Victorian Institute of Occupational Safety and Health (VIOSH) Australia is the Asia-Pacific centre for teaching and research in occupational health and safety (OHS) and is known as one of Australia's leaders on the field. VIOSH has a global reputation for its innovative approach within the field of OHS management. VIOSH had its first intake of students in 1979. At that time the Institution was known as the Ballarat College of Advanced Education. In 1990 it became known as Ballarat University College, then in 1994 as University of Ballarat. It was 2014 that it became Federation University. VIOSH Australia students are safety managers, senior advisors and experienced OHS professionals. They come from all over Australia and industry. Students are taught active research and enquiry; rather than textbook learning and a one-size fits all approach. VIOSH accepts people into the Graduate Diploma of Occupational Hazard Management who have no undergraduate degree - on the basis of extensive work experience and knowledge. Brief outline of the history of the development of VIOSH, and those responsible. They were Derek Viner (the initial Course Co-ordinator), Mr Tom Norwood (Head of the Mechanical Engineering Department), Mr Eric Wigglesworth (Chairman of the Education Committee of the Safety Institute of Australia) and Mr Zig Plavina (Technical Officer in the School of Engineering and Secretary of the Campus Safety Committee). Dr Dennis Else from the University of Aston, Birmingham arrived to establish the Victorian Institute of Occupational Safety and Health within the Engineering division of the University. EXHIBITION in the DOME The Sea is All Around Us - Margaret Woodward 11-21 May 2015 Dome Gallery – Mission to Seafarers, 717 Flinders Street, Melbourne, Australia. 37 º 49'21" S 144º 57'03"E Hours: Daily 11.00am - 4.00pm The sea is all around us is a multi-layered event which will create a memorable experience for those visiting the Dome Gallery and the Mission to Seafarers in Melbourne’s Docklands. The event will acknowledge and raise awareness of the working lives and journeys of seafarers by making visible their role in transporting commodities, materials and objects to and from Australia’s shores. This installation invites seafarers and visitors to participate in a global project which aims to witness sea journeys and trace the mobile life of seafarers and souvenirs. For a fortnight in May 2015, the Dome Gallery will become an architectural large scale compass, with the circular floor marking the intersection of its latitude and longitude (37 º 49'21" S 144º 57'03"E). Over these two weeks the Dome Gallery will be inscribed with marks recording journeys made by seafarers, recording destination and departure ports, home lands and waterways, and in doing so making visible a small segment of the global patterns of seafaring. Custom-made souvenirs designed for the installation will be given to seafarers as gestures of welcome and a memento of their visit. The souvenirs originating in Poland will continue their journey by sea, to destinations beyond the Dome becoming part of the global network of seafaring, with an invitation for seafarers to record their future journeys using QR code scanning technologies. It is hoped that by releasing the 200 limited edition souvenirs accompanying the seafarers the mobile life of souvenirs and seafarers will also become visible. For more information visit the website: sensingtheremote.net Margaret Woodward is Associate Professor of Design at Charles Sturt University For a fortnight in May 2015, Margaret Woodward was ‘in residence’ at the Mission to Seafarers Norla Dome Gallery with her participatory installation project "The Sea is All Around Us". The floor of the gallery became a large scale compass. Seafarers were welcomed to the gallery their ships, journeys and destinations were recorded and mapped on the floor drawing. Seafarers were welcomed with cake and souvenir mugs of tea. These mugs, a momento for the seafarers, were inscribed with a scannable QR code and an invitation for seafarers to record their journeys on a dedicated project website. Around 120 souvenirs are now continuing their journey by sea and seafarers have scanned the mugs from locations including Singapore, Brisbane, Fremantle, Adelaide, Busan and Johor! After the exhibition Margaret Woodward was able to follow the seafarers' whereabout: ""The Sea is all Around Us". I am in awe of where this project might go, well done Margaret. One week has passed since finishing up at the Mission to Seafarers Victoria. Today I check my website and can see that the cup-carrying seafarers are reaching warmer climates, they tell me it’s getting hot as some are already in Suva and Port Lautoka. I’ve watched the souvenirs travel and fan out from Melbourne, some West to Adelaide and Fremantle, others going north to Sydney Brisbane, Singapore and Busan. Another seafarer scans in from Changi Airport, excited to be going home for some time with his family in the Phillipines. I keep an eye on my ‘fleet’ of 22 ships that visited the Dome Gallery, and see where they are on the Live Shipping website, watch some of them sail up the coast of Western Australia and marvel at the steady pace this journey takes. I am so used to flying over coastlines and countries in a matter of hours, impatiently watching the tracking screen from my airline seat, this shipping pace seems so much more real, so much more of a passage. Telephone Handset Field, early 1900s
This field telephone was developed primary for military purposes (World War I) and other wars/military interventions there after. It was the first "mobile" telephone which had a prime objective of providing isolated or "hard" to connect with locations instant communication links. Like a lot of "new" technologies it evolved from a war environment. This handset was used to connect offices and workshops, which due to their functions could not be co-located with their prime office(external workshops).The evolution from the early 1900s to the mid 1980s when mobile communication technology progressed in leaps and bounds from hard wire telephone communication to mobile digital receivers. This handset was manufactured by a subcontracted Australian company under the Australian Post Office mandate.This handset is significant in that it was donated by the Mount Beauty Timber yards and formed an integrated part of its communication system with its out lying work yards and buildings, before the mobile handset evolution. This handset was located in an environment which required a rugged and reliable day to day communications linkage as a vital part of its logistical (business) survival. As progress demands it, the faster that customers are satisfied with the service they obtain from suppliers the longer those services will be asked for and the longer and more profitable the supplier will be. This edict is as true for rural companies as it is for small or large city businesses. The customer is "always" right.This sturdy field telephone has a shell housing made in black bakelite material with a "U" form housing the major components (wiring, magneto and batteries). The main housing has two metal bells, with a central ringer between both, on the top part (to notify incoming calls). In front of the main structure is a box with the telephone hand piece (ear and mouth receptacles) nestled on two cradles. An on/off switch is activated when handset is removed from its cradle. On the front of the control box is a winder handle(to ring off) and in a field situation to activate/deactivate the magneto. To the left of the winder but on the the main body are two wind up connection buttons for the connection of operational wires (power)On the main right hand front body and next to two chrome switches is a plate with "L (next to the top switch) and below this "L2" and underneath this are "or" "EARTH". Newspaper Article - Tawonga School Centenary 1980 x2, Alpine Courier incorporating The Hydro Courier, 1980
This newspaper article was produced at a time when newspapers were the main source of local information. The period before the explosion of mobile communication technology and the cost effectiveness of communication by "texting" and internet "social connections, eg. facebook and other social media networkings" The newspapers were the main links between and within large regions. The Hydro Courier was first printed in 1950 as a YMCA community service publication by Mr. Albert Clarke YMCA Officer and Mr. Alex McCullough a State Electricity Commission employee. This paper was one very important publication that provided relevant community information to all and was the major contributer to the "Valley" cohesive fibre and unity. This article not only records the celebration (centenary) of the Tawonga School but also presents the history of the school and important events such as various relocations of classrooms and how the region was settled and developed from the 1870's onward. The yawonga school opened in 1880 on 8 acres of land. It consisted of one large wooden building (22 ft x 11 ft). It had two windows, one brick chimney, bare wooden floor and a shingle roof. This article also presents the time when Mount Beauty area was likened to an island and occasionally school children could not attend school because of a flooded Kiewa river. The article also covers the changes brought about by the increased employment opportunities from SEC Kiewa Works(1935), the Sawmill(1946), the Gold mine(1949) and the Tobacco Industry (largest growing area in Australia).This item is a one page (original) article of the centenary celebrations for Tawonga Primary School came from the Alpine Observer and incorporated the Hydro Courier. It covers the arrangements for the celebration of the 100 years of the school's existence. The printed layout is typical of the typeset in use in 1980's. There are seven distinctive type collumns separated by a printed line. Three photographs are published with one photograph of a demountable classromm ,circa 1980, and the other two of student class photos of 1899 and 1914. Teacher and student names are listed below each photograph. On the back of this page are "specials" for "Sam's Cut Price Stores", specifically the Myrtleford store. Of interest is the advertisement of "Cartons of Cigarettes at cut prices". The speed of information on all "new technology" had ...When this AVOMETER was being utilised in the early 1950's it was at the "leading" edge of electrical measuring instrumentation.The first meter was produced by Automatic Coil Winder and Electrical Equipment Co. in 1923. This model was produced in the time from 1933 to 1951 when it was superseded by the most popular model, Model 8 (1951 to 2008).This AVO meter brought the measuring of three electrical power indicators i.e., amps, volts and ohms into one measuring unit. By using a "one fits all" unit, the carrying of separate measuring devices was reduced considerably. The need for a mountainous and a large area of operational requirements, such as the SEC Vic Kiewa Hydro Electricity Scheme, to minimise the weight of equipment carried by electricians and technicians was of the utmost relevance. The significance of this meter to the Kiewa Valley region relates to the impact of modern technology (at that time) upon a mainly rural environment. This equipment shows how the boost of "modern" equipment into the area because of the "Hydro Scheme" was facilitated a lot faster than would have taken under "normal" evolutionary time. The speed of information on all "new technology" had a relatively slow assimilation rate to those living in rural communities. This AVOMETER is a Model 7 MKII, production pre 1951. This meter measures electrical Amps, Volts and Ohms and has two internal batteries for its power. The main casing is made from aluminium with a bake-lite front. The front has a "window" detailing, with a needle pointer, the amount of electrical power being tested. There are two big dial switches, detailing Direct Current(DC) and Alternating Current(AC) when reading measurements of Ampere, Voltage and Ohms for power. This meter took the place of three or four meters used earlier. Modern meters (2000 onwards) have become digilised and are considerably lighter in weight and smaller. There are two electrical connection leads (one black and one red) each has a removable clasp and is 125cm long.Molded on the front centre panel " UNIVERSAL AVOMETER". Below this and above the left hand dial "D.C. SWITCH" .Above the right hand switch the right "A.C. SWITCH". On the left of each switch is an arrow pointing to it.The left switch is marked with a "+" and the right one with a "-". There is a "divisional 2" mark. The use of solid leather carrying bags for transporting equipment up and down the mountains provided some form of protection against bumps and dust.This carry case for its AVO meter has an outer leather covering with an inner thick cardboard liner. The case has two mild steel buckles but stitched onto one side but no lid to fasten down. The sides are stitched together with strong tick twine. On either side there are small strap holds. On the bottom are four large chromed metal lugs acting as feet to keep the bottom from lying flat on any floor. Insulator Disk High Voltage, 1964

The speed of information of all "new technology" had ...This insulator disk for the high voltage carrying electrical cables was manufactured in 1964 and used by the SEC Vic (Kiewa Hydro Electricity Scheme) from that date until late 1900's. It was used to connect high voltage cables to their "towers" going from various Hydro Generators to and from power "stations". During this time period, high quality "cable" insulators were manufactured in Japan. In an earlier time they would have been sourced from Europe or England. After the 1950's the sourcing of electrical hardware was being influenced by the lower costs obtainable from Japan. Later on other Asian sources also became available.The need for a mountainous and a large area of operational requirements, such as the SEC Vic Kiewa Hydro Electricity Scheme, to distribute the electricity produced in the Victorian Alps to the major users required power transmission lines to "carry" high above the sometimes inaccessible land mass electricity generated at the power stations to the various sub stations along the valleys and ranges to flatter populated regions. The significance of this insulation "high voltage" disk to the Kiewa Valley region relates to the impact of modern technology (at that time) upon a mainly rural environment. These power lines are a stark visual "show" of the impact that the "Scheme" has on the mostly rural landscape of the Kiewa Valley and what a boost of "modern" equipment into the area has taken place. The "Hydro Scheme" had facilitated the transition of a semi rural area to an advanced rural region within a shorter time frame, than would have taken under "normal" evolutionary time. The speed of information of all "new technology" had a relatively slow assimilation rate before the SEC Kiewa Hydro Scheme came to those living in the then quieter rural communities. This high voltage (330 KV) insulation disk is made from non conductive porcelain stoneware. It is highly polished brown in colour and has a clip fastening for the high voltage cable to be attached to. This disk was hit by lightning and the burn marks are quite noticeable. The top metal connector has a "mushroom" extension jutting below the semi cone like insulation disk. Folder - Tidy Towns, Tidy Towns Mount Beauty, 1984/85
This folder represents the true "Aussie" and the pride felt living in small rural communities. It was present in the period before the 1990's but fell so ever slightly away through the faster pace of the "modern" life evolution into a more "introspective" life style. The changes brought on by technology e.g. computers, mobile telephone "texting" and the internet has slowly impinged upon those community "get togethers" of the 1900's. Life in small rural towns and regions however have only slowly moved away from the community self worth attitudes which were so strong when life in rural areas was more insulated through physical and technologically isolation.This Tiny Towns Folder with its content is highly significant to the small town of Mount Beauty and the Kiewa Valley and its region because it represents the "true" value of rural life in the "modern" Australia. The "old" values of "mateship" and looking after the community is still very strong in the rural sector, as compared with living in the cities. The psychological and physical benefits of living in smaller rural centres is clearly demonstrated by the contents of this "Tidy Towns", keep Australia Beautiful, competition. The value of "the true blue, dinky die mateship" is still very much alive in country towns and rural environments. Although the physical isolation of yesteryear may not be so strong as the technology and population growths boost a greater interaction between city and rural folk, the ingrained attitude of comradeship still prevades. Ski Boots - Downhill, c1970
These boots were used for downhill skiing. Metal clips were used to tighten the boots across the foot and ankle. They were attached to the skis with bindings. The straps enable the boots to hang to dry after use. Doug McConville used them in the Winter Olympics in 1974.Historical: Doug McConville was an Olympian Ski boots change with the development of technology. These haven't a brand name on them.These black leather boots are made in Germany. They are lambswool lined. There is a quick release ankle metal spring clip attached to the sole with a blue looped strap of fabric at the toe end for hanging. There are 3 metal clips across the foot and 2 around the ankle for tightening the boot on to the foot. Ski Boots - Downhill
Ski boots, used for downhill skiing, were made with big metal clips to secure the boot onto the foot and ankle. The attachment was used to hang the boots to dry. The bindings used to attach the skis to the boots required the boots to be designed to fit. Historical: Downhill ski boots change with the development of technology. Classic, vintage, leather, black, downhill ski boots. They have a heavy plastic sole and metal clips. The boots are lined with fawn and brown leather. There are 2 clips around the ankle and 3 across the foot. There is an attachment on the sole with a quick release metal ankle spring clip. The town of Tawonga is in the Kiewa Valley surrounded by farmland. It is adjacent to Mt Beauty (built from 1946), an SECV town built for the workers on the Kiewa Hydro Electric Scheme which was being constructed from 1911-to 1961. Tawonga consisted of essential amenities including a store, school, butter factory, sporting facilities, post office, hall and hotel. Activities involved sport, social get togethers eg. dances, fundraising, CWA etc.The posters are a collection of historical photos, documentation and information regarding the history of the town of Tawonga, which is the centre of a farming community in the Kiewa Valley.Posters framed with thin black plastic strip, covered by glass. Newsletters - Mount Beauty Schools
Education in Mount Beauty began in the 1940s when the SECV constructed the town of Mount Beauty for their workers and staff. The educational facilities included a kindergarten, a primary / consolidated school and a secondary college. Mount Beauty education was highly valued by the residents of Mt Beauty and families in the Kiewa Valley. In the 1940s and 1950s it was very modern with new buildings and included the latest in teaching aids and technology. DVD - Mary Cardwell's Father's Diary
Dairy farmers kept a journal to record their transactions and business on the farm. John Creamer' daughter, Mary Cardwell has her father's journal covering the years 1916 to 1942. Mark Grealy digitised the journal for KVHS to preserve the contents and to make it available to the public at the PRO as an item of significance. This operating and parts information sheet was supplied to consumers to help users of this kerosene iron, not only understand the operation of this self lighting iron, but also to be able to order any replacement parts that may be required for this high level usage appliance. At this period in time(1950's), this item was at the leading edge of ironing technology. During the earlier 1900's and before "the throw away" culture evolved(circa 1950's), reliability and long term application of domestic appliances was a necessity above all costs, especially in isolated rural areas. The construction of these appliances was geared to a longer service life and not to a cheaper two to three year life warranty. With levels of world wide technology at an ever increasing pace, long term reliability of any appliance was no longer sought after. Appliance upgrades and new improved model accessibility especially in rural areas has changed rural consumer's buying patterns. Although the concept of instructional and parts/warranty information booklets has not become obsolete, the ability to access information via electronic means has vastly improved the ability to obtain qualified technical help through local avenues. This access was not available in the time period(circa 1950), when the appliance covered by this document was issued. The rate of development within the home appliance field has mushroomed during the time period post 1950. The costs and the increased levels of product choices and consumer awareness has provided rural areas (once isolated e.g. Kiewa Valley) with a greater ability to satisfy their needs because of a greater diverse range of domestic appliances offered.This discoloured, sepia paper has black print and is folded into three equal pages. Instrument - Barometer, 1867
Langlands Company History: Langlands foundry was Melbourne's first foundry and iron shipbuilder established in 1842, only 8 years after the founding of the Victorian colony by two Scottish immigrants, Robert Langlands and Thomas Fulton, who had formed a partnership before emigrating (1813–1859). The business was known as the 'Langlands Foundry Co'. Henry Langlands (1794-1863), left Scotland in 1846 with his wife Christian, née Thoms, and five surviving children to join his brother Robert. By the time he arrived in early January of 1847 the partnership of Robert Langlands and Fulton had dissolved as Fulton had gone off to establish his own works. It was at this time that the two brothers took over ownership of Langlands foundry. Several years later Robert retired and Henry became sole the proprietor. The foundry was originally located on Flinders Lane between King and Spencer streets. Their sole machine tool, when they commenced as a business, was a small slide rest lathe turned by foot. In about 1865 they moved to the south side of the Yarra River, to the Yarra bank near the Spencer Street Bridge and then in about 1886 they moved to Grant Street, South Melbourne. The works employed as many as 350 workers manufacturing a wide range of marine, mining, civil engineering, railway and general manufacturing components including engines and boilers. The foundry prospered despite high wages and the lack of raw materials. It became known for high-quality products that competed successfully with any imported articles. By the time Henry retired, the foundry was one of the largest employers in Victoria and was responsible for casting the first bell and lamp-posts in the colony. The business was carried on by his sons after Henry's death. The company was responsible for fabricating the boiler for the first railway locomotive to operate in Australia, built-in 1854 by Robertson, Martin & Smith for the Melbourne and Hobson's Bay Railway Company. Also in the 1860s, they commenced manufacture of cast iron pipes for the Board of Works, which was then laying the first reticulated water supply system in Melbourne. Langlands was well known for its gold mining equipment, being the first company in Victoria to take up the manufacture of mining machinery, and it played an important role in equipping Victoria's and Australia's first mineral boom in the 1850s and 1860s. Langlands Foundry was an incubator for several engineers including Herbert Austin (1866–1941) who worked as a fitter at Langlands and went on to work on the Wolesely Shearing machine. He also founded the Austin Motor Company in 1905. Around the 1890s Langlands Foundry Co. declined and was bought up by the Austral Otis Co. in about 1893. History for Grimoldi: John Baptist Grimoldi was born in London UK. His Father was Domeneck Grimoldi, who was born in Amsterdam with an Italian Father and Dutch mother. Domeneck was also a scientific instrument maker. John B Grimoldi had served his apprenticeship to his older brother Henry Grimoldi in Brooke Street, Holburn, London and had emigrated from England to Australia to start his own meteorological and scientific instrument makers business at 81 Queens St Melbourne. He operated his business in 1862 until 1883 when it was brought by William Samuel and Charles Frederick, also well known scientific instrument makers who had emigrated to Melbourne in 1875. John Grimoldi became successful and made a number of high quality measuring instruments for the Meteorological Observatory in Melbourne. The barometer was installed at Warrnambool's old jetty and then the Breakwater as part of the Victorian Government's insistence that barometers be placed at all major Victorian ports. This coastal barometer is representative of barometers that were installed through this government scheme that began in 1866. The collecting of meteorological data was an important aspect of the Melbourne Observatory's work from its inception. Just as astronomy had an important practical role to play in navigation, timekeeping and surveying, so the meteorological service provided up to date weather information and forecasts that were essential for shipping and agriculture. As a result, instruments made by the early instrument makers of Australia was of significant importance to the development and safe trading of companies operating during the Victorian colonies early days. The provenance of this artefact is well documented and demonstrates, in particular, the importance of the barometer to the local fishermen and mariners of Warrnambool. This barometer is historically significant for its association with Langlands’ Foundry which pioneered technology in the developing colony by establishing the first ironworks in Melbourne founded in 1842. Also, it is significant for its connection to John B Grimoldi who made the barometer and thermometer housed in the cast iron case. Grimoldi, a successful meteorological and scientific instrument maker, arrived in the colony from England and established his business in 1862 becoming an instrument maker to the Melbourne Observatory. Additional significance is its completeness and for its rarity, as it is believed to be one of only two extant barometers of this type and in 1986 it was moved to Flagstaff Hill Maritime Village as part of its museum collection. Coast Barometer No. 8 is a tall, red painted cast iron pillar containing a vertical combined barometer and thermometer. Half way down in the cast iron framed glass door is a keyhole. Inside is a wooden case containing a mercury barometer at the top with a thermometer attached underneath, each with a separate glass window and a silver coloured metal backing plate. Just below the barometer, on the right-hand side, is a brass disc with a hole for a gauge key in the centre. The barometer has a silvered tin backing plate with a scale, in inches, of "27 to 31" on the right side and includes a Vernier with finer markings, which is set by turning the gauge key. The thermometer has a silvered tin backing plate with a scale on the left side of "30 to 140". Each of the scales has markings showing the units between the numbers.Inscription at the top front of the pillar reads "COAST BAROMETER" Inscribed on the bottom of the pillar is "No 8". and "LANGLANDS BROS & CO ENGINEERS MELBOURNE " The barometer backing plate is inscribed "COAST BAROMETER NO. 8, VICTORIA" and printed on the left of the scale, has "J GRIMOLDI" on the top and left of the scale, inscribed "Maker, MELBOURNE". Equipment - Rocket set, John Dennett, ca. 1860s
This rescue line-throwing rocket set was made for the Dennett rocket system, which was used by the Rocket Rescue crews in South West Victoria from around the 1860s to the 1890s. John Dennett - John Dennett was from Carisbrooke, in the Ilse of Wight, UK. In 1826 he invented, patented and demonstrated an improved method of rocket powered, line firing rescue equipment for saving lives. The rockets had a longer range than the mortars being used, they were lighter, needed less preparation time, only needed one line for repeated shots, and fewer people were needed to move the equipment. Very favourable reports of Dennett’s rockets were received by those in charge of His Majesty’s Naval and Military services. In 1832, Dennett’s rocket-thrown line was sent out to the wreck of the ‘Bainbridge’, and was responsible for nineteen survivors coming ashore in two boatloads, along the fired line. Dennett’s rocket received national fame, and a one-year contract to supply rockets to the Coastguards. He became known as ‘Rocket Man’ and his rockets were used in rescues at least until 1890, when his son Horatio was running the business. A rocket weighing 23 lb would have a range of about 250 yards (228 metres), on average. Saving lives in Warrnambool – The coastline of South West Victoria has had over 600 shipwrecks and many lost lives; even in Warrnambool’s Lady Bay there were around 16 known shipwrecks between 1850 and 1905, with eight lives lost. In 1859 the first Government-built lifeboat arrived at Warrnambool Harbour and a shed was soon built to house it, followed in 1864 by a rocket house to safely store the Rocket Rescue equipment. In 1878 the buildings were moved to the Breakwater area, and in 1910 the new Lifeboat Warrnambool arrived with its ‘self-righting’ design. For almost one hundred years the lifeboat and rocket crews, mostly local volunteers, trained regularly to maintain and improve their skills, summoned when needed by alarms, gunshots, ringing bells and foghorns. Some became local heroes but all served an important role. By the end of the 1950s the lifeboat and rescue equipment had become obsolete. Rocket Rescue Method - The first use of a lifesaving rocket rescue system is often credited to Captain Manby and his invention of a life mortar, first used in 1808 to fire a line onto a ship to rescue lives. Henry Trengrouse’s invention of 1820 was the first to use a sky rocket’s power to throw a line, and his invention included a chair for carrying the shipwrecked victims to shore. In 1832 John Dennett invented a rocket specifically for shore to ship rescue. It had an iron case and an 8 foot pole attached and could shoot the line as far as 250 yards (about 230 metres). From the 1860s the rocket rescue apparatus was in use. It comprised a breeches buoy and traveller block that was suspended on a line and manually pulled to and from the distressed vessel carrying passengers and items. Colonel Boxer, who had invented an early line-thrower, designed a rocket in 1865 with a range from 300 to 470 yards. It was the first two-stage rocket, with two rockets placed one in front of the other in a tube that carried the rescue line. The hemp line was faked, or coiled, in a particular way in a faking box to prevent twists and tangles when fired, and the angle of firing the rocket was measured by a quadrant-type instrument on the side of the rocket machine. Schermuly invented the line-throwing pistol around 1920, which used a small cartridge to fire the rocket. Victoria’s Government adopted lifesaving methods based on Her Majesty’s Coast Guard in Great Britain, which used Colonel Boxer’s rocket apparatus rescue method. The British Board of Trade published instructions in 1850 for both the beach rescue crew and ship’s crew. It involved setting up the rocket launcher on shore at a particular angle measured by the quadrant, inserting a rocket that had a light-weight line attached, then firing it across the stranded vessel. A tally board was then sent out with instructions in four languages. The ship’s crew would haul on the line to bring out the continuous whip line and attach the whip block to a mast or sturdy part the ship. The rescue crew on shore then hauled out a heavier hawser line, which the ship’s crew fixed above the whip block. The hawser is then tightened using the block on the shore end of the whip. The breeches buoy and endless whip are then attached to the traveller block on the hawser, allowing the shore crew to haul the buoy to and from the vessel, rescuing the stranded crew one at a time. The rocket system could also be used from one ship to another.The Dennett rocket set is quite rare - there are not many examples in existence and little information is available. This Dennett's rocket set is significant for its connection with local history, maritime history and marine technology. Lifesaving has been an important part of the services performed from Warrnambool's very early days, supported by State and Local Government, and based on the methods and experience of Great Britain. Hundreds of shipwrecks along the coast are evidence of the rough weather and rugged coastline. Ordinary citizens, the Harbour employees, and the volunteer boat and rescue crew, saved lives in adverse circumstances. Some were recognised as heroes, others went unrecognised. In Lady Bay, Warrnambool, there were around 16 known shipwrecks between 1850 and 1905. Many lives were saved but tragically, eight lives were lost.A Dennett rocket set in six parts; the rocket head, three shafts (poles) and two rocket-head toting boxes. The rocket head, mounted on one of the shafts, is a long, red painted, iron tube with rounded ends and a protruding fitting around each end. The wooden rocket shafts are octagonal, with a metal sheath at the ends, carved elongated slots towards each end, and a scribed channel above the black foot. The rocket head toting boxes are thick timber, covered in fabric and painted black. They have a hinged wooden lid that slants downwards from back to front, and a metal closure. Small deliberate holes, in groups of four, on the box’s sides, indicate missing attachments, likely to have been handles. At the time I was a Buninyong Shire Councilor and as such I was Buninyong's representative on the then Ballarat Development Committee. At one of our meetings we received a request for information on a suitable site for a technology park. The requirements were for a site adjacent to a tertiary institution, secluded for security purposes and large enough to contain such a development. The next morning I contacted our Shire Engineer at the time, Newell Barrett and we drove around the area we both agreed that the current site was the most suitable we saw to meet the requirements. At the time it was owned by George Morrison. however the original enquiry to the B.D.C. came to nothing but the Shire Council and the B.D.C. decided to investigate the possibility of the site becoming a technology Park and information was collected. At about this time Mr Morrison put the property on the market and it was bought by a Ballarat builder, Mr John Beaumont, with the idea of developing it as a residential area. Council then arranged a meeting with Messrs Morrison and Beaumont to discuss the matter. I remember Mr Morrison saying he did not care what was done with it he just wanted to sell it and move down to the coast. Mr Beaumont, on the other hand, said he wasn't ready to retire yet and the idea interested him. As a result a committee consisting of the B.C.A.E., B.D.C. and Buninyong Shire Council (and Mr Beaumont) was formed to plan the development and rezone the area to technology park. It was previously zoned residential land and would seem to have been suitable for sub-division and residential development - its close proximity to the College being a major factor in its favour. The point of this is if Mr Beaumont had insisted on pursuing his original plan and had opposed the rezoning, I am quite confident he would have won an appeal at the A.A.T . (Administrative Appeals Tribunal - forerunner of V.C.A.T.) and the I.T. centre would not have got off the ground and the area would be covered with houses. But Mr Beaumont did go into the project with enthusiasm and the first stage was commenced on the 3rd August 1989 when the first sod was turned by Hon. David White, the Minister for Industry, Technology and resources (See the Courier 4th August 1989) Mr Beaumont went overseas to study similar parks and look for tenants. Unfortunately government did not support the project as they have now and apparently Mr Beaumont was ahead of his time for the private sector so Mr Beaumont could not continue the development and the site eventually passed to the College. I personally think more could have been done ... The work done by the Buninyong Shire Council and Ballarat Development Committee seems to have been forgotten as according to the Courier December 21, 2000 we are told the Park opened in 1995 as a joint venture between the City and the University. As a former Councillor said to me on the day "What happened to the plaque David White unveiled in 1989!" If there is any other information you want, please contact me. Higher education in east Gippsland dates back to 1890, and the opening of the Bairnsdale District School of Mines, In 1986 the Bairnsdale School of Mines and the Sale and Bairnsdale Technical schools amalgamated to form the East Gippsland Community College of TAFE. In 1995 it became the East Gippsland Institute of Technology, and in 2011 changed its name to Advance TAFE. The Bairnsdale District School of Mines Prospectus includes the members of council, a photographic image of the school, teaching staff, rules relating to students and instructors, Constitution, and a prospectus of subjects including Mining and Science Subjects, Diploma Courses, Preliminary Training, Metallurgy Course, Mining Engineering Course, Battery Manager's Certificate, Assayer's Certificate.
