It was originally planned to open as a women's college, for whom the residence at 130 Victoria Street was purchased, but the decision was made to admit resident men from Ballarat. Mr T.W. Turner was appointed as Principal in 1951 and directed the introduction of a two year course for the Trained Primary Teachers' Certificate. The former one year course was terminated at the end of 1951. In 1958 the College was relocated to a custom built facility at Gillies Street, in close proximity to the Ballarat Botanical Gardens. Numbers increased with the introduction of the Trained Infant Teachers' Certificate course under the guidance of Mary Egan. With the introduction of a three year Diploma Course in 1968 accommodation became cramped. The introduction of the Diploma of Teaching (Primary) led to the Trained Infant Teachers' Certificate being discontinued in 1969, and the end of the Trained Primary Teachers' Certificate in 1969. Secondary Art and Craft students began studies at Ballarat Teachers' College in 1969 under Mr Ted Doney. In 1971 Mr D. Watson was appointed Principal. The State College of Victoria was proclaimed by Order in Council on 24 July 1973, and Ballarat Teachers' College became a constituent college of the State College of Victoria, and was known as State College of Victoria, Ballarat. By 1975 the College moved to Mount Helen as part of the Ballarat College of Advanced Education. This document is has been compiled by Wendy Barrie daughter of Ernest (Bon) and Edna Barrie and granddaughter of Charles E and Jessie M Barrie. Ernie Barrie operated a travelling Chaff Cutter in the St Arnaud area where his parents William and Mary Ann had taken up land at Coonooer West in 1873. Ernie commenced his working life with a team of bullocks and a chaff cutter. The earliest connection he had with Melton was in 1887. By the beginning of the 20th century Ernie and his father William and brothers, William, Samuel, James Edwin,[Ted] Robert, Arthur and Albert have been associated with farming and milling in the Melton district. In the early 1900’s Ernie and his brother Ted were in partnership in a Chaff cutting and Hay processing Mill on the corner of Station and Brooklyn road Melton South. The mill was managed by William for a time. By 1906 Charles Ernest and James Edwin were in partnership in the Station Road mill when a connecting rail line across Brooklyn Road for a siding was constructed to the Melton Railway Station. In 1911 the Mill’s letterhead shows C.E. BARRIE Hay Pressing and Chaff Cutting Mills. Melton Railway Station. Telephone No 1 Melton. This Mill as sold to H S K Ward in 1916 and stood until 1977 when it burnt down in a spectacular fire. Ernie built a house at Melton South beside the Chaff Mill at Station Road in 1906 and married Jessie May Lang in August at the Methodist Church. Jessie’s father was Thomas Lang. He came to Melton in 1896 and was the Head Teacher at Melton State School No 430 until he retired in 1917. They had 9 children with 8 surviving to adulthood. Jessie and Ernie had 6 sons and 3 daughters. All the children lived at Darlingsford. In April 1910 the family left Melton for a brief period and moved to a farm in Trundle in NSW. They returned to Melton and purchased Darlingsford in May 1911. For a time during WW1 they lived at Moonee Ponds near the Lang grandparents at Ascot Vale. Mary and Bon attended Bank St State School. The children developed diphtheria in 1916 and their youngest boy, Cecil died of complications. Mary and Bon were taken to Fairfield Hospital and both recovered. At the end of the war influenza broke out the family returned to Darlingsford and shared the home for a short while with the Pearcey family who had been working the farm. By 1922 the family had and grown and Edgar, Tom, Horace, Jessie, Joyce and Jim were living a Darlingsford. Ernie continued during the 1920’s working the farm and attend his many civic and community commitments. Two 8 clydesdale horse teams were used to work the land which meant early rising for the horses to be fed and harnessed to commence the days work. In 1916 Ernie also became involved in a Chaff Mill on the corner of Sunshine and Geelong Road West Footscray, which at the time was being run by John Ralph Schutt. It was known an Schutt Barrie. A flour mill was added at a later stage. Other Schutt and Barrie mills were situated at Parwan and Diggers Rest. Another mill was situated beside the railway line at Rockbank. The Footscray mill ceased operation in 1968 Ernie spent a lot of time and energy at the Parwan Mill and travelling around Parwan and Balliang farms, where he came to know many of the families in the district. Ernies commitment to the civic development to the Melton and district was extensive, he was involved with a number of large events during the 1920’s such as the Melton Exhibitions and the 1929 Back to Melton Celebrations. He was a member of the Australian Natives Association at the turn of the century. He was Chairman of the School Committee at Melton State School 430 and the Melton South State School in thw1920s. He donated the land for a Hall for Melton South in 1909, known as Exford Hall and later in 1919 renamed Victoria Hall. The Hall was demolished in 1992. He was a Councillor, JP, and Vice President and President of the Melton Mechanics Institute Hall Committee in 1915- 1916. He was a member of the Methodist Church and later the Scots Presbyterian Church. He was Superintendent of the Sunday School of the Methodist Church to 1910 and later Scots Presbyterian Church until 1931. This is reflected in the theme of children in the stained glass window which was dedicated in his memory by his wife Jessie as a gift to the Scots Church. Charles Ernest Barrie made many generous donations to many charities who supported young people and children. In 1918 Jessie and Ernie made the first donation to a very prominent Victorian charity whose work still continues. Yooralla. In July 1931 Ernie’s untimely death was a major blow to the family and the Melton community. To this day people still vividly recall the day they lined the streets for his funeral. This blazer was worn by Tom Hill in 1947. He was educated at Digby Primary School and Hammilton High and was appointed principle of Paschendale P.S. and Kannagulk P.S. at the age of 17 before he entered the College at Dana Street. He graduated in 1948 and was appointed to the Myrtle Creek school. At the time of his retirement in 1986 he was principle of Bacchus Marsh P.S. The former one year course was terminated at the end of 1951. In 1958 the College was relocated to a custom built facility at Gillies Street, in close proximity to the Ballarat Botanical Gardens. Numbers increased with the introduction of the Trained Infant Teachers' Certificate course under the guidance of Mary Egan. With the introduction of a three year Diploma Course in 1968 accommodation became cramped. The introduction of the Diploma of Teaching (Primary) led to the Trained Infant Teachers' Certificate being discontinued in 1969, and the end of the Trained Primary Teachers' Certificate in 1969. Secondary Art and Craft students began studies at Ballarat Teachers' College in 1969 under Mr Ted Doney. In 1971 Mr D. Watson was appointed Principal. The State College of Victoria was proclaimed by Order in Council on 24 July 1973, and Ballarat Teachers' College became a constituent college of the State College of Victoria, and was known as State College of Victoria, Ballarat. By 1975 the College moved to Mount Helen as part of the Ballarat College of Advanced Education. A list of the foundation members of the Intermediate Legacy Club from March 1929. They were: Graham F Billet, Frank C Corrie, Alan Davidson, Roy Davidson, Dan Fitzgerald, Len Frazer, Roy Gilbert, Frank C Holliday, Fred Hollingsworth, EM (Ted) Kennedy, Jack Kennedy, AV Lawson, JV Lawson, Jimmy Macgregor, R Rimmer, Norman A Smith, R Warnecke, Bert S Wood. (Bill Johnston was also mentioned in a letter by Norm Smith as a 'first nighter' see item at 01635). Background: The ILC was formed in 1929 with a total membership of 18 according to this list. The idea of the club sprang from those boys who had outgrown the Junior Legacy Club. In the early days it fielded a lacrosse team and it was this that mainly held the members together. Enthusiasm wained after a few years as it lacked a solid objective. The answer came from one of its members and in 1938 they founded the Don Esses Club. This was a club for the children of incapacitated ex-servicemen which met every Thursday night at 7.30 run by the ILC members. The name came from the signallers' code Disabled Servicemen's Sons. During the second world war 80% of the members of the ILC enlisted in the services. Leaving only 8 members that could not join due to ill health or reserved occupations. They continued the Don Esses and whatever aid they could to Legacy. ILC members had always helped Legacy where possible including being camp leaders or camp staff, with the annual demonstrations, and coffee stalls at the ANZAC dawn service. Post second world war some ILC members were nominated into Legacy, others drifted away in civil occupations. It was found difficult to recruit new blood into the ILC and eventually membership waned when the boys from the Don Esses clubs found other youth activities to join. The ILC ceased to meet regularly in the mid fifties. However a strong comradeship still existed between members and they would meet in one anothers homes. Members were always ready to help the senior Legacy Club in any way in their power and still helped at Christmas parties and summer camps. ILC was a service rendering organisation and was self governing. Non-sectarian and non-political, the members were ex-junior legatees over 18 years of age. After serving in World War 2 members were eligible to become members of Legacy. Was in a folder of material collated about the ILC by an early archive committee. Photograph was taken on the 23rd of August 1906, the day of Jessie May Lang and Charles Ernest Barrie's wedding. Held at the Methodist Church Melton. UMMARY – Charles Ernest Barrie d.1931 Born 1871 Ballarat d 1931 This document is has been compiled by Wendy Barrie daughter of Ernest (Bon) and Edna Barrie and granddaughter of Charles E and Jessie M Barrie. My grandfather was well known in the district and was mostly referred to as Ernie. He shared the same initials as his second son Edgar. His three eldest sons lived and farmed in Melton for their entire lives. His descendants are still associated with farming, engineering and earthmoving in Melton. Ernie Barrie operated a travelling Chaff Cutter in the St Arnaud area where his parents William and Mary Ann had taken up land at Coonooer West in 1873. Ernie commenced his working life with a team of bullocks and a chaff cutter. The earliest connection he had with Melton was in 1887. By the beginning of the 20th century Ernie and his father William and brothers, William, Samuel, James Edwin,[Ted] Robert, Arthur and Albert have been associated with farming and milling in the Melton district. In the early 1900’s Ernie and his brother Ted were in partnership in a Chaff cutting and Hay processing Mill on the corner of Station and Brooklyn road Melton South. The mill was managed by William for a time. By 1906 Charles Ernest and James Edwin were in partnership in the Station Road mill when a connecting rail line across Brooklyn Road for a siding was constructed to the Melton Railway Station. In 1911 the Mill’s letterhead shows C.E. BARRIE Hay Pressing and Chaff Cutting Mills. Melton Railway Station. Telephone No 1 Melton. This Mill as sold to H S K Ward in 1916 and stood until 1977 when it burnt down in a spectacular fire. Ernie built a house at Melton South beside the Chaff Mill at Station Road in 1906 and married Jessie May Lang in August at the Methodist Church. Jessie’s father was Thomas Lang. He came to Melton in 1896 and was the Head Teacher at Melton State School No 430 until he retired in 1917. They had 9 children with 8 surviving to adulthood. Jessie and Ernie had 6 sons and 3 daughters. All the children lived at Darlingsford. In April 1910 the family left Melton for a brief period and moved to a farm in Trundle in NSW. They returned to Melton and purchased Darlingsford in May 1911. For a time during WW1 they lived at Moonee Ponds near the Lang grandparents at Ascot Vale. Mary and Bon attended Bank St State School. The children developed diphtheria in 1916 and their youngest boy, Cecil died of complications. Mary and Bon were taken to Fairfield Hospital and both recovered. At the end of the war influenza broke out the family returned to Darlingsford and shared the home for a short while with the Pearcey family who had been working the farm. By 1922 the family had and grown and Edgar, Tom, Horace, Jessie, Joyce and Jim were living a Darlingsford. Ernie continued during the 1920’s working the farm and attend his many civic and community commitments. Two 8 clydesdale horse teams were used to work the land which meant early rising for the horses to be fed and harnessed to commence the days work. In 1916 Ernie also became involved in a Chaff Mill on the corner of Sunshine and Geelong Road West Footscray, which at the time was being run by John Ralph Schutt. It was known an Schutt Barrie. A flour mill was added at a later stage. Other Schutt and Barrie mills were situated at Parwan and Diggers Rest. Another mill was situated beside the railway line at Rockbank. The Footscray mill ceased operation in 1968. Ernie spent a lot of time and energy at the Parwan Mill and travelling around Parwan and Balliang farms, where he came to know many of the families in the district. Ernies commitment to the civic development to the Melton and district was extensive, he was involved with a number of large events during the 1920’s such as the Melton Exhibitions and the 1929 Back to Melton Celebrations. He was a member of the Australian Natives Association at the turn of the century. He was Chairman of the School Committee at Melton State School 430 and the Melton South State School in thw1920s. He donated the land for a Hall for Melton South in 1909, known as Exford Hall and later in 1919 renamed Victoria Hall. The Hall was demolished in 1992. He was a Councillor, JP, and Vice President and President of the Melton Mechanics Institute Hall Committee in 1915- 1916. He was a member of the Methodist Church and later the Scots Presbyterian Church. He was Superintendent of the Sunday School of the Methodist Church to 1910 and later Scots Presbyterian Church until 1931. This is reflected in the theme of children in the stained glass window which was dedicated in his memory by his wife Jessie as a gift to the Scots Church. Charles Ernest Barrie made many generous donations to many charities who supported young people and children. In 1918 Jessie and Ernie made the first donation to a very prominent Victorian charity whose work still continues. Yooralla. In July 1931 Ernie’s untimely death was a major blow to the family and the Melton community. To this day people still vividly recall the day they lined the streets for his funeral. The day of the funeral is recalled as the day Melton stood as two of their prominent citizens who tragically died on the same day. An article from the Bulletin including the text an address by Legatee Kem Kemsley at a Legacy event on 4 October 1977. He discusses the beginnings of Legacy. He starts with Legatee Savige's tip to Hobart and Sir John Gellibrand's Remembrance Club. Then a meeting of the 24th Battalion at Phair's Hotel in 1923 and the men there agreeing to start a similar club, he mentions Sandy Lowe as a member at the meeting in 1977 that was at the initial meeting in 1923. He also mentions other at that initial meeting were Savige, Frank Selleck, Ted Pittard, Bob Irving, and 'Babe' Norman. He relates the approach made to Sir John Monash to be the first president. It was when Savige was in Frank Meldrum's dentist chair that the plan was hatched for Meldrum, (who was playing tennis with Monash's son-in-law, Gershon Bennett), to approach Monash to be president. It shows the nature of relations between high ranking ex servicemen. Instead Monash suggested Colonel Harold Cohen. Initially Legacy was founded with 'one person from each profession or business who will represent that profession until such time as the Club has established itself on a wider basis.' For example there were 'two solicitors - Downing and Armstrong, Meldrum as dentist, George Worboys as plumber, Dr Gardener as the eye specialist, Doolan and Goodchild as Surveyors, Fred Wickham of the Premier's department who was regarded as very important, Baker from Myer's Emporium, Joynt from the printing world and Blackett the architect.' He also mentions a Police Strike and General Monash set up a special constabulary force. Cohen, Kemsley and many of the early legatees answered the call to help keep peace. By December 1923 there were 54 members of the new Legacy club. The name was under consideration as the Tasmanian club was called Remembrance Club. Pip Powell nominated the name of Legacy to be submitted for consideration, but it was Frank Selleck who moved the formal resolution. The speech mentions that Sir Gellibrand was appointed Patron of Legacy and later Monash and Sir Harry Chauvel were chosen. Frank Doolan posed the question 'what does Legacy really mean?' and focus changed toward widows and children. Citing some slightly different dates to those in a later speech about the start of Legacy (at 02029) he says it was July 1926 that they met with widows and a couple of weeks later 142 boys were to attend Anzac House for a Literary and Debating class. Ballarat and Geelong had formed clubs by 1925 and Legatee Hilmer Smith was transferred with his work to Sydney and started a Legacy Club there in 1926. The first Conference was held in November 1926. The first Government House Christmas party for children was held in 1926, when the Governor General of Australia was still residing there. His final words were about his war experiences and relates a speech made by Legatee Brian Armstrong on 28th February 1961 (02502) that also spoke of the area around the Pozieres Windmill that was part of the battle of the Somme in July/August 1916, where so many of the early legatees fought.. The article was part of an album of past presidents from 1965 to 1989. The folder included biographical details and obituaries, eulogies and death notices of prominent Legatees. The Freedom of Entry to the City was an honour conferred by the Bendigo City Council to the Army Survey Regiment in 1970. 1980 was the third time the unit exercised its freedom of marching into the city with swords drawn, bayonets fixed and drums beating. The honour is usually bestowed upon local regiments, in recognition of their dedicated service, and it is common for military units to periodically exercise their freedom by arranging a parade through the city. Led by the Regiment’s CO – LTCOL Bob Skitch, the unit marched down View St in the CBD, along Pall Mall and up Gaol Rd to the Queen Elizabeth II Oval. The ceremonial parade followed with a march past the guests of honour, Mayor of Bendigo Councillor Paul Tomkinson and military dignitaries. The parade concluded after formal inspections of the troops. The Regiment also exercised its Freedom of Entry with anniversary parades in 1977, 1980, 1985, 1990 and 1995. Nicholes, Photographer was first listed on the north side of Heidelberg Road, Alphington in 1904 and again in 1905. By 1906 he was still listed but with no profession. From 1907 on he was listed as a bicycle agent. On July 23, 1878, George Bird married Janet Kilpatrick (born Ayrshire) at Northcote by Presbyterian minister, Duncan Fraser. The witnesses were daughters of the minister. George gave his profession as farmer. Around 1880 or possibly earlier he acquired the property known as View Hill at the top of Pitt Street, Eltham between Pitt Street and Mount Pleasant Road and what is now Eucalyptus Road. George and Janet developed an orchard and farm around the View Hill home and had 10 children, three of whom died young. George Bird is listed in the 1977 history of the Eltham Methodist Church as Steward and trustee in the early years. In the 1950 history he is mentioned as Sunday School Superintendent. In the early 1900s, Janet regularly went to the church by horse and jinker. Janet died September 2, 1915, age 60 of endocarditis and bronchial pneumonia. At about this time, three children had married (Sarah, George and Ada) and four were living at home. However, Edwin joined the AIF in August 1915 and Ellen married in 1916 leaving two sons, Arthur and Reg, to look after their father and the property although some of the married children may have lived at View Hill for some time. From Edwin's letters, Hilda Pepper, a cousin on their mother's side) stayed with the family for some time to help. In later years, George developed glaucoma and became blind. He died December 6, 1920, aged 75 years, of diabetes mellites. Both Janet and George are buried at Eltham Cemetery, but the gravestone incorrectly gives 1921 for the death of George. The estate was divided into equal portions and distributed to the surviving members with Arthur and Ted Pepper being Executors. Ada Janet Lowe received a portion above what is now Rockliffe Street and Sis Pepper (Sarah Ann nee Bird) the portion below Rockliffe Street. Ernest Pepper built in the 1930s on the Pepper block at the Pitt Street end. George's share was along Wattle Grove and Arthur received the portion at the eastern end. Presumably the other two received portions including the top of the hill and slopes down to Pitt Street, Mount Pleasant Road and Wattle Grove. Read's (at the corner of Pitt Street and View Hill Crescent) was the first additional house brought in on wheels by a Mr Walkenden. Charles E “Ernie” Barrie started constructing a Chaff mill on the corner of Brooklyn and Station road in 1900. It soon became a thriving business and was ideally located close to the railway line. Ernie and his father William and other Barrie brothers had been operated travelling chaff cutters in the district of Melton and Werribee. Within a short time the mill expanded into two big sheds in partnership with his brother James E known as “Ted”. The eldest brother William was in the Manager living in Melton South. In 1906 Ernie applied for a railway crossing on Brooklyn Road to have direct access for railway trucks to be shunted to the mill to be loaded. The Mill was also had the first phone to be connected, No 1, and No’s 2, 3 were the Golden Fleece and Macs Hotels. In 1906 Ernie married Jessie Lang daughter of the Head Teacher at Melton State School No 430 (1896 –1917). The Barrie house on the north side of the mill was completed in August 1906. It survived for almost 60 years until demolition. Chaff mills were very susceptible to fires and often burnt down and would be rebuilt again ready for the peak of the harvesting season. The final demise of the Mill occurred in a spectacular blaze on the night of Friday 2nd December 1977, just before the earth tremor as reported in the local paper. Brian Dobson the local photographer lived close by and captured the night blaze. A video was also taken of the action by the fire brigade. My parents Bon and Edna Barrie were living at 19 First Avenue, and took colour slides of the smouldering ruins in the half -light. Ironically Bon had spent the first year of his life (born in April 1909 and sister Mary born October 1907) at the house beside the mill. Trethowan’s Chaff mill in Brooklyn road was also destroyed by fire, which stated in the evening on Tuesday April 28th 1987. It was established in 1910 by Dixon Brothers, followed by, Ebbot & Kebby, Robinson, Trethowan and Butler and was with the Trethowan family when it burnt down. Melton South was small a community referred to as Melton Railway Station. Member of the community raised the idea to have a public hall. In 1909 Cr Barrie, Mr Nesbitt and Delany formed a committee to build a community hall. Cr Barrie donated the land and The Exford Hall was completed in September 1910 later to be named Victoria Hall. It was demolished in 1992. Colour slide in Barrie archive. In April 1910 the Ernie sold the Mill to Glover Onians (HSK Ward) family moved away to a property in Trundle NSW. Ernie had acquired 640 acres (a square mile) and leased a further 1920 acres of adjoining land. It was the practise of the farmers in the area at the time to buy up or lease the surrounding land from the 640 acre crown land blocks to make up acerage for a viable wheat farm. His wife Jessie found the climate to be very hot and when the Darlingsford property at Melton was put up for sale in the latter part of 1910 and was passed in at the auction. My grandfather saw this an opportunity to return to Melton. The negotiations to Darlingsford were finalised on May 11th 1911. This photograph has a detailed inscription on the back handwritten by John Lundy-Clarke in 1974.Kalorama Gap under snow 1921 The leafless elm trees are low in the centre and the dual nature of the nearer one can be clearly seen, two small suckers of the older farther tree being twisted together in 1898 by Fred Jeeves. The older tree was planted 1880. Mrs Hands shop can be clearly seen, which was the Mount Dandenong North Post Office. The old Main Road runs up the centre of the picture and turns to the right and disappears behind “Mountjoy” the big guest house built by Paynters in 1905 and sold to Ellis Jeeves 1908, whose family ran it till 1943. At the bend of the road behind the big pine tree and the dark blackwood can be seen faintly the gable of Price’s house that contained the first shop on the mount. Above it is H Walker’s cottage on Ridge Road that still exists, his homestead is on the left of the picture on the same level. Below this house and to the left can be seen Ted Prices hay and corn store. The present estate agency lies between these two buildings, on the road which had recently been built. This can be seen winding from the lower left corner of picture to the left of the elms. The CRB had recently fenced the road and this is clearly seen as it circles behind trees in the left centre. Barber’s Road crosses CRB Road to the left of the dray under the leafless elm and the Coach Road dives down to the right just behind the pair of blackwoods to right of the elms. The picture was taken from just above the boundary of Isaac Jeeves’s selection Crown Allotment “C” (Jeeves Saddle) which stretched across the Gap to the other side of Mrs Hand’s shop, monopolising the gap from 1871 to 1879. Raoul Fortescue Miles was one of the seven sons of Captain Edward Thomas Miles and Mrs. Charlotte Eliza Miles. There were also four girls. Names of these in order are: Edward Leslie, Amy Florence, Augustus Temple, Lilian Ethel (Mrs. G.M. Parker), Hilda Clare (Mrs. J.W. Barrett), Arthur Hunter, Thomas Alfred, Sydney Derwent, Raoul Fortescue, Kathleen Mary Edith (Mrs. Howe), Keith Lyttleton. The only survivors are Thomas Alfred and Kathleen Howe. Raoul Miles served in the 12 Bn. in the first AIF and rose to the rank of sergeant. He Married an English girl at the end of 1st World War and brought her as an 18 year old bride to Australia. He worked Hendon which was owned by Captain Miles. In the early twenties he went to Seaford and opened a cafe on Napean Highway. He then opened an estate agency as well in front of his house. He was a councillor in the then Shire of Frankston and Hastings. He was Shire President at some time. Just before the 2nd World War he opened an estate agency in Frankston near the station. He also had a post office agency in the building which he owned. After the war he and his brother Sydney subdivided land and built houses at Seaford. His wife died suddenly and for some years he lived alone in a two storey houses divided into two flats. He died when he was about 72 or 73. During World War 2 he was a recruiting officer for the R.A.A.F. He had five children: - Jean (Mrs. Hayward, Portland?), Barbara (Mrs. Collins, Wattle Park), Laurie (Mrs. Thorpe Woods, Kent, England), Ted, Seaford?, Bill, Seaford?".
