Tait collection: item 17 of 62 These are the Letters of Administration for Thomas Coffey who died intestate in February 1898. He was formerly a settler from Corowa, New South Wales and latterly from Warrnambool and Colac. His real estate valued at £20 and his personal estate valued at £746 was granted to his widow, Margaret Coffey of Kirkstall. Thomas Coffey died in Colac at the age of 64 but no other information on him has been found.This document is of minor interest, being the Letters of Administration following the death of Thomas Coffey. He may have lived in Warrnambool for some time in the latter part of the 19th century. The document has been in the possession of Ernest Chambers, a lawyer with offices in Warrnambool, Port Fairy and Koroit at the end of the 19th century and the beginning of the 20th century. The document has then been stored in the Kepler Street offices of successive law firms until it was located in the premises previously occupied by the firm of Mackay Taylor.This 1898-1899 document consists of three pages of parchment paper tied together with thin green cord and cropped at the top and bottom left hand corners of the document. There are two seals attached, one with red sealing wax from the Supreme Court of New South Wales and the other attached with green ribbon from the Supreme Court of the Colony of Victoria. The document material is handwritten in black ink. There are six stamps – three from New South Wales, one from Geelong and two are indecipherable. The document also has a blue stamp duty label attached (New South Wales, one per cent stamp duty). This included the removal and re-erection of the ex-military Bonegilla ward from Wodonga while in addition they carried out all the necessary building works that allowed the hospital to operate as a functional unit. The work was completed and handed over to the Hospital Committee of Management on September 1, 1949. Local residents raised 3,400 pounds through fund raising. The balance was met by the SEC and the Hospital and Charities Commission. The initial project was to provide for a basic temporary hospital which was later to include an Operating Theatre, Offices, Store, Mortuary and a Nurse’s Home, until the establishment of a permanent medical premises. Following the opening, 455 patients were admitted to the Tawonga District General Hospital and 254 operations were performed in the first year. The hospital relocated to Mount Beauty in the former SEC administration offices located in the town centre. Official opening of the 18 bed Tawonga District General Hospital on April 29 in 1961. The business of Kitchen and Sons began in 1856 when John Kitchen began to make tallow candles in their backyard in Emerald Hill but had to move two years later due to it being an offensive trade. Bad luck plagued them again after two years when fire destroyed their premises. However after rebuilding , the expanded and moved to Footscray ten years later. Over the next 30years the business expanded further employing upwards of 300 people and became one of the leading manufacturers of soaps, candles and associated products in Australia and New Zealand. They were makers of long standing brands such as Velvet soap and Solvol and by the mid 1920's were employing about 1400 people. It was around this time that they merged with the Lever Co of Sydney and after absorption of other soap companies over the next 40 years , the company became known as Lever & Kitchen in 1962. This box contained gift soaps and probably belongs to the period prior to 1924. Miss C M Trigg of Wangoom was the owner. This sign was probably attached to a building or placed in a window and was most likely to have been at the Timor Street, Warrnambool State Savings Bank building. The State Savings Bank had its origins in the Port Phillip Savings Bank established in Melbourne in 1841 and in 1853 it became known as the Commissioners’ Savings Banks in the Colony of Victoria. A Warrnambool Savings Bank branch was established in 1859 in temporary premises and in 1860 it moved to a new building in Liebig Street. In 1884 a new sandstone building was erected in Timor Street and the bank operated from there until 1957. In 1912 the Commissioners’ Savings Banks in Victoria became the State Savings Bank. From 1957 to 1990 the Warrnambool State Savings Bank (called the State Bank of Victoria, Warrnambool Branch after 1980) had premises in Liebig Street. In 1990 the State Bank was subsumed into the Commonwealth Bank of Australia.The Warrnambool State Savings Bank was a leading banking establishment in Warrnambool for 130 years and this sign is an important memento of that institution. This is a rectangular piece of fine brown metal mesh with an ornamental gold trim around the edges and gold lettering. This is a token to the value of a penny. It was issued by Alfred Toogood who had an hotel in Sydney called The Rainbow Tavern. Many shop keepers and merchants in Australia in the 1850s issued tokens because of the shortage of British pennies. Tokens could only be used in the business premises of the person whose name was on the token. Warrnambool in the 1850s had two businesses issuing tokens, one was issued by William Bateman who had a general store in Banyan Street. The other was William Jamieson who had a hardware store in Liebig Street. Nineteenth century tokens today are highly collectable items.This token is of minor interest as an example of a New South Wales token penny.Circular copper coloured token. This box once contained cigarettes supplied or sold by the Warrnambool Club. This club was formed in 1873 as a social club for men of the more affluent and professional classes in Warrnambool and district. The club rooms were originally in the Warrnambool Club Hotel established by John Amon Smith in Kepler Street between Timor and Koroit Streets. By 1876 Warrnambool Club membership had grown to 70 and the premises at the hotel were considered too small. A new Warrnambool Club building was opened in 1877 in Kepler Street and this building and the club still exist today. Nothing is known of Samuel Dempster except that he was Irish-born and served in World War Two. This box is of minor interest as a memento of the Warrnambool Club in the mid 20th century and of Samuel Dempster whose connections to Warrnambool are not at this time known. This is a rectangular-shaped cardboard box with a hinged lid pasted at the centre. The box is buff-coloured with gold printing and handwriting in black ink on the top of the lid. This cash book comes from the National Bank of Warrnambool and the entries date from 1909 to 1911.The Warrnambool National Bank opened in 1867. The bank opened in temporary premises in Timor Street and in 1869 it moved to a new stone building on the corner of Timor and Kepler Streets which it occupied until 1975. The National Australia Bank still operates today in Koroit Street.This cash book is of considerable interest mostly because of the listing of local names in the early 20th Century.This is a ledger used as a cash book. It has printed red lines and hand written entries in black and red ink. It also has the National Bank stamp. Produced by Contour Consultants Australia Pty Ltd on behalf of Dallas Price Homes Pty Ltd as part of the planning process for redevelopment of the former Eltham Shire Office site at 895 Main Road. In 1963 the Shire of Eltham purchased the Shillinglaw property of approximately 2 acres in Main Road, Eltham for the widening of Main Road and as a site for new Council offices. This land, which contained the Shillinglaw Cottage (c1878-80), was the remaining section of the Shillinglaw family holding that originally comprised 30 acres, being Lot 90 of Holloway's 1851 subdivision. Eltham Council intended to demolish this cottage, but through extensive community action it was saved, funds were raised, and it was relocated to the current site adjacent to the Eltham Library. The new Eltham Shire Offices opened in 1965 were designed to ensure retention of the three Italian Cypress trees that were located outside the Shillinglaw Cottage. In 1971 the building was extended at the southern end to provide additional space, including for the Eltham Library and Council's Engineering Department. Renovations were undertaken to the offices during 1987. The Victorian State Government commenced to restructure local government in 1994, which resulted in the establishment of the Shire of Nillumbik and the cessation of the Shire of Eltham. This new Nillumbik Shire Council was headed by government appointed commissioners, who decided in 1995 to put the former Eltham Shire offices on the market. Eventually in June 1996 the property was sold for $1.1 million and the building was subsequently demolished. A planning application for the site was then submitted to Nillumbik Shire Council in September 1996 for construction of a 24-hour service station, convenience store, cafe/takeaway food premises, a retail facility and community facility. There were many objections to this proposed development and in controversial circumstances a planning permit was granted by the Nillumbik Shire Council commissioners. After protracted actions involving a planning panel and a planning advisory committee, established by the Minister for Local Government, the proposal was eventually rejected as not satisfying the requirements of the planning scheme. In December 1997 the purchaser withdrew from the contract of sale, just prior to Council announcing a withdrawal from the contract. While there have been a number of possible development proposals considered by subsequent Nillumbik Shire Councils, this site has remained vacant since July 1996. July 1996 - Shire office building demolished against community's wishes. Council claimed building riddled with asbestos. September 1996 - Planning application submitted to Nillumbik Shire Council to construct on the site a 24 hours Shell service station, convenience store, Hungry Jacks café/takeaway food premises, a retail facility and community facility. 213 objections and petition of over 1400 signatures received. Minister for Planning and Local Government orders an independent investigation into valuation and sale. 9 October 1996 - Permit granted by Nillumbik Shire Council commissioners, in controversial circumstances. A Planning Special Committee consisting of 3 commissioners and 3 community representatives considered 32 community objections. One commissioner declared a potential conflict of interest so only 2 commissioners were able to vote. After hearing all objections, the community representatives moved a foreshadowed motion to refuse a permit. The commissioners then closed the meeting, formerly opened a council meeting (for about a minute) and approved the application. October 1996 - Community members appealed planning decision to Administrative Appeals Tribunal. November 1996 -Minister for Planning and Local Government Robert McClelland calls appeal in and directs MT to refer this 'major policy issue' to the Governor in Council. February 1997 - Planning panel (Dimity Reed and Margaret Pitt) established to consider submissions. March 1997 - New council elected with five councillors. April 1997 - Three of the five new councillors vote to fight Commissioner's decision to grant a permit. April 1997 - Planning panel (Dimity Reed and Margaret Pitt) conducts hearings at Nillumbik Shire offices. June 1997 -Planning panel rejected Dallas Price Homes proposal as being 'totally inappropriate' for the site and recommends the site be rezoned for 'public purposes'. July 1997 - Dallas Price Homes threatened to sue Council and individual councillors. October 1997 - Report released of an Advisory Committee (Paul Jerome) established by the Minister for Planning and Local Government. Committee considered Dallas Price Homes proposal and an alternative concept plan proposal by Council for a gallery, workshop, offices and cinema community-based development. Advisory Committee recommended Dallas Price Homes proposal be rejected as not satisfying the requirements of the planning scheme and recommended further testing of the financial viability of Council's proposal. December 1997 - Dallas Price Homes withdrew from the contract of sale, just prior to Council announcing a withdrawal from the contract, which expired on 28th November and was not renewed by either side, after previously being extended twice pending a decision by the Minister. Council had to pay developer $58,000 for demolition costs. February 1998 - Dallas Price Homes application rejected by Planning and Local Government Minister. October 1998 - Nillumbik Councillors suspended and an Administrator appointed (until March 1999). The Eltham Lawn Tennis Club was formed on a Saturday evening, the 29th of October, 1898 at a meeting held at the Eltham State school. Twenty members were enrolled, and eight more shortly afterwards. Officers and a committee were duly elected, and the Treasurer was instructed to purchase the necessary requisites without delay. By the end of the first week in November all the requisites were to hand, two courts were marked out, and practice begun. The formal opening of the Courts of this Club took place on Saturday, November 12, 1898, when 26 members and their friends assembled. Comparison photo: SEPP_0643 In April 1935 the local paper reported on a story where a schoolgirl was talking whilst on her bicycle and it started moving off, flying down Dalton Street and across the main road missing cars and the guy wires for the telephone pole and hurtled 21 feet through the air into the drained pond suffering a broken arm and shock. She was rescued unconscious by John and taken into Mrs Jarrold’s for first aid. This was not the only instance of young girls losing control of bicycles down the hill. Jarrold Cottage built c.1853, also known as 'White Cloud", located at 701 Main Road, Eltham, opposite Dalton Street. The house remains intact and is listed on the Victorian Heritage Database and considered historically significant to the Shire of Nillumbik. The cottage was originally located closer to the Diamond Creek but was subject to flooding. It was dragged by horse to the present site shown, which was chosen for the higher ground that had been created as a result of land fill being deposited here from the quarry further around the bend on Main Road (site of present-day Eltham Primary School carpark) where the stone had been quarried for building the State School in Dalton Street. It had previously been rented for use as a Police Station / residence prior to the building of the permanent police house and station at the corner of Maria and Brougham streets in 1859. The cottage was purchased by Lena Skipper after the death of Thekla Jarrold in 1943 and remains in the family to present day (2022). In 1855 the first post office opened in Eltham under the management of Thomas Hunniford. It was a weatherboard building located on the eastern side of Main Road just south of Bridge Street. During the 1880s under the managment of Hunniford's daughter, Anne, the building was modernised with a new awning and upper facade. In late 1925 a new brick building was erected immediately next door (820 Main Road). Following the death of Anne Hunniford in December 1928, J.N Burgoyne was appointed Postmaster. The extension to the right of the store was erected in 1939 for a new telephone exchange adjacent to the store and post office. A continuous telephone service operated by Mr Burgoyne and his family commenced operation 18 November 1939. Approximately 70 extensions were routed through the new exchange, 40 of which were transferred from the Greensborough Exchange. Entry to the exchange was via a separate door on Main Road or via the shop. The public telephone was initially mounted on the wall but later moved to the street. The present store is a barber shop and it remains, though heavily modified, one of only three remaining shop fronts from the early 1900s in Eltham. Around 1930 John changed professions and opened a small cobbler's shop in 1931 near the pond opposite Dalton Street adjacent to the Jarrold family cottage. He never married and continued his profession as a bootmaker from this little shop, maintaining a close relationship with Mrs Jarrold for the rest of their lives. This section of Main Road was duplicated in 1968, from Pitt Street to Elsa Court. Generally speaking, the duplication was constructed on the western side. John Henry Clark was the youngest of three boys born to William Henry Clark (1823-1877) and Maria White (1843-1914). He and his brothers, William Charles Clark (1872-1945), Clement Kent Clark (1874-1912) operated a photography business (Clark Bros.) from 25 Thomas Street, Windsor near Prahran during the period c.1894 to 1914. Following death of Clement in September 1912 and their mother in 1914, the Clark Bros business appears to have dissolved, the premises demolished, and a new house was under construction in 1915. John set up business independently in 1914 operating out of 29 Moor Street, Fitzroy where he is registered in the 1914 and 1915 Electoral Rolls. By 1916 John had relocated to Eltham where he continued his practice as a photographer and took many of the early images around the district of Little Eltham.
