Victorian Institute of Occupational Safety and Health (VIOSH) Australia is the Asia-Pacific centre for teaching and research in occupational health and safety (OHS) and is known as one of Australia's leaders on the field. VIOSH has a global reputation for its innovative approach within the field of OHS management. VIOSH had its first intake of students in 1979. At that time the Institution was known as the Ballarat College of Advanced Education. In 1990 it became known as Ballarat University College, then in 1994 as University of Ballarat. It was 2014 that it became Federation University. VIOSH Australia students are safety managers, senior advisors and experienced OHS professionals. They come from all over Australia and industry. Students are taught active research and enquiry; rather than textbook learning and a one-size fits all approach. VIOSH accepts people into the Graduate Diploma of Occupational Hazard Management who have no undergraduate degree - on the basis of extensive work experience and knowledge. In 1964 the Victorian Government announced that a committee be established to plan for the establishment of a Victorian Institute of Colleges. Eight Technical colleges would be raised to the level of university colleges. Ballarat School of Mines was on the list. Plans were also underway for the development of a new campus at Mount Helen. The Mount Helen Campus was officially opened on 30 October 1970 by the Hon Sir Nigel Bowen, Minister for Education and Science. In 1967 the site for the Mt Helen Campus was selected and purchased to permit the tertiary division of the Ballarat School of Mines - the Ballarat Institute of Advanced Education (BIAE) to move from the crowded Lydiard Street site, to occupy new accommodation designed for the purpose. The brief given to the campus master planners called for the creation of a modern, attractive, efficient and stimulating concept. It called for careful landscaping and enhancement of the environment, but above all it demanded flexibility for an unpredictable future. During 1974 major new directions were made at Government level quite beyond the scale of change that had been foreseen in 1967. This change was to be that of merging BIAE and the State College of Victoria at Ballarat (formerly Ballarat Teachers' College) into one large new college of broadened scope. By the end of 1974 joint committees representing the still separate, autonomous Councils of the two institutions had agreed on the means of achieving the merger to the extent that a new brief as prepared and given to G.J. Harrison, one of the original master planners who had been chosen to revise the plan to meet the new needs. A trail travels through the Arboretum where you may see resting kangaroos and wallabies, crosses a creek that holds a vulnerable colony of frogs commonly known as Victorian Smooth Froglet (Geocrinia victoriana), and admire the grass trees (Xanthorrhea australis) that grow on the campus behind accommodation. In 2018 2000 native trees planted by State Library Victoria and Federation University in the Arboretum .Planted with the help of locals, students, and kindergarten children as part of the joint project the plantings included indigenous trees, shrubs and grasses native to Ballarat. Federation University student Clancy Meaney is managing the tree planting project as part of her studies. “The arboretum is a fantastic resource that is used extensively by Federation University students as an outdoor classroom,” Ms Meaney said. “Being situated in between two main forests, our campus is also an important connection for native animals. These new trees will help migrating wildlife to move from one forest to the other.” State Library Victoria Project Management Office Director, Sarah Slade said the project was a wonderful opportunity to work with Mount Helen residents and the University to help protect the native landscape. “We’re thrilled to be able to give back to students, local residents and native flora and fauna through this valuable environmental initiative,” Ms Slade said. The tree planting project is a result of State Library Victoria’s ongoing partnership with Federation University. Construction of the Library’s second state-of-the-art storage facility, BOSS2 (Ballarat off-site store 2), is currently underway on the Federation University site. The existing storage facility at the Mount Helen Campus already holds more than half of the State Library’s collection, including newspapers, books, journals, textiles, paintings, architectural drawings, furniture and photographic glass plate negatives. In addition to State Library collection, BOSS2 will also provide two dedicated storage areas for the University’s collection. When completed, BOSS2 will provide additional storage of 25-30 linear kilometres, the equivalent of driving from Ballarat to Clunes or running 175 lengths of the MCG. In 1881 Cyrus Bath Retallack purchased land now known as 1200 Mair Street Ballarat. Retallack was a successful Cornish miner and engineer. He built a two storey brick mansion between 1882 and 1883, naming the property ‘Carn Brae’ after the castle in Cornwall. Substantial grounds were established with with range of exotic trees planted, a tennis court was laid out and a stables building was erected. In 1918 the site become a campus of Queen’s GIrls’ Grammar School, then Aquinas College which was merged into the Australian Catholic University from 1973. The drawing was prepared in the early stages of the Mount Helen campus development, while Stage I buildings ('E', 'F', 'G') were constructed. the Union Building (now Albert Coates Centre), Library, 'S' Building and student accommodation were in the design stage. Meaning Learning Place in the local Wadawurrung language, the re-named centre (pronounced Narrowing Ker Ung) will provide recognition of the area’s cultural heritage and increase the vibrancy, diversity and rich culture throughout the campus. In 1972 the Institute occupied the first of its permanent buildings on a large campus in rural surroundings near the township of Churchill, ten kilometres south of Morwell and one hundred and sixty kilometres east of Melbourne. Engineering laboratories are temporarily located in buildings on the site of the Yallourn College of TAFE at Newborough and they will be consolidated on the Churchill campus by the end on 1985. In 1974 new buildings were completed under a self-help program to house the School of Visual Arts. A building complex to provide the first stages of the permanent library and the Union, and accommodation for the School of Business and Social Sciences was completed in 1976. An Education building, an Applied Science building and student residential buildings for 108 student places were completed at the beginning on 1976. The Binishell, a multi-purpose facility was completed in 1980. On its establishment, the Institute assumed responsibility for the diploma courses which were previously offered by the Yallourn Technical College. These were diploma in Civil, Electrical, and Mechanical Engineering, Applied Chemistry, and Business, all of which were recognised by the appropriate professional bodies. The Gippsland Institute of Advanced Education is the only centre of Higher Education east of Melbourne and offers a range of vocational courses at associate diploma, diploma, degree, graduate degree and master levels to meet the educational needs of the Gippsland regions. The institute also has a very large commitment to a program on external studies. Federation University Australia was established on 1 January 2014. Formerly known as the University of Ballarat, its enabling legislation was the University of Ballarat Amendment (Federation University Australia) Act 2013. Although formally created as a University in 1994, the University of Ballarat had a lineage back to 1870 with the establishment of the School of Mines Ballarat, making it the third institution of higher learning to be established in Australia and the first to be established in regional Australia. On 1 January 1994, Ballarat University College became the University of Ballarat and in 1998 the University merged with three TAFE Institutes to become a dual sector institution with multiple campuses. On 1 January 2014, the University of Ballarat amalgamated with the Monash University Gippsland Campus to form Federation University Australia. The Gippsland Campus also had a long lineage dating back to 1928 with the establishment of the Yallourn Technical School which became a predecessor institution to the Gippsland College of Advanced Education formed in 1968. In 1990, it was renamed the Monash University College and in 1993 became the Gippsland Campus of Monash University. An image from the Herbert Richmond collection, gifted in 1982 to the Ballarat Library. The collection contains approximately 200 photographs of Ballarat and district in the 1940s, 50s and 60s, as well as photo albums, glass negatives and other memorabilia. Herb Richmond was a keen photographer, a foundation member and a life member of the Ballarat Camera Club, and a photographer with the Ballarat Courier during the 1940s. The Ballarat Camera Club named an annual award after him. Mr Richmond died in 1981 aged 79. These images were digitally re-photographed by members of the Ballarat Camera Club in September 2006.
