Following council amalgamations, a series of community consultations were undertaken in 1995 to inform the development of a cohesive vision for the newly formed Shire of Nillumbik. A response to the new conditions which people of the Eltham/Diamond Creek/Greensborough and surrounding rural areas found themselves in as a result of the decision by the Victorian Government to amalgamate local governments into larger entities. The case for these reforms was strong, but the amalgamation process did disrupt some people's lives.The need to bring together the people within the new boundaries of Nillumbik was recognised by the Commissioners and the Chief Executive Officer of the Shire, who felt that a good way to begin was to develop a future vision for the Shire. It was decided that the people of the Shire should be asked what they wanted their future to be and a process of consultation was established through which people could express their views. It is recognized as the minute book and cash receipt book of the period 1922-1926 when the Memorial Park Committee, who it seems were part of the Shire of Eltham Soldier's Memorial League, was requested to raise funds for building the Shire of Eltham War Memorial Tower at Kangaroo Ground. History tells us that the tower, which is currently being refurbished, was officially opened by the Governor General of Australia, Lord Stonehaven on 11.11.26. The ladies invited to the first meeting at the Shire Hall did so on 21st September 1922. The minutes book reads: Present: Mesdames Bell, Bourchier, McMahon, Gosling, Cockcroft, Wraight, E Coutie, R Rogers, A Jones, AH White, Davies, Everitt and the Misses Lacey, Harris, N Weller, Gosling, Bell and D and G J Bourchier. These people became the Kangaroo Ground Memorial Bazaar Committee along with others named at further meetings. They conditionally accepted the role of raising funds, their condition being that the Bazaar Committee be given representation on any committee empowered to deal with the memorial in proportion to the amount of money raised by the bazaar'. It was prepared to help celebrate the 140th year of the school's existence on its original land grant of 1856, which appeared on the first surveyed land for the formation of the Town of Eltham, in the Parish of Nillumbik, County of Evelyn, granted by the then Government of New South Wales. It is inscribed in Harry Gilham's writing on page 1 - "For Eltham P.S Chronology 209 - 150th Anniv. book; Harry Gilham Collection; Unpublished" and stamped "Eltham District Historical Society" Pages 3 and 4 missing. OPENING OF THE VIEWING PLATFORM AT KANGAROO GROUND Nillumbik Council has advised that the viewing platform at Kangaroo Ground 27km NE of Melbourne is to be opened to the public on Wednesday, March 26th 2008 (Melway 271 , G10). The function of the platform is to provide shelter adjacent to the War Memorial Tower whilst allowing all people to enjoy the stunning panoramic views. From the platform you. can see the Dandenongs, the city of Melbourne, the You Yangs, Mount Macedon, the Kinglake Ranges and the Mt Baw-Baw Ranges where the Yarra River starts. This landscape covers all the ancestral lands of the Wurundjeri and some of the wider Kulin nation land. The platform has been given the name Moor-rut, a name which described the fertile soils of the Kangaroo Ground area in contrast to the poorer (Silurian) country of its surrounds, which the Wurundjeri knew as 'Nillumbik' or less rich country. The full 360 degree view can be seen from the adjacent Tower of Remembrance which has 53 stairs. The viewing platform however can be accessed by wheelchair. Inside the viewing platform there are eight double sided interpretive panels giving the history and information regarding this special area. The viewing platform's interpretive panels set out the Aboriginal and European history of the area and also the geology and the local flora and fauna, so that the casual visitor comes away understanding more about this significant part of Victoria. The concept of the viewing platform is part of the refurbishment project for the Kangaroo Ground War Memorial Park which has taken place since 1997 with the active approval and financial assistance of the Nillumbik Shire Council. This project has been guided by an Advisory Committee with volunteer community representatives from the local Historical Societies, the Country Fire Authority, the Returned Services League and the Wurundjeri people. Other allied groups such as the Nillumbik Reconciliation Group have been called upon for their expertise. The initial idea for the viewing platform came from Dean Stewart when he was the caretaker while living at the park. He discussed this idea with local author Mick Woiwod and Harry Gilham of Eltham District Historical Society when they were planning the refurbishment of the War Memorial Park in 1996. When the committee was formalised by the Nillumbik Council in 1997, Nicholas Pelling, representing the CFA and RSL, joined the group. Dennis Ward, local architect, then volunteered to develop the concept plan for the refurbishment of the park and later drew up the plans for the viewing platform. The Kangaroo Ground War Memorial Park and its Tower of Remembrance is located on one of the highest locations in the Yarra Valley. The Tower of Remembrance is a unique war memorial constructed from local stone standing 14 metres high. It was built in the style of a Scottish watchtower reflecting the strong Scottish influence of the first European settlers of the district from the 1840s onward. The park was opened in 1921 and the Tower of Remembrance was dedicated in 1926 recognising the local people who served in the First World War. Those who served in the Second World War were recognised by plaques dedicated in 1951 and more recently those who served in Korea, Borneo, Malaya and Vietnam by plaques unveiled in 2001. The collection has been catalogued into a number of Series. The main series are Series 1: Main Photographic Series; Series 2: Main Transparency Series; and Series 3: Brochures and Published materials. Every Item in each of these major Series has been individually catalogued on a spreadsheet, one spreadsheet per Series. A further 70 Series have been created to catalogue smaller, discrete collections of photographs and negatives and other memorabilia including registers, published materials and objects. The completion of its transfer to the Society was noted in Newsletter No. 159 November 2004. Generally memorabilia items classified as part of Council 's art collection and negatives of historical photographs have been retained by the Council. The items now stored at our Local History Centre are quite diverse. They include many photographs of Council activities, Councillors and Council staff. There are Council brochures, calendars and other publications. All of these items are catalogued and stored in quality archival boxes. Also included is a large collection of old Council registers such as letter books, contract registers, cash books, etc. Many of these are large leather bound volumes, more of interest for their appearance than for their content. The first meeting of the Memorabilia Reference Group was held December 5, 1996. The aim of the group was to facilitate all actions required for the safekeeping of the Shire of Eltham memorabilia. Laughing Waters Road , the book was launched at Montsalvat in Eltham. On Saturday, January 30, 2016, Nillumbik Council launched this book. The weather was cool; just as well, considering over 500 people attended this very pleasant event where food and drink were plentiful. The Australian Government and Nillumbik Shire Council funded the book and it was designed by Wayne Rankin of North Warrandyte. The dedication page is to our very own Ranger Campbell Beardsell OAM of Parks Vic who taught Jane to be “passionate about the environment of this special place” (p260). FOWSP members Val Polley, Linda Rogan and Ken Crook contributed to the content and photos. David Wandin, Wurundjeri Elder, gave a Welcome to Country and officially launched the book after the Mayor of Nillumbik, Cr Hattam, made introductions. Jane Woollard followed with a brief outline of how she came to write the book (her very first) and read out loud the last paragraph which focuses on reconciliation and shared culture. The Eltham Cemetery Trust, established in 1858, selected the existing burial site at Mount Pleasant Road on high ground overlooking the village of Eltham. The first recorded burial took place in 1861 in the Church of England section. Headstones depict the names of many early and well known local families. On Saturday 5th March 2016 Harry Gilham again lead members and visitors on a heritage excursion through parts of the cemetery, while providing background information on selected individuals buried there. Harry’s cemetery walks have always been popular, and members and visitors were encouraged to come along and experience the tranquil surroundings of this picturesque cemetery. We were also able to view the recently installed sculpture titled ‘A Currawong Takes Flight’ by Michael Wilson located at the highest point of the fence-lined border between Montsalvat and the cemetery. It is close to the last bronze sculpture by Matcham Skipper, titled ‘Young Man Awakening’, commissioned by the Eltham Cemetery Trust to celebrate the 150th Anniversary of the cemetery in 2008. As an addition, we also met the artists and stonemason and given a brief background into the Trust’s newest art project installation titled “Our Eltham – Artistic Recollections” which will feature ceramic panels containing artwork with a local history theme. Eltham Primary School - original part of present school built 1875-1876 prior to any additions. Photo appears to have been taken prior to modifications made in 1913 and certainly prior to extensions made in 1920/21. Members of the Eltham District Historical Society transfer collection items from storage into their new home. Previously occupied by the Parks and Environment Department of Nillumbik Shire Council (L-R: Mark Gillham, Margaret Ball Vice President, Sue Law Immediate Past President, Harry Gilham President) Nillumbik Shire Council Commissioner Vin Heffernan (1996-97) worked with Harry Gilham to obtain use of the former Eltham Shire Parks and Gardens office at 728 Main Road for use by the Society. Harry as a younger man had played in the scrum for Heidelberg Football Club along with Vin's brother who was on the wing.
