THE CONSTITUTION OF MUNICIPALITIES GENERALLY. DIVISION 1. INCORPORATION AND GOVERNMENT OF MUNICIPALITIES AND BOUNDARIES OF DISTRICTS. 8. (1) The inhabitants of every shire borough town and city inhabitants of for the time being subject to the provisions of this Act shall, under corporation. the name of the president councillors and ratepayers of such shire N°-5203 «• '• the mayor councillors and burgesses of such borough the mayor councillors and burgesses of such town or the mayor councillors and citizens of such city as the case may be, be a body corporate with perpetual succession and a common seal with power to break alter and change the same from time to time with the approval of the Governor in Council and shall by such name be capable in law of suing and being sued, of purchasing holding and alienating land, and of doing and suffering subject to the provisions of this Act all such other acts and things as bodies corporate may by law do and suffer. (2) The corporation of ******** Shire Common Seal 54. The common seal of the municipality shall be kept in a box having two locks, of one of which locks the chairman of the municipality shall have a key and of the other of which locks the key shall be kept by the municipal clerk; and the corporate seal shall not be affixed to any document unless the chairman of the municipality and one other member of the council or in the absence of such chairman unless two councillors be present. 91. The Council’s Common Seal (1) The Chief Executive Officer must ensure the security of the Council's common seal at all times. (2) The Council's common seal may only be used on the authority of the Council given either generally or specifically and every document to which the seal is affixed must be signed by the Chief Executive Officer or a senior officer authorised by him or her. (3) Any person who uses the Council's common seal without authority is guilty of an offence. (4) Any person who uses any replica of the council’s seal without authority is guilty of an offence. John Lundy-Clarke grew up in the Kalorama/Mt Dandenong area and later in life (1972-74) began to write a comprehensive history of the area working from an original settlement map in an effort to cover all areas. John Lundy-Clarke has identified the photograph as being of Clint Rowse and Staff at Olinda Creek Valley in 1939. The workmen are: Back row from right: Bob Daly, Dud Page, Harry Dyson, Bill Cavell, Len Child, Ken Williams. Front row from right: Clint Rowse, Jack Clarke, Bernie Page, Jack Johnson (with dog). The Rowse family had extensive raspberry crops but later changed to flowers. Daisy Rowse married Hubert Jeeves. ... this Division changed its name to the Melbourne District Nursing Service ...The MDNS Sisters are packing their belongs ready to move from their current Nurses Home at 39 Victoria Parade, Collingwood to their new Nurses Home and Headquarters situated at 452 St Kilda Road, Melbourne, then known as 'Airlie'. From its founding in 1885 until 1891 the Trained nurses (Nurses) of the Melbourne District Nursing Society (MDNS) worked from their own homes which were located in the vicinity of their areas (districts). The Committee meetings were held at the Religious Tract Society rooms at Queen’s walk, off Swanston Street and then at the Library Room at the Melbourne Town Hall. The Annual General Meeting was held at the Town Hall. In November 1891 MDNS was able to rent a two story terraced house at 66 Cardigan Street, Carlton, at £65 a year, which contained accommodation for three Nurses and one pupil nurse as well as being used as their Headquarters. They left from their Nurses Home each morning and returned at the end of their shift to write up their book work before retiring for the day. Three years later they moved into a larger terraced house at 49 Drummond Street Carlton which was rented at ‘a very moderate rental’. There was a Board room, apartments for the Nurses and pupil nurse, a large dispensary which patients could attend each evening to have prescriptions signed and bottles refilled with ‘homely remedies’ and elixirs, which were administered for e.g. to Consumptive cases. Doctor’s prescriptions were filled at the Pharmacy. Cupboards containing donated blankets and bedclothes for needy patients were kept in this room, and it was here where the Nurses kept their nursing bags which were refilled at the end of each shift ready for any emergency and for the next day. A list of Doctors the Nurses could call was kept by the telephone. The home also had a kitchen where nourishing soup was made and distributed twice a week to the needy. Milk was also distributed when needed. In 1902 they moved into rented premises at 188 Leicester Street, Carlton and two years later, in 1904, to premises at 5 Royal Terrace, Nicholson Street, Fitzroy where they remained for ten years. In June 1914 at last the Society had sufficient funds to purchase their own terraced premises, ‘Floraston’ 39 Victoria Parade, Collingwood which was their Headquarters and Nurses Home. In 1926 the After-Care Home for recovering patients, (later called After-Care Hospital) was built by the Society next door, running from 41-47 Victoria Parade (became No. 45). There were now two divisions with the After Care having their owned Trained nurses (Sisters) and the District Division of Trained nurses (Sisters) who continued to live at No. 39. In November 1953 the Sisters working in the District Nursing Division moved into their new Headquarters and Nurses Home at 452 St. Kilda Road, Melbourne. In 1957 this Division changed its name to the Melbourne District Nursing Service when it separated from the After-Care Hospital. It was given Royal patronage in 1966 and became Royal District Nursing Service (RDNS). As it expanded, and now with Centres opening throughout the suburbs, the Nurses Home at 452 closed and those rooms used for administrative purposes. It now had outlying districts to service, and with a full fleet of District cars, the Sisters lived in their own homes and visited their closest District Centre each morning to collect their work for the day and returned there at the end of their community duties to do their administrative work. On April the 1st 1996 RDNS Head Office relocated to 31 Alma Road, St. Kilda. They are wearing their grey brimmed hats with a central Maltese cross on the light colour headband over their short dark curled hair. From Left to Right are Sisters Marianne Metcalf who is smiling and is holding a tennis racket and soft sided oblong travel bag which has two leather straps and handle in her right hand; it is resting on a closed case, which has two leather straps across the lid; this sits in front of her. Next is Gerda Oppenheim who is looking serious and has her right hand on the top of the lid of an open case in front of her, then Beryl Rowley, who is smiling and has her hands on a narrow white metal horizontal pole which has a vertical pole attached. A letter dated 18 January 1943 from builders to the Legacy Club submitting their tender for alterations to 1267 Burke Road for the sum of £408. The property mentioned at 1267 Burke Road was named Holmbush and was the first hostel for children that Legacy started and operated from April 1943. Shows how the crews were organised in relation to their work and total times worked. 2nd copy of original added.Single sheet of off white duplicating paper titled "Rotation Roster S.134 14/9/70". Printed by wax cut stencil or Gestetner method. Details the run number that an employee would do for a particular week and day of the week and the total hours mins worked that week. Was part of D. J. ESCo Employee Hours Work Record book that has been used by an ESCo/SEC inspector, H. P. James as a record / note book for his personal collection or papers or journal titled "Out of the Past". Book sewn with string in 36 page sections, blank end papers, board covers with stipple paper out sides and Rexene cloth binding. Comprising plain paper end papers and 104 printed pages (52 leaves), with each sheet printed in black on feint ruled paper for recording the hours worked and other details of drivers and conductors employed by ESCo. Printed for daily use, with Day and date page headings - made out for the 1930's. Images: Book - i1 Inside front cover - i2 Members Certificate - i3 Has been used to gather mementos such as photos, articles, newspaper clippings, letters and other miscellaneous documents on Ballarat local history. Newspaper cuttings etc often have side notes written by Mr. James. Inside front cover has certificate recording Mr. James membership to the Ballarat Historical Society for 1940. Receipt signed by Edward Crimmins. Also a newspaper cutting on the cost of pensions to Lord Nelson's family. On facing page a photo of Queen Elizabeth, a printer colour cover or sheet about Walt Disney's "Pinocchio", a newspaper cutting regarding Father's Day and a black and white photograph of a young girl in a hospital carriage being pushed by a man. Yields information about fares charged for tram services in Ballarat, Bendigo and Geelong. Issued to crews.Twenty Four page booklet, plus medium weight card brown colour covers centre stapled. Book cover has title "Electric Tramways of the State Electricity Commission of Victoria By-Law No. 1". Pages are numbered pages 1 to 24, revoking By Laws dated 5/9/1932 (See Reg. Item 3109). Dated 9/3/1937. Gives definitions, fares and charges, regulations re passengers, behaviour, smoking, dangerous goods, luggage and behaviour of crews. Gives schedule of fares and charges for Ballarat, Bendigo and Geelong. Fares applied from 1937 to 1949 - see Reference. Domestic object - China crockery recovered from wreck of Light of the age
Subsequent to the wrecking of the Light of the Age marine concretions and corrosion products formed a cement capping over the cargo, stabilising and protecting it. The site of the Light of the Age was found by divers in late 1960s, and soon became a popular diving site. Huge amounts of intact crockery were removed from the wreck by boatloads of divers, including distinctive brown glazed teapots with legs (one diving author named it 'the Teapot Wreck' (Denmead, 1973: 78-82), 'Greek Key' patterned transferware, Cooper & Wood Portobello black glass three piece bottles, and sauce, preserve and condiment bottles often with contents (gooseberries, raspberries, olives) and seals intact. Larger items including a signal cannon and an anchor were removed from the site, while divers seeking souvenirs commonly used cold chisels to chip objects free of the concretion 'cap' which had stabilised and protected the remaining cargo for so long. In 1982 this situation was drastically changed when someone used explosives to further break concretions. However the charge was too powerful resulting in the site's complete destruction and the remaining items to become scattered and broken. Abraded and worn ceramic objects washed up on the beach are invariably collected by beachgoers, including fragments of crockery, figurines and animal figures used for 19th century household decoration and toys. The Light of the Age is archaeologically significant as the wreck of an international immigrant ship with an inward bound cargo. It is historically significant for its association with both the Black Ball and White Star Lines which carried thousands of immigrants to Australia. Mr. Northcott served all through the Crimean war, and obtained three service medals. He was most fortunate, as he did not even receive a scratch. While fighting in the trenches one day he happened to glance round, and was surprised to discover that his brother was by his side. They had not seen each other for a long time, and the meeting under such circumstances can be imagined. Two of his brothers, John and William, served throughout the war. At its close he came to Victoria, the gold fever being then at its height. His stay in Bendigo was brief, as the New Zealand rush attracted his attention, but he returned in 1858 to Bendigo, and as the outlook was quiet, he went back to New Zealand in 1859. Finally, in 1860, he settled in the Bendigo district with his father and mother and brother William. They took up some land at Leichardt and remained there for some years. It was about this time that he became prominent in musical circles. He came of a musical family, as his oldest brother, John, was one of the musicians to the Royal Family, and was pensioned by the late Queen Victoria. His younger brother, William, is at the present time one of the leading cornet players in the United States. In 1867 the late Mr. Northcott married Miss Lansell, sister of Mr. Geo. Lansell, her demise having taken place about three months before. When he left Leichardt, Mr. Northcott became Mr. Lansell's general manager, and continued in that capacity for 26 years. While he was manager of the 180 Mine it is estimated that gold to the value of a million sterling was taken from the mine. It is, perhaps, in his capacity as a bandsman, that Mr. Northcott was best known, as he became a familiar figure not only in the chief centres of Victoria but throughout Australia. He first became leader of the old Volunteer Band, and he was subsequently leader of the Battalion Band at Castlemaine. It was when he became leader of the musical combination known as Northcott's Brass Band that his fame and the fame of the band became widespread, as some 25 years ago it was one of the finest bands in Australia, and held that distinction for many years. Although many changes in the personnel of the band have taken place, it still retainsits old name. Mr. Northcott was a cornet player of high ability, and in 1871 he was presented by the citizens of Bendigo with a handsome silver cornet, in recognition of his services as a musician. His home contains a great array of trophies, photographic groups of bandsmen etc., which serve to indicate in a sense the reputation he enjoyed as a bandsman. During his career in Bendigo he invested in mining a good deal, but was not very fortunate in this respect, as he lost a good deal of money on the New Chum line. Naturally he was well known and warmly respected, especially by bandsmen. He was a genial citizen, and made a large circle of sincere friends. He was a member of the Zenith Lodge of Masons, having passed through the chairs twice. He was also a member of the A.O.F., and formerly a member of the School of Mines Administrative Council. It was about this time that he became prominent in musical circles. In 1977, artist Annette Meikle undertook a commission to illustrate a book recording stories of places and people in the Bayside area. It was published in 1978 as Sandringham Sketchbook, with text by Elizabeth Waters. The sketches were intended to record remaining examples of Bayside’s early architecture and environment, as well as reflect newer architectural changes. Meikle went on to donate 22 of these sketches to Bayside City Council in 2003. Erected in 1964, this stone cairn on Beach Road in Beaumaris marks the site of the wattle and daub cottage of James and Susannah Moysey. James, Susannah and their cousin Nicholas arrived in Victoria in 1844 and leased land on the cliff-top. They built a cottage, cleared the land for sheep and cattle and established vegetable gardens. Black Rock House was built in 1858 by wealthy land dealer and politician Charles Hobson Ebden as a holiday home on 112 acres of virgin scrub, taking in the area of present day Balcombe Road, Beach Road and the line of Keating Street. The house included four bedrooms, a cellar, stables and a courtyard enclosed in castle-like sandstone walls. In 1977, artist Annette Meikle undertook a commission to illustrate a book recording stories of places and people in the Bayside area. The sketches were intended to record remaining examples of Bayside’s early architecture and environment, as well as reflect newer architectural changes. Meikle went on to donate 22 of these sketches to Bayside City Council in 2003. This inter-war house located at 60 Bluff Road, Black Rock, was built in 1926 for former Scotland Yard and Criminal Investigation Branch detective Horatio Reginald Clarence McWilliams. When McWilliams died it was found that he had taken extreme measures to protect his security. All the windows were nailed shut, a network of burglar alarms ran through the house and a complicated underground air raid shelter had been built in the garden. The security measures were at odds with the name of the house – Karinga or Karinya – an Aboriginal word meaning peaceful, happy home. Later residents of ‘Karinga’ included Senator Don Chipp and his family. On 13/8/1914 Red Cross was set up in Victoria as a branch of the British Red Cross. This coincided with the outbreak of WW1. Its initial remit was to supply comforts packages for soldiers. This expanded to the Voluntary Aid Detachments' (VAD) who cared for sick and wounded soldiers in hospitals or on transport ships. In 1929 the Red Cross Blood transfusion Service began. After WW11 it continued to expand into all domestic and overseas humanitarian operations.
