The Eltham Roads Board was established in 1856. This is a unique significant record of early settlers in the Shire of Eltham. One of 6 early rate books. This is among the oldest items in the EDHS collection. An article in the Eltham and Whittlesea Shires Advertiser Friday 21 Nov 1941 Page 5 titled: District's Early History states: "The first rate book which is still in existence at the Shire Office is for the year ending October 14, 1858 and is probably the best record possible to indicate the development of the district. At the time properties were rated as follows: Cultivated land. 6d. per acre; pasture land, 1d. per acre: estimated annual value of buildings, etc., 6d in the (pound). The total amount of rate recorded for the year was (pounds)153/14/8. Properties were described as being situated at Lower Plenty, Yarra Yarra, Eltham, Lower Eltham, Kangaroo Ground, Yarra Flats, Diamond Creek and the Yarra."Ledger with printed columns: Number, Name of Occupier, Description, Where situated, Cultivated land, Pasture land, Estimated annual value of buildings, Rate, Remarks, Arrears collected, excused, unoccupied, uncollected and amount actually collected. According to the 1954 Electoral Roll they were living at 36A Murphy Street, South Yarra however around 1953 they purchased Lots 3 and 4 of Main Road Lot Plan LP 23911 in Lower Plenty. A building permit, No. 71, was issued 8 December 1953 for a 5-room house of Vertical Board construction, cost £2,840, builder L. Williams, owner D. Newbury of 36 Murphy Cl., South Yarra. The large house was in fact mostly built of mudbrick, the construction method was only just becoming recognised as an acceptable form in the late 1940s for issuance of a building permit. The house was commenced in 1954, designed by David Newbury and built by David Newbury, Horrie Judd and others. Information from Newbury family friends suggests that a second mudbrick building was constructed in the late 1950s, early 1960s for use as an artist studio by Newbury. The building was connected directly to the water mains at the time and was made suitable for living accommodation during the period Newbury was teaching at Bendigo. Apparently he and Claire rented out the main house during their time in Bendigo and would reside in the studio when visiting Melbourne. No permit for this studio was found in the Building Permit Register, Shire of Eltham, 1949-1960. The last recorded entries in the register are dated May 1960. This would suggest that the studio was constructed post May 1960. It is believed the studio was constructed during the latter period of Newbury’s teaching post in Bendigo so possibly late 1960/1961. In 1963 the Newbury’s address in the Electoral Roll has the property recorded as 220 Main Road, Lower Plenty. Between 1967 to 1980 the Electoral Rolls record the property as 338 Main Road. Series consists of over 140 volumes of Council Records. These records (apart from the Rates Books) fall outside the provisions of the Victoria Public Record Office Disposal Schedule - ie. Retention is at the discretion of Council. A complete listing of the volumes is attached, however the collection includes Minute Books, Letter Books, Country Roads Board Ledgers, Finance Committee Finance Books, Water Supply Rate Books, and numerous cash books and ledgers. Documentary evidence records that the first occupier of this substantial two-storey residence was Harry Karlbaum, a sharebroker and although the owner's name is not listed in the Rate Books for this first year, it appears in 1893 as Robert Crawford Anderson, a merchant, The property was given an initial N.A.V. of £150 in 1892 while by 1900 it was listed as having eleven rooms. There are 6 references to O'Shea in Margaret & Trevor Dunn's Directory of Residents in the former Shire of Bulla (1850s-1920s; three of these are for Cornelius O'Shea listed in the 1891 rate books as a state school teacher, in the 1919 voters' roll as teacher and in the 1929 voters' roll as of independent means. Fanny Elizabeth nee Minns Parker, daughter of George Minns was born in Norfolk c.1808, married Nicholas Parker in Melton 1874. They had two sons, John Nicholas. Father Nicholas died circa 1877. Their second son George Minns Parker was born 31st December 1876. Fanny’s house contained external decorative features and corner stonework which was also used in the Willows House. Fanny died circa 1919 Fanny Parker was a friend of Ann Myers. Their sons were born in the same decade. The rate books show her as a dressmaker. Parkeer's house was located on Mckenzie Street, Meltonlocal identities, local architecture

Thomas McDonald was born in Hobart in 1836; in 1856 in Heidelberg, he married Mary Anne Maloney, born in County Clare Ireland c1836; Thomas was living in Diamond Creek and Mary Anne on Plenty River. They moved to Eltham and raised a family. Descendant Dan Delmo was researching this family's time in Eltham. At that date the N.A.V. for the property was £270 while in the following year the N.A.V. increased to £350 with a note of 'additions' being made, recorded in the Rate Books. By December 1936 Robinson's house was being described as having twelve rooms and an N.A.V. of £295. The works were undertaken for Robinson by the leadng architect, Harold Desbrowe Annear, and appear to have been a comprehensive remodelling of the Victorian house on the site, the outline of which was clearly depicted in the MMBW plan of 1903. 'Fairview' is of significance as a comprehensive remodelling of a Vietorian house undertaken in the 1930s by the leading architect of the time, Harold Desbrowe Annear. The 1930s are integral to the significance of the whole.
