The locomotive was built by the American Baldwin Locomotive works in 1880 and was converted to a W class engine by the Phoenix Foundry at Ballarat in 1882. Agitation for a railway extension began in 1888 when a meeting was held at Arthurs Creek to press for the construction of a railway line from Heidelberg to Kinglake. The Chairman Mr Charles Draper said this was necessary because this was the best fruit growing district in Victoria. Mr Cameron M.P. pointed out that whatever route the line took it would have to follow the Diamond Valley from Eltham. At the same time another meeting was pressing for the line to be extended to Queenstown (St Andrews). However when detailed surveys were made it was discovered that the only possible route was to Hurstbridge because of the hills. In 1912 the railway was opened terminating at Hurstbridge. Appendix to Shire Secretary’s Report, 28 November 1966 SHIRE PRESIDENTS Local Government in this part of the State could be said to have commenced with election in 1846 of three trustees for "The Parish Road, leading from the Suburban Allotments in the Parish of Jika Jika, near Melbourne, to the Village Reserve in the Parish of Nillumbik". The Upper Heidelberg and Old Eltham Road follow approximately the original line of road proclaimed in 1840. The Eltham Road District was proclaimed on 24.9.1856. A meeting of landowners and householders of the Eltham Road District was held on 14.10.1856 at the Fountain of Friendship Hotel, Little Eltham, for the purpose of forming a District Road Board. To date I have been unable to locate any record of the names of the members elected, or of the first Chairman. Further research may yield the desired information. The Shire of Eltham was constituted on 28.3.1871. The proposed Roll of Shire Presidents should, I believe, also include the Road Board Chairmen. It may also be considered fitting to recognise the Heidelberg or Nillumbik (or Warringal) Road Trust in the same way. The first Minute Book of the Board, covering the period 1856 to 1863, has apparently been missing for many years. The Shire Minute Book for the period 1878 to 1885 is also missing. The absence of these vital records makes difficult the compilation of a complete and accurate list of Chairmen and Presidents. Although an early letter book yielded the names of the Shire Presidents in 1878, 1879 and 1800. The names prior to 1863 were derived from Rate Books and Government Gazettes. Photocopies from "Victoria and its Metropolis: Past and Present". Chapter 19, "The Upper Yarra District" pages [402] - 415. Includes descriptions of some townships and short biographies of local residents. Victoria and Its Metropolis' is a large two volume history of Victoria, written in 1888 by Alexander Sutherland. It contains a huge amount of information on the people of the colony and its early history. The first volume covers information from the discovery of Australia, through to the exploration of Victoria and the first settlers to the pioneers. It then continues on to discuss immigration, the era of gold, the development of government, agriculture, music and art, literature and the metropolis of Melbourne. A large portion of the second volume examines the colony by district, which covers many districts throughout the state as well as the metropolitan area. Hundreds of biographical entries are scattered throughout and a comprehensive biographical index is included at the end. Gives address and telephone details of the time and the list of names who were employed in undertaking the tramway service. Does not list depot or track crews or revenue clerks.Carbon copy of a typed list of SEC Ballarat Tramways staff, mid to late 1960's, giving Name, position, Address and Phone number. Dated 10th Feb. 19??, the last two digits having been torn off when tape removed. Consists of one large sheet of paper with a small sheet containing 4 names taped to the bottom of the main sheet. "Melton has a long and celebrated history of horse breeding and racing. Draught horses were a crucial aspect of life in the early days of European settlement, and were heavily depended upon for both transport and agricultural labour. Peppercorn trees at the corner of Station and Brooklyn roads have been associated with a horse trough installed there to provide a drink to workhorses carting produce to the chaff mills and railway station south of Melton.20 Breeders, trainers and harness drivers in the area later became such an influential force in the equine industry that this came to be a defining aspect of the district’s identity and reputation.Pioneer of the Victorian horse racing industry and early Rockbank squatter William Cross Yuille was one of the earliest importers of stud racehorses in the district in the 1850s. A leading sports editor and writer, Yuille established bloodstock auctioning agency W. C. Yuille & Co. and was involved in the compilation of the first Australian Stud Book, which ensures the integrity of thoroughbred breeding in Australia. According to early Melton chronicler Alexander Cameron, horse races were first organised in the area by Rockbank farmer William Keating. Keating owned racehorses of his own, and many brought horses from Melbourne for the events, which ‘drew large gatherings’.22 Melton Racing Club meetings were held on the Exford Estate with the permission of H. W. Staughton, who built a small wooden grandstand in 1882. Other early races and sports meetings are said to have been held in the vicinity of the current-day Melton golf course.23 An 1884 article reported that Melton’s ‘race programme … equals any put forth by country towns of far greater size’. Ernest Clarke was another important figure in the early horse racing industry in Melton. He established the Melton Stud in 1902, which bred numerous successful racehorses. Perhaps most notably The Welkin, one of the most famous stallions in Australian horse racing in the early twentieth century. The Welkin sired Gloaming, bred by Clarke at the Melton stud in 1915 and one of Australia’s greatest champion racehorses. During a long and prestigious career in both Australia and New Zealand, Gloaming achieved a triumphant 57 wins out of 67 starts and won a record amount of prize money. Ken Cox purchased the Stockwell Stud in Diggers Rest in 1957 and developed it into one of the largest and most renowned thoroughbred breeders in Australia. With its top-class facilities, international design standards and scientific methods, Stockwell became ‘the flagship of the Victorian breeding industry’.26 As well as racing studs, numerous trotting tracks were established on the flat plains around Melton in the 1960s.27 Other studs to play a leading role in the development of Melton as thoroughbred country were Cornwall Park and Merrywood at Toolern Vale, St John’s Lane Stud at Diggers Rest and Birchwood, Teppo Park and Dreelburn in the far north-east of the shire, near Sunbury. By 1985, thoroughbred horse breeding was such big business in Melton that the shire council adopted the slogan ‘The Heart of Thoroughbred Country’, which was used throughout its promotional material.29 But the slogan contained deeper meaning and was not just about Melton’s great equine industry and thoroughbred champions, the council explained: ‘“Thoroughbred Country” should be seen as a new concept of Melton, as a place where people can achieve the “Thoroughbred” ideal, excellence in all aspects of life’. The aim of the council in promoting ‘The Heart of Thoroughbred Country’, was ‘to instil in present and future residents the feeling that this is a place that is better than others. A place to be proud of’. In 1988, Melton’s champion reinsman Gavin Lang won his 176th race of the season, claiming the national harness racing record for the most wins in a single season.The following year, the first Melton Plate was held at Moonee Valley Racecourse, cementing the district’s importance in the harness racing industry. The inaugural winner was Victorys Phil, owned by local Danny Mullan. By the 1990s, Melton had earned the title of the ‘Home of Harness Racing in Victoria’. State-of-the-art, world-class harness racing facility and entertainment complex Tabcorp Park opened in Melton in 2009. In 2011, the Shire of Melton was home to over 140 registered trainers and over 1,200 horses. Blacksmith Shop High Street Melton Residence and Blacksmith Shop was continuously occupied from 1860 and demolished in 1966. Mr A.G. Macdonald operated the shop from 1923-1962 (39 years) An early photo exists of the Blacksmith Shop. It stood on what is now part of the landscaped area of the Melton Community Hall. The three blacksmiths wearing aprons are from the left, W. Whittington, G. Macdonald and A Falconer. MacDonald were employed by Whittington prior to each one in turn taking over the business, Falconer soon after selling the to MacDonald, died. He is buried in the Melton Cemetery. The old Smithy [on the right] stood in what is now 8 High Street Melton. The blacksmith and wheelwright was the forerunner of the modern motor mechanic, whose task it was and is, to keep the wheels of locomotion turning. According to the records there was a Blacksmith in Melton before 1850. In 1871, three blacksmiths, Messrs. A Blackwood, J MacPherson, and A Cameron were operating in Melton. In 1872 Mr. J.B. Whittington commenced as a blacksmith in Toolern Vale. On January 30th 1900, Mr Alexander Blackwood sold the property shown in the picture to J.B. Whittington where his son William Whittington conducted the business. William’s three children attended Melton State School No 340 The family left the district in 1921 when they moved to Essendon. Mr William Whittington died in 1963 at the age of 94. The next owner of the business, for a short period, was Mr. Ackland Falconer, who was succeeded by Mr A.G. Gordon MacDonald, in September 1923. Mr MacDonald raised a family of three. Thirty nine years later, in 1962, he retired, going to live with his son Robert in Sunshine, and the blacksmith shop finally closed its doors. In 1905 Richard Squire was manager of the West Berry Consols at Allendale, and developed an improved system of mine ventilation, which was supported in "The Age."[4] He was successful in combating and remedying the gas and ventilation troubles of the Deep Mines of Creswick and Allendale Districts after all had failed.[5] MINE MANAGERS’ ASSOCIATION. Ballarat Branch. ... Mr R. B. Squire, manager of the West Berry Consols, at Allendale, submitted a paper detailing what he had done tor the betterment of ventilation in the alluvial mines of Smeaton and Mary borough districts- Members gave Mr Squire every credit for the results that he claimed to have effected; the adoption of his ideas had testified to their value to mine-owners. It was painted out, however, that for want of a thorough debate of the subject with experienced men the author had unwittingly included some general statements that required modifying in some points and extending in others, in justice to other workers among the earlier and the present day managers of mines.
