The Eltham Shire War Memorial, a tower of remembrance, was built with public donations to commemorate the memory of the fallen soldiers from the shire who enlisted in the 1914-1918 war. The tower is reminiscent of the peel-towers or watchtowers that lined the English-Scottish border from the mid 14th century to around 1600 and is constructed from locally quarried stone. This uncommon and picturesque war memorial, which affords an excellent view of the surrounding district was unveiled by His Excellency the Governor-General (Lord Stonehaven) on November 11, 1926. In July 1922 a deputation of returned soldiers from Panton Hill, presumably the Panton Hill branch of the Returned Sailors and Soldiers Imperial League of Australia (RSSILA), proposed to Eltham Shire Council that the monument should be a cairn of local stone “sufficiently high to form a prominent and conspicuous landmark, and crowned with some suitable device”. Eltham Shire Councillor and President of the Panton Hill branch of the RSSILA, Basil Hall, was credited with being the first to suggest a tower, and with organising a Memorial Park committee to raise funds for the monument in the Memorial Park. A meeting for those interested in the establishing a War Memorial monument in the park was held in January 1924 and the Eltham Shire War Memorial League was formed for this purpose. It appears that the broad and rounded cairn that had been recently built was considered by the League a temporary affair, and not the substantial cairn-as-monument, sufficiently high to form the conspicuous landmark, which had been envisaged by the Panton Hill RSSILA. A design competition was held for the monument. The chairman of the League, Councillor Basil Hall, suggested that the site of the memorial in Kangaroo Ground would lend itself to something rugged, instead of polished stone. By April 1924 thirty designs for a memorial had been received from which three designs were selected and of those, the design by the shire engineer Mr McCormack, for a 70ft tower suitable for construction in rough stone, was chosen. Artist Harold Herbert suggested that a peel tower-like design reminiscent of those along the English-Scottish border would be fitting for the site. Herbert drew up a rough sketch that was approved of, and later, Melbourne architect Percy Meldrum volunteered to draw up the design from sketch to architectural drawings. By January 1925 the Soldiers’ Memorial League had adopted Meldrum’s design for a 50ft high tower. Meldrum had also offered his design and supervision of construction free of charge. The Shire provided the stone to the builders, which was a gift quarried from land owned at Kangaroo Ground by Dr Ethel and Professor William Osborne The Shire of Eltham War Memorial, a tower of remembrance, and honour board were unveiled on November 11, 1926, by the Governor General Lord Stonehaven. At this stage a temporary honour roll was painted on the panels on either side of the tower entrance. In September 1930 bronze plates were added above the portal with the names of men who fell in the 1914-18 war. On November 16, 1951, the Governor of Victoria, Sir Dallas Brooks re-dedicated the war memorial tower and unveiled the names of men who gave their lives in the 1939-45 war. Two additional bronze plaques which recognise service in the armed conflicts of Korea, Borneo, Malaya, and Vietnam were unveiled November 11, 2001, by the Governor of Victoria, John Landy, A.C., M.B.E. The tower was first used for fire spotting activities following the Black Friday bushfire in January 1939 in response to a request from Mr R.D. Ness, secretary of the Kangaroo Ground bush fire brigade, who asked Council that the tower be used as an observation tower for detecting bush fires, and asked Council to arrange a telephone to be installed. It was suggested that if the Shire were to appoint a caretaker for the Memorial Park, his duties could also include raising the alarm in the event of a fire. Later in 1939 Council applied for a radio transmitter, which the Forestry Commission planned to install at vantage places throughout the state. The first dedicated fire spotter appointed from December1948, was Mr Smith of Warrandyte. A prefabricated glazed cabin was installed in 1974, which involved the removal of the original stone structure around the rooftop exit door. A new fire spotting cabin, which included the latest technology, was installed soon after the 2009 Black Saturday fires and is manned by CFA personnel on high fire danger days. Introduction and welcome by Mandy Press (Executive Officer, Shire of Eltham) with speeches by the Hon. Pauline Toner, Member for Eltham and Shire president, Cr. Alan Baker. The Hon. Pauline Toner acknowledged Shire President Alan Baker and her parliamentary colleagues Vin Heffernan, Neil Brown and Bob Halderson and Councillors; three levels of Government which led to the achievement of the kinder, and gave special thanks to the Council and parents for the forward planning to accommodate children from babyhood to school with childcare, kinder and baby health facilities all combined in one facility in the middle of parkland in a residential area. Shire President Cr Alan Baker then followed to formally open the centre. The site had been identified in early 1985 at that stage only as a pre-school but with an opportunity to develop, the additional services were driven by Cr Baker. Though a very long name, its simple message is "Care for Kids." Designed by architect Neil Biggins of Clark, Hopkins and Clark. Cr Baker stated that the theme of "people living in the environment" was very much encapsulated by the facility. Cr Baker informed that the construction of the facility had led to some concerns with a reduction in open space and potential traffic generated to the facility and those users of the facility were asked to ensure their use is sensitive to the local residents. Cr Baker talked about the financial costs and how the Federal grant funding was no longer as plentiful as previous and that the Victorian Government had come to the assistance thanks to Pauline Toner covering some other costs as well as the ongoing running costs of around $40,000. The Federal Government contributed $233,000 out of a childcare component rather than preschool. Cr Baker thanked Mandy Press again as well as Shire Engineer, John Stanton. Cr Baker also acknowledged Ed Latanzio who was in charge of the project, along with his colleague Alan Lansdowne; Gary Bartlett and his team for the exterior surroundings to the facility. He mentioned that Neil Biggins the architect had said not many Shire Councils show the same commitment to the exterior surroundings as the interior which was a credit to the Council and Gary Bartlett. He also thanked Bev Vern, Council's preschool advisor who assisted in developing the programs; Grant Roberts from Federal Office of Childcare for assisting the Cooperative in setting up the funding program; the builders George Takola and George Apted; Michelle Matello who undertook the needs analysis that identified another preschool was required; Cathy King who assisted in the development of the childcare program; Pat Grundy and Susan Forbes, Council officers who assisted with the development of the services and the members of the preschool committee. In addition, local residents and in particular Helen, Peter and Chris who advised Council of their concerns and worked with Council to overcome these issues; members of the Interim Steering Committee and the Directors of the Childcare Co-op. Cr Baker stated that the Co-op nature of the facility and the location of the three services under one roof was unique and the task of the programs was to be led by Annie, Dianne and Lynn Afternoon tea and activities followed the unveiling of the plaque. Louise Amy Breaks, also known as Lulu, died on the 8 May 1943. An error on the plaque mentions 1945 which was likeky erected later. In her obituary published on the Williamstown Chronicle, Friday 14 May 1943, page 1: A well-known and very highly respected resident of this city, Miss Louise Amy (Lulu) Breaks, of 4 Jackson Court, Ferguson St., died on Saturday morning, after a brief Illness. Deceased was born .ocally and was the eldest daughter of the late Engineer Commander James L. Breaks, R.N., and Alice Breaks. Deceased was a very prominent member and worker of Holy Trinity Church and actively identified with every caritable movement in this City. She leaves a sister, Miss Maude Breaks, to mourn her loss. The funeral took place on Monday afternioon, leaving Holy Trinity Church after a service conducted by the Rev. J. H. Raverty, assisted by the Revs. S. P. H. Martin and Oliver. The large congregation in the Church, lengthy cortege, and very large number of floral tributes received testified to the esteem in which deceased was held. Ernest W. Jackson. had charge of the funeral arrangements, and the Rev. J. H: Raverty officiated at the cemetery.Louise Breaks and her family were active members of the Mission. The SECV constructed the Kiewa Hydro Electric Scheme during which time the Kiewa Valley Group was formed and joined the Institute of Engineers. Horace H. C. This snagging team is on the Brodribb River, east of Orbost. The Brodribb bridge can be seen in the background of the Photograph. The Snowy River was used for commercial navigation after 1880 and extensive de-snagging A shipping company was formed in 1880, poling barges upstream until the removal of large trees and branches that had fallen into the river was carried out to make the river upstream of Marlo easier to navigate. "The snaggers played an important part in making the river free for transport. By 1880 Captain Collins, R McNair engineer, J McNair and the two Winchesters were at work with a punt on the Snowy and Brodribb. Mr. Jim Winchester took charge soon after. Early snaggers were Johnston, J Renton, Nat Lynch, John Drew, Hatton, J Scott and Harry Wilkinson. The system used was to use a tree on the river bank as a lever and with heavy manila ropes, slowly to haul the snags out. They were piled up around a tree and burned when dry. The snaggers lived in a row of cottages in Snaggers’ Lane." (info. This plaque commemorates the official opening of an occasional child care centre and pre-school in South St, Wodonga in 1989 by the Governor of Victoria Dr. Davis McCaughey. With strong population growth in Wodonga community services had expanded rapidly throughout the 1980s. The first child minding centre had opened in 1975. BY 1987 Upper Murray Family Care provided full-day family day care and occasional care and there were also 2 private child care centres. By 1986 there were 350 full-time places and 75 part-time places, but pre-schools were unable to fill the demand for another 511 applicants. This new facility helped to ease a little of the problem. Photograph shows a group of five cable tramway employees with a cart containing batteries to supply power for lights in Melbourne Cable trams. This lighting was introduced by the Tramway Board (TB), the forerunner to the MMTB during 1917. A motor generator at each car house or depot provided the power to charge the batteries which were then placed in each tram for the day. Reference - The Commonwealth Engineer 1/8/1917 - Reg Item 2568. The equipment was provided by the General Electric Company. The cart has the letters "TB CH" possibly indicating Clifton Hill Depot and the batteries are lettered "NE" and then given a number. Photo date unknown - 1917 to 1940. Grey cardboard with light grey cloth end binding covered book, 124 pages "MMTB Electric Tramways and Motor Omnibuses Sections and Fares", dated July 1976. Inside the book - see image 80i4, was a heavy sheet of cardboard headed "Fares Charges from 4/7/76" giving the adult and child fares for each section of travel. Details the various section stages and fares for each tram and bus route, General instructions, concession fares and has photos or drawings of the various special tickets, eg passes or prepaid tickets.
