This book provides in chronological order the development of the Kiewa Hydro-electricity scheme from the first concept (1911) to final construction work (1961). It covers the first attempt to utilise the power of the Victorian Alps water system. It started from a private syndicate and developed to the current State Electricity Commission of Victoria. The incentive for the Hydro scheme was to make money and not as an alternative to the carbon producing coal fired power plants. These coal fired power plants were increasing in numbers to service an ever increasing demand made by population expansion, especially in cities and large rural settlements. This demand spiraled up after World War II when there was a tremendous spike in immigration numbers due to refugees and displaced persons in Europe. The ability to utilise the untapped water provided by the winter snow fields, for a higher yield in electricity, was a powerful incentive to overcome the physical hardships in this remote Alpine region. Future power requirements may initiate the re-installation of the other two power stations(Pretty Valley and Big Hill) covered in original Scheme. This publication not only covers the development of the Kiewa Valley region with respect to population (within a socio-economical framework) but also the subtle but yet strong physical changes of a relatively pristine alpine region. The demands that an ever growing regional population places on the environment is clearly documented in print and black and white photographs. The working and living conditions of those who constructed and gave life to this hydro scheme is well documented in this book. It may be viewed as spartan now but was relevantly good at that moment in time, especially for those workers fleeing a devastated European environment. The successful planning and consideration to minimising any intrusion upon the natural alpine forests and high plains can viewed as an example (compared to the Tasmanian Hydro schemes) of how future hydro schemes (an inevitable requirement) will proceed. Most rural towns (in the early 1900s) were built by unencumbered rural based citizens, with the exception of Mount Beauty and Falls Creek. These two settlements were brought into life by a State (Victorian) Authority for a specific function and program. They were a gated community, that is, only open to construction workers involved with the hydro scheme. All facilities within these communities were provided by the State Electricity Commission of Victoria. The impact on the social, financial and individual independency of the community, by the transition from the S.E.C .environment to one of local government (Shire of Bright), had in some cases a severe impact.This hard covered book has a green cover with pictures on the front and back covers. 3 of 5 photographs of the Highett Gasworks c 1974 The Brighton Gas Company was established 1877 by local residents including Thomas Bent. Initially all went well for residents as gas light replaced kerosene lamps and street lights were installed. However disruption to supply, poor quality and failure to reach all house lead to dissatisfaction. Thomas Bent therefore began the Central Brighton and Moorabbin Gas Company 1885 and a price war ensued. This was unsustainable and the two companies amalgamated in 1877 supplying gas from the New Street Works site. 1930 this Company expanded to Highett where it had purchased 45 acres adjacent to the train line. 1927 a gas holder was built connected to the Brighton works 1936 construction began on a complete gas-making unit and the Highett Gasworks, Nepean Highway, began supply 1939. 1950 an extension program was completed. However by 1965 , with the discovery of Natural Gas offshore in Bass Strait, changes to Gas distribution were apparent. At first some of the facilities at Highett were used to distribute the gas piped from Sale, Gippsland. However after conversion of 450,000 homes to Natural Gas the Highett site was redundant. The gasometers were removed 1978. Moorabbin Council obtained part of the land for public recreation purposes. ( Dr. G Whitehead KCC Historian ) c2012 the Moorabbin Justice Centre / Magistrates Court of Victoria was built and further development of the area for apartments proceeds. The site specific sculpture is located at the entry to the office of Nillumbik Shire Council. It was commissioned in 1994 by the Shire of Diamond Valley for their 20 year celebration. Baines was chosen from a short list of three artists. He is an internationally renowned artist, particularly in the field of gold and silver smithing. 'Transaction' takes on the visual and aesthetic vocabulary of its surroundings. It is a statement of the geometry and idiosyncrasy of its immediate site. The series of arcs are reinterpreted into longitudinal curves in the sculpture. It is a transaction between the place and the anticipated entry to the building. The title also suggests the flow of civil and administrative procedures that take place daily within the Shire's offices. A large cascading form in stainless steel. Multiple rows of concave dishes set on long steel stems, which progressively increase in size as they rise in height. The work plays elaborately with perspective, and its repeated shapes are arranged in a orderly mathematical series. It faces a wheelchair ramp lined with polished steel rails, and is integrated with the architectural features of its forecourt setting, for which it was designed. The piece is sited in a small garden area and can be viewed from within the building's foyer. In bright sunlight, its dish-shapes cast elliptical shadows across walkways and lawns. Deborah Halpern was raised in Nth Warrandyte. Her connection to the area and the significant contribution that she and her family (founding members of Potters Cottage) have made to the artistic heritage and culture of the Shire is acknowledge with the commission of this piece. Deborah Halpern is a highly recognised and respected local artist with an acclaimed national reputation in the arts community. This work is a gateway piece, welcoming residents and visitors into the Shire from the southern end of the boundary. 'Queen of the Shire' reflects the creative spirit that flows endlessly in the Shire, inspired by the landscape. This work forms part of a series of sculptures that Halpern has created along the banks of the Yarra in Melbourne ('Angel' - Birrarung Marr and 'Ophelia' - Southgate). 'There are also a number of framed portraits, including those of...Dr. John Wilkinson, a doctor who started a practise in Bright in the late 1880's and helped develop the tourist potential of the Mount Buffalo Plateau. Staker were the founder members of the Bright Alpine Club formed in 1887 to promote the natural attractions of the Buffalo plateau. " They form the Alpine Club and charge a membership fee for guiding people up the mountain (led by official guides Bill Weston and Edward Carlisle). this is matched by a grant from the local shire council.... They advertise in the Argus and promote the Australian Alps, Bright district as "The Switzerland of Victoria'. Mt Buffalo, with the railways nearby, is the most accessible snowfield and becomes 'the cradle of skiing in Victoria'." (Pg 179 Historica . 2011) The initial funds raised by the Alpine club funded the Staker's walking track, the first easily accessible route up the mountain. . They engaged the services of early Victorian photographer Nicholas Caire, whose scenic photographs helped to promote the beauty of the mountain.
