Philip Webley was born in 1813, he was the younger brother of James Webley who was born in 1807. Both were born in Birmingham. Towards the end of the 1800s, the firm claimed establishment in 1790, this must have been the date James and Philip's father or grandfather originally established a bullet or gun implement making business. It was not, as is often stated, the date William Davis established his business. Philip Webley was apprenticed in 1827 to Benjamin Watson. James Webley also seems to have been apprenticed but to who is not known. In 1834 James and Philip established their partnership as percussioners, lock filers and gun makers at 7 Weaman Street,Birmingham which was William Davis' old premises Davis, a gun implement maker, mould and toolmaker, died in 1831 and his wife Sarah inherited the business at 84 Weaman Street which she ran with her daughter, Caroline. On 5 January 1838 Philip Webley married Caroline. Philip was recorded at 84 Weaman Street from 1838 as a gun percussioner, lock filer and gun maker and this is when the partnership was last recorded, but the brothers apparently continued to co-operate until 1845 when Philip reportedly sold his interest to James and used the money to purchase Sarah Davis' business. Even then, they worked together particularly about the design and manufacture of percussion revolvers. Philip Webley was recorded in the 1851 census as a 38-year-old gun and pistol implement manufacturer living at 84 Weaman Street with his wife Caroline they had four sons and one daughter Thomas William, Emma, and Philip Jnr, and two other sons, James, and Henry and Philip's cousin, also lived with the family probably as a nurse, Sarah Haywood. On 4 February 1853 Philip Webley registered patent No. 335 for a hinged revolver and on 14 September 1853 he registered patent No. 2127 for improvement for the first muzzle-loading percussion cap and ball revolver which became known as the "Longspur". In 1859 Philips son Thomas William, aged 21, was made a partner in the firm, which then changed its name to P Webley & Son and described itself as "Gun and Pistol Makers and Patent Revolving Pistol Makers", probably exploiting Philip Webley's patent No. 305 of February 1853 for a revolver frame and lock, and its improvement under patent No. 2127 of September 1853. Thomas later went on to managed the shotgun side of the business. From about 1863 up to the First World War, the firm made rook rifles for Holland & Holland. From the 1890s they supplied magazine rifles. In 1863 and 1864 the firm's address was given as 83-84 Weaman Street, but from late 1864 to 1875 their address was 84 Weaman Street. By 1874 the firm had a showroom in London at an unknown address. In 1875 the firm expanded into 82-84 and 88-89 Weaman Street. The item is an early muzzle loading sporting shotgun not in very good condition and is unusable as a firearm and not very significant historically or valuable, although made by a well known and respected manufacturer of firearms there are many better examples of shotguns made by P Webley and Son in collections and for sale. This particular example is of a standard pattern for utilitarian use of which many were made. Shotgun, black powder, muzzle Loading, double barrel, percussion cap. This document, also referred to as a word picture or Tablet, is framed in glass and timber with gilt trim, is handwritten with colour highlights. The penned letters rest on ruled guide lines, decorated where the lines intersect. The writing gives a description of the state of Borough of Warrnambool around 1875; its location, the area it covers, its population, Harbour and facilities, public buildings and institutions, imports and exports, financial worth, number of houses, connection with other areas of the Colony. A possible reason and origin for the document is found in an article ‘Link with US Exhibition’ from the Warrnambool Standard of December 19, 1981, written by local historian Bruce Morris. The writer mentions that the Warrnambool Borough Council met on 15th June 1875 and recorded a letter from G.C. Levey , secretary to the Melbourne group of commissioners representing the Colony, and Victoria in particular, for the Philadelphia Centennial Exhibition of 1876. The letter asks Council to provide “statistics as to the population, social condition and commercial and industrial state of the district in and around Warrnambool.” A sub committee was formed for the project. The Mayor, Cr. Thomas King, wrote and signed a Report, presented to the council on July 14, 1875, in which “The Committee … begs to recommend that a Tablet be prepared setting for the particulars respecting the following matters relating to the Borough”. The matters included area, population, annual income, churches, schools, other public buildings, societies and companies, general description of houses erected, and returns of exports and imports for 1874. The minutes note that the Report was adopted. The article above also notes the opinion of Warrnambool printers who have examined the document; it is almost certainly to be an old lithograph, which means there could be several copies. It is possible that there may be a copy in Melbourne and another in Philadelphia. It is interesting to note that (1) the quoted location co-ordinates are for an “Unnamed Road, Packsaddle NSW 2880, Australia”, and that the DMS co-ordinates for Warrnambool’s Council Offices differ, being 38.23.9.12 South, 142.28.52.887. (2) the date for “Exports and Imports for the Year Ending 30th June 1875” is different to the period mentioned by Cr. King in the sub committee’s Report of recommendation “returns of exports and imports for 1874”. The information required to have the figures for the end of June 1875 would need to have been compiled very quickly for the Tablet to be ready for the opening of the Philadelphia Exhibition on 10 May 1876. Latitude, 30.24.50 South, Longitude 142.32 East The Principal Port in the Western District of the Colony and the Centre of its Choicest Agricultural Lands. Established a Municipality in 1855, and Created a Borough 1863. Population in 1875 4,500. Warrnambool is the nearest Port to Melbourne on the Western Seaboard, being about 160 miles distant. Coaches run to and from the Metropolis daily, in connexion [connection] with the Railway of Geelong and Steamers belonging to Local Companies sail between Melbourne, Warrnambool, Belfast [renamed Port Fairy], and Portland several times weekly. The Harbour is known as Lady Bay, and is partially protected by a reef of rocks stretching from the mouth of the Hopkins River. The formation of a Breakwater has been decided upon by the Government, to extend 600 yards, at an estimated cost of £100,000. There are two substantial Jetties, one of 800 and the other of 600 feet in length. The former is connected with the Town by means of a Tramroad, along which Goods, inwards & outwards, are conveyed, & the latter has been constructed solely for the purpose of facilitating the transit of material for the formation of the Breakwater. In addition to the trade of the Borough and District, the principal Townships up country receive their supplies from Melbourne and ship their exports through Warrnambool. Potatoes form the staple produce of the district, and the richness of the soil can be estimated by the fact that the Government Statistics for 1875 give as the average yield a return of Seven Tons to the acre. Several thousand acres between Warrnambool and Tower Hill are now being laid down in Potatoes by Tenants who have leased the lands at rates up to £5 per acre for the season 1875-6. Wool, Tallow, hides &c are also largely exported, while the shipments of all descriptions of Farm Produce are annually increasing. Area of Borough, 3362 Acres. Net Annual Value £27,000. Annual Revenue £5,500. Number of Houses in Borough 800. Public Buildings and Institutions Churches. Church of England, Roman Catholic, Presbyterian, Wesleyan, Congregational and Baptist. Schools. Author W M Smart, M.A., D.SC., F.R.A.S. (William Marshall Smart), (1889-1975) Regius Professor of Astronomy in the University of Glasgow, Instructor-Lieut. in the Royal Navy during World War I. and John Couch Adams Astronomer in the University of Cambridge. In 1943 he was elected as a fellow of the Royal Society of Edinburg. From 1949-1951 he was President of the Royal Astronomical Society and a member of the Royal Institute of Navigation. In 1958 he was awarded the Lorimer Medal of the Astronomical Society of Edinburgh. The publisher firm, Longmans, Green & Co, was originally founded in 1724 in London by Thomas Longman under the name Longman. In August of that year, he bought the two shops and goods of William Taylor and set up his publishing house there at 39 Paternoster Row. The shops were called Black Swan and Ship, and it is said that the 'ship' sign was the inspiration for Longman's Logo. After many changes of name and management, the firm was incorporated in 1926 as Longmans, Green & Co. Pty Ltd. The firm was acquired by Pearson in 1968 and was known as Pearson Longman or Pearson PLC. The book was sold by Collins Book Depot which was founded by Frederick Henry (Harry) Slamen in 1922. In 1929 the form became a Proprietary Limited Company with an additional two stores, at 95 Elizabeth and 361 Swanston Streets, Melbourne. Collins Booksellers is still owned by the Stamen family. It is the largest Australian-owned bookselling chain.The book is significant due to its connection with navigation at sea. Its author W M Smart was a learned astronomer and an Instructor-Lieutenant for the Royal Navy during World War I. From the Argus, Friday 18 July 1879:- SAFETY MINING CAGES. The report of the board on safety mining cages was laid on the table of the Legislative Assembly fortnight The board, which has tested the following inventions Nances, Williams patent, Jackson and Middleton's patent Sesmours patent, Allans patent, and Hassan a patent, reports as follows - 1. That the preponderance of evidence given by miners and others qualified to form an opinion is strongly in favour of the adop-tion of a safety cage for general use in the mines of this colony, provided that a reliable invention can be brought forward, and its practical utility satisfactorily determined 2. That in view of the rapid increase of cage accidents, and supported by the evidence before them, the board are of opinion that some special provision should be made to check such a prolific source of danger as is shown to exist in the working of the shaft and machinery employed for winding purposes. 3. That this check could be imposed by means of such a regulation as that at present contained in the statute, i e -" Every cage used in a mine shall be fitted with special and suitable appliances to prevent its sudden fall down a shaft and also to prevent its coming into contact with the poppet heads." The board, however, consider that mine proprietors should be permitted to exercise their own discretion in the selection of safety cages, but safety hooks and balance catches must be used in connexion with every case 4. This is No.1 the first Newsletter produced by CMHS members in August 1961. Topics : October 1960 Mayor Cr. D.H. Clark called a meeting in the Moorabbin Town Hall to form the City of Moorabbin Historical Society. Local residents attended including descendants of early settler families - Coates, LePage, Shipston - and a Committee was elected. Mr T.A.Sheehy, President, Mr R.Colbourne, Secretary, Mrs F.Wright, Treasurer set the Annual Membership Fee at 5/- ( shillings), arranged the next meetings at the Moorabbin Town Hall and began to compile a Newsletter to tell the ' story of Moorabbin'. The Cheltenham & District Society Co-operative Limited (est.1896) sponsored this 1st CMHS Newsletter published August 1961. The Aims of the CMHS are ‘to record the history of the City, and register something of the Australian Atmosphere, which the necessary speed-up in post-world-war two (WW11) immigration has caused to be lost; to produce a magazine at regular intervals, featuring the work of pioneers and the changing Australian scene; to work constantly with a long range view towards building a hall where records and exhibits can be housed’ The Original Newsletters reflect the history and heritage of the former City of Moorabbin — derived from Mooroobin, ‘a resting place’ in the Bunurrung spoken language. In 1994, the City of Moorabbin was integrated into the Cities of Bayside, Glen Eira, Kingston and Monash. Although the Railway line had been planned for some time Sir Thomas Bent MP was responsible for making it happen in order to revitalize the fortunes of the Moorabbin Shire that he had represented for so long. The train line opened in 1881with 8 Stations between Caulfield and Mordialloc.The first Steam engine carried dignitaries and local residents. Bent also ensured that the Station houses in his constituency were built in a distinctive decorative cottage style. Bent faced severe criticism for diverting the rail line through his local area and for the expenditure on the Stations. Local residents established and cared for Gardens at the Stations and Cheltenham was awarded Best Garden c1910. The arrival of the Railway Line saw the traders move from Point Nepean Rd to Charman Rd and by 1910 various shops and business were present. 2016 - current has seen large protest rallies against the destruction of Mentone Station and Cheltenham Station as the Victorian State Government proceeds to remove Railway Level Crossings. Harry Hale 1861-1937, a silk spinner, builder, migrated from England c1890 and built his house using 2nd hand material from the old Mentone Baths, old Co-op Stores, and some windows from the old St Matthew's Church Cheltenham .Harry with wife Frances raised 9 children. Following an accident Harry lost his leg and dissatisfied with the artificial limb he found a 'peg- leg ' more comfortable. Harry built many houses in Cheltenham unhindered by his 'peg-leg' . This wood traveling trunk was used by the LePage family when emigrating from Guernsey , Channel Isles, to Melbourne on SS Caliope 1852. Nicholas LePage , a tailor, and wife Elizabeth arrived in Melbourne in 1852 with their son Frank Thomas and daughter Elizabeth. Joshua Holloway released land in his 'Two Acre Village' in Cheltenham 1851. Nicholas bought a LOT for 10pounds and began a market garden that was managed by successive generations. The LePage family became involved with the Methodist Church , local friendly societies, sporting clubs and civic councils that endured.
