan Machine Tools for the manufacture of Maxicut gear-shapers in state owned factories in Bangalore and Chandigarh. During 1963 the two largest multi-tool lathes ever made in the UK were installed in Ambrose Shardlow’s works in Sheffield for handling cranks up to 14 foot long. In 1976 Drummond lathes were included in Staveley’s £14,000,000 installation in Moscow of an automated production line for Zil motor cars. Up to the end invention continued at Guildford: a new Drummond Multi-turn memory-controlled machine was shown at the International Machine Tool Exhibition in 1977. This could not save the works from the pressures of the late 1970s, and Staveley Industries closed its Guildford site in 1980.An early example of a lathe that was designed primarily for the hobbyist model maker. It is in good condition and sought today by collectors as many of it's attributes were innovative at the time and lead to further development and incorporation of some of its features into more industrial models of production machinery. Currency - Engravers Plate, Five-pound
This banknote plate was created for the Sydney branch of the Bank of Australasia in February 1900, before the Federation of Australia. After printing the banknotes from this plate the printer would have overprinted the banknotes with a unique serial number and the denomination of the banknote in capital letters using a contrasting ink. The Bank of Australasia was incorporated by Royal Charter of England in March 1834. It first came to Australia on 14th December 1835, opening in Sydney. In that year, the Acting Superintendent of the Bank of Australasia in Sydney was David Charters McArthur. He went on to become the Superintendent from 1867-to 1876. The Melbourne branch of the Bank of Australasia opened on 28th August 1838. In 1951 the Bank of Australasia amalgamated with the Union Bank to form the Australia and New Zealand Bank, now known as the ANZ. Then in 1970 the ANZ merged with both the ES&A and the London Bank of Australia to form the ANZ Banking Group Limited. The ANZ Banking Group Ltd kindly donated a variety of historic items from the Bank of Australasia. BANK of AUSTRALASIA, WARRNAMBOOL – The Bank of Australasia was the first bank in Warrnambool. It was established in 1854 and operated from leased buildings on Merri Street and then Timor Street. The bank opened its own building on May 21, 1860, on the northeast corner of Timor and Kepler Streets. Mr A Butt was the Manager of the Warrnambool Branch in 1895. This significant item of early Australian social history gives a snapshot into the founding and early development of the banking system in Australia. The plate has historical significance as it belonged to the Bank of Australasia which was established in 1834 by Royal Charter and opened in Sydney, Australia, in Sydney in 1835. The plate is significant for its association with the Bank of Australasia, which had a branch in Warrnambool. Warrnambool's branch was the first bank in Warrnambool, established in 1854. The bank continued to operate until its merger in 1951 when it became the ANZ Bank, which is still in operation today. The art of making glass can be traced back to 2600 BC in Mesopotamia. Egyptians practised making glass around 2500 BC. Artificial glass first appeared in the Egyptian or the Mesopotamian civilization, whereas they used tools made out of volcanic glass obsidian in the Stone Age. Ancient China, however, discovered how to make glass a little later. Glass beads are known to be one of the earliest products made out of glass. Their creation is thought to be primarily accidental. In the later Bronze Age, glassmaking came to a halt. Glass was a luxury material back then. Archaeological excavations suggest the use of glass in England during the middle ages. In the 10th century, stained glass found a place in cathedrals and windows of palaces. After the Renaissance, architectural methods changed substantially, leading to a decrease in stained glass as a building material. Domestic use of glass increased following the industrial revolution. Vessels, glass windows, and glass beads gained popularity in Europe during this period. During the 19th century, many people preferred glass windows and doors as a decorative option. In the late 19th century, some designers brought back stained glass in decorative windows. It was during this period that Mr Tiffany discovered several methods to make domed glass handicrafts. People discovered the true versatility of using glass as a building material only in the 20th century. With glassmaking technology receiving an industrial boom, you could produce several different types of glass. Toughened glass, laminated glass, bulletproof glass, and smart glass all boosted the use of glass in buildings. Plan, Ballarat School of Mines Future Development: A Southern Terminal to Lydiard Street, 1947, 09/12/1947
In 1947 Percy Everett, Chief Architect for the Victorian Government, drew up plans to accomodate the growth in student numbers on the Ballarat School of Mines site. It was an era of government buildings surrounding the Ballarat School of Mines campus either being transfered to the school or foreshadowed for transfer. In 1947 two Red Cross huts were transferred from Victoria Park to the western side of the former Ballarat Supreme Court (later Courthouse Theatre) for use by Wool Classing and Motor Mechanics. In the same year additional facilities were provided for Pottery due to the increase in enrolments and a large brick classroom was built at the rear of the Ballarat Junior Technical School Building. In the annual report of 1947 the President said: "These transfers are, however, only temporary expedients and indicate the pressing need for more buildings of a permanent nature". By the end of the year the School Council decided to request the Education Department of Victoria to proceed with the implementation of the School's long-range plan whch had received approval earlier and to treat it as an urgent post-war requirement. After much communication a plan for a six-storied building, flanked by two three storied buildings was planned to be built on the site of the Ballarat Gaol was developed. The plan was sent to the Education Department for the Minister's Approval. It is not know if approval was granted, but the building did not proceed, possibly becausse the Ballarat Gaol was still very miuch in use. When a tertiary division of the Ballarat School of Mines was being developed in 1967 it corresponded with the closure of the Ballarat Gaol. It was determined that the Lydiard Street South site had no room for future growth so a new campus was sought. The new campus was purchased at Mt Helen, and was initially known as the Ballarat Insittute of Advanced Education. In 1976, when the Ballarat Teachers' College merged into the structure, the campus became known as the Ballarat College of Advanced Education and it was no longer a part of the Ballarat School of Mines.
