TOC H was founded as a Christian organisation during the First World War in Belgium in 1915. Talbot House was a venue for respite from the war for soldiers and civilians. During the 1920s TOC H spread around the world especially to Commonwealth countries. In 1923 the Governor General of Australia wrote to The Reverend "Tubby" Clayton indicating that he and Lady Forster wished to endow a TOC H lamp, the symbol of TOC H in memory of their two sons who were killed in the war. The lamp symbol is a replica of the lamp used to provide light to early Christians who sought refuge in the catacombs of Rome. The cross of Lorraine is an indicator of its origins in the Ypres salient.The lamp is a symbol of an ongoing commitment of TOC H to spread light wherever it may be required. These badges are maintained as mementos of the Warrnambool branch of TOC H which operated from a sandstone building in Koroit Street Warrnambool. The Eltham Shire War Memorial, a tower of remembrance, was built with public donations to commemorate the memory of the fallen soldiers from the shire who enlisted in the 1914-1918 war. The tower is reminiscent of the peel-towers or watchtowers that lined the English-Scottish border from the mid 14th century to around 1600 and is constructed from locally quarried stone. This uncommon and picturesque war memorial, which affords an excellent view of the surrounding district was unveiled by His Excellency the Governor-General (Lord Stonehaven) on November 11, 1926. In July 1922 a deputation of returned soldiers from Panton Hill, presumably the Panton Hill branch of the Returned Sailors and Soldiers Imperial League of Australia (RSSILA), proposed to Eltham Shire Council that the monument should be a cairn of local stone “sufficiently high to form a prominent and conspicuous landmark, and crowned with some suitable device”. Eltham Shire Councillor and President of the Panton Hill branch of the RSSILA, Basil Hall, was credited with being the first to suggest a tower, and with organising a Memorial Park committee to raise funds for the monument in the Memorial Park. A meeting for those interested in the establishing a War Memorial monument in the park was held in January 1924 and the Eltham Shire War Memorial League was formed for this purpose. It appears that the broad and rounded cairn that had been recently built was considered by the League a temporary affair, and not the substantial cairn-as-monument, sufficiently high to form the conspicuous landmark, which had been envisaged by the Panton Hill RSSILA. A design competition was held for the monument. The chairman of the League, Councillor Basil Hall, suggested that the site of the memorial in Kangaroo Ground would lend itself to something rugged, instead of polished stone. By April 1924 thirty designs for a memorial had been received from which three designs were selected and of those, the design by the shire engineer Mr McCormack, for a 70ft tower suitable for construction in rough stone, was chosen. Artist Harold Herbert suggested that a peel tower-like design reminiscent of those along the English-Scottish border would be fitting for the site. Herbert drew up a rough sketch that was approved of, and later, Melbourne architect Percy Meldrum volunteered to draw up the design from sketch to architectural drawings. By January 1925 the Soldiers’ Memorial League had adopted Meldrum’s design for a 50ft high tower. Meldrum had also offered his design and supervision of construction free of charge. The Shire provided the stone to the builders, which was a gift quarried from land owned at Kangaroo Ground by Dr Ethel and Professor William Osborne The Shire of Eltham War Memorial, a tower of remembrance, and honour board were unveiled on November 11, 1926, by the Governor General Lord Stonehaven. At this stage a temporary honour roll was painted on the panels on either side of the tower entrance. In September 1930 bronze plates were added above the portal with the names of men who fell in the 1914-18 war. On November 16, 1951, the Governor of Victoria, Sir Dallas Brooks re-dedicated the war memorial tower and unveiled the names of men who gave their lives in the 1939-45 war. Two additional bronze plaques which recognise service in the armed conflicts of Korea, Borneo, Malaya, and Vietnam were unveiled November 11, 2001, by the Governor of Victoria, John Landy, A.C., M.B.E. The tower was first used for fire spotting activities following the Black Friday bushfire in January 1939 in response to a request from Mr R.D. Ness, secretary of the Kangaroo Ground bush fire brigade, who asked Council that the tower be used as an observation tower for detecting bush fires, and asked Council to arrange a telephone to be installed. It was suggested that if the Shire were to appoint a caretaker for the Memorial Park, his duties could also include raising the alarm in the event of a fire. Later in 1939 Council applied for a radio transmitter, which the Forestry Commission planned to install at vantage places throughout the state. The first dedicated fire spotter appointed from December1948, was Mr Smith of Warrandyte. A prefabricated glazed cabin was installed in 1974, which involved the removal of the original stone structure around the rooftop exit door. A new fire spotting cabin, which included the latest technology, was installed soon after the 2009 Black Saturday fires and is manned by CFA personnel on high fire danger days. On 18 May 1937, Lord Huntingfield, Governor of Victoria (14 May 1934 – 4 April 1939) layed the foundation stone of the last of the missions built in Melbourne. The Mission to Seamen, Port Melbourne opened in December 1937, superceded the original 19th C building and service point in Port.Demolished in the late 20th C by developers the building was of architectural significance and funded originally by Alfred Nicholas who gifted 18,000 pounds. An indicator of the importance of shipping and seafarer welfare as regarded by Industry and business during the interwar years of the 1930s. This photograph is a record of the founding of the building. The stone is now part of the bluestone wall on Beach Road, Port Melbourne. The Mission was given the name: George V Memorial Institute, and the concert hall was given the name Huntingfield Hall.A black and white photograph depicting the laying of a foundation stone. Each volume provides us with extensive listings of correspondence with supporters, fundraisers, patrons, architects, Mission staff and business transactions carried out by the Honorary Secretary Mr WHC Darvall over the period of a decade. Queen Victoria, Governors of Victoria: Earl of Hopetoun, Lord Brassey, Sir George Sydenham Clark, Lord Talbot and Governors General: Baron Northcote, performers such as Nellie Melba, Kitty Grindley, Sir Samuel Gllott president of the Law Institute, Hugh Reid, Crawford Pasco R.N. FRGS are just a few. The late 19th C - early 20th C period covered by the 2 vol collection of correspondence records together with annual reports and minutes documents a significant transition period not only across centuries but also towards a new framework of operations for the original mid 19th C founded Mission to seamen. The death of a long-standing Chaplain, Wesleyan, Ebenezer James in 1901 eventually led to a proposed merger in 1905 which resulted in the amalgamation of the Victorian Mission with the Anglican based Mission to Seafarers under the leadership of Rev'd Gurney Goldsmith who arrived in 1905. The new Mission was launched in 1906 with a long planned and much needed new central building opened in 1907 on the Australian Wharf. Mr Darvall, in his time produced a handwritten 40 page epitomised history, drawn from annual reports and was exceptionally meticulous in his efforts to cross reference related correspondence, press clippings, report material and documents. The Brasseys visited Australia in winter 1887. Lady Annie Brassey mentions the Williamstown and Port Melbourne Sailors' Rest and Seamen's meeting. See p. 292 (18 June 1887)Lady Brassey and her husband Lord Thomas Brassey donated the proceeds of the Sunbeam visitation in Williamstown to the Sailor's Rest (£63). They also presented the Port Melbourne Sailors' Rest with a cheque of £50 as a contribution to the new building fund. Lady Brassey died of malaria at the end of their voyage and was buried at sea. Lord Brassey also donated £10 every year to the Seamen's Mission. Lady Brassey was remembered during the opening of the new building in Port Melbourne in February 1889. A portrait of her was dedicated in November the same year. The collection of photo albums is held in the Huntington Library in California. The lists describing each album are attached in the media. Here is the program of the tour published in the Age on Saturday 22 November 1952, page 16: "Australia's 15 stations of the world-famous Missions to Seamen are being visited by the general superintendent of the parent body in London, Rev. C. J. Brown, and. Mrs. Brown, who will arrive from Adelaide today. This is the first visit of the world head of the organisation to this country. Mr; Brown will attend the triennial Australasian chaplains' conference at the Central Club, Flinders-street Extension, next month. A full programme will include visits to the three clubs at Central. Port Melbourne and Williamstown, and to Geelong and Balla-rat, a tour of the Bay, an inspection of the work of a sister organisation, the British Sailors' Society, Geelong, and then on , to Geelong Grammar School. Mr. and Mrs. Brown will be the guests of the Governor and Lady Brooks at lunch at Government House tomorrow, and of the Lord Mayor at a reception on Tuesday. On Friday afternoon Archbishop and Mrs. Booth will hold a reception at Bishopscourt to enable the visitors to meet heads of the churches. Mr. Brown will preach at St. Paul's Cathedral tomorrow morning, and at St. Peter's Mariners' Church at 7 p.m. On December 7 he will preach, at Ballarat Cathedral, afterwards meeting workers of the Missions to. Seamen. He will address a Rotarians' luncheon on Wednesday. On Thursday evening he will meet the Company of Master Mariners. At a reception by the chairman of the Harbor Trust (Mr. A. D. For Trafalgar Day, 20 October 1914, the Archbishop of Canterbury in England had "drawn up a new form of private prayer to be offered up specially for the sailors of the Fleets in the present crisis. He suggested its use particularly at noon as a silent prayer, when those at work may be reminded by the ringing of the " Angelus" bell to lift up their hearts to the Lord. The prayer was as follow: "O Thou that slumberest not nor sleepest, protect, we pray Thee, our sailors from the hidden perils of the sea, from the snares and assaults of the enemy. In the anxious hours of waiting, steady and support those on whom the burdens of responsibility lies heavily, and grant that in dangers often, watching often, in weariness often, they may serve Thee with a quiet mind, through Jesus Christ our Lord. Amen.” The prayer illustrated by English artist G.M. Langley became popular. Prints were sold as gift for 7/9 each with an oak frame. As mentioned in the ' Quarterly Jottings from our log" no 47 midwinter 1917: the etching was gifted to the Mission for display in the new Chapel by the Godfrey sisters. The frame was gifted by their cousin's wife, Mrs William Scott Purves Godfrey ( ' Quarterly Jottings from our log" no 48 Michaelmas 1917).The print was gifted by the Misses Godfrey, influential and long term members and supporters of the Ladies Harbour Light Guild. At the time of the completion of the St Peter's Chapel in September 1917, it was dedicated to the memory of all merchant seamen serving in the long war. The print subject, of the sailor guarded by Jesus was no doubt intended to inspire faith and hope but also acknowledges and reflects the anxious days of waiting not only of the sailors and seafarers negotiating the dangerous waters and oceans but also the challenge for families, experiencing the widespread anxieties of a world at war. In 1934, the Shiplover's Society of Victoria organised an exhibition of 170 maritime artefacts, photographs and paintings on the barque Shandon berthed on the Yarra river to celebrate the Centenary of the foundation of Melbourne. The exhibition was opened on the 10th of October 1934 by the Lord Mayor, Sir Harold Gengoult Smith and ended on the 17th of March 1935. The catalogue lists all the items on display. The Sailors' Rest, located in Ann Street, Williamstown opened on 24 May 1878. An article dating 25 May 1878, in the Williamstown Chronicle, describes the interior of the renovated Wesleyan chuch as depicted on the print: "Inside the building the carpenters and painters have been busily engaged. It has been painted throughout, the lower part of the walls be ing stained blue. There is a form all round the building with tables up the sides, and a number of small round tables are scattered about the roomi. In the centre is a splendid wire stand for pot plants, of which there is a grand display. Pictures adorn, the walls; singing birds warble their sweet strains ; and the silent gold fish of which there are several globes add to the beauty of the display. At the east end of the room is the bar, occupying one corner, while in the other are the shelves which accommodate the books of the Library, while last evening across the end wall was in large illuminated letters-'" The earth is the Lord's and the fulness thereof." On the platform are a piano and harmonium. The room is very presentable whether in day light or illuminated vith gas." Eva Carmichael, one of the two survivors of the Loch Art tragedy, visited here on 19 July 1878. She had stayed with Mr and Mrs Gibson and travelled from Camperdown to Melbourne (15 July 1878) to sail back to Ireland. Article in the Leader, 20 July 1878, Page 19: "The Saitors' Rest at Williamstown was yesterday visited by Miss Carmichael, Mr. T. Pearce and Mr. and Mrs. Gibson. The objects of the institution were explained to them, and after a brief stay they complimented the committee on their arrangement. The attendance has ho largely increased that the receipts now average £80 per month. The 1888 building becoming too old and small, a new building was designed by Harry Norris and open in 1937. The funds were given by Alfred Nicholas from the Aspro company. The Siddeley Street institute, designed by renown architect Walter Butler was built in 1907. The foundation stone was laid in February 1907 by Lord Northcote and the institute was opened in December the same year.The Siddeley Street Seamen's Institute is the first central structure to be built in central Melbourne on the banks of the Yarra River as the shipping was moving from Hobson's Bay to the city centre. Originally planned and budgeted for in the mid 1880s and petitioned by Ships masters in 1897 this was a long awaited project for the Mission.Sepia toned photograph depicting the Siddeley Street facility under construction. The St Peter Chapel opened in 1917. Funding came primarily from the Ladies Harbour Lights Guild. The artwork "And the Lord turned and looked upon Peter" was donated by Mr R. Stewart Murray in 1940.
