The Borough of Ringwood was created the following year, with separation from Lilydale approved on 22 October, 1924. Shire President Cr. A. Benjamin Jackson Bartley was elected to the Indigo Road Board in 1871 and became the Chairman. Three years later when the Indigo Road Board became Chiltern Shire Mr Bartley became the first Shire President. This position he held for eight consecutive years and again in 1883-1884 and 1895. This is a recored time in office in Local Government. Mr Bartley commenced a cordial factory in Chiltern in 1859 and a Brewery in 1871. A gold framed rectangular photograph with paper backing. William Thomas Rowe was the son of William Thomas Rowe (1835-1893) of Glenfine Station, Pitfield. He was an innovative farmer, horse breeder and Grenville Shire Councillor. He married Beatrix Norman, and they had five children. The oldest, born in 1915, was also called William Thomas Rowe.Photograph of William Thomas Rowe (1873-1935). Strathfieldsaye was first incorporated as a road district on 20 August 1861, and became a shire on 17 September 1866.Strathfieldsaye Council was suspended on 20 July 1993, with a commissioner appointed, after allegations of the council being divided and unworkable.On 7 April 1994, the Shire of Strathfieldsaye was abolished, and, along with the City of Bendigo, the Borough of Eaglehawk, the Rural City of Marong and the Shire of Huntly, was merged into the newly created City of Greater Bendigo.
