In 1997, ATSIC released the discussion paper Our Culture: Our Future: Proposals for the Protection and Recognition of Indigenous Cultural and Intellectual Property, and invited public comment on the need for protecting and recognising Indigenous Cultural and Intellectual Property Rights. The report extracted here was developed in the light of over 70 submissions received on this discussion paper, and also in consultation with a National Indigenous Reference Group and other relevant individuals, communities and organisations. The Report details the types of rights Indigenous people seek in relation to their cultures and considers the application of current laws. The dual-naming of the Wimmera Library took place in November 2019, and includes a name in local Wergaia language. The Horsham Campus is now known as “Werrunangity larr Wimmerata” (pronounced: Wherroon narn kitch – larr – wimmerartar) meaning “a quiet place in the Wimmera.” The official naming took place in the presence of Professor Helen Bartlett (Vice Chancellor who was joined by Aunty Jennifer Beer, Uncle Rob Fry, Geoff Lord (Horsham Campus Director) , Sue Owen (Library Director), Jasmine Graham (Manager of the Aboriginal Education Centre), Keith Caldwell (Facilities), Katrina Beer and artist Tanisha Lovett. This naming was the result of extensive teamwork and community consultation between local Aboriginal Elders, land councils, our Aboriginal Education Centre, as well as library and campus leadership. It is just one of the ways in which we are progressing our University’s Reconciliation Action Plan. The Recco system was developed in response to an avalanche tragedy in Are, Sweden in December 1973. The inventor and founder of RECCO, Magnus Granheed assisted in the rescue work. He was frustrated by the primitive methods for locating buried victims that existed at that time, by “probing” with ski poles and digging at random. Unfortunately two people were found deceased. created a passive reflector that could be carried by a skier at all times. After careful research and consultation with professional rescuers, the first prototype was finalised in the beginning of the 80s. In 1983, the company called RECCO was founded. Today the system consists of two parts: a reflector integrated into clothing, boots, helmets and body protection worn by skiers and riders and a detector used by organised rescue teams. These avalanche reflectors were given to participants at the 1987 Interski International Ski Institute Instructors' conference held in Banff, Canada.The invention of these reflectors was critical to increased safety for participants in outdoor activities including skiing at Falls Creek,Two Recco Reflectors which are worn on a skier's equipment or clothing. Newspaper Clipping - from the Melbourne Herald Sun Pictorial newspaper - 8/ 9/1928 about the derailment after running through the catch points of a maximum traction tramcar at the Riversdale Road level crossing the previous day 7/9/1928. The front bogie or truck has been torn from underneath the tramcar. On the rear is a report of a boxing match in Winnipeg the previous Friday, between NZ born Bert Brown and Vic Foley. A web search (boxrec.com/boxer/90347) accessed 1/11/2016 shows the match took place on 6/9/1928. A check with The Sun microfilm at the State Library shows the paper was published on 8/9/1928 Study of the photo, discussions with Norm Cross, particularly with regard to the positioning of the numbers; can see "12", the 2 being centred in the panel, indicates the other number could be a "1". Consultation with the record cards indicate it is most likely tram 121. See images i3. Released back in service 21/3/1929 after relatively expensive accident repairs. Victorian Institute of Occupational Safety and Health (VIOSH) Australia is the Asia-Pacific centre for teaching and research in occupational health and safety (OHS) and is known as one of Australia's leaders on the field. VIOSH has a global reputation for its innovative approach within the field of OHS management. VIOSH had its first intake of students in 1979. At that time the Institution was known as the Ballarat College of Advanced Education. In 1990 it became known as Ballarat University College, then in 1994 as University of Ballarat. It was 2014 that it became Federation University. VIOSH Australia students are safety managers, senior advisors and experienced OHS professionals. They come from all over Australia and industry. Students are taught active research and enquiry; rather than textbook learning and a one-size fits all approach. VIOSH accepts people into the Graduate Diploma of Occupational Hazard Management who have no undergraduate degree - on the basis of extensive work experience and knowledge. William Henry Embling was born in London on September 25, 1840, and came to Victoria with his parents when he was about 9 years old. When still in his teens, William was sent to Germany, and afterwards to England, to study for the medical profession. Whilst in London he became involved with the British Legion which sailed for Italy and fought in the Garibaldian campaign. He rose to the rank of Lieutenant. After moving to Glasgow to study for the Licentiate of the Royal College of Surgeons, William returned to Australia in 1863 and set up practice in St. Kilda, Victoria. Embling was appointed resident surgeon at Melbourne Hospital, practiced in Ballarat from 1866-1873 and was an honorary physician at the Alfred Hospital in 1877 In 1878 he was appointed to the Central Board of Health, and in this role travelled to many rural areas including Wodonga as the Public Vaccinator. For some time, he was regularly in Wodonga on Fridays. He was also Chairman of the Police Medical Board and President of the Working Men's College in Melbourne. In 1892 William Embling was elected as a member of the Legislative Council. One of the many roles he filled as a politician was as a member of the Parliamentary Standing Committee on Railways. In this role he also visited Wodonga when consultations were in progress for development of the new railways throughout Victoria. Kralcopic Pty Ltd, was a subsidiary of Bendigo-based company GBM Gold and had previously held mining licences around Bendigo, which incorporated sites including Kangaroo Flat, New Moon, Eaglehawk and the associated Woodvale Evaporation Ponds Complex. In August 2019, the Earth Resources Regulator decided not to renew Kralcopic’s three mining licences, due to the company’s inability to provide surety that it could finance its mining activities and site rehabilitation obligations. In October 2020, the company filed legal proceedings in the Supreme Court challenging the decision not to renew these licences. The Supreme Court later upheld the regulator’s decision not to renew the licences. On 23 April 2021, the Federal Court of Australia appointed KPMG as Kralcopic’s liquidators. On 14 May 2021, the liquidator lodged papers with the Australian Securities and Investment Commission (ASIC) to disclaim Kralcopic’s freehold land at Woodvale and parcels of land around the company’s former Bendigo sites, with the land to subsequently become Crown land. The Earth Resources Regulator has put a statutory exemption in place to preclude new mining licence applications on the sites while we undertake rehabilitation. The exemption also provides an opportunity for government to consider future uses of the sites in consultation with the City of Greater Bendigo and the local community. The Earth Resources Regulator holds rehabilitation bonds totalling $5.9 million, which it will use to rehabilitate the former sites.Colour photocopy of original photo. Arthur Street, Eltham next to ANZ Bank The Hiroshima Day Banner was made by Jacky Talbot as part of the project. The women wanted to do something for Hiroshima Day and suggested that a workshop be set aside to make a banner. The artist was concerned about the remaining time scheduled for the project and spent several days "whipping" up the banner herself. For the artist this banner was to prove quite significant. The women hung it at the Community Notice Board on Hiroshima Day and were photographed by the local newspaper publicising the group and drawing wider community attention to the remembrance of the day. Although no new members joined the group from this activity, the artist felt that she was more fully accepted by the group afterwards. This banner has initiated a small group of women committed to peace. The artist has also continued to liaise and meet with the women as time permits. Future group plans include: making kimonos to wear when carrying the banner, participating in the Palm Sunday March, an observance of Hiroshima Day activity, which is yet to be decided, establishing contact with a sister-town in USA and USSR and supporting Eltham Council's stance as a Nuclear Free Zone. "The fist references the Black Lives Matter movement and also represents the strength of Indigenous peoples all over the world and symbolises solidarity and justice for everyone affected by systematic racism. Bunjil (wedge-tailed eagle) is flying high on the building. He is the creator spirit for Wurundjeri people who looks over us and protects us. Bunjil represents healing and power to our people. The blue circles and lines represent revival and waterways; in particular, they depict the Birrarung (Yarra River), which is very significant for the Wurundjeri people. Our people are known as the Manna Gum people. The leaves in the artwork highlight Wurundjeri people and their Country. These leaves also represent the cleansing of negative spirits. The Manna Gum leaf is also an important symbolic offering in our traditional Welcome to Country ceremony. Leaves are offered to visitors as they are granted safe passage through our land. They are made welcome to everything from the tops of the trees to the roots of the earth. We ask that they take care of the land, plants and animals and to respect the protocols and rules of the Traditional Owners whilst on our Country."In 2020 Council declared its support for the global Black Lives Matter (BLM) movement. In consultation with Yarra City Council's Yana Ngargna advisory group a motion was prepared and passed unanimously by all Councillors. A number of actions were generated from this decision; one of which was for Council to commission a large-scale mural that aligned with the movement. Emerging artist Ky-ya Nicholson-Ward, a proud Wurundjeri, Dja Dja Wurrung, Nguarai Illam-Wurrung, German and Irish woman, created the mural installed on a building in Peel Street Park, Collingwood. Selected by Council's Yana Ngargna, Black Lives Matter Working Group the artwork identifies the cultural importance of the local area to the Wurundjeri Woi Wurrung people as the Traditional Owners. With a strong focus on Aboriginal identity the mural outlines the local context of the Black Lives Matter movement, which is connected to racism, policing of Aboriginal and Torres Strait Islander peoples and associated deaths in custody. The artwork acknowledges the ongoing challenges faced by Aboriginal community members and their struggle to survive white systems, policies and institutions. Ky-ya's mural tells the story of Aboriginal resilience, strength and self-determination; and will support the process of healing. It is a celebration of the local Aboriginal and Torres Strait Islander community; the significant Aboriginal history of Fitzroy, Collingwood and surrounds; and community's continuing cultural connection to the area. Importantly, this artwork provides a platform to educate a broader audience about the local context of the Black Lives Matter movement and Aboriginal deaths in custody. The mural will activate this site, enliven the area, promote inclusion, incite conversation and contribute to the creative capital of this locale. In 1872 William Tulloch and Alexander McLaren constructed a new brick 'Royal Standard Brewery' to the design of architect Henry R. Caselli. They had been operating a much smaller 'Royal Standard' Brewery, possibly since 1859. The Ballarat Brewing Company was established in 1895 and took over operations of the 'Royal Standard'. This new company resulted in the merger of the 'Royal Standard Brewery', James Coglans 'Phoenix Brewery' (Warrenheip) and Henry Leggo's 'Barley Sheaf Brewery' (Creswick Rd). J. Coglan and W. Tulloch were principals of the new company. By 1912 the Ballarat Brewery buildings fronting Armstrong Street were upgraded and new plant installed. Ballarat Brewing Company was well established as a thriving business. In 1926 'Ballarat Bertie' (the cellar-man) advertising image was introduced. It was used successfully until 1994 on 'Ballarat Bitter' labels. During the1940s and 50s the Ballarat Brewing Company was significantly upgraded and extended equipment and buildings. In 1959 Carlton and United Breweries purchased the Ballarat Brewery, its brewing rights and the land (but not the 114 BBC hotels or the Dana Street offices). The Lydiard Street frontage become the 'front' of the CUB Brewery. CUB ceased brewing at the Ballarat Brewery site in 1989 and closed the plant. Four years later the 'brewery site' was purchased by the Ballarat School of Mines to enlarge its campus area as TAFE was a rapidly expanding areas of education. In 1994 plans were developed for the 'Brewery Complex' with careful regard for needed educational facilities and due concern regarding historical aspects of the site and its buildings. There was close consultation and cooperation with the Ballarat City Council during the planning process. In 1995 most of the Brewery buildings were demolished by some special structures and features are preserved. The old brewery chimney was retained as a permanent reminder of the original industrial site, as were two boilers. The SMB Brewery Complex was completed in 1996 and reflects aspects of the former brewery's appearance. It was opened by Prime Minister John Howard on 28 February 1997.
