Wodonga Shire was created in 1876 when the colonial government agreed to ratepayers' petitions to have their part of the local government district severed from the Yackandandah Shire to form a new municipality. In March 1973 Wodonga was declared as the first Rural City in Australia. This was officially proclaimed by the Governor of Victoria, Sir Rohan Delacombe at and open-air ceremony in Hovell Street following a procession along High Street led by the Victorian Police Band. The first meeting of the held in the open air immediately after the proclamation. In 1994, the Jeff Kennett government restructured local government in Victoria. His reforms dissolved 210 councils and sacked 1600 elected councillors. Commissioners were appointed in their place. Wodonga’s Commissioners were Mel Reid, Des Kelly and Michael Hanson. Reforms introduced created 78 new councils through amalgamations. Many of the leaders are people in the workforce wishing to give something back to the community. Junior Legatees are organised into groups. They participate in horse-riding, swimming, golfing, strawberry picking, and many other activities. Every month Legacy's handicapped dependents are invited to go on outings or take part in recreational and educational activities. These programmes aim to develop independence and thus lessen the need for reliance on others for simple routine functions. Photos were in a scrapbook of photos spanning 1983 to 1992.A record of the type of activities Legacy provided for the handicapped dependents of the Legacy families. The photo shows a small girl presenting a bunch of flowers to Lady Lavarack on the steps of Moorlands. The Queensland Governor Sir John Lavarack and his wife were attending the opening of the Legacy childrens' residence, Moorlands, in Brisbane on 20 February 1947. Legatee Stan Savige had travelled to Brisbane for the event, he is at the centre rear. From TROVE: Telegraph (Brisbane, Qld. : 1872 - 1947), Tuesday 18 February 1947, page 7 FOR OPENING OF LEGACY HOME Lieutenant-General Stan Savige (left) arrived in Brisbane this afternoon to attend the opening of the new Legacy home, Moorlands, at Coronation Drive. On the right is Mr. F. E. Lascelles, Brisbane president of Legacy. Moorlands will be opened by the Governor (Sir John Lavarack) on Thursday. Moorlands is a heritage-listed villa at 451 Coronation Drive, Auchenflower, Queensland, Australia. It was designed by Richard Gailey and was built c. 1892 by contractor Arthur Smith. It was added to the Queensland Heritage Register on 21 August 1992. A photo of 14 the original team of men that started the I.L.C. (Intermediate Legacy Club). It was probably taken about 1930 just after the ILC was formed. The accompanying letter dated 30/11/1983 and note shows the photo was sent to Legacy by Harold Bokes and given to Legatee Frank Doolan of the archive committee for the archives on 7/12/1983. The note in Frank's handwriting shows he had identified all the members in the photo and that it had been taken by John Barnes. Back row: R. Absent: Jimmy MacGregor, Alan Davidson, Fred Hollingsworth, Bert Woods. Background: The ILC was formed in 1929 with a total membership of 18. The idea of the club sprang from those boys who had outgrown the Junior Legacy Club. In the early days it fielded a lacrosse team and it was this that mainly held the members together. Enthusiasm wained after a few years as it lacked a solid objective. The answer came from one of its members and in 1938 they founded the Don Esses Club. This was a club for the children of incapacitated ex-servicemen which met every Thursday night at 7.30 run by the ILC members. The name came from the signallers' code Disabled Servicemen's Sons. During the second world war 80% of the members of the ILC enlisted in the services. Leaving only 8 members that could not join due to ill health or reserved occupations. They continued the Don Esses and whatever aid they could to Legacy. ILC members had always helped Legacy where possible including being camp leaders or camp staff, with the annual demonstrations, and coffee stalls at the ANZAC dawn service. Post second world war some ILC members were nominated into Legacy, others drifted away in civil occupations. It was found difficult to recruit new blood into the ILC and eventually membership waned when the boys from the Don Esses clubs found other youth activities to join. The ILC ceased to meet regularly in the mid fifties. However a strong comradeship still existed between members and they would meet in one anothers homes. Members were always ready to help the senior Legacy Club in any way in their power and still helped at Christmas parties and summer camps. ILC was a service rendering organisation and was self governing. Non-sectarian and non-political, the members were ex-junior legatees over 18 years of age. A list of the 40 final members of the Intermediate Legacy Club when it ceased operating in 1974. Background: The ILC was formed in 1929 (or 1930 according to the newsletter article). The idea of the club sprang from those boys who had outgrown the Junior Legacy Club. In the early days it fielded a lacrosse team and it was this that mainly held the members together. Enthusiasm wained after a few years as it lacked a solid objective. The answer came from one of its members and in 1938 they founded the Don Esses Club. This was a club for the children of incapacitated ex-servicemen which met every Thursday night at 7.30 run by the ILC members. The name came from the signallers' code Disabled Servicemen's Sons. During the second world war 80% of the members of the ILC enlisted in the services. Leaving only 8 members that could not join due to ill health or reserved occupations. They continued the Don Esses and whatever aid they could to Legacy. ILC members had always helped Legacy where possible including being camp leaders or camp staff, with the annual demonstrations, and coffee stalls at the ANZAC dawn service. Post second world war some ILC members were nominated into Legacy, others drifted away in civil occupations. It was found difficult to recruit new blood into the ILC and eventually membership waned when the boys from the Don Esses clubs found other youth activities to join. The ILC ceased to meet regularly in the mid fifties. However a strong comradeship still existed between members and they would meet in one anothers homes. Members were always ready to help the senior Legacy Club in any way in their power and still helped at Christmas parties and summer camps. ILC was a service rendering organisation and was self governing. Non-sectarian and non-political, the members were ex-junior legatees over 18 years of age. After serving in World War 2 members were eligible to become members of Legacy. Was in a folder of material collated about the ILC by an early archive committee. The idea of the club sprang from those boys who had outgrown the Junior Legacy Club. In the early days it fielded a lacrosse team and it was this that mainly held the members together.
