The institutions of law and order in Colonial Victoria included the police, courts and prisons. The 1852 report of the Snodgrass Select Committee appointed to "identify the policing needs of the colony” noted there existed seven independent police forces that did not co-operate or regularly communicate. Following the committee's report all these police entities were merged into the Victoria Police, founded on 8 January 1853, to implement law and order responsibilities throughout the Colony of Victoria. The Eltham Courthouse (1860) and adjacent Police Residence (1859) formed a justice precinct established in the immediate aftermath of the 1852 police inquiry and the effects of the gold rush. The physical presence of these buildings, in the centre of the early Eltham township, defined centralised control over law and order. In the early days the Police Constable in charge would conduct his duties travelling around the district by horse; a stable was located at the rear of the residence. At times the horse would be grazed on the paddocks across the road. Horseshoes were forged by the blacksmith beside the Courthouse on the high side of “Policeman’s Hill”. Along with the stable, there was a two-cell bluestone lockup where prisoners were held awaiting trial in the adjacent Courthouse. Their meals were usually provided by the policeman’s wife or from the hotel just up the road. With the arrival of the railway in 1902 the town centre gradually shifted towards the railway station. The Police Station and operations were moved into the town centre in 1961 to a renovated house in Pryor Street, which was later replaced by the current Police Station. From 1961-1981 the residence was occupied by the Vermin and Noxious Weeds Destruction Section of the Department of Crown Lands and Survey. Prior to August 1967 the former Police Station was dragged to the rear of Police Residence to make way for the construction of a driveway and access from Main Road. The building was placed on the site of a former Scullery and modified for Lands Department use. In 1981 the Shire of Eltham took over management of the former Police Residence in Eltham. It remained unoccupied for a period whilst its future was discussed in Council. It was then used for a community job creation scheme until 1985. In 1985 the Shire of Eltham Parks and Environment occupied the residence. Council improved the driveway but later added a second rear access from Brougham Street due to the dangerous nature of the Main Road entrance. Additionally, a rear toilet facility between the Police Residence and the relocated former Police Station, which was doubling up as a lunchroom. Council also commenced discussions to re-establish a replica Police Station. Around November 1986 the former Police Station was demolished; believed to have been suffering termite damage. About 1989, after some years of discussion, a replica Police Station was built, based on photographs, to act as a lunchroom and meeting room for the Parks and Environment staff and volunteers doing community service. In 1996 Eltham District Historical Society held discussions with Nillumbik Shire Council commissioners throughout the year regarding a home for the Society. A proposal was put forward by the Society in October to occupy the former Police Residence. In March 1997 Eltham District Historical Society gained access to former Police Residence and on July 12, 1998, moved into its Local History Centre. In July 2018, Eltham District Historical Society gained access to the replica Police Station (which had been used as a music library and storage for the Eltham Concert Band) for use as part of regular heritage tours for schools and community-based groups. Photo taken immediately after the Wiregrass gallery closed at the end of November. The property was purchased in October 2004 for $565,000 by a local investment company, Sentinel Equities run by local residents Jethro and Suzanne Still. Plans to redevelop the property into offices and a gallery designed by Robert Marshall and supported by a number of local artists met with opposition from Eltham Gateway Action Group in 2007 over the proposed new building size and insufficient parking provision given the proposed reliance on the VicRoads reserve on Main Road for parking. The development proposal was finally approved by VCAT in January 2008 subject to VicRoads approving the use of the road reserve for parking. ELTHAM PRIMARY SCHOOL CELEBRATIONS (EDHS Newsletter No. 170 September 2006) On 12 August the school celebrated its 150th anniversary with a most successful open day. Many former students, teachers and parents attended, together with local members of parliament and councillors. A congratulatory message from Premier Steve Bracks and Education Minister Lynne Kosky was read to the large crowd assembled to listen to the various speakers. Our members Jock Read and Geof Braithwaite were there as two of the longest surviving former students. Jock joined the youngest present day student in cutting the large birthday cake. Displays included historical information on Eltham and the school arranged by our Society and photos of school groups arranged into decades. The celebrations included the launch of a book to commemorate the event and titled "We Did Open a School in Little Eltham". The title is taken from a line in a letter from first head teacher David Clark who opened his first private school in a bark hut. This excellent publication of some 262 pages far exceeds the standard of most school commemorative histories, both in content and presentation. The three joint writers are all parents of students at the school. Ian Anderson, Barry Carozzi and Tarja Fellowes have spent many months researching and writing and are congratulated on the outcome. In the book they acknowledge the contribution of our President Harry Gilham and of Peter Cuffley, great grandson of Eltham pioneer Thomas Sweeney, Many of the photographs were provided by our Society. The stone building is the earliest building remaining on site today. It was built in 1875 and was the second school building replacing the original 1856 building of stone walls with wooden shingles on the roof. That building needed to be replaced after the stone walls collapsed outwards. In August 1912 the school issued a requisition for remodelling of the school concerned with replacement of the existing windows with larger and wider windows to allow additional light into the school rooms and the erection of a wooden partition in the centre of the room. An extension to the building at rear and skylights in the roof were added in 1921. Only two low wooden stairs were originally provided to enter the porch. These were rebuilt by 1928. Teacher Ellen Sweeney at rear. A former student of the school from 1879 (age 4) to 1889, Ellen was a teacher at Eltham State School from 1891-1898. She returned in 1915 until her marriage to William Hooley of Casterton at St Marys, Eltham, Tuesday, April 24, 1923. Based on Ellen Sweeney's hairstyle, the date is more likely to be in the earlier 1890s Thomas Tennant, photgrapher operated from 116 Johnston Street, Collingwood from c.1891 through to 1900. Nicholes, Photographer was first listed on the north side of Heidelberg Road, Alphington in 1904 and again in 1905. By 1906 he was still listed but with no profession. From 1907 on he was listed as a bicycle agent. On July 23, 1878, George Bird married Janet Kilpatrick (born Ayrshire) at Northcote by Presbyterian minister, Duncan Fraser. The witnesses were daughters of the minister. George gave his profession as farmer. Around 1880 or possibly earlier he acquired the property known as View Hill at the top of Pitt Street, Eltham between Pitt Street and Mount Pleasant Road and what is now Eucalyptus Road. George and Janet developed an orchard and farm around the View Hill home and had 10 children, three of whom died young. George Bird is listed in the 1977 history of the Eltham Methodist Church as Steward and trustee in the early years. In the 1950 history he is mentioned as Sunday School Superintendent. In the early 1900s, Janet regularly went to the church by horse and jinker. Janet died September 2, 1915, age 60 of endocarditis and bronchial pneumonia. At about this time, three children had married (Sarah, George and Ada) and four were living at home. Or it could be Alice Balmira Aldous who was 14 at the time and Ethel Vera is the girl lying in front. The other possibility is that the date is not 1909 and the three youngest are all Bunker children.
