Teacher Ellen Sweeney at rear. A former student of the school from 1879 (age 4) to 1889, Ellen was a teacher at Eltham State School from 1891-1898. She returned in 1915 until her marriage to William Hooley of Casterton at St Marys, Eltham, Tuesday, April 24, 1923. Based on Ellen Sweeney's hairstyle, the date is more likely to be in the earlier 1890s Thomas Tennant, photgrapher operated from 116 Johnston Street, Collingwood from c.1891 through to 1900. Shillinglaw Cottage looks stable enough now but it was the first colonial building in Australia to be pulled apart brick by brick and reconstructed on a different site. Community outrage prevented the council from demolishing the cottage in 1963 to make way for Eltham’s Shire Offices and local people paid for the cottage to be moved. Originally built by respected local builder George Stebbing in 1859, the cottage is typical of European farmhouses, but is constructed of handmade local bricks in a style known as “Flemish Bond.” The chequered pattern created by the burnt “header” bricks is a unique feature of this style. The cottage’s name comes from its long association with the Shillinglaw family, who loved there for more than eighty years. The Cottage is classified by the National Trust. Collins Collection, La Trobe Picture Collection, State Library of Victoria. Shillinglaw Cottage is significant to Eltham’s local history. It is one of the earliest known buildings still in existence. Records suggest that the cottage was built circa 1859 by a man named Cochrane, believed to be Thomas Cochrane, in conjunction with George Stebbings though it is not known what Stebbings’s contribution was. It is made from hand made bricks laid in a Flemish bond pattern. In the 1960s it was marked for demolition to make way for the construction of new council buildings but a community campaign saved the cottage and it was re-located. It is believed Stebbings owned the cottage between 1874 and 1888. According to Margaret Ball’s (2017) book Shillinglaw Family of Eltham 1660-2007, Thomas Cochrane and family lived there from 1867 to 1874 however this is contrary to the records of assessable rates levied by the Eltham District Road Board, established in 1858, which shows Cochrane was the owner occupier (in Little Eltham) of approximately 25 acres of cultivated land and 25 acres of pastureland upon which a hut was sited in 1860. It is suspected that George Stebbings may have acquired the property from Cochrane in 1874 as it is noted that he had a tenant for a period, James Rossiter, who was the editor for the Evelyn Observer in Kangaroo Ground in 1874 (LATE SHIRE OFFICE AT KANGAROO GROUND (1934, February 16). In 1881 Phillip Shillinglaw became the ratepayer for the cottage though Stebbings retained ownership until 1888 at which time it was transferred to Shillinglaw. This photo forms part of a collection of photographs gathered by the Shire of Eltham for their centenary project book, "Pioneers and Painters: 100 years of the Shire of Eltham" by Alan Marshall (1971). The collection of over 500 images is held in partnership between Eltham District Historical Society and Yarra Plenty Regional Library (Eltham Library) and is now formally known as 'The Shire of Eltham Pioneers Photograph Collection.' Nillumbik Commissioners used 'reserve power's to permit a controversial Shell service station and Hungry Jackls restaurant development at the former Eltham Shire Office site at 895 Main Road. More than 200 people attended the Council meeting in the public gallery and protested at the decision. 32 personal submissions were made to Council's Planning Special Committee meeting whose members vioted 3-2 against the development. The Committee consisted of the three Nillumbik Commissioners and three community members (Jim Connor, Bronwyn South and Janet Mattiske). Chief Commissioner Don Cordell, a former Shell employee excused himself from voting and the three communbity memebrs voted against the submission. The other two commissioners, Vin Heffernan and Kevin Abbott voted against it. They then immediately closed the meeting and opened a Council meeting lasting just seconds to use special reserve powers to overturn the decision. Community residents who made submissions included Russell Yeomans speaking on behalf of the Eltham Gateway Action Group and Eltham District Historical Society, Des Ryan on belaf of Eltham Senior Citizens, Angela Newhouse, others on behalf of Our Lady Help of Christians Primary School and Judge Book Village, Tom Munro, Ian Jennings, Margartet Ball a fifth generation descendant of the Shillinglaw family, one of the early settlers of the area and owner of the land that was sold to Council, Frank Burgoyne who said "there will be a lot of creaking and rumbling in the cemetery if this goes through. So many old people who have done so much for Eltham are buried up there and it is up to us to pass on what they left to the younger generation. Eltham is a beautiful spot; why louse it up?" Records suggest that the cottage was built circa 1859 by a man named Cochrane, believed to be Thomas Cochrane, in conjunction with George Stebbings though it is not known what Stebbings’s contribution was. It is made from hand made bricks laid in a Flemish bond pattern. The cottage at Panther Place, Eltham, once stood about 100 metres away on Main Road. But in 1963 it faced demolition to make room for the Eltham Shire Offices (since demolished). However residents rallied to save Shillinglaw Cottage and became the first in Australia to remove and reconstruct an early settler’s brick building. A fundraiser was the residents’ compilation of loved recipes into the cookery book, Flavour of Eltham. The cottage, built in the late 1870s by noted pioneer builder George Stebbing, is one of Eltham’s earliest buildings and associated with significant early settlers. It is on the National Estate and National Trust Registers. The cottage was constructed with handmade bricks in the Flemish Bond style, typical of cottages and farmhouses in Flanders, Europe. It features burnt ‘header’ bricks over the façade, which gives a chequered effect. The roof is made of slate, while the windows are 12-paned sash with relieving arches. It is not clear who were the first owners of the cottage. The National Trust claims that Stebbing built it for farmer Thomas Cochrane.1 Others say Cochrane first owned the land but Stebbing was Shillinglaw’s first owner and remained so until 1887. The Shillinglaw family then bought it and lived there for around 80 years until 1963 when they sold it to the Eltham Council.2 Farmer Thomas Cochrane bought the Shillinglaw Cottage site from land developer Josiah Holloway. The site was the largest in what Holloway called Little Eltham, of some 30 acres (12 ha), extending along the creek from Henry Street to Luck Street. In 1874 Cochrane sold the land to George Stebbing. Meanwhile in 1861, Stebbing was the owner and occupier of a house at Pitt Street, Eltham, which he had built. Evelyn Observer journalist James Rossiter rented the Pitt Street house, then in 1881 Phillip Shillinglaw occupied it. Stebbing constructed several buildings of note in the area, including the Uniting Church at John Street, the building beside it – a former bank – and St Margaret’s Church of England in Pitt Street. Stebbing was also an Eltham Shire Councillor from 1871 to 1873 and a trustee and treasurer of the Eltham Wesleyan Church.3 In the 1870s he is recorded as the owner of up to five houses. Earlier he had been described as a bricklayer and later became a farmer. In 1882 Stebbing returned to the Pitt Street house and Shillinglaw occupied the new house in Main Road, which he owned from 1887. Shillinglaw was a prolific poet and preached at the Eltham Primitive Methodist Church, where he also served as Sunday School superintendent and led the Young People’s Society Christian Endeavour. The Shillinglaws saw many changes in their property’s boundaries – the major one occurring at the turn of the century when land for the railway and Eltham station was acquired from their holding. The northern part of the remaining land was then used for some of the first commercial developments in what was to become the Eltham Shopping Centre. Later still, the land immediately north of the cottage was bought by the Eltham War Memorial Trust for the War Memorial Buildings and the fire station. The Trust’s land eventually passed to the council. The council bought the remaining two acres (0.8 ha) with the house, and with the exception of the commercial development between the fire station and the post office, all of the former Shillinglaw land is owned by the council or government instrumentalities.4 Since the late 20th century, the cottage has had varied uses, such as a handcrafts store and as a restaurant.This collection of almost 130 photos about places and people within the Shire of Nillumbik, an urban and rural municipality in Melbourne's north, contributes to an understanding of the history of the Shire. Published in 2008 immediately prior to the Black Saturday bushfires of February 7, 2009, it documents sites that were impacted, and in some cases destroyed by the fires. It includes photographs taken especially for the publication, creating a unique time capsule representing the Shire in the early 21st century. Thomas Cochrane was born in Ireland in 1817 and died at Collingwood 1877. He married Sarah Jane Casey at St James, Melbourne in 1846. The mother and a daughter (Richard’s cousin) would wander around Eltham and a cottage in the main street backing onto the cricket ground. The cousin remembers well her mother telling her that her mother, Isabella Cochrane, lived in the cottage as a young girl. The family also had a similar or the same photo of a man standing in front of the cottage. When the Cochrane family left the cottage in 1874, Thomas Snr would have been 57 and Thomas Jnr 15 and William 13. The man in the photo has a dark and substantial beard. Therefore, it is unlikely to be Thomas Jnr or William and most likely Thomas Snr. The photo is of poor quality and low resolution however, there is little grey evident in his beard. It was possibly taken when Cochrane was a younger man shortly after the cottage was built, circa 1865. When the Eltham District Road Board was established in 1858, the forerunner to Eltham Shire Council, Thomas Cochrane was listed as the occupier/owner of two assessable parcels of farmland in Little Eltham: one of 21 acres of pastureland and another 22 acres of cultivation land. George Stebbings was not recorded as an occupier or landowner. In 1859 and 1860 a Joseph/Joshua Stebbings was recorded as the occupier of a hut owned by G. Atkinson. A hut was recorded on Cochrane’s pastureland parcel in 1860 and this parcel increased in size to 36 acres in 1861 and grew further in size by 1863. George Stebbings first appears as the owner/occupier of a hut in Eltham in 1861, also 1862 and 1863. This is most likely his cottage (still standing in present day) in Pitt Street adjoining the Eltham Hotel property owned by Benjamin Wallis where he was residing in 1867 when they both sued each other for trespass. Produced by Contour Consultants Australia Pty Ltd on behalf of Dallas Price Homes Pty Ltd as part of the planning process for redevelopment of the former Eltham Shire Office site at 895 Main Road. In 1963 the Shire of Eltham purchased the Shillinglaw property of approximately 2 acres in Main Road, Eltham for the widening of Main Road and as a site for new Council offices. This land, which contained the Shillinglaw Cottage (c1878-80), was the remaining section of the Shillinglaw family holding that originally comprised 30 acres, being Lot 90 of Holloway's 1851 subdivision. Eltham Council intended to demolish this cottage, but through extensive community action it was saved, funds were raised, and it was relocated to the current site adjacent to the Eltham Library. The new Eltham Shire Offices opened in 1965 were designed to ensure retention of the three Italian Cypress trees that were located outside the Shillinglaw Cottage. In 1971 the building was extended at the southern end to provide additional space, including for the Eltham Library and Council's Engineering Department. Renovations were undertaken to the offices during 1987. The Victorian State Government commenced to restructure local government in 1994, which resulted in the establishment of the Shire of Nillumbik and the cessation of the Shire of Eltham. This new Nillumbik Shire Council was headed by government appointed commissioners, who decided in 1995 to put the former Eltham Shire offices on the market. Eventually in June 1996 the property was sold for $1.1 million and the building was subsequently demolished. A planning application for the site was then submitted to Nillumbik Shire Council in September 1996 for construction of a 24-hour service station, convenience store, cafe/takeaway food premises, a retail facility and community facility. There were many objections to this proposed development and in controversial circumstances a planning permit was granted by the Nillumbik Shire Council commissioners. After protracted actions involving a planning panel and a planning advisory committee, established by the Minister for Local Government, the proposal was eventually rejected as not satisfying the requirements of the planning scheme. In December 1997 the purchaser withdrew from the contract of sale, just prior to Council announcing a withdrawal from the contract. While there have been a number of possible development proposals considered by subsequent Nillumbik Shire Councils, this site has remained vacant since July 1996. TIMELINE (Prepared by Jim Connor, Eltham District Historical Society- March 2018- Based on press, council and personal records) June 1996 - Eltham Shire offices sold to Dallas Price Homes for $1.1 million. July 1996 - Shire office building demolished against community's wishes. Council claimed building riddled with asbestos. September 1996 - Planning application submitted to Nillumbik Shire Council to construct on the site a 24 hours Shell service station, convenience store, Hungry Jacks café/takeaway food premises, a retail facility and community facility. 213 objections and petition of over 1400 signatures received. Minister for Planning and Local Government orders an independent investigation into valuation and sale. 9 October 1996 - Permit granted by Nillumbik Shire Council commissioners, in controversial circumstances. A Planning Special Committee consisting of 3 commissioners and 3 community representatives considered 32 community objections. One commissioner declared a potential conflict of interest so only 2 commissioners were able to vote. After hearing all objections, the community representatives moved a foreshadowed motion to refuse a permit. The commissioners then closed the meeting, formerly opened a council meeting (for about a minute) and approved the application. October 1996 - Community members appealed planning decision to Administrative Appeals Tribunal. November 1996 -Minister for Planning and Local Government Robert McClelland calls appeal in and directs MT to refer this 'major policy issue' to the Governor in Council. February 1997 - Planning panel (Dimity Reed and Margaret Pitt) established to consider submissions. March 1997 - New council elected with five councillors. April 1997 - Three of the five new councillors vote to fight Commissioner's decision to grant a permit. April 1997 - Planning panel (Dimity Reed and Margaret Pitt) conducts hearings at Nillumbik Shire offices. June 1997 -Planning panel rejected Dallas Price Homes proposal as being 'totally inappropriate' for the site and recommends the site be rezoned for 'public purposes'. July 1997 - Dallas Price Homes threatened to sue Council and individual councillors. October 1997 - Report released of an Advisory Committee (Paul Jerome) established by the Minister for Planning and Local Government. Committee considered Dallas Price Homes proposal and an alternative concept plan proposal by Council for a gallery, workshop, offices and cinema community-based development. Advisory Committee recommended Dallas Price Homes proposal be rejected as not satisfying the requirements of the planning scheme and recommended further testing of the financial viability of Council's proposal. December 1997 - Dallas Price Homes withdrew from the contract of sale, just prior to Council announcing a withdrawal from the contract, which expired on 28th November and was not renewed by either side, after previously being extended twice pending a decision by the Minister. Council had to pay developer $58,000 for demolition costs. February 1998 - Dallas Price Homes application rejected by Planning and Local Government Minister. October 1998 - Nillumbik Councillors suspended and an Administrator appointed (until March 1999). PART 1 – NILLUMBIK (00:00-07:17) Opening features various scenes around Nillumbik Shire. For 40,000 years Nillumbik was the home of the Wurundjeri people. Robert Hoddle gave the district its name. Jock Ryan, then president of Nillumbik Historical Society discusses the names Nillumbik and Diamond Creek. In the late 1830s white occupation began with gold found in Warrandyte in 1851 and 12 years later at Diamond Creek -the Diamond Reef which led to the Caledonian gold rush. Jock Ryan discusses the Diamond Creek mine, which was thriving until it burnt out in 1915. Large numbers of workmen moved into area in late 1870s to construct the Maroondah Aqueduct. With growing population of Melbourne, the nearby Yan Yean system had severely disrupted the flow of the Plenty River, forcing the closure of three flour mills there. The aqueduct came to the rescue carrying water 66km from Healesville to Preston. When the Diamond Creek gold mine burnt down the local economy suffered but fruit growing industry had already been established and Diamond Creek became a thriving fruit growing centre. Interview with Jack Powell, a long-time fruiterer at St Andrews market, his family had lived in the area for a hundred years, 3 to 4 generations, “a lot of hard work”. By the time the railway arrived fruit growing was no longer competitive. The railway brought the city closer and day trippers. The Green Wedge separates the shire from the more densely developed neighbours such as Whittlesea, Doncaster, Templestowe, Bulleen and Greensborough. Population at the time (1996) was 19,000 but links to the past remain strong. Christopher Watson and Caroiline Shillinglaw married in 1907. Their daughter Jean was born in 1906. This image is dated c.1905 before the birth of Jean. The Rembrandt Photo Studios (Misses I & N Hicks) operated from 284 Collins Street from 1904-1910 CABINET 1866-1905 The Cabinet photo was introduced in 1866 in answer to a demand for a larger format photograph which could be mounted for a cabinet or on the wall. They were 4.5 inches by 6.5 inches (11.5 x 16.5 cm), more than twice the size of the cdv. They cost about twice as much as a cdv but eventually displaced them. They were not extensively produced until 1880 and had ceased by 1905.
