The portrait of Chief Justice Sir Edmund Herring is significant because of whom it portrays and who painted it. Sir Edmund Herring (1892-1982), had a military career before becoming the Chief Justice of Victoria in 1944. Sir Edmund served as an artillery officer with the British Army in World War One and was awarded the Military Cross. While he returned to the Law between the wars, becoming Kings Counsel in 1936, he continued his military associations through the Australian Militia forces rising to colonel by the start of the Second World War. At the outset of World War Two Herring was appointed as Commander of the Royal Artillery for the Australian Sixth Division. Herring saw service in North Africa and Greece and was in charge of Australian Northern forces in 1942, afterwards working with General Blamey in Papua New Guinea. It was at this time that Herring confirmed the death sentences of 22 Papuans who had been found guilty of murder and treason. Sir Edmund was appointed Chief Justice, straight from his army command in 1944. As Chief Justice he quickly established the Law Reform Committee and after the war oversaw the extension of the Supreme Court buildings, with the creation of new Courts. He was considered an able administrator, but his refusal to appoint Joan Rosanove a Queen’s Counsel throughout the 1950s, did not sit well with many legal practitioners. After his retirement from the Bench, he continued in his many public activities, including trustee of the Shrine of Remembrance and the Australian War Memorial and a member of the Melbourne Grammar School Council, as well as Lieutenant Governor of the State of Victoria a position he held from 1945 to 1972. Herring was also an outspoken social critic, between the wars he had been a member of the White Guard, who were a far right group acting against communism. During the Cold War period of the 1950s, Herring spoke out in favour of the British Empire and the American alliance. Five Australian Christmas Carols was written by John Wheeler and music by William G James. William James came from Ballarat and John Wheeler was from Colac. James was a concert pianist who graduated from the Melbourne Conservatorium. He went to London and played the Proms and wrote a series of Australian themed songs for Dame Nellie Melba. He became the first Federal director of Music for the ABC until 1957. It was at the ABC that he met Wheeler a staff writer who wrote verse and songs. These five carols which have a distinct Australian flavor, were written between 1848 and 1957.While this collection has no direct link to Warrnambool, the works contained in the collection Five Australian Christmas Carols would have social significance as the carols would be familiar to a number of people. The Community Centre was built in the early 1950’s as an all-purpose hall for the social and recreational use of the workers and families employed on the Victorian state government Kiewa Hydro-electric scheme. The hall was originally called Mt Beauty Recreation Centre and later changed to Mt Beauty Community Centre. It has been the heart of the community for over 65 years and had a heritage listing put on it around the year 2000. The Alpine Shire secured a heritage grant and the hall was restored to its former glory in 2000. The State Electricity Commission of Victoria constructed the Kiewa Hydro Electric Scheme from 1938 to 1961. The Scheme included three power stations, dams, tunnels and was becoming a popular tourist destination with Falls Creek Ski field within its boundaries.This leaflet was published by the SECV to ensure all visitors to the Kiewa Hydro Electric Scheme were made aware of safety measures with regard to their driving and to bush fires. These were necessary as the area was unique with driving on mountainous roads, changeable and extreme weather and the threat of bush fires. The gatehouse existed during construction, when the SECV was in charge, as a restriction to entry to the Scheme for SECV workers and those with permission to enter. The SECV controlled the area so in case of accident, the SECV was the body to contact not eg. the police.Small white and green leaflet made from one sheet of glossy paper and folded in half. Front cover has the title in the middle, the SECV emblem at the centre top and across the bottom is a message to read the inside pages which are safety messages for driving and bush fires. Mt Bogong is visited all year round. In 1936 Cleve Cole died after having been lost in a blizzard close to its summit. This resulted in the erection of snow poles and the Cleve Cole Hut.Mt Bogong, the highest mountain in Victoria, used by skiers in winter and bushwalkers in summer. The weather is variable.1. Chicory was mixed with coffee to reduce the amount of coffee bean required to be used. This coffee "substitute" was due to the repeated fluctuations in availability of coffee beans (and price fluctuations) in the USA in the late 1800s and early 1900s resulting in the search for substitutes and additives to bulk out the available supplies. This was especially so during times of the major World Wars. Chicory was an excellent choice of fillers as it did not greatly influence the strong coffee bean taste. The first choice in USA households was coffee not tea and the influence of the American servicemen's thirst for coffee was a major thrust into the Australian "colonial" preference for a "cuppa" tea. Rural areas took longer to acquire a coffee "break" but with more and more subliminal advertising through "American" films the rural regions developed a growing preference for coffee, however the tea break alias "smoko" has lingered on.This coffee and chicory blend tin container is very significant to the Kiewa Valley in that it demonstrates that even in rural regions of Australia tastes and drinking preferences have changed by subliminal advertising as time goes by. The American "influence" whether by the "invasion" of friendly troops during the major wars or the avalanche of "American films" has altered some of the "dinky-di" Australian "true blue" tastes and mores. The availability of "straight " coffee supplies to rural areas was also in proportion to the level of all weather transport routes. In the late 1800's and early 1900's road freight had to contend with dirt roads, flooded roads, bush fires and grazing cattle/sheep in rural areas. The easier access that city households had with regard to replenishment of food and drink products, up until the mid 1900's, was severely retarded in rural areas. This extensively rusted tin of "Bushells Blue Label" Coffee and Chicory has an octagonal shaped body with a "push/pull" lid(tin).Three sides has reproduced painted ladies in "Roman dress" ladies picking the coffee beans. There is no reproduction of any chicory roots. There are two "Indian dressed" field workers(pickers) with turban head dress. This "coffee" tin has by the "art deco" appearance its origins in the late 1950's to 1960's. This time period was one of accelerated growth both in the physical (housing) sense and the mental (new ideas and inventions) changes in "attitudes". These occurred more rapidly in cities but had its effects on the rural environment. The drinking of coffee was spurred on by easier distribution of imported food and drinks. Advertising by stronger radio links and then by television brought the variety of foods and drinks to semi isolated rural regions. The accessibility through greater information channels becoming available brought with it unbelievable ranges of goods and foodstuffs. Rural regions still relied on bulk supplies and relatively larger storage containers than those in cities. This "bulk" buying and storage "syndrome" was a lingering result of many years of "drought" periods when road transports met delays from flooded roadways in supplying population centres in the Kiewa Valley. The construction phases in building the SEC Vic Hydro electricity Scheme in the eastern sections of the Victorian Alps brought many changes to the quiet rural regions in the Kiewa Valley. Changes in population and social mores. The influx of a varied , mostly temporary, and "European flavoured cuisine" changes the "cuppa tea only" flavour to the have a "coffee break". The subliminal influence of the "American" films changed those children growing up in the post 1950s from the "English tea" to the "American coffee". This "Americanisation process has influenced not only rural Australia but also other areas throughout the world.This "insignificant" coffee tin is very significant as it demonstrates that the Kiewa Valley was becoming more accessible to reliable coffee supplies and general food items.The container was part of a "set" of containers that included tea, sugar,biscuits,flour, rice and other family condiments. This type of kitchen storage containers was brought about through changing patterns in tea and coffee useage and overall consumption. Household demands for faster "self help" cooking especially beveridges and the greater choice of kitchen "utensils" was brought on by easier access to products due to a lessening of the area's "isolation" by having a reliable (all weather) road system and an ever increasing population growth. The need for travelling goods/merchant supply caravans to service the area became a diminishing factor, as a result of the establishment of grocery stores in Tawonga and Mount Beauty in the supply of previously "hard to get" groceries. This transition was precipitated by the SEC Vic Hydro Scheme of the 1940's to 1960's which increased the valley's population level three fold.This cylindrical tin has a pull/push lid(for easy access to the contents). The container is labelled for "coffee" however it has no commercial manufacturer's label to establish that it was bought with coffee ingredients in it. The majority of the container's external surface has a "metallic" light blue colour with two sets of silver rings confining black (horizontal spotted) rectangles. The Melbourne Women's Walking Club enjoyed bush walking as a hobby travelling to the north east of Victoria, using pack horses and camping on a 9 day hike. One of the woman, 'Bill' describes each day in detail - what they did, where they went and what they saw giving an insight into walking and the Bogong High Plains in the mid 1930's before the Kiewa Hydro Electric Scheme opened up the area. The diary mentions a photo being taken by Mr Blackwell on the 9th day, New Year's Eve 'from a lovely bush track from which, looking back at intervals we got our final glimpse of Fainter. 5 miles from from our destination'.Historic: This extract from the diary of 'Bill', a member of the Melbourne Women's Walking Club gives an insight into walking in the mid 1930's and describes the Bogong High Plains as it was then before it was opened up with a road built during the Kiewa Hydro Electric Scheme. It describes the area in summer including the flora & fauna, cattle grazing & cattlemen, the huts, the gauges set up by the State Electricity Commission of Victoria, the people working up there, the weather and the lifestyle of the walking group - their food, duties, swimming etc.. This is a photograph of an engraving showing the first train arriving at the Echuca Wharf on 25/09/1865. The photograph appeared in the Illustrated Australian News on 25/09/1865. It also appeared in Susan Preiestly's book, 'Echuca; A centenary history' in 1965 on page 46.. The picture is of interest because it shows the size of the wharf in 1865. It also shows all the crowds to welcome the first train. It also shows the buildings along Murray Esplanade. In the far left the Steam Packet Hotel, Shackell's Bond Store and the St George's Hall, next the The Bridge Hotel. Five large steam ships are visible, all carrying crowds of people. In the foreground is the S.S Melbourne. Two rowing boats are in the left foreground.This engraving is significant because it shows the welcoming of the first train onto the wharf. The photograph shows the size of the wharf in 1865, as well as the street scape and the vessels on the water at the wharf. There is also some activity at Evan's sawmill. There are crowds on the wharf, and lining Murray Esplanade. It also shows that most of the crowd are males, which helped describe the role that women played in public life in the 1880's. The 1993 Eltham Heritage Tour was enjoyed by a busload of members of the Historical Society on a fine, calm day, Sunday May 23rd. Between 10.00 am and 4.30 pm, except for a brief lunch stop at the Eltham Living and Learning Centre, members passed about thirty places of local interest and others recommended for the Historic Buildings Register and the Register of the National Estate. SHIRE OF ELTHAM COMMUNITY PHOTOGRAPHIC SURVEY Photography is an artform which many of us practice, sometimes purely for artistic pursuit, sometimes to record the people and events in our lives. In 1988, as part of a local Bicentennial project, the Shire of Eltham conducted the Eltham Community Photographic Survey. Up to 100 entries were to be selected by a panel of photographers for entry into the Eltham Photographic Survey Exhibition. Entries had to be submitted by May 13, 1988. Entrants whose images were selected for the exhibition were contacted and requested to further submit an entry form providing entrant’s name, area of residence, age, and proposed captions. These details were then used to produce labels for the exhibition mounts. Where negatives had not been supplied, these were requested to support the display of printed enlargements mounted on 10” x 8” cardboard. The mounted prints were made available post exhibition for sale at $8.50 each for colour prints and $7.00 for B&W prints. Residents in the Shire were invited to collect a free roll of film and take a photograph of what they either liked or did not like about the area. A total of 160 entrants submitted multiple entries for the exhibition. Of those selected for exhibition, entrants ranged in age from 9 to 70 years. All custom colour and black and white printing for the exhibition was completed by Wattle Studios of Eltham. The Eltham Photographic Survey was jointly auspiced by the Shire of Eltham and Wattle Studios, of 953 Main Road, Eltham. It was also intended to hold the exhibition at a venue in the Shire’s North Riding from Monday, June 20 to Friday June 24. It was then displayed at the Were Street Theatre, Montmorency from Friday, June 24 to Thursday, July 7. Series 34: Eltham Community Photographic Survey 1988 - Prints & Documentation Series consists of 117 photographs of Shire scenes taken by members of the community. Items I - 41 are larger photographs mounted on card, which were exhibited. Items 42 - 117 are unmounted copies, alternative takes and other entries. Corresponding negatives contained in Series 35: Eltham Community Photographic Survey 1988 – Negatives which consists of 267 colour and B&W negatives and one colour slide of Shire scenes taken by members of the community. The negatives are arranged by the entrant number of the photographer. The Eltham Community Photographic Survey collection is significant to the local community as it was curated by the local community - ordinary people of all ages - representing what they liked and did not like in the area where they lived. It represents an unfiltered representation of the Shire of Eltham as it was in 1988. It also represents one of many projects as part of the national programme of events and celebrations to commemorate the bicentenary.
