Kew achieved independence from the Boroondara Roads Board in 1860. As a new municipality, its first three leaders were designated as chairmen. On becoming a borough in 1863, its leaders were identified as mayors. The earliest photographs date from ca.1906, when the Town of Kew commissioned the noted local photographer Josiah E Barnes to produce standardised portraits of former mayors to be displayed in the Mayoral Chamber of the Town Hall. The collection also includes photographs by other well-known photographic studios such as Burlington Studios, Melba – Melbourne, Stuart Tompkins, Spencer Shier and Talma & Co. The majority of mounts identify the photographer. Eighty photographs are housed in their original frames.This portrait is one of a series of mounted and framed photographic portraits of mayors and town clerks of the former Borough, Town and City of Kew. The portraits were transferred by the City of Kew to the Kew Historical Society in March 1989. A Significance Assessment in 2018, funded by the National Library of Australia confirmed the historic, and often artistic significance of the series.Framed portrait of Cr. William C. Betts was born in Dublin, Ireland in 1840, immigrated to New York in 1861, and eventually settled in Chicago where he was in business for a short time before joining an Indiana regiment in the Union Army. When his enlistment was up, he went to Nebraska and studied for the ministry. George C. Betts was ordained in 1867. This set of photos is from a leather bound album bearing the inscription "HUME RESERVOIR AUSTRALIA" plus 'The Rt. Hon. L. C. M. S. Amery, P. C., M .P.' all inscribed in gold. It was presented to The Rt. Hon. L. C. M. S. Amery, P. C., M. P, Secretary of State for Dominion Affairs on the occasion of his visit to the Hume Reservoir on 2nd November 1927. To ensure preservation of the album and its contents, the images and information pages have all been digitised. It is assumed that over the past 70 to 80 years there has been some loss of contrast due to fading, and probably detail. Thus, each photo was enhanced in several steps. Digitalisation of the album was completed by Eric Eulenstein in Wodonga in April 2002. The position of Secretary of State for Dominion Affairs was a British cabinet-level position created in 1925 and responsible for British relations with the Dominions — Canada, Australia, New Zealand, South Africa, Newfoundland, and the Irish Free State — and the self-governing Crown colony of Southern Rhodesia.This album is of local and national significance as it documents the planning and development of the Hume Reservoir up to 1927. It was the largest water reservoir in the British Empire. The album records the pioneering engineering work that went into its construction. Previously the first Union bank was built in c 1888 on the corner Victoria Place & Main street and designed by designed by G. C. Inskip. This is the second Union Bank the first was second from the corner of Lanzell St. in Main St. and was eventually pulled down. The 1st bank was shown in photos by C. B. Herbert. The steam yacht Titania of the Royal London Yacht Club depicted in the painting was a luxury steam propelled cruising yacht sailing from London to America and various locations throughout the world. She was captained by Captain Gordon Trent Chambers. During Operation Dynamo the Titania was employed transporting soldiers from Dunkirk and therefore was instrumental for saving many lives. The company grew to be one of the largest iron foundries in Wolverhampton and were pioneering in the manufacture of enamelled cast iron cookware and sanitary wares. The company's product range included thousands of items, both domestic and industrial. T. & C. Clark were pioneers in the use of enamelled cast ironware, after taking out a patent in 1839 guaranteeing their products to be free of lead or arsenic. The company became the largest employer in Wolverhampton employing between 600 to 700 people.The item is significant as it was used as a domestic kitchen item to boil water safely without the concern that the metal may contain lead or arsenic as earlier cooking utensils had.
