This book has been part of a library that had been set up by the radio station 3YB in Warrnambool. This station was founded in 1936 from a Mobile Radio Station formed by Jack Young of Ballarat (hence the letter, YB). 3YB sponsored a Boys’ Club in the late 1930s and 1940s and a library for the boys was part of this sponsorship. This book is of minor interest because it was part of the library connected to the Everyboys Club established in the late 1930s by the Warrnamboool Radio Station 3YB. The subject matter of the book, an account of the aviation exploits in the South Pacific region of the well-known aviator, P. G. Taylor, would have appealed to young boys at that time. This is a hard cover book of 262 pages. The cover is blue but the colour on the spine has faded to a brown shade. There is some black lettering on the spine and also a small library sticker with the number ‘31’ on it. The book has outline maps on the inside of both covers, a Foreword, a Contents page, a List of Illustrations, fifteen Chapters of Text and an Epilogue. There are many black and white photographs and illustrations scattered throughout the text. This note-pad and holder perhaps belonged to Jessie Bell whose name is written on the first page. There are several entries on the pages and the dates range from 1908 to 1929. The entries include references to a Banquet for Mr J. Duffus, Purnim, 1912, Jack Ross’ Wedding Party, Dennington, 1912, R.J. Jones’ Dance, Woolshed, 1928 and Leila Jenkins’ 21st Birthday Party, 1928. This notebook and holder is of interest because it is an example of the type of appointment book used by the more affluent in the early 20th century. This is a heavily-embossed silver note-pad holder with a hinged lid on the front and clips at the side to hold a pencil. The writing material inside the pencil is missing. The back of the holder has a blank space in the middle where a name can be inscribed. At the top of the holder is a ring, holding a chain with an ornamented clip at the end. This enables the holder and pad to be hooked over a belt or lapel. Inside the holder are fifty paper pages on which to write appointments or notes. The pages are gilt-paged. This watch belonged to Norman Borthwick of Ecklin, who, with his wife and two children, Janet, aged 7 and Jack, aged 6, were survivors of the sinking of the cruise boat, Nestor, on the Hopkins River in January 1921. The boat was on its regular trip from the Hopkins River boatsheds to Jubilee Park with 80 passengers. Ten people were drowned when the boat began to take water and sank about a kilometre upstream. Norman Borthwick was wearing the watch at the time and the hands have stopped at 5.20 p.m. on the day of the tragedy. A hero of the day was Constable Sharrock who drowned after saving the lives of several of those on boardThis watch is of great significance as it is an item that belonged to Norman Borthwick who was wearing the watch when he survived the sinking of the Nestor in the Hopkins River in 1921. This was one of the great tragic incidents in Warrnambool in the early 20th centuryThis is a Swiss-made watch made of gunmetal with a glass face and a metal winder at the top and a ring to attach the watch to a chain. The figures are Roman numerals and there is a separate minute hand dial. The watch is much rusted and is not able to be easily opened to see the mechanism. This item is a boot remover used by mounted military personnel, probably by a member of the Mounted Rifles or Light Horsemen units early in the 20th century. Similar boot removers, also known as boot jacks or boot pulls, were used by anyone wearing riding boots and would be still in use today. This item is of some interest as it shows the type of boot remover used by military mounted soldiers and other horsemen in days past. This is a wooden object with a top with two side handles. Attached to the top are two sticks or poles which are splayed at the end. Attached to the ends of the poles by screws is a piece of wood with an oval or spoon shape cut out at the end. This booklet was produced by the 3 YB radio station in Warrnambool as a fund raiser for the Warrnambool Hospital. The three people on the front cover are: Christine Benbow, Oscar Henry and Ken Warne. The recipes in this booklet were sent into the radio program "Piano Time". The radio station 3 YB began in January 1936. Its origins were in the mobile van unit established by Ballarat radio announcer Jack Young. Today 3YB is operated by ACE Radio. The Warrnambool Hospital was established in 1854 as the Warrnambool and District Hospital and Benevolent Asylum and is today known as South West Healthcare Warrnambool Campus. This booklet is of some interest as an example of the cookery books produced in the mid 20th century by 3 YB Warrnambool.This is a soft covered booklet of 34 pages. These Union Jack flags are believed to have been used in the celebrations in Warrnambool on the occasion in 1953 of the Coronation of Queen Elizabeth 11 (oral tradition only). Warrnambool celebrated with street parades, shop decorations and displays, concerts, church services and dinners. It was customary at the time to use the British flag more than the Australian one. These flags are retained because of their possible connection to mid 20th century Warrnambool celebrations (1953 Coronation of Queen Elizabeth 11).These are seven Union Jack flags made of cloth with red, white and blue colouring. The flags are pasted on to thin circular-shaped wooden sticks. This wedding dress came from the estate of Ena Heazlewood. Born in Warrnambool in 1920 Mary Josephine (Ena) Todd was a hairdresser at Josephine’s Salon in Warrnambool. In 1942 she married a Warrnambool man, Jack Heazlewood, a stoker on the H.M.A.S. Sydney at the time. She was wearing this wedding dress. The dress was also worn by two other brides – Ena’s sister-in-law. Mavis McDonald when she married Jim Heazlewood in December 1942 and her sister Rita Todd when she married Bill Kane in 1947 (the bodice of the dress was altered for Rita’s wedding). The photograph shows the wedding of Field James (Jim) Heazlewood and Mavis Marie McDonald who were married on 23/12/1942This dress is of of some significance as it is not only a lovely example of a 1940s wedding dress but it has local provenance, being worn by a Warrnambool person, Ena Todd when she married another Warrnambool identity, Jack Heazlewood in 1942. This is a white lace dress with a fitted bodice, a square neckline and a lace band at the waist edged with satin. The dress has set-in long sleeves with a press stud clips at the wrists. The waist at the back has a loose band of lace material. The skirt is slightly flared and is floor length at the front with a cotton net frill edging, now slightly tattered. The dress at the back has a wide rounded train with a net frill edging. The side ends of the train have inserted lace panels. A petticoat such as this one would have been stiffened with starch and worn under a ball dress (or a stage costume) in the mid 20th century. This petticoat is of interest as an example of a skirt worn underneath a ballroom dress or a stage costume in the mid 20th century. It also has some provenance as it come from the estate of Ena Heazlewood, a former Warrnambool resident.This item is a white cotton petticoat with a flap opening at the front waist enclosed by two white buttons. The petticoat is gathered at the waist to make a wide flared skirt and has alternating panels of plain white cotton and broderie anglaise material. There is a flounce at the end stitched with cotton-covered rope at the top and the bottom of the flounce. The material for this First Communion dress was brought back from Japan by Jack Heazlewood, on naval duties there at the end of World War Two.This dress is of interest as one made by a former Warrnambool resident and as an example of a dress made 70 years ago for a special event in a child’s life (First Communion Day) This is a hand-sewn child’s dress made of embroidered silk. The dress has a Peter Pan collar made of satin with a fluted satin band around the waist. The long sleeves are set in and the top has three press studs to close the opening at the front. The material is gathered at the waist and hemmed at the bottom. A video documenting the demolition of the Shire of Eltham offices at 895 Main Road Eltham under the direction of the Commissioners appointed for the new Shire of Nillumbik and some of the communities activities surrounding the event. The building was demolished exactly 25 years after the southern wing housing Engineering and Planning on the upper level and the Eltham Library on the ground level was opened in celebration of the Shire of Eltham's centenary. Video has lots of distortion and noise, and sections of clips dubbed over. Immediate initial footage of Jenni Mitchell talking about asbestos claims in the Shire Offices (Sigmund Jorgensen standing behind her) advising Council did a review of the building several years previously and had been cleared of health problems. Shows a fire spotter walking around the top of the tower. A fire is detected, and the information is relayed to the nearest fire station, in this case, Diamond Creek. The telephone call is received, and the alarm sounded. Captain Clarrie Stone and firemen May and Shaw leave their workplaces and prepare for action. With scenes of flames in bush, the narration explains that until the early 1960s the area was an orchard district which protected the town against the savagery of bushfires. But due to competition from other areas more suitable for orcharding and easier transport to Melbourne the district could no longer remain competitive, and orchards were replaced by grassed areas, which together with the bush areas were a feeding ground for fire. On 8th January 1969, high temperatures and strong north winds, were, with the carelessness of some individual all that was necessary to produce the worst fire the district had seen. Cuts to scene of blackened fields and cattle - Hundreds of hectares of grass land were blackened, and cattle had to be transported to other areas for agistment. Scene of destroyed buildings in the township – 13 houses and the public hall in the town were destroyed as was the theatre equipment which was owned by the fire brigade. The Ford diesel powered pumper (registration MXE-754) is a well-equipped vehicle with a water capacity of 1,000 litres and capable of pumping 1,900 litres of water per minute from the main pump, has many lockers which hose equipment such as breathing apparatus and various types of hose nozzles and foam making equipment. The vehicle carries 360m of 64mm diameter hose which can be laid out from the rear lockers and a portable lighting plant, an Oxy Viva resuscitator to revive smoke inhalation victims and forcible entry tools to gain access to structure fires. Views of the main pump and control panel on the vehicle. As well as the main pump, the vehicle is equipped with an auxiliary pump which allows the facility to pump whilst moving. Fire fighters must undergo constant training and hone their skills, Scenes of a training exercise using the pumper to pump from static water. First, the short lengths of suction hose are coupled, a strainer fitted to ensure debris does not foul the pump. Gauges must be constantly monitored to ensure manageable water pressures are maintained. Pressures are normally controlled to allow two fire fighters to work at each nozzle outlet. Two nozzles are tested, one adjustable jet fog type which is used on flammable gasses or within a structure fire to absorb heat. A straight jet nozzle to project water long distances to protect exposed surfaces close to a fire radiated heat. The pumper is quite a versatile vehicle in handling structure fires, but it also carries specialist equipment needed in containing hazardous chemical incidents. Cuts to scene of parade – the Diamond Creek Fire Brigade has with other neighbouring brigades participated in most town fairs and earns the respect of the watching public. It can be seen why this brigade has been so successful at disciplined contests. Produced by Contour Consultants Australia Pty Ltd on behalf of Dallas Price Homes Pty Ltd as part of the planning process for redevelopment of the former Eltham Shire Office site at 895 Main Road. In 1963 the Shire of Eltham purchased the Shillinglaw property of approximately 2 acres in Main Road, Eltham for the widening of Main Road and as a site for new Council offices. This land, which contained the Shillinglaw Cottage (c1878-80), was the remaining section of the Shillinglaw family holding that originally comprised 30 acres, being Lot 90 of Holloway's 1851 subdivision. Eltham Council intended to demolish this cottage, but through extensive community action it was saved, funds were raised, and it was relocated to the current site adjacent to the Eltham Library. The new Eltham Shire Offices opened in 1965 were designed to ensure retention of the three Italian Cypress trees that were located outside the Shillinglaw Cottage. In 1971 the building was extended at the southern end to provide additional space, including for the Eltham Library and Council's Engineering Department. Renovations were undertaken to the offices during 1987. The Victorian State Government commenced to restructure local government in 1994, which resulted in the establishment of the Shire of Nillumbik and the cessation of the Shire of Eltham. This new Nillumbik Shire Council was headed by government appointed commissioners, who decided in 1995 to put the former Eltham Shire offices on the market. Eventually in June 1996 the property was sold for $1.1 million and the building was subsequently demolished. A planning application for the site was then submitted to Nillumbik Shire Council in September 1996 for construction of a 24-hour service station, convenience store, cafe/takeaway food premises, a retail facility and community facility. There were many objections to this proposed development and in controversial circumstances a planning permit was granted by the Nillumbik Shire Council commissioners. After protracted actions involving a planning panel and a planning advisory committee, established by the Minister for Local Government, the proposal was eventually rejected as not satisfying the requirements of the planning scheme. In December 1997 the purchaser withdrew from the contract of sale, just prior to Council announcing a withdrawal from the contract. While there have been a number of possible development proposals considered by subsequent Nillumbik Shire Councils, this site has remained vacant since July 1996. TIMELINE (Prepared by Jim Connor, Eltham District Historical Society- March 2018- Based on press, council and personal records) June 1996 - Eltham Shire offices sold to Dallas Price Homes for $1.1 million. July 1996 - Shire office building demolished against community's wishes. Council claimed building riddled with asbestos. September 1996 - Planning application submitted to Nillumbik Shire Council to construct on the site a 24 hours Shell service station, convenience store, Hungry Jacks café/takeaway food premises, a retail facility and community facility. 213 objections and petition of over 1400 signatures received. Minister for Planning and Local Government orders an independent investigation into valuation and sale. 9 October 1996 - Permit granted by Nillumbik Shire Council commissioners, in controversial circumstances. A Planning Special Committee consisting of 3 commissioners and 3 community representatives considered 32 community objections. One commissioner declared a potential conflict of interest so only 2 commissioners were able to vote. After hearing all objections, the community representatives moved a foreshadowed motion to refuse a permit. The commissioners then closed the meeting, formerly opened a council meeting (for about a minute) and approved the application. October 1996 - Community members appealed planning decision to Administrative Appeals Tribunal. November 1996 -Minister for Planning and Local Government Robert McClelland calls appeal in and directs MT to refer this 'major policy issue' to the Governor in Council. February 1997 - Planning panel (Dimity Reed and Margaret Pitt) established to consider submissions. March 1997 - New council elected with five councillors. April 1997 - Three of the five new councillors vote to fight Commissioner's decision to grant a permit. April 1997 - Planning panel (Dimity Reed and Margaret Pitt) conducts hearings at Nillumbik Shire offices. June 1997 -Planning panel rejected Dallas Price Homes proposal as being 'totally inappropriate' for the site and recommends the site be rezoned for 'public purposes'. July 1997 - Dallas Price Homes threatened to sue Council and individual councillors. October 1997 - Report released of an Advisory Committee (Paul Jerome) established by the Minister for Planning and Local Government. Committee considered Dallas Price Homes proposal and an alternative concept plan proposal by Council for a gallery, workshop, offices and cinema community-based development. Advisory Committee recommended Dallas Price Homes proposal be rejected as not satisfying the requirements of the planning scheme and recommended further testing of the financial viability of Council's proposal. December 1997 - Dallas Price Homes withdrew from the contract of sale, just prior to Council announcing a withdrawal from the contract, which expired on 28th November and was not renewed by either side, after previously being extended twice pending a decision by the Minister. Council had to pay developer $58,000 for demolition costs. February 1998 - Dallas Price Homes application rejected by Planning and Local Government Minister. October 1998 - Nillumbik Councillors suspended and an Administrator appointed (until March 1999). More than 200 people attended the Council meeting in the public gallery and protested at the decision. 32 personal submissions were made to Council's Planning Special Committee meeting whose members vioted 3-2 against the development. The Committee consisted of the three Nillumbik Commissioners and three community members (Jim Connor, Bronwyn South and Janet Mattiske). Chief Commissioner Don Cordell, a former Shell employee excused himself from voting and the three communbity memebrs voted against the submission. The other two commissioners, Vin Heffernan and Kevin Abbott voted against it. They then immediately closed the meeting and opened a Council meeting lasting just seconds to use special reserve powers to overturn the decision. Subsequent to this the Commissioner run Council held a special meeting on Wednesday, October 23, 1996 where Commissioners Kevin Abbott and Vin Heffernan thanked all three community members of the Planning Special Committee and advised that their powers had been revoked. The members stated that "unfortunately, despite our best efforts to express considered apolitical opinions, it appears the Commissioners believe that any dissenting comment is politically motivated, and should therefore be disregarded."
