Marong was first incorporated as a road district on 27 August 1861, and became a shire on 23 December 1864. On 1 October 1915, the Borough of Raywood, which was gazetted on 17 January 1865 on 23.31 square kilometres of land 28 kilometres north of Bendigo was united with Marong. On 1 October 1990, the Shire of Marong became a rural city, under the Local Government Act 1989. In a report on 17 February 1994, the Local Government Board recommended that the five councils in the Bendigo region merge to form a "super city", with a population of about 81,000. Marong, Eaglehawk and Huntly had earlier objected to the proposal, and the Board noted a weak no vote against the merger proposal in a referendum in the region; about 70% had voted against, but with a turnout of between 30% and 40% of eligible voters. The three councils filed a writ in the Supreme Court, alleging failure to follow process by the Minister for Local Government, Roger Hallam, but by the time the new "super city" was announced, the writ had not yet been heard, and on 24 March 1994, the Rural City of Marong successfully applied for an injunction blocking the publication of the gazette the following day abolishing the five councils and appointing three commissioners. The government responded by introducing legislation, the City of Greater Bendigo Bill 1994, to Parliament, to effectively override the Supreme Court action, with Hallam saying "the bill would make clear that the Government is determined to achieve its objective for a more efficient municipal structure for the Bendigo region." Marong mayor Robert Hynes described the action as "terribly disappointing", adding, "One way or another, I believe it does mean an end to our fight... it seems the Government are above the law to me." On 6 April 1994, Marong voted to drop the Supreme Court action, effectively in doing so voting itself out of existence, and on 7 April 1994, the Rural City of Marong was abolished, and along with the City of Bendigo, the Borough of Eaglehawk and the Shires of Huntly and Strathfieldsaye, was merged into the newly created City of Greater Bendigo. The photo records a Vintage Train tour to Healesville on 1 October 1966. The Lilydale to Healesville line opened on 1 March 1889. The last steam train on the line ran in 1957 and the last passenger service was in 1980. The line reopened as a tourist railway in 2010. Although the photo was taken on a misty day, houses in Windsor Crescent can just be seen in the background. When the Shire of Blackburn and Mitcham was proclaimed on 27th May 1925, the second meeting of the Shire was held in the hall of the Methodist Church on Monday 28th September 1925 at 7.30pm.|Three ensuing meetings were also held there and following meetings were at the dwelling in Whitehorse Road, which was purchased by the Shire for use as their office. Shire of Phillip Island managed the Phillip Island Penguin Parade during this era, and made several improvements for visitors including the building of a kiosk for food and beverage and some souvenirs. The building was located on a bitumen area at the base of the hill along with a brick toilet block. The area was actually raised from creek bed adjacent to the bitumen area, with Little Penguin rookery either side. The Shire tendered out the contract for the running of this kiosk on a 3 yearly basis.This small public notice from a Wonthaggi newspaper at a time when no local newspaper was being published on Phillip Island, marks the time when the Shire of Phillip Island began to increase provision of tourist facilities at the Penguin Parade. The number of visitors being 100,000 for the previous year is also an excellent indication of the popularity of the Penguin Parade. This is a booklet giving the names and addresses of voters for the local Council in Levy’s Ward in the City of Warrnambool in 2002. At that time the Warrnambool City Council was divided into seven Wards with one Councillor representing each Ward. The seven Wards at that time were Levy’s, Botanic, Cassady, Pertobe, Proudfoot, Sherwood, and Wollaston. In 2004 the Wards were abolished and seven Councillors then represented the whole City of Warrnambool. In October 2024, the Warrnambool municipality covered 120sqkms and returned to a seven ward council.
