Plaque, Kew City Hall : Opened by The Hon H.E. Bolte M.L.A. Premier of Victoria 23rd April 1960 : Cr H.H. Ferguson J.P. Mayor, 1960
The Municipality of Kew was proclaimed on 19 December 1860, then upgraded to a Borough (1863), a Town (1910) and finally a City (1921). From 1865, its offices were based in the former Athenaeum Hall in Walpole Street, which, although extended in 1883, inevitably became inadequate. Plans for a new purpose-built Town Hall were first mooted in the late 1880s, but fell prey to six subsequent decades of debate. During that time, many sites were considered and rejected, and several schemes prepared. Finally, in 1945, it was resolved to build a new civic centre as a war memorial. The council acquired Southesk, a mansion on the south-west corner of Cotham Road and Charles Street – first mooted as a possible Town Hall site two decades earlier – and plans for a civic precinct were drawn up by John Scarborough. The project stalled until 1957, when a Town Hall Committee was formed and a new architect appointed: Harold Bartlett of Leith & Bartlett. He also proposed an entire civic precinct, of which a large public hall would constitute Stage One. Designed to accommodate almost any public or official function, the space had had a small stage at one end for intimate theatrical productions, a larger stage at the other (with operable sunken orchestra pit) for musical performances, plus the most up-to-date equipment for live TV transmission. The building, befitting its original intent as a war memorial, was also to include a sculpted monument, for which a separate design competition was held. First prize went to George H Allen (1900-1972), long-time head of the Sculpture Department at RMIT and a former war artist himself (the only one, in fact, to have worked in the medium of sculpture). At the time of the Kew project, Allen was best known for his Cenotaph at the Shrine of Remembrance (1955) and a controversial abstract sculpture at Hume House in William Street (1957). Tenders for the new hall were called and the contract (worth £104,986) was awarded to H F Yuncken. The foundation stone was laid by the Mayor, Cr F C O'Brien, on 1 June 1959. Completion (initially scheduled for October) was delayed by the unavailability of certain materials; it was barely finished in time for the official opening (by Premier Henry Bolte) on 23 April 1960. The war memorial was unveiled two days later (Anzac Day) by Bolte's deputy, the Hon A G Rylah. Fittingly, that year also marked Kew's municipal centenary, and many celebratory events were held in and around the new civic centre in December, including a special council meeting (attended by the Prime Minister), a tree planting ceremony and a youth ball. Originally made as a watercolour, the map was later made into posters and adorned many homes around the area. Port of Portland Authority archives On 19 November 1960, the Portland Harbour Trust was officially opened by His Excellency, The Governor of Victoria, Sir Dallas Brooks, in front of thousands of onlookers. It was one of the largest concentration of Premiers, Statesmen, industrial and civic leaders ever to attend an event outside of an Australian capital city. Today, Port of Portland is a busy modern port, handling in excess of $2 billion in trade. One of Victoria’s four major shipping ports, it handles bulk cargoes such as plantation woodchips and logs, grain, aluminium products, mineral sands, fertiliser, livestock and wind tower components.This forms part of the archives of the Port of Portland which were donated to the Glenelg Shire Cultural Collection by the Port of Portland. During a visit to Mount Helen campus a student presented Prince Charles a dandelion for his lapel. The Sun of 29 October 1974 ran the headline 'Some Splendid Girl Gives Charles Flower'. The newspaper reported that Prince Charles did not have the flower when he left a Ballarat Civic Hall reception for a tour of the Institute of Advanced Education at Mt Helen. When asked where he got the flower Prince Charles said 'It was given to me by some splendid girl'. Caption reads: "This is the Rutherglen police station, which was described as a 'disgrace' at Rutherglen Shire Council's meeting last Friday. Walls of the tiny station are riddled with white ants and the two lock-ups at the rear are primitive. The station is said to be more than 80 years old and entirely out of character with its surroundings -- the pleasant civic square. The condition of the buildings will be brought to the attention of the Victorian Police Commissioner and Public Works Department." The two lock-ups mentioned are now (2018) property of the Rutherglen Historical Society, and are located at the back of the Museum awaiting renovations to make them into a display.Black and white photocopy, that seems to have been from a newspaper article, showing a photograph of a small cottage that served as a police station in Rutherglen for some years. The "Q" Theatre Guild grew out of and amalgamated the Kew Light Opera Company in 1957. Productions were initially held in the Kew Recreation Hall and subsequently in the Kew Civic Hall. The Company would appear to have run until the mid-1960s. Arthur Henry Dear was an employee of the City of Kew, acting as Hall Keeper of the Kew Recreation Hall in Wellington Street, and later the new Kew City Hall in Cotham Road. The Arthur Dear Collection contains memorabilia - tickets, programmes, invitations - as well as his identification badge. The Q Theatre Guild had previously evolved out of the Kew Light Opera Company that had been formed in 1953. The first performances of the Guild occurred in the Kew Recreation Hall in Wellington Street. From 1960, the Guild performed at the new Kew Civic (later City) Hall. They also undertook some Mayoral duties on occasions when their husband was unavailable. Mayoress O'Brien was born Annie Webb at Dunolly in 1893 and died in 1938 aged 68. This plate would have been part of a crockery set used by the Warrnambool City Council at civic functions and receptions. It probably dates from the late 20th century. It was made by Westminster China which was a business established by Stanley Rogers and Sons Limited in Cheltenham, Melbourne in 1954. In 1977 the business was moved to Sandringham, Melbourne and by the 1990s it was mainly producing items for the hospitality sector. Warrnambool became a Municipality in 1865, a Borough in 1863, a Town in 1883 and a City in 1918. The seal and motto, ‘By These We Flourish’ were designed and drafted by John Macdonald, an original member of the Municipal Council in 1856 and the first Head Master of Warrnambool’s National School in 1850. This plate is of interest as one of a set used by the Warrnambool City Council in the late 20th century. This is a white china plate, slightly bowl-shaped, with a gold strip around the rim. The gold is partly fading. In August, 1920, The Kew Town Council decided to establish a Baby Health Centre in Kew. The first Centre was opened in a room in the Town Hall in Walpole Street on 5 November 1920. William Nichols Anderson (1873-1927) was an Australian painter, one of whose works from the 1906 series River + Rail is in the Kew Historical Society’s art collection (donated 1984). A separate archive file contains correspondence, biographical information (written by his niece), and locations in Kew where he lived. Much of the correspondence between the Society and the City of Kew relates to the painting and its location in the Mayor’s Room at the Kew Civic Offices, Charles Street, where it was on loan from the Society. In August, 1920, The Kew Town Council decided to establish a Baby Health Centre in Kew. The first Centre was opened in a room in the Town Hall in Walpole Street on 5 November 1920. In May 1939, the Railway Commissioners agreed to lease a site at the Kew Railway Station for a Baby Health Centre for a term of 21 years at 3 pounds per annum. A building, designed by Roland Chipperfield, was erected, and the Centre previously conducted at the Town Hall transferred there. This became known as the Denmark Street Baby Health Centre. (Cr. W.D. W.D. Vaughan (Kew's Civic Century, 1960, pp.195-6) quotes Council Minutes of 1938 and 1939 to record that: "After protracted negotiations between the Council, the Railways Department and the Tramways Board agreement was reached in June, 1938, for the filling of the railway cutting at the Harp Junction and shifting tram tracks to the High Street alignment ... The Outer Circle railway land from Princess Street to Park Crescent was purchased by the Kew Council in October, 1939, for 2,750 [pounds]. The land from Park Crescent to High Street was leased for 1 [pound] per annum. Considerable work was done in levelling the embankments to the original surface level."Important and rare photograph of the period, showing major works by Kew Council in Kew East working on a significant piece of urban infrastructure.Small, original black and white positive (photograph) showing workers and vehicles filling in the tracks of the former Outer Circle railway at East Kew. Prior to the election of female Councillors and Mayors in the 1960’s, The Lady Mayoress role was one of the few ways women could be active in civic life. Mayoresses made important contributions to their local communities through their charity work and as ambassadors for their region on a state and at times, international level. They also undertook some Mayoral duties on occasions when their husband was unavailable. Mayoress Bolton was born Jemima 'Mina' Vance in White Hills in 1866. She died on 7th December 1946 aged 80 years. Mayoress Bolton was an ardent worker for charitable bodies, particularly Baby Health Centre and Children's Welfare department.
