The beginning of standardised weights and measures began In Victoria when the Melbourne Observatory received sets of standard weights and measures, which had been tested in Britain against the then British Imperial standards. These included the primary standard yard and pound for the Colony of Victoria. Other standards of weights and measure held by shires and the administrative body's within the colony could then be compared to these primary standards. A Weights and Measures Act was passed in Victoria in 1862, establishing local inspectors throughout the colony. By the 1870s each local council and shire in Victoria held a set of standards that were used to test scales, weights and dry measures used by wholesalers, factories and shops. Every ten years the councils’ standards would themselves need to be rechecked against the Victorian Standards. The checking was done by the Victorian Customs Department in the 19th century, but with the transfer of responsibility for customs to the Federal Government in 1901, weights and measures function was retained by the Victorian Government and was shifted to the Melbourne Observatory. In 1904, a new building was erected at the south end of the Great Melbourne Telescope House, where the standard weights and measures and testing equipment was installed. This room had a large whirling apparatus for testing air meters and became known as the Whirling Room. When the Melbourne Observatory closed in 1944, the Weights and Measures Branch was formed to continue and this branch remained at the Observatory site unit until 1995.An example of a brass measuring jug made specifically to maintain government standard liquid measurements that were sold to the public. The probability is that this artefact was made sometime between George V reign (1910-1936) and gives us today a snapshot of how imperial weights and measures were checked by Government departments prior to decimalisation and how a standard for the various types of measurement was developed in Australian based on the Imperial British measurement system. The container has social significance as an item used in Victoria as a legal standard measure to ensure that goods sold in Victoria were correct. Jug brass haystack form with a deep lip and pouring spout, small neck and broad base. It displays a curved pistol handle. Inscription at base of handle top of jug stamped 61 GVR SM. These marks signify that the measure complied with the Victorian Government capacity liquid standard measurement. This photograph is taken of Lake Kerferd in around 1910. The photograph shows the road circling around the large lake and the jetty on the lake. On the other side, there is a written message from Fred Pulling to Win Pulling. Fred seems to have gone away and was not sure when he would return. He was also glad to hear about a gentlemen called Perc, who he stated to be a 'decent enough chap'.This postcard is significant because Lake Kerferd itself is significant within Beechworth's history. This lake was constructed in 1862 and was named after the former Beechworth Mayor, Hon. G B Kerferd. This lake was originally constructed to supply the town with water. Fred's correspondence with Win demonstrates a glimpse into what life was like during this time. Sisters, Francis Ellen Hurst (who married William George Gray), of Hurstbridge, Mary Ellen Hurst (who married C. E. Rankin) with their mother Catherine Hurst (nee Heffernan) of Hurstbridge and Ada Alice Hurst (1880-1910). Ada married Claude Pizzey of Diamond Creek. It is thought that this photo was produced after Ada's death and has incorporated a separate image of Ada behind the piano. This photo forms part of a collection of photographs gathered by the Shire of Eltham for their centenary project book, "Pioneers and Painters: 100 years of the Shire of Eltham" by Alan Marshall (1971). The collection of over 500 images is held in partnership between Eltham District Historical Society and Yarra Plenty Regional Library (Eltham Library) and is now formally known as 'The Shire of Eltham Pioneers Photograph Collection.' This type of trolly is known to date from prior to 1910 and were in use before petrol engines were used to transport workmen along the railway lines. The exhibit was located at Colac in 1961, after being used on the Colac to Beech Forest and Crowes narrow gauge railway. These two ledgers contain details on mortgages in the Warrnambool district but the business person or persons associated with the ledgers is unknown. One ledger dates from 1913 to 1925 and the other from 1910 to 1926. The financial dealings of the mortgagees and mortgage brokers are listed in detail and many of the names in the ledgers are well-known historically and include Crisp, Coulstock, Coleston, Flett and Goldstraw. There are also some unfamiliar names worthy of research. These ledgers are of historical interest and have potential value to researchers of local history.These two ledgers have brown covers made of wood with a cloth covering. The pages are attached to the cover by metal inserts with screws and have alphabetical tabs. These documents come from a collection of material from the Baulch families of Dunmore and Rose Park estates in Western Victoria in the Macarthur district. They concern the sales of the Green Hills Estate (1910) and the Olangolah estate (1915) near Woolsthorpe. Both were offered for sale by the owner, Colin Tulloh. The properties bordered on Baulch property belonging to Stan Baulch (1897-1980) and hence this is the reason for their being included in Baulch estate material. A Melbourne Leader article about the tree was dated 9/4/1910 and this photo appeared therein. Johannes Bosch came to Australia in 1884 aged 17. He married Henrietta Duck, had 3 children and divorced in 1903.
