The new Eltham Library was opened 22 May 1994 and celebrates its 30th anniversay in 2024. This audio recording, presented by Harry Gilham, President of Eltham District Historical Society at the time of the opening is a summarised history of the Eltham Library service to 1994. Eltham Library Service 1930s - 1994 Originally collated by Harry Gilham, President, Eltham District Historical Society Inc (1993-2009) (edited 2022) In the Eltham township area, in the early 1930s, library books for adults were available from E J Andrew's newsagency in Main Road. In the newsagency come haberdashery, some shelves were set aside for a lending library of adults' books. In 1935, Mr & Mrs JC Rains purchased the newsagency and continued the lending service until the late 1940s. At this time the business was extended from haberdashery to sell ladies' and men's clothing. The library section was discontinued. In the 1930s a mobile book library was also run by a Mr Foster of Bible Street, Eltham. In the 1950s adult books were available from racks in the foyer of the Eltham Shire Offices which was then located beside the Eltham Hall on the comer of Arthur Street and Main Road. In the early 1950s a referendum of ratepayers was called to seek public opinion on the issue of raising money for a public library for which the rates would have to be increased - the motion was defeated. On 11 November 1965 Eltham Shire Council, in conjunction with the City of Heidelberg and the Shire of Diamond Valley, met to form the Heidelberg Regional Library Service. Eltham was represented by Councillors Charis Pelling and John Lewis. The first library service for the Shire of Eltham from this group came in the shape of a bookmobile van which had, amongst others, a central stopover near the Shillinglaw trees outside the newly opened Shire offices at 895 Main Road, the original site of Shillinglaw Cottage and the former Shillinglaw farm. Present-day Wingrove Park was another stopover and the many recorded requests for this service can be read as denoting the areas of population or gathering points at that period throughout the Shire. 1968 saw the Shire convert the ‘Brinkkotter’ house in Dudley Street to house both adult and children's books. This library was originally staffed from the City of Heidelberg Library and records of committee meetings range from borrowing Heidelberg's old library shelving to trying to increase the Government's subsidy to a dollar for dollar basis. Book loans in the period 1966-67 totalled 30,400 and the following year ran to 52,113. With 2 books plus 1 paperback the limit per person, it was overcrowded and unable to house the range of other services which had become common library stock. Planning to extend the Shire Offices by the addition of the south wing was an opportunity to re-house the Shire's Library. The opening of the library in the extension was carried out on 17th August 1971 by the Hon R J Hamer ED, MP, Chief Secretary of Victoria. Cr Geoffrey Dreverman officiated as the Shire President. The Heidelberg Regional Library Service continued until September 1985 when it disbanded. On 21 November 1985 the Yarra Plenty Regional Library Service was established. At that time Eltham was represented by Councillors Mary Grant and Robert Manuell. By 1987, over-crowding of the Eltham Library and an inability to house the range of other services yet again rose to prominence. At a Council meeting held on 1 June 1987, the Councillors supported a resolution which threatened to close the library on 30 September 1987. Council's frustration arose from yet another re-run of the annual State Government versus Council Library funding and records show first arose in Eltham Council in 1967 with the Government of 1he day. After prolonged public anger and petitions the motion to close the library was rescinded in August 1987. Council, considering the community's concern, set up a ‘Library Review Working Party’ which a year later became the Library Occasional Committee with direct access to Council. This Committee investigated the workings of the 386 square metre library and found inadequate space for storage and display, lack of equipment, out-of-date furniture together with an increasing patronage which resulted in queues of borrowers becoming longer no matter when the library was open. Community consultation took the form of 1,000 questionnaires sent to users and non-users along with noticeboard reminders of what was planned. Council developed a strategy to set aside capital funds from 1988 on an annual basis so that preliminary planning and consultative expenses could be met, and construction could be completed early 1997. The Committee visited metropolitan libraries which were catering for a similar population as was projected for Eltham. Australia-wide Federal Government funding grants under the Local Capital Works Program became available from October 1992 for community projects endorsed by local Councils. The Eltham Council submitted a proposal, based on library findings and requirements accumulated by the Library Occasional Committee, to the Federal Grants Committee to build a new Eltham Library. The Federal Grants Committee supported the funding request allowing commencement of the library project three years earlier than planned. With finance finalised, the Council set up its Eltham Library Re-development Special Committee which was given the task of overseeing what could be the last major expansion of the Shire's Library Service as Eltham's population nears its projected maximum. The new library was designed by Gregory Burgess and Peter Ryan of Gregory Burgess Pty Ltd. Construction of the library commenced in 1993 and was officially opened May 22nd, 1994. The library building was designed to reflect its parkland setting. External features include: the roof which includes interesting aspects when viewed from Main Road; verandahs which provide ramp access and give a sheltered entrance to the building; walls which feature locally made mudbricks, conventional bricks and copper panels; and space for an outdoor courtyard/reading area which will be developed later. Internally there are several features. The building includes a foyer with a fireplace suitable for displays including artwork, a community multi-purpose room suitable for meetings or functions and an outdoor cafeteria. The ceilings are lined with Victorian Ash. The shapes for the ceiling give a free-flowing form to the building. Brush Box has been used for the circulation and information desks. The tree trunk columns are Grey lronbark from New South Wales. Arches and various-shaped windows add interest to the internal structure. The carpet design reflects the Eltham environment and compliments the natural colours and timbers used in the building. Tiles by artist Felix Bosari feature in the building and additional art by local artists added externally and internally to the building. Since 1994 the library has undergone a major extension to cater for children’s services and others. Originally built by John Hill, a shoemaker at Kangaroo Ground around 1878. In the late 1970s when our Society was the Shire of Eltham Historical Society, an offer was made to the Society regarding use of an old cottage at Christmas Hills. The cottage sat beside Watsons Creek just outside the then Shire of Eltham but following municipal restructuring it now lies within the Shire of Nillumbik. For various reasons the offer ultimately lapsed. At that time some research on the cottage was carried out for the Society by Keith Chappel as part of a larger research project that he was doing. Keith’s notes were taken from Lands Department records and showed that the property was the subject of a permissive occupancy of Crown land comprising the creek reserve. In 1903 a Miner’s Right of one acre in area was granted to Edwin Samuel Birch. In 1907 Birch applied to purchase this land but was unable to because it was part of the creek reserve. The documents show that the cottage existed at that time. Upon Birch’s death in 1932, his daughter, Honor Mary Birch was granted a permit to occupy the residence. Honor Mary Birch, known as Nora, was born 1900, the daughter of Edwin Samuel Birch and Honor (nee Young). In 1939 she married George Henry Williams (aka Henry). Honor died 8 July 1976. Her siblings were Margaret Martin (dec), Bert Birch and Brigidene Brinkkotter. In her will she gave and bequeathed “all the improvements on the land held by me at Christmas Hills under Permissive Occupancy from the Department of Land and Survey consisting of the house property thereon and all the contents of the said house to my nephew Brian Joseph Martin of Christmas Hills aforesaid farmer”. The will described the property as a four room, five square house, about 100 years old with enclosed verandah, including kitchen, combined lounge dining room, bedroom and store room; built of ‘bush slabs’ with a corrugated iron roof. A dairy had been erected in 1935. After her death, the property was acquired by the Melbourne Metropolitan Board of Works in 1978. The property is listed on the Victorian Heritage Database HO200-Hill, later Birch farm complex, 945 Eltham-Yarra Glen Road, Watsons Creek and described as: The house has a steep but simply gabled roof form clad with corrugated iron, vertical adzed hardwood slab front wall construction, split palings to the gable ends; rubble freestone chimney at one end (with added gsi flue), pole-framed Graeme Butler & Associates, 2006: 101 Shire of Nillurnbik Planning Scheme Amendment C13 Heritage Assessments verandah (rebuilt?); six-pane double-hung sash windows; T&G bead-edge boarded ledged & braced door; and paling clad rooms added at verandah ends. A slab-clad large fireplace is at the north corner of the house, with a gsi upper cladding added and an internal lining of rubble stone. The rear facade is different construction, being drop-slab, and sits beneath a rear skillion addition to the main gabled form: this may be more recent construction. The house appears to have been once set up for public display and may have been recreated in part for that purpose. Outbuildings are reached by a track along the east side of the house, including what may have been a creamery (typical standard inter-war design clad with corrugated iron and lined with 1938 Lysaght Queens Head Australia galvanised sheet iron) and a paling clad gabled out-house. Timber outbuildings of differing eras are to the north-west of the house, with pole framing and paling infill construction and Redcliffe brand corrugated iron. Published in "The Sun", Wednesday, August 11, 1976, pp 38-39 [Text of article:] A WINDOW ON THE PAST by Roger Sanders. A fascinating window has been opened on the early life of the Eltham district. It is a rare collection of 3,000 perfectly preserved glass plate photograph negatives. The collection is the work of the late Albert Jones, a Diamond Creek orchardist and amateur photographer. About 500 of the negatives have been printed and 100 are on display at Gallery 4, Eltham, as part of the Eltham Festival, which started on Friday. They capture in fine detail rural and village life around Eltham, Hurstbridge, Kangaroo Ground, Yarra Glen and Diamond Valley from 1900 to 1930. While the natural beauty of the district was painted in this period by Arthur Streeton (later Sir Arthur), Tom Roberts and Charles Conder, among others, photography was relatively new. Yet Albert Jones used the new medium to compile a weighty album of pioneers at work, at home, at sport and on holidays. He was at the first Yarra Glen race meeting, early Diamond Valley football matches and photographed soldiers from the district leaving for war. He photographed early gold mines, men with horses laying the Diamond Creek-Hurstbridge rail track and the arrival of the first steam train at Hurstbridge. He took his cameras on holiday around Victoria and the collection includes scenes from St. Kilda and Portsea and many country towns. The Jones collection of negatives was found by Mr A. J. "Ned" Spark, of Balwyn, under a house he bought from Mr Jones' widow. The plates almost went to the tip with a pile of rubbish before Mr Spark realised their potential value. Mr Spark, who is retired, will continue the identification and recording of the photographs when he returns from holidays. The exhibition of the Jones' photographs is open each afternoon until August 21 at Gallery 4, 1016 Main Rd., Eltham. Jim Williams took up the challenge, choosing to make all of the components by hand, following a plan of the ship rather than purchasing a pre-made kit. He even made his own tools specifically for working with this model. The “Sovereign of the Seas” 1637-1697 - The magnificent ship “Sovereign of the Seas” was ordered by Charles I of England, who desired a giant Great Ship to be built. It was built by Peter Pett under the guidance of his father Phineas, the King's master shipwright, and launched with 102-guns at Woolwich Dockyard on 13th October 1637, as the Navy’s second three-decker first-rate ship. It was the most extravagantly decorated warship in the Royal Navy, bought with the help of a special 'Ship Money' tax imposed by the King. Soon afterwards the ship was remodelled and cut down to a safer and faster ship. Over the ship’s lifetime it was renamed “Commonwealth”, then in 1650 it became simply “Sovereign” then again after a rebuild in 1660 it was named “Royal Sovereign”. By 1642 the ship’s armament had been reduced to 90 guns. In 1651 Sovereign was made more manoeuvrable by reducing the upper works. It served throughout the wars of the Commonwealth and became the flagship of General Robert Blake. It was involved in all of the great English naval conflicts fought against the United Provinces and France and was referred to as 'The Golden Devil' by the Dutch. By 1660 the armament was changed attain to 100 guns. After the English Restoration, it was rebuilt as a first-rate ship of the line, with flatter gun decks and 100 guns, and most of the carvings were removed. During the First Anglo-Dutch War, in a secret session on 21 October 1652, the States-General of the Netherlands announced reward money for the crews of fire ships that succeeded in destroying enemy vessels; the Sovereign was singled out with an extra prize of 3000 guilders to sink or ruin it. Although repeatedly occupied by the Dutch, the Sovereign was retaken every time by the British and remained in service for nearly sixty years as the best ship in the English fleet. The Sovereign was in regular service during the three Anglo-Dutch Wars, surviving the Raid on the Medway in 1667. After a second rebuild in 1685 the Sovereign was relaunched as a first-rate ship of 100 guns, before taking part in the outset of the War of the Grand Alliance against Louis XIV of France, venturing into the Irish Sea, and later participating in the Battle of Beachy Head in 1690 and the Battle of La Hougue. At this time she was more than fifty years old. It was the first ship in history to fly ‘royals’ above the topgallant sails and a top gallant sail on the jigger-mast. The Sovereign eventually became leaky and defective with age and was laid up at Chatham when, on 27th January 1697, the famous ship caught fire, burning to the waterline. Jim Williams, the model’s maker - Jim (James Bernard) Williams was born in 1888 at The Forth in Scotland. He lived in Tasmania for some time and enlisted to fight in France in WW1. After the war he moved to Warrnambool, Victoria, where he worked at the Cramond & Dickson clothing store until the Great Depression in the 1930’s. He was later employed at Fletcher Jones Menswear, where he worked for 27 years until just before his death in 1959. Jim was a passionate ship model builder. He worked on his model ships between 1930 and 1955, including The Endeavour and The Sovereign of the Seas, which was one of the most intricate historic ship models to build. He had a table set up in a bay window and worked on them on and off using a jeweller's eye glass on the finer pieces. Jim’s long-time employer, Fletcher Jones, knew of Jim’s hobby and skill as a ship model builder and requested Jim to describe the model, Sovereign of the Seas, with the view of putting it on display. When the model was finished there was a full article and photo in The Standard newspaper. Jim described his work on the ship mode “Sovereign of the Seas” in correspondence to his then employer, Fletcher Jones. The document gives us an insight into his skill, patience, and regard for replicating the details of the original ship. Some of the details are: "In making the model the time taken to make certain items might be of interest. For instance "The Great Lantern" on the stern, four weeks, a similar time for the figurehead of St George & the Dragon. "The lower shrouds three to each side about six weeks & the rigging as whole several months. There are nearly 300 blocks and pulleys ranging from nearly 1 / 16 inch in diameter. Dead eyes were bored with 3 to 5 holes. To do this needles of different sizes, set in handles & ground to wedge ends were used. Glass cut and ground to shape were used windows. All gun-port covers (74) hinged. "All guns and anchors made of wood. Nothing for the model was purchased ready-made; everything hand made." Jim’s family donated the ship model along with many associated tools, accessories and papers. The model represents the Sovereign of the Seas. The Royal Navy ship of the line launched in 1637 has a significant British maritime heritage. These days the Sovereign of the Seas still remains one of the most intricate historic ship models to build, representing to the model enthusiast a true challenge to the art of model shipbuilding. The model of Sovereign of the Seas in Flagstaff Hill's collection is an exemplary example of a ship model built and hand crafted from a plan with the making of every item on the model, not a model kit with prefabricated parts. It was made by a local Warrnambool man Jim Williams as a leisure activity in the mid 20th century. The hobby and craft of ship model making has resulted in visual representations of the changes in maritime technology and advances in world-wide navigation. HUMBLE BEGINNINGS The Mission to Seafarers, which was originally known as the ‘Bethel Union’, was established in London in 1835, a recognition of the spiritual needs of seafarers who live a lonely life at sea. In 1857, the Bethel Union began a mission in Victoria aboard the Emily, a large hulk vessel donated by the government, with the object of establishing a floating church for sailors moored in Hobson’s Bay. The first chaplain, his wife and their eight children, three servants and livestock called the Emily home for two and a half years. Each week, sailors were taken to the Emily via a longboat to join in the Sunday services. Today following the same custom, seafarers are transported by bus to and from the docks by a volunteer bus service run from the Mission building at 717 Flinders Street. THE HOME OF THE MISSION TO SEAFARERS By 1907 the Mission to Seafarers Victoria had moved from providing its services aboard a floating vessel, the Emily, to three different bases in Melbourne locations: Williamstown, Port Melbourne and the North Bank of the Yarra - opening a central home in 1907, and finally at 717 Flinders Street in 1917. The Mission to Seafarers Victoria complex, includes the landmark domed gymnasium, which opened in 1920. The State heritage listed buildings of the Mission are considered architecturally significant urban examples of two distinct architectural styles: the external Spanish Mission Revival and the Arts and Crafts influence of the interior. A GLOBAL PERSPECTIVE Before the increase of air transport, everything that arrived or departed from Australia did so via the ports and wharves. The Mission to Seafarersis not a Victorian initiative, but rather a global network that currently operates in over 260 ports worldwide, assisting over 1.3 million seafaring men and women each year. The importance of the Mission’s role is demonstrated in the Chaplain’s Report 1947, which notes that ships and their crews are: “...inextricably linked with the well-being of Australian industrial and economic life... THE CHAPLAINCY Although fostered by the Anglican Church since 1906, the work of the Mission to Seafarers’ is inter- denominational and is not limited by the physical space of its buildings. When the old Melbourne wharves and their moorings were still in use, chaplains would also visit ships to look after the welfare of those who could not visit the Mission. Today, the Mission’s ‘Ship Visitors’ provide a similar service. The Flinders Street central complex was purpose built to meet with seafarers’ needs: “...the first thing a sailor would see before the traps and temptations of the city would be the Institute and its comfortable rooms.” (The Argus, ND). Today, the Mission continues to offer its comfortable, safe spaces and a friendly ear to seafarers, alongside other services that extend well beyond those traditionally offered - including TV, phone cards, and access to the internet. This window, titled ‘Light of the World’, was installed in 1935 in memory of a former ‘M.V. THE HARBOUR LIGHTS GUILD The ‘Ladies Committee’ was formalised in 1906 to assist the chaplain with the social demands of the Mission, and was renamed the ‘Ladies Harbour Lights Guild’ the following year. According to former members, it operated with all proper decorum and with precise guidelines that restricted women from coming into contact with seafarers outside of Mission activities. With some 1,600 Victorian members during its early years, these volunteers gave their prayers, money, handiwork time and considerable energy in order to assist in providing for the welfare needs of visiting seafarers. The heritage chapel of St Peter, often referred to as the Mariners’ Chapel, features many examples of stained glass. Commemorating the service of Mercantile mariners, the funds to build the chapel were raised by the ladies of the Harbour Lights Guild. ENTERTAINMENT AND SOCIAL EVENTS The Ladies of the Harbour Lights Guild played a central role in everyday functions of the Mission to Seafarers. Concerts and social events were held nightly all the year round, as were special events on Cup Day, the King and Queen’s Birthdays, Christmas Day, Boxing Day and New Years Eve. Ladies of the Guild and other friends of the Mission contributed greatly to the organisation of such occasions, which provided great comfort to seafarers so far removed from home and their loved ones. As one seafarer remarked: “Ah miss, it is not so much the concerts and picnics that does us men so good, but that you ladies will come and talk to us”. This window, titled ‘Hope’, was installed in 1933 in memoriam of one of the founders and long- standing members of the Guild, Miss Alice Tracey, who passed away in 1932. FRIENDS OF THE MISSION The Mission has always relied heavily on the patronage of its volunteers and sponsors who are kind enough to donate much-needed funds, time and expertise. In its first year, the Mission had only 99 pounds to its name, 90 pounds of which was taken up by the chaplain’s salary! Today the Mission is overseen by a Board of Directors and is run by a dedicated team of employees and volunteers. Even though developments such as containerisation in the shipping industry have meant that the number of seafarers on each vessel and their time spent in port has been drastically reduced, the needs of seafarers are just as pressing today as they were when the Mission first began. This window, titled ‘Jesus in the House of Martha and Mary’, was installed in 1947 in memory of Karen Brady, a volunteer and friend of the Mission, dedicated to providing for the needs of seafarers. A KEY MELBOURNE LANDMARK Although primarily dedicated to providing for the welfare of visitors from abroad, the Mission has always been a community-based organisation, and its doors are always open to the general public. Today, the Flinders Street complex lends its ample space to a variety of community pursuits – including yoga classes, religious sermons and gallery exhibitions. The Mission also continues as a popular venue for weddings and other social events, mainly due to the endearing historical connections and unique architecture and ambience. It is a distinctive and significant feature of Melbourne’s riverside streetscape. This window, titled ‘Thou of Little Faith’ is part of a pair that were installed at around the time the Mission was built in 1917. THE SEAS IN WARTIME During WWII, as many as 27,000 men of the merchant and the King’s navy perished during active service. Dedicated to seafarers’ wellbeing, the Mission’s spiritual roots also make it a place for reflection on the loss of human life at sea. The Mission to Seafarers’ ministry offers its support in hundreds of seaports around the world, and has played an important role in supporting those who have lost friends and family at sea during wartime. Many of the stained glass windows in the chapel are dedicated to these people, and represent many close maritime community relationships. This window was installed in 1947 in recognition of the heroism and courage of those who have served in the Merchant Navy, and in particular to those who lost their lives aboard the armed merchant cruiser, ‘Jervis Bay’. MIGRATION Travel is a luxury for most people, and although seafarers undoubtedly face hardships as part of their profession, they are also able to experience parts of the broader world than that of friends and family at home. The stories and experiences of seafarers - together with the work of the Mission to Seafarers ministry - contribute to the archive of ongoing global links and narratives of world trade and migration. As an example of this, in 1917 alone the Mission directed almost 6,000 letters written by visiting seafarers home to their families abroad, and received almost 3,000 letters in return. After experiencing Melbourne through the Mission, many seafarers later chose to make the city and Australia their home, and some chose to marry their partners at the Mission’s chapel. This pair of windows, titled ‘Baptism’ and ‘Holy Spirit’, was installed during 1933 and represents the integral links between seafaring and the world.Reflections of the Sea was an exhibition of 10 framed montage of photographs from the mission's archive collection showcasing 10 stained glass windows from the St Peter chapel. This exhibition curated by Georgia Melville and Catherine McLay, and funded by PROV and Creative Victoria, was displayed in the World Trade Centre Wharf Gallery in June July 2013 and toured to Queenscliff Maritime Museum. The photographs of the windows were taken by scientific photographer Justine M. Philip. The site on the corner of Thompson Avenue and Church Street, Cowes was reserved on the 12th April 1869 and the church was erected by the end of the year. Financed by the Island Church of England people. Dean McCartney preached the first sermon and performed the dedication service on 30th January 1870. Prior to this time services were held at the McHaffie homestead, Ventnor. Mrs S D (Georgianna) McHaffie, wife of the first European settlers, wrote in her diary "30th January 1870. Drove to Cowes, opened the Church, fine day". the large Bible presented by her is on loan and displayed in the Museum of the Phillip Island & District Historical Society.The timber Anglican Church of St Philips was built by Alex McLardy Sen. in 1869. It is still situated in Thompson Avenue on the corner of Church Street. The Vestry was added by Mr Alex McLardy in 1903 at the cost of 21 pounds. The canteen is part of the Mission to Seafarers building that has catered to visiting seafarers since 1917. The canteen is operated by the Flying Angel Club, which offered services to seafarers including food, drink and souvenirs from the canteen and events held in the main hall which invloved the use of the canteen. The Ladies Harbor Lights Guild also used the canteen facilities for functions and fundraisers held at the Mission to Seafarers. One of the flyer in Chinese helps dating the photograph between 1963-66 when Padre Wong was chaplain at the Mission.Historical record of the Mission to Seafarers canteen post-1963. This is an example of the contemporaneous use of the canteen as primarily a supply shop and in a comparative fashion reveals some of the overall changes at the Mission.A white-bordered, black and white photograph of the Mission to Seafarers Canteen.
