Has a Synopsis, references and quotations from various sources. The question to be answered was "Should the electric tramways at present operated by the State Electricity Commission in the provincial centre of Ballarat be abandoned and if so, should public ownership be retained for the replacement system?" A photocopy on A4 paper was also donated by the author.
