The van is a Morris Ten Series II which was manufactured 1935-1937. The numeral only Victorian Registration plate 112-984 was part of the sequence of numeral only plates issued 1910-1939. Lester Neil Ingram was born at Kew, 8 November 1911, the son of John and Ada (Key) Ingram of Research. According to Electoral Roll records, in 1903, John Ingram was a farmer at Lancefield, his wife Ada, a milliner. By 1906, John Ingram was a baker at Research and from about 1912, an orchardist. The family moved to Anglesea River sometime between 1937 and 1942. A sheet metal worker by trade, Lester had run the bakery business for 14 years, his father retired, and was working as a baker at Anglesea when he enlisted in the R.A.A.F. on 5 December 1941 at Melbourne. Previously he had worked as a baker at Research (1937). He undertook training as Aircrew at No. 4 Initial Training School at Victor Harbour, South Australia, followed by No. 1 Wireless Air Gunners School at Ballarat, Victoria, and No. 3 Bombing and Gunnery School, West Sale, Victoria. On October 15, 1942 Lester qualified as an Air Gunner, promoted to Sergeant, and was posted to 1 Embarkation Depot at Ascot Vale, Victoria, and attached to R.A.F. UK. Lester embarked from Australia December 2, 1942 and arrived at 11 Personnel Despatch and Reception Depot on January 13, 1943. On March 9 he was transferred to 10 Operational Training Unit, Group No. 91, Bomber Command, R.A.F. Lester’s service file reveals that on the evening of 22 April 1943, Lester was a member of the aircrew of Whitley V bomber, N.1374. The airframe had run 1,127 hours. A full moon was just rising. The flight was non-operational, its purpose a dual conversion on type mission flown by a student pilot with almost two hours completed at night on similar flights. They had just changed aircraft as their previous aircraft had become unserviceable. The pilot had accepted the aircraft, which was technically unserviceable as the NCO in charge of flight had not completed the inspection paperwork correctly. The aircraft had undergone a major engine repair the day before. The aircraft took off at 2348 hours from R.A.F. Abington. It was reported that the aircraft take-off was quite normal and after climbing to 800 feet it passed out of view of the ground observers. A few seconds later the aircraft crashed, and it was reported that the sound of the engines seemed to become desynchronised. The crash occurred one and a half miles northwest of Longworth, Berkshire and the aircraft destroyed by fire. It carried a crew of five. Lester is commemorated on the Eltham Roll of Honour Board, which was commissioned by the Eltham War Memorial Trust to be hung in the Eltham Infant Welfare Centre, part of complex of buildings that form the Eltham War Memorial. The Honour Roll is presently (2023) hanging in the Eltham Library Community Gallery space. Lester was remembered with the following notices published in The Argus newspaper, Saturday 22 April 1944, p2: INGRAM. —In treasured memories you are with me still. Sgt. Lester embarked from Australia December 2, 1942 and arrived at 11 Personnel Despatch and Reception Depot on January 13, 1943. On March 9 he was transferred to 10 Operational Training Unit, Group No. 91, Bomber Command, R.A.F. Lester’s service file reveals that on the evening of 22 April 1943, Lester was a member of the aircrew of Whitley V bomber, N.1374. The airframe had run 1,127 hours. A full moon was just rising. The flight was non-operational, its purpose a dual conversion on type mission flown by a student pilot with almost two hours completed at night on similar flights. They had just changed aircraft as their previous aircraft had become unserviceable. The pilot had accepted the aircraft, which was technically unserviceable as the NCO in charge of flight had not completed the inspection paperwork correctly. The aircraft had undergone a major engine repair the day before. The aircraft took off at 2348 hours from R.A.F. Abington. It was reported that the aircraft take-off was quite normal and after climbing to 800 feet it passed out of view of the ground observers. A few seconds later the aircraft crashed, and it was reported that the sound of the engines seemed to become desynchronised. Produced by Contour Consultants Australia Pty Ltd on behalf of Dallas Price Homes Pty Ltd as part of the planning process for redevelopment of the former Eltham Shire Office site at 895 Main Road. In 1963 the Shire of Eltham purchased the Shillinglaw property of approximately 2 acres in Main Road, Eltham for the widening of Main Road and as a site for new Council offices. This land, which contained the Shillinglaw Cottage (c1878-80), was the remaining section of the Shillinglaw family holding that originally comprised 30 acres, being Lot 90 of Holloway's 1851 subdivision. Eltham Council intended to demolish this cottage, but through extensive community action it was saved, funds were raised, and it was relocated to the current site adjacent to the Eltham Library. The new Eltham Shire Offices opened in 1965 were designed to ensure retention of the three Italian Cypress trees that were located outside the Shillinglaw Cottage. In 1971 the building was extended at the southern end to provide additional space, including for the Eltham Library and Council's Engineering Department. Renovations were undertaken to the offices during 1987. The Victorian State Government commenced to restructure local government in 1994, which resulted in the establishment of the Shire of Nillumbik and the cessation of the Shire of Eltham. This new Nillumbik Shire Council was headed by government appointed commissioners, who decided in 1995 to put the former Eltham Shire offices on the market. Eventually in June 1996 the property was sold for $1.1 million and the building was subsequently demolished. A planning application for the site was then submitted to Nillumbik Shire Council in September 1996 for construction of a 24-hour service station, convenience store, cafe/takeaway food premises, a retail facility and community facility. There were many objections to this proposed development and in controversial circumstances a planning permit was granted by the Nillumbik Shire Council commissioners. After protracted actions involving a planning panel and a planning advisory committee, established by the Minister for Local Government, the proposal was eventually rejected as not satisfying the requirements of the planning scheme. In December 1997 the purchaser withdrew from the contract of sale, just prior to Council announcing a withdrawal from the contract. While there have been a number of possible development proposals considered by subsequent Nillumbik Shire Councils, this site has remained vacant since July 1996. TIMELINE (Prepared by Jim Connor, Eltham District Historical Society- March 2018- Based on press, council and personal records) June 1996 - Eltham Shire offices sold to Dallas Price Homes for $1.1 million. July 1996 - Shire office building demolished against community's wishes. Council claimed building riddled with asbestos. September 1996 - Planning application submitted to Nillumbik Shire Council to construct on the site a 24 hours Shell service station, convenience store, Hungry Jacks café/takeaway food premises, a retail facility and community facility. 213 objections and petition of over 1400 signatures received. Minister for Planning and Local Government orders an independent investigation into valuation and sale. 9 October 1996 - Permit granted by Nillumbik Shire Council commissioners, in controversial circumstances. A Planning Special Committee consisting of 3 commissioners and 3 community representatives considered 32 community objections. One commissioner declared a potential conflict of interest so only 2 commissioners were able to vote. After hearing all objections, the community representatives moved a foreshadowed motion to refuse a permit. The commissioners then closed the meeting, formerly opened a council meeting (for about a minute) and approved the application. October 1996 - Community members appealed planning decision to Administrative Appeals Tribunal. November 1996 -Minister for Planning and Local Government Robert McClelland calls appeal in and directs MT to refer this 'major policy issue' to the Governor in Council. February 1997 - Planning panel (Dimity Reed and Margaret Pitt) established to consider submissions. March 1997 - New council elected with five councillors. April 1997 - Three of the five new councillors vote to fight Commissioner's decision to grant a permit. April 1997 - Planning panel (Dimity Reed and Margaret Pitt) conducts hearings at Nillumbik Shire offices. June 1997 -Planning panel rejected Dallas Price Homes proposal as being 'totally inappropriate' for the site and recommends the site be rezoned for 'public purposes'. July 1997 - Dallas Price Homes threatened to sue Council and individual councillors. October 1997 - Report released of an Advisory Committee (Paul Jerome) established by the Minister for Planning and Local Government. Committee considered Dallas Price Homes proposal and an alternative concept plan proposal by Council for a gallery, workshop, offices and cinema community-based development. Advisory Committee recommended Dallas Price Homes proposal be rejected as not satisfying the requirements of the planning scheme and recommended further testing of the financial viability of Council's proposal. December 1997 - Dallas Price Homes withdrew from the contract of sale, just prior to Council announcing a withdrawal from the contract, which expired on 28th November and was not renewed by either side, after previously being extended twice pending a decision by the Minister. Council had to pay developer $58,000 for demolition costs. February 1998 - Dallas Price Homes application rejected by Planning and Local Government Minister. October 1998 - Nillumbik Councillors suspended and an Administrator appointed (until March 1999). The demolition of the former Shire of Eltham offices and proposed sale and development driven by the Commissioners for Nillumbik Shire Council brought the community together in substantial protest at the infrigement of ratepayers democratic say in local government and ciommunity assets combined with protests about inappropraite development of Eltham's Gateway. In his early adult life, Richard Kaylock worked as a whaler (visiting California and New Zealand) and later as a drover on a large cattle station in New South Wales. In 1848 he came to Melbourne, working as a slaughterman, then settled in Eltham in 1854, his occupation thereafter being variously recorded as butcher or orchardist. He also had some experiences at Ballarat during the Eureka Rebellion. He died in 1910 at the age of 84. His obituary described him as a "striking personality" who was "brusque to a fault" and "strictly upright, expecting others to be the same". It seems from his will that he was illiterate. He is buried in Eltham Cemetery with his wife Emily. His property was in Wellington Street (now Brougham Street) and apparently extended across the Diamond Creek. The land on the western side of the creek was farmed, the house being on the eastern side. For many years the Brougham Street bridge was generally known as "Kaylock's Bridge". It formed part of the original coach road to Eltham and in 1922 was described as an "old rustic bridge". Its low level and insubstantial construction made it susceptible to flood damage, necessitating frequent closures until repairs could be carried out. The original bridge was demolished in 1923 and replaced by a "new up-to-date" one. When a lack of finances delayed repairs to the Bridge Street bridge in 1931, traffic had to detour via Brougham Street for some time. Abraham Taylor was born 20 October 1811 in Derrycarn, Drumcree Parish, County Armagh, Ireland, the son of Richard William Taylor and Annie Abraham. He married Ann McClelland on 19 February 1852 in Dumcree. They emigrated to Australia arriving in Geelong aboard the Ann Thompson on Christmas Day, 1852. His younger sisters Mary and Martha and brother William John all having separately preceded them in 1851 and 1852. Abraham and Ann settled in Little Eltham, Abraham was recorded as being 40 years of age and Ann, 36. They made their home and living as an orchardist and gardener where they had three sons, William John (1853 Little Eltham), Richard (1855 Eltham) and Robert David (1857 Eltham), tow of whom became Councillors of the Shire of Eltham; William (1890-1911) and Robert David (1911-1920). In June 1871, Abraham Taylor, Eltham gardener, applied for a 120-acre allotment half a mile northeast of the Research Gully Hotel on June 30, 1871. A license was issued to him January 30, 1872, for 114 acres, being Allotment 8, Section 18, the balance of 6 acres being retained for reserve. He built on the land a two roomed dwelling of slabs and palings. He and his family lived there or at their 6 ½ acre Eltham property, which was used for orchard and garden as a residence. In January 1875 a lease issued to Abraham Taylor for the land one chain wide each side at the gully named ‘Wet Gully’ was excluded. In August 1881 Abraham Taylor paid up all fees and applied for a Crown grant. He vainly requested that the grant be issued to his son, Robert David Taylor, Eltham however the grant was in fact issued to Abraham Taylor, Eltham, gardener. Abraham died at home on June 1, 1890. He was greatly respected by all who knew him. His sister Mary predeceased him 1873and is also buried at Eltham cemetery. Wife Ann died at home 1 September, 1893 and was buried with him. Irish-born John Murray and his wife Mary (daughter of Thomas Sweeney) married in 1849 and settled in Eltham North. John and Mary were amongst the earliest inhabitants of Eltham. John was a farmer and their block of about 80 acres, called ‘Laurel Hill’, was on the eastern side of the Diamond Creek, extending east to beyond Zig Zag Road. It was later extended southward by the purchase of a further 60 acres. He is recorded as a supporter on the petition for a school in Eltham and he served on the National School Board of the Eltham school. John died in 1867 and is buried in Eltham Cemetery with Mary and with two of their grandchildren. Their eldest son Johnnie inherited the property. Then in about 1902 his younger brother James purchased about 50 acres on the western side of the Diamond Creek immediately opposite Laurel Hill, extending west to slightly past Wattletree Road. Eltham North Reserve now lies just beyond the southern boundary. James built a family home on top of the hill on the northern boundary, together with a dairy and milking shed and a food cellar. It is thought that the barn with stables was already there. When Johnnie died in 1912, the two properties (though severed by both the creek and the railway line) effectively merged. The land was worked as an orchard with apples, pears, quinces, and possibly apricots and peaches. Later it became a dairy farm. By 1986, almost all the land had been sold off for residential subdivision and the house had been condemned as unfit for habitation. John's grandson Jim retained a small portion of the land and built a new house. He kept the old one as a storage shed, but it was demolished after he died in 1993. The very old barn is still standing. In his early adult life, Richard Kaylock worked as a whaler (visiting California and New Zealand) and later as a drover on a large cattle station in New South Wales. In 1848 he came to Melbourne, working as a slaughterman, then settled in Eltham in 1854, his occupation thereafter being variously recorded as butcher or orchardist. He also had some experiences at Ballarat during the Eureka Rebellion. He died in 1910 at the age of 84. His obituary described him as a "striking personality" who was "brusque to a fault" and "strictly upright, expecting others to be the same". It seems from his will that he was illiterate. He is buried in Eltham Cemetery with his wife Emily. His property was in Wellington Street (now Brougham Street) and apparently extended across the Diamond Creek. The land on the western side of the creek was farmed, the house being on the eastern side. For many years the Brougham Street bridge was generally known as "Kaylock's Bridge". It formed part of the original coach road to Eltham and in 1922 was described as an "old rustic bridge". Its low level and insubstantial construction made it susceptible to flood damage, necessitating frequent closures until repairs could be carried out. The original bridge was demolished in 1923 and replaced by a "new up-to-date" one. When a lack of finances delayed repairs to the Bridge Street bridge in 1931, traffic had to detour via Brougham Street for some time. The original Shire of Eltham was founded in 1871. Prior to its founding, the district was managed by the Eltham District Road Board, which was established in 1856. The initial rate assessment commenced in 1857 for the year ending October 14, 1858. The honour of being recorded with the first assessment went to a farm of 110 cultivated acres at Lower Plenty, owned by John Porter and occupied by Albert Baines. It was assessed at 6d/acre providing for a rate income of £2 15s. In July 2017, officers at Nillumbik Shire Council discovered some early Eltham Road District Assessment books and donated them to the Eltham District Historical Society. The seven volumes were the district’s first six years of rate assessments. This was a unique and significant record of early settlers in the pre-Shire of Eltham. They immediately became one of the oldest and most valuable items in our collection. An article on page 5 in the Eltham and Whittlesea Shires Advertiser, Friday, 21 November, 1941 titled: ‘District’s Early History‘ states: “The first rate book which is still in existence at the Shire Office is for the year ending October 14, 1858 and is probably the best record possible to indicate the development of the district. At the time properties were rated as follows: Cultivated land. 6d. per acre; pasture land, 1d. per acre: estimated annual value of buildings, etc., 6d in the (pound). The total amount of rate recorded for the year was £153/14/8. Properties were described as being situated at Lower Plenty, Yarra Yarra, Eltham, Lower Eltham, Kangaroo Ground, Yarra Flats, Diamond Creek and the Yarra.” Given the precious nature of this collection, priority was given to digitise the rate books and place them in suitable archival storage to minimise further handling. Subsequent discussion amongst our Collections team arrived at the conclusion that the most appropriate home for this valuable record was the Public Record Office Victoria (PROV), the archive of the State Government of Victoria and who are charged with archiving and caring for all Government related records. An approach was made to PROV who confirmed these records would complete their collection of rate assessment books for Eltham.
