Members of the Eltham District Historical Society transfer collection items from storage into their new home. Previously occupied by the Parks and Environment Department of Nillumbik Shire Council (L-R: Mark Gillham, Margaret Ball Vice President, Sue Law Immediate Past President, Harry Gilham President) Nillumbik Shire Council Commissioner Vin Heffernan (1996-97) worked with Harry Gilham to obtain use of the former Eltham Shire Parks and Gardens office at 728 Main Road for use by the Society. Harry as a younger man had played in the scrum for Heidelberg Football Club along with Vin's brother who was on the wing. Apparently Heffernan was able to access $30K to spend on the site to fix it up for occupation.Colour photographeltham district historical society, harry gilham, margaret ball, mark gilham, sue law, local history centre, 728 main road, activities, eltham, justice precinct, police residence -

ELTHAM HERITAGE TOUR The Society excursion on 24th May 1992 was arranged by David Bick, leader of the team carrying out the Shire's heritage study. David selected a number of sites or buildings identified in the study, some of them lesser known components of the Shire's heritage. The tour commenced at the Eltham Shire Office at 10.00 am. Travel was by private car and mini-bus with stops at about twelve locations for commentary by David. It included a short walk in Hurstbridge and lunch at Kinglake. Highlights of the tour included: - 10 am Leave from Shire Offices - 3 Important Trees - A Physical Link to Eltham's First Settlers - Toorak Mansion Gates - A Surviving Farm House - An Intact Circa 1900 Main Street - First Settlers - Gold Miners, and Timber-getters - An Early Hotel - A Pioneering Homestead - Changing Eltham Shire - 20th Century - 4 pm Afternoon Tea and Finish Tour Extract from ELTHAM CULTURAL HERITAGE TOUR (Newsletter No. 85, July 1992, by Bettina Woodburn) "The land was unprofitable for intensive farming, but there was always water in the Diamond Creek. The railway, a technological advance, followed the valley, and was provided to transport produce. At North Eltham we were privileged to tour a surviving farmhouse of the 1860-70 era at the Shire’s Edendale Farm, with the as yet unfinished Sculpture for a front fence - bulbous tree-trunks decorated with salt pots, with cross members from the old trestle bridge. As was usual these six veranda posted houses faced South (or East, away from the sun!) with the scullery, kitchen and pantry "out the back". The veranda, which must have been very narrow, no longer exists. It probably wrapped around three sides. The drive took us past the Dutch Windmill, only twenty years old and in the Shire of Diamond Valley, then the Diamond Creek Cemetery with impressive gateway, to a detour to see another old farmhouse, isolated on a hill off Murray Road Wattle Glen. Here was a particularly thick patch of exotic planting of pines and cypresses. Subsistence farming no longer pays. Following the rail-line we noticed on the left near Silvan Road an Edwardian cottage and on the right near Yates Road the old school residence for this Upper Diamond Creek area."Record of the Society's history and activities and highlighting various aspects of the Heritage Study undertaken by David Bick used to create the future heritage overlay for the Shire of Eltham and later Nillumbik Shire.Roll of 35mm colour negative film, 4 stripsKodak Gold 100 5095eltham, shire of eltham historical society, activities, heritage tour -

Now native trees are taking over again. In Kangaroo Ground itself stand the inevitable Store, School and Church - and two Norfolk pines and a monkey puzzle tree." On November 11th 1926 the Shire of Eltham War Memorial Tower at Kangaroo Ground was opened. It is regarded as one of Melbourne’s most outstanding lookout towers. It commands a magnificent 360 degree panorama from Kinglake across the Diamond Valley to Macedon and the You Yangs. It is built on a peak which was once a volcano, 237 metres above sea level. After World War one a memorial cairn was erected on the site, and in 1925 a committee of public-minded citizens began to plan for a tower. Many generous donations of material and money were forthcoming so that in 1926 the Governor General Lord Stonehaven was able to unveil the plaque before a crowd of 500 people. There was some concern in the 1960s when the Forests Commission wanted to build a firespotters cabin on the top. At first R.S.L. branches opposed the idea, but it was realised that this use could combine with its use as a tourist attraction, and would ensure its maintenance for the future, Today the Kangaroo Ground tower provides one of the best views around Melbourne and is a fitting memorial to those who died in two world wars. The School officially began in 1874 under head teacher Robert Harris, in rooms of the then Christmas Hills Post Office Store. By 1879, authorities agreed a new school was required. As with the citing of the Hall, there was considerable local controversy over whether the school should be built on the high point of School Lane, or the current location (then known as Scrubby Point). This pleasantly-sited bush school was opened in 1880, having been built by Jospeh Stevenson (Jr.) after his successful tender of £390. - Christmas Hills Past & Present (Yarra Glen & District Historical Society), 2004Early students / school early 20th century This photo forms part of a collection of photographs gathered by the Shire of Eltham for their centenary project book,"Pioneers and Painters: 100 years of the Shire of Eltham" by Alan Marshall (1971). Excavation of site for new Eltham Shire Office building... by the Shire of Eltham as the site for a new shire office building ...Black and white photograph of bulldozer excavating the former Shillinglaw Cottage site for new Shire Offices. 'Shillinglaw Trees' in background. The cottage and land were purchased by the Shire of Eltham as the site for a new shire office building. The cottage was destined for demolition but members of the community concerned at losing one of the areas earliest buildings (built c.1859) initiated a fund-raising campaign to save the cottage. In 1964 the cottage was dis-assembled, all the bricks numbered and reassembled several hundred meters to the south on a site between the Gahan house and the Eltham Railway Trestle Bridge (present-day Panther Place), which became known as the Eltham Common. The new shire offices at 895 Main Road were opened in 1965. Following the Kennett Government amalgamation of local government areas in 1994, the Shire of Eltham ceased to exist, and a new Shire of Nillumbik was created 15 December 1994 from the former Eltham shire and parts of the Diamond Valley shire. The former West Riding which included parts of Montmorency, Lower Plenty and Briar Hill were ceded to the new City of Banyule. Commissioners were appointed for several years and the new Council occupied the former offices of the Shire of Diamond Valley in Greensborough. The former Eltham Shire offices remained vacant until August 1996 the Commissioners suddenly elected to have the former Shire offices demolished immediately and the site has remained vacant ever since. It was not until 1997 before the community was allowed to democratically elect new Councillors to represent them. Photograph, John Collins, Shillinglaw Cottage on its original site, 17 Oct. 1963
Shilinglaw Cottage in its original location on Main Road Eltham with the “Shillllinglaw trees”. This image was taken shortly before its relocation. Believed to be have been taken by John Collins, 17 Oct 1963 as per other images held by the State Library of Victoria Author / Creator: John T Collins 1907-2001 , photographer. J.T. Collins Collection, La Trobe Picture Collection, State Library of Victoria. Shillinglaw Cottage is significant to Eltham’s local history. It is one of the earliest known buildings still in existence. Records suggest that the cottage was built circa 1859 by a man named Cochrane, believed to be Thomas Cochrane, in conjunction with George Stebbings though it is not known what Stebbings’s contribution was. It is made from hand made bricks laid in a Flemish bond pattern. In the 1960s it was marked for demolition to make way for the construction of new council buildings but a community campaign saved the cottage and it was re-located. It is believed Stebbings owned the cottage between 1874 and 1888. According to Margaret Ball’s (2017) book Shillinglaw Family of Eltham 1660-2007, Thomas Cochrane and family lived there from 1867 to 1874 however this is contrary to the records of assessable rates levied by the Eltham District Road Board, established in 1858, which shows Cochrane was the owner occupier (in Little Eltham) of approximately 25 acres of cultivated land and 25 acres of pastureland upon which a hut was sited in 1860. It is suspected that George Stebbings may have acquired the property from Cochrane in 1874 as it is noted that he had a tenant for a period, James Rossiter, who was the editor for the Evelyn Observer in Kangaroo Ground in 1874 (LATE SHIRE OFFICE AT KANGAROO GROUND (1934, February 16). Advertiser (Hurstbridge, Vic. : 1922 - 1939), p. 5. Retrieved February 25, 2022, from http://nla.gov.au/nla.news-article56743657). In 1881 Phillip Shillinglaw became the ratepayer for the cottage though Stebbings retained ownership until 1888 at which time it was transferred to Shillinglaw. In 1881 Phillip Shillinglaw became the ratepayer for the cottage though Stebbings retained ownership until 1888 at which time it was transferred to Shillinglaw.Shillinglaw Cottage is itself historically, aesthetically and socially significant to the Shire of Nillumbik and is registered on the Victorian Heritage Database. This photo forms part of a collection of photographs gathered by the Shire of Eltham for their centenary project book, "Pioneers and Painters: 100 years of the Shire of Eltham" by Alan Marshall (1971). The collection of over 500 images is held in partnership between Eltham District Historical Society and Yarra Plenty Regional Library (Eltham Library) and is now formally known as 'The Shire of Eltham Pioneers Photograph Collection.' It is significant in being the first community sourced collection representing the places and people of the Shire's first one hundred years.Digital image 4 x 5 inch B&W Negsepp, shire of eltham pioneers photograph collection, eltham, shillinglaw cottage, significant tree -
