Domestic object - Stove, Cox and Rizzetti Stove Works, ca. 1918-1930s
Cast iron stoves burn solid fuel such as wood or coal, and are used for cooking and warmth. The stoves have a firebox with a grate where the fuel is burned. The hot air flows through flues and baffles that heat the stove top and the oven. Before cast iron stoves were invented, cooking and heating were carried out in outdoor open fires, and later, in fireplaces inside the home. In 1642 the first cast iron stove was manufactured in Lynn, Massachusetts, where molten cast iron was poured into a sand mould to make rectangular plates that were then joined together to make a box. Benjamin Franklin invented the more efficient Pennsylvania stove in 1744, and this efficient design is still used today. After the mid-19th century cast iron stoves were produced with burners in different positions, giving varied temperatures, so a wide variety of foods could be cooked at the same time at the most suitable heat, from slow cooking to baking scones. In contemporary times people the new wood-burning stoves had to meet the anti-pollution standards now in place to protect our environment. By the 1920s gas cookers were being introduced for domestic use, and by the 1930s electric home cookers were being offered to householders. PLANET STOVES In August 1925 the firm Cox and Rizzetti, Stove Works, and also Sydney Road, South Melbourne, advertised in the Brunswick and Coburg Leader of November 11, 1925 as "formerly with Harnwell and Sons" and as "specialists in solid cast iron Planet stoves ... which merit an inspection from builders and householders". The firm continued in business and was mentioned as sponsors in the King Island News in 1971. Harnwell and Sons was listed in the Victorian Government Gazette of 1894. It is curious that the firm was mentioned in an article in the Sunrasia Daily of June 14, 1934 titled 'Planet Stoves' as a manufacturer of Planet Stoves. This Planet No 3 stove is an uncommon example of cooking equipment used in kitchens in the early 20th century, as the firebox is above the oven rather than beside it. The cast iron combustion stove is significant as part of the evolution of domestic cooking. Previously cooking was mostly carried out in outdoors in open fires, and later in fireplaces indoors. Cast iron stoves are still used today and have additional features such as thermostats to monitor and maintain temperature, water heating pipes connected, and environmentally approved anti-pollution fittings. Stove; a compact, blackened cast iron combustion cooker, installed within a fireplace and enclosed by bricks on both sides. The upright rectangular stove has a flat top with three round, removable cook plates and a flue connected at the back. The front has three doors with round knob handles; a swing-down firebox door above a sliding ashtray, and two side-hinged oven doors above a sliding opening. Inside on the side walls are two pairs of runners. Behind the pair of doors is an oven with two pairs of rails and two removable metal shelves. The stove has cast inscriptions on the chimney flue and on the front of the right hand side stove door. Instrument - Hydrometer, 1878 to 1930s
This Sikes brass hydrometer was manufactured by the optical and scientific instrument makers Kasner & Moss of 17 Collins Street West, Melbourne, in the latter part of the nineteenth century. The firm adverted hydrometers, as well as optical instruments, as early as August 13th, 1864, in The Age, Melbourne. This hydrometer set was donated to Flagstaff Hill in 1979 by local wine and spirits merchants Lynch Bros of Fairy Street, Warrnambool. Giffen Russell had established the business in 1878, and Harry Lynch took it over in the 1930s, and after he passed away in 1953 Kevin Matthew Lynch became proprietor of K M Lynch Food and Liquor. The business closed in the 2010s. The hydrometer may date back to the establishment of the business in 1878, as Kasner & Moss were selling hydrometers in Melbourne from 1864. Hydrometers were used to measure the density, or relative density, of liquids from the late 1600s. In 1816 Bartholomew Sikes won the competition for the most useful accurate hydrometer. Hydrometers were commonly used by distillers, vintners, and brewers to establish accurate measures of alcohol concentration in their beverages. Following this manufacturing process, government inspectors and excise officers used them to check that the labelled indications of alcohol-proof were correct and that the right amounts of duty were being paid. This hydrometer and its fitted and hinged wooden container show signs of heavy and protracted use in a working environment. Although the instrument has some parts missing and has been recently repaired, the original quality of the inlaid box and the fine engraving on the instrument and the attachable weights, are indications of the hydrometer’s very real value when new. This Sikes hydrometer, bearing the maker's mark of “Kasner & Moss Melbourne” and the registered number “20373”, was presented to the purchasing public as a precision-made instrument designed for professional use. The Sikes hydrometer is of local significance because of its implied association with the alcohol trade in the southwest region of Victoria. It was donated by a family member of Lynch Bros, a local licensed outlet for wines and spirits in the period before the general relaxation of liquor licensing laws in the State of Victoria. It may have belonged to Griffin Russell who established the liquor store in 1878.Hydrometer; original Sikes brass hydrometer in a polished wooden case with an inlaid plaque on the lid. The brass float is a sphere with a thin flat upper stem and a short, lower stem with a bulb-shaped end. The upper stem is engraved scale on both sides with the numbers 1 to 10, and five divisions between each number. There are ten fixed pegs in the base to secure the thick brass horseshoe-shaped, numbered, various-sized weights (20, 30, 40, 80, 90); the free pegs would have originally stored another five weights (10, 50, 60, 70, and 100). The empty compartment in the box suggests another part in the initial set, probably a thermometer. The fitted, fabric-lined box has two brass closures and two brass hinges. The scientific instrument shows signs of heavy use and repairs. The Serial Number on the float matches the Serial Numbers on the weights. The plaque on the lid, the float and the weights have inscriptions. Made by Kasner & Moss, Melbourne. Plaque: “SIKES HYDROMETER / KASNER & MOSS / MELBOURNE” On float's lower stem: “SIKES 20373” On one thin edge of the float's scale, engraved in script “Kasner & Moss” and stamped “MELBOURNE”, and symbol“P” rotated 90 degrees. On the opposite thin edge of the float: “N20.373”, “SIKES”, “I P % II O” (in ornate capitals). Brian was born in Melbourne in 1949. Early life was spent in the stimulating bush environment in Montrose. Ramon Horsefield saw a spark and Brian began to paint in oils at the age of thirteen. He contunued tuition with Graham Moore, in class and at night classes. An Art Diploma at Swinburne was not completed. This did not crush his creative spirit and he resumed tuition with Graham Moore. Within a few years he was winning prizes. Many and varied jobs allowed him to survive whilst aspiring to become a full time painter and bring up his growing family. In 1977 Brian resigned from his last employment as a picture framer. He leased a shop in Main St, Mornington and set up classes. Brian taught painting and had his own studio behind the school. Later he was to move and build his "bushland gothic" home in North Warrandyte. Here he developed his reputation as a painter. Brian had his first solo exhibition in 1979. Many more were to follow. He has won many prizes, was a finalist in the 1992 Moran Portrait prize. The Alice Bale Scholarship which he won, entailed a year traveling and studying in Europe. Brian returned home in 1996. Sharing his skills with many students over the years, he taught privately and at various art societies. His oils, pastels and charcoals capture the light of landscape, portrails and nudes. In 2012 it will be thirty-five years since Brian has had a "real job". At times this has been really difficult. He is now semi retired after suffering from Rheumatoid Arthritis for a decade. Now he paints what he loves to. His portraits capture the very essence of the sitter. In 2009 he remarried and moved back into the bushland of North Warrandyte. 'Duet' by Brian E. Armstrong was donated by the Artist to the Eltham Copper Butterfly Appeal Auction.Oil on canvas painting depicting a 'Duet' scene with two children. One is shown playing the flute whilst the other is playing the piano. The painting is fashioned in sombre colours and muted tones, with alternating tones of violet prominent.Signed- Brian E. The Dibb Report into mainland defence of Australia,1986, among other things identified the requirement for protection of key assets in Northern Australia and the possibility of involving Army Reserve (Ares) units in this thus releasing regular forces for offensive operations. Dibb also pointed out that this defined role would result in a huge lift in Ares morale. In June 1988, the 3rd Division (3Div) conducted a Tactical Exercise without Troops (TEWT), Exercise ‘Distant Trumpet’ in the Katherine- Darwin area to study problems associated with defence against low level incursions against Tindal RAAF Base. Exercise ‘Northern Explorer’ followed in October of that year when units of the 3Div including A Squadron 8/13 Victorian Mounted Rifles sent patrol groups to get a first taste of environment and conditions. Post-Exercise reports had to include recommendations re: health, equipment and adaptation of Standing Operating Procedures (SOPs) in preparation for the new role deploying to Northern Australia. The first deployment by 8/13 Victorian Mounted Rifles was in 1988. Deployments continued in following years. In September 1993, 3 Troop (Wangaratta) VMR Squadron 4/19 PWLH commanded by Captain Kelvin Robertson deployed to NT. The training began with airfield defence at Tindal followed by a 1000km recon into Arnhem Land in four Landrovers. The troop reported on the conditions of the roads, airfields, bridges (mainly causeways) resources such as fuel supplies in the towns and infrastructure. Each troop taking different route. 3 Troop had the Northern route through Kakadu National park across the East Alligator River to Oenpelli then to Maningrida and Ramangining and south to the Central Arnhem Road and back to Tindal Air force Base Major Annett later commanded 4/19 Prince of Wales's Light Horse, and later again 4th Brigade 2nd Division.. MIM SODERGREN and the WOMEN'S SKI PROGRAM The Women's Ski Program at Falls Creek and Thredbo was initiated in the mid 1980s. One of the most popular instructors involved in this program was Mim (Mariam) Sodergren. Mim developed innovative, specialized ski programs for women and children in both Australia and the United States. She and her husband Mike originated from Tahoma, California, USA. They spent 17 years of their lives without a summer, working as ski instructors in Lake Tahoe during the northern winters, and then they’d head off to Falls Creek and Thredbo in Australia. Mim and Mike Sodergren were both inspiring instructors at Falls Creek Snowsports School, dedicated to education and had a deep-seated passion for fostering an inclusive Snowsports community. Tragically Mim and Mike were among the 18 people killed 30 July 1977 in Thredbo, Australia, when a landslide tore through Thredbo’s ski resort village and demolished two staff lodges. In 1997 the Australian Professional Snowsport Instructors (APSI) established the Sodergren scholarships in memory of Mim and Mike. The Sodergren Scholarship recognises the rising potential of Snowsport instruction within Australian ski resorts and allows the recipients to further their professional development by providing all training free of charge for one season. The women’s program still operates at Falls Creek and is a "heartfelt tribute to the memory of Mim Sodergren, a beloved 1980s instructor and mentor who tragically lost her life in the Thredbo landslide in 1997. Designed by women, for women, and inspired by the enduring passion of Mim and her partner, Mike, who was also an instructor, this program is a wonderful opportunity to learn to ski in a friendly and supportive environment, just as Mim envisioned." When Mrs Julia Ronan nee Arundel lost her husband John to tuberculosis in 1906, she quickly decided to move from their small farm into Wodonga with her 3 children. She was granted the lease of the ground she needed to establish her eating house at one shilling per year while she remained there. Two established merchants Albert Schlink and John Whan and butcher Jack Garrett agreed to allow her credit which enabled her to open Ronan's Dining Rooms at the Wodonga Saleyards. It was often a challenging environment, with drovers, and horse- breakers, auctioneers and bushmen bringing huge mobs of cattle and horses to the saleyards. Stories of the premises include the unexpected arrival in the passage of a lively bullock which finished up on the girls' bed. Mrs Ronan persevered and beat all obstacles to finally move from the saleyards to the Wodonga Coffee Palace in High Street, beside the railway gates in 1921. The construction of the Hume Weir had begun and some construction workers boarded at the Coffee Palace. Her 3 children achieved success due to their mother’s hard work to ensure their futures. Bill trained for the priesthood and was a parish priest, but died from tuberculosis 1n 1939 aged of 41. Katie became a highly accomplished music teacher, including 32 years at Albury Public School. In the 1930s she was able to buy a house at 49 High Street, Wodonga where she lived with her mother and sister Mary. Mary trained in office work at Edmondson’s solicitors and then worked on the Albury Council. After living with her daughters in the High Street house, Julia passed away on her 90th birthday in 1958. Mary died on 6 January 1983. Katie passed away in Wodonga at the age of 97 on the 16 September 1996. A press release from Melbourne Legacy in 1975 which relates the story of George Knocks who joined Legacy and left a bequest that made a difference. The information was intended to be used by press and magazines etc. A longer version of the story is in the Weekly Bulletin - 29 Sept 1964. George was described as a lonely ex-seaman who migrated to Australia after the first world war. He learnt about Legacy and the work with widows and children. 'He joined up as a Legatee and from that day, the pattern of life changed greatly for George. He became absorbed in his new environment and spent most of his time with the children. The mothers founding him a rugged, but completely trustworthy friend.' When George died he was mourned by many Legacy friends. His left his property to four comrades, as trustees to use in continuing Legacy's work. As a result, a great many people in Legacy's care were helped, in all sorts of ways. One of them was Barry. Barry's father had died as a POW in a Japanese prison, and his mother had lost all her possessions in evacuating from Malaya. Barry had a disability and in time a new treatment was found, but it was expensive. Then Legacy came to aid Barry with money from the George Knocks fund. After long series of operations and treatments Barry made a wonderful recovery. While the fund ran out during the treatment, the last cost was met by The Stanley Savige Memorial Trust, which was a fund raised by the members of Legacy to honour the memory of their former leader. Barry went on to prosperous work, self sufficiency and a lovely marriage. Due partially to Legatee George Knocks, his bequest and the support of Legacy. This photograph was taken at Wooragee Hall on Wednesday the 28th of April 2004 called 'Queries about Quolls' and shows a Quoll Presentation by Andrew Murray at Mt Pilot, Chiltern Mt Pilot National Park. The photograph shows (L - R) Jerry Alexander, Unknown, Unknown, Mary Prowse, Tony Prowse. The event was hosted by the Wooragee Landcare Group and was led by Andrew Murray (of Parks Victoria), President of the South-East Forest Spotted-tailed Quoll Working Group and one of Victoria's leading authorities in quolls. As the name of the event would suggest, this session provided attendees with insight and general information on quolls, including the characteristics of quolls, the habitat of quolls and the techniques that can be used when searching for quolls which was part of a wider project aimed at protecting the endangered species of the tiger quoll, also known as the spotted-tailed quoll, an animal that once inhabited Mount Pilot-Chiltern National Park. This particular photo shows a group of attendees looking at a typical quoll nesting site in a rock crevice. According to an article included in the Wooragee Landcare group coordinators annual report 2004 and 2005 album (record 00001), Andrew Murray had been tasked to train a team of Department of Sustainability and Environment staff and volunteers from the local area (Beechworth and Wooragee) in the detection skills needed to establish whether the tiger quoll still inhabited the Mount Pilot-Chiltern National Park and had survived after a bush fire in 2003 had burned through the area where they would normally have been found. The Tiger Quoll is the largest of the quoll species. Largely resembling a cross between a possum and a cat, the quoll is distinctive due to the white spots that are often found all over its brown fur.This photograph is significant as it provides evidence of a project undertaken by the Wooragee Landcare Group to educate themselves and members of the public on the tiger quoll in the early 2000s in an attempt to better understand and protect the species. On 15 December 1994 the former Shire of Eltham ceased to exist following the Liberal Kennett Government local council amalgamations. A new Nillumbik Shire Council was established with unelected commissioners appointed. That Council sold the former Eltham Shire Council Offices and land at 89S Main Road Eltham to Dallas Price Homes Pty. Ltd. the sale being conditional upon the granting of a planning permit for a petrol station/convenience store, fast food and video outlet. The sale was conditional that if the permit was not granted by 30 August. 1997, the contract could be avoided by either the purchaser or the vendor. The proposed development consisted of a petrol station with undercover fuelling facilities, convenience shopping, a drive through service facility for fast food, an 80 seat cafe, automated banking, a children's play area and retail space. In addition, the proposal included a 200 square metre community facility for Council use, provision of on site carparking over 2 levels for 83 vehicles, and advertising signage. An Advisory Committee consisting of Dimitry Reed and Margaret Pitt was appointed under Section 151 of the Planning and Environment Act 1987 to hear submissions on the proposal to develop the land at 895 Main Road Eltham, the site of the former Eltham Shire Offices. In September 1996, two applications were made by Contour Consultants Australia Pty Ltd on behalf of Dallas Price Homes Ply Ltd, to Nillumbik Shire Council. After extensive notification, the Council received 213 objections and a petition of over 1400 signatures. On October 9, 1996, Nillumbik Shire Council issued Notices of Decision to Grant Permit on Applications number 96/03376 and 96/0377 for the use and development of the land as a convenience Centre consisting of a petrol station, convenience store, cafe/takeaway food premises, a retail facility and a community facility, with associated advertising signs. Objectors to the proposals lodged Planning Appeals number 96/40724 and 96/40812 with the Administrative Appeals Tribunal on November 1, 1996. The grounds of appeal can be summarised as: inappropriate development, insufficient carparking, traffic and access issues, unsatisfactory design, inadequate permit conditions, the proposal being out of character with the area. and being contrary to the purpose and orderly development of the Eltham Town Centre, excessive noise, lack of consultation and unsuitable signage. On November 13, 1996, the Minister for Planning and Local Government directed the Registrar of the Administrative Appeals Tribunal. under Section 41 (1) (a) of the Planning Act 1980, to refer the Appeals to the Governor in Council for determination without a hearing or recommendation by the Tribunal. The Minister for Planning and Local Government called in the Appeals as he considered that they raised major issues of policy relating to the facilitation of development in accordance with the objectives set out in Section 4 of the Planning and Environment Act 1987, and that determination of the Appeals could have a substantial effect on the achievement of these planning objectives. The Minister required the Advisory Committee to consider the planning merits of the proposed use and development, and to address the issues raised in the objections. The Advisory Committee was required to produce a report providing: • The Committee's response to the matters detailed; • Relevant supporting information for the Advisory Committee's recommendation; and • A description of the proceedings conducted by the Advisory Committee and a list of those consulted or heard by the Committee. In March 1997, elections were held in the Shire of Nillumbik and the view of the new Council to this proposal differed from the view held by the earlier Council Hence the Submission made to the Committee by the Shire was against the decision by the Shire of Nillumbik to issue the Notices of Decision to Grant a Permit. The Recommendations of the Advisory Committee were: i. The cafe and take away food premises are as of right uses and are therefore allowable, but that shop and petrol station are unacceptable uses. A community facility is a discretionary use and is acceptable. ii. A development of the type and scale proposed is totally inappropriate for this land and that the Applications number 96/03376 and 96/0377 for the use and development of the land as a convenience Centre consisting of a petrol station, convenience store, café/takeaway food premises, a retail facility and a community facility, with associated advertising signs, be refused. iii. The land should be rezoned for public purposes and should remain in the community's ownership for community use. Following this, the Minister for Planning and Local Government, the Hon. Robert Maclellan, appointed Mr. Paul Jerome as an Advisory Committee under section 151 of the Planning and Environment Act 1987 to consider a Convenience Centre and an alternative proposal by Iha Shire of Nillumbik being the Eltham Gateway Community Precinct Concept Plan for the site of the former Shire of Eltham municipal offices at 895 Main Road, Eltham. In summary, the terms of reference for the Advisory Committee required it to: • consider the merits of the Council proposal • examine the merits of both proposals in terms of net community benefit • address the report of the previous Advisory Committee on the Convenience Centre proposal The Advisory Committee inspected the site and considered all the material before It including submissions made by all parties to the previous Advisory Committee and correspondence received by the Department of Infrastructure both before and after that Committee submltted its report. First, the DPP proposal should be rejected because, on its merits, It does not sufficiently satisfy the requirements of the planning scheme which is a statutory document. The planning scheme requires that, before making a decision on the permit applications for the DPP proposal, a range of matters must be considered. It follows that consideration of these matters should Influence the decision. These matters include local policies relating to character and amenity. In particular, these policies seek • to conserve and enhance the bushland/country atmosphere, artistic heritage and strong sense of community of the Eltham Town Centre by ensuring that the design and height of any new development is sympathetic to existing buildings • to achieve a pleasing physical environment within the Eltham Town Centre by encouraging a high standard of architecture and urban design • to encourage Improvement to pedestrian amenity through such facilities as open and shattered rest areas and meeting places, crossing facilities, pedestrian arcades, pedestrian links to car parks and pedestrian weather protection • to reduce conflict between vehicular traffic and pedestrian flows, and • to encourage pedestrian thoroughfares It is submitted, as set out In the main body of this report, that the DPP proposal fails substantially to meet these policies and In so doing does not merit the exercise of discretion In Its favour with the Issuing of a permit. This finding is not offset by the investment and employment attributes of the proposal. They do not override the need to comply with the planning scheme. Second, the Council proposal, on Its own merits, substantially meets all statutory requirements applicable to this site with a possible reservation about car parking and traffic management which need further definition and assessment as the concept is refined. The Council proposal, however, has a serious weakness in that Its financial viability has not been adequately tested. The Committee refers to 'financial' rather than 'commercial' viability in recognition that Council owns the land and may enter into a range of agreements and partnerships to realise its concept some of which may be truly commercial and some of which may involve an element of subsidy arising from Council's involvement as a public body acting on behalf of its community. Situated near the top of what was known as 'Policeman's Hill' according to Miss Ivy Reynolds, neice of the photographer, Tom Prior. From the left, Eltham Court House, Police Residence and Police station on Main Road and corner of Brougham Street. These buildings formed part of Little Eltham and still stand (without the front fence) today though the Police Station was demolished in 1986 due to termite damage. A replica was built circa 1989. The institutions of law and order in Colonial Victoria included the police, courts and prisons. The 1852 report of the Snodgrass Select Committee appointed to "identify the policing needs of the colony” noted there existed seven independent police forces that did not co-operate or regularly communicate. Following the committee's report all these police entities were merged into the Victoria Police, founded on 8 January 1853, to implement law and order responsibilities throughout the Colony of Victoria. The Eltham Courthouse (1860) and adjacent Police Residence (1859) formed a justice precinct established in the immediate aftermath of the 1852 police inquiry and the effects of the gold rush. The physical presence of these buildings, in the centre of the early Eltham township, defined centralised control over law and order. In the early days the Police Constable in charge would conduct his duties travelling around the district by horse; a stable was located at the rear of the residence. At times the horse would be grazed on the paddocks across the road. Horseshoes were forged by the blacksmith beside the Courthouse on the high side of “Policeman’s Hill”. Along with the stable, there was a two-cell bluestone lockup where prisoners were held awaiting trial in the adjacent Courthouse. Their meals were usually provided by the policeman’s wife or from the hotel just up the road. With the arrival of the railway in 1902 the town centre gradually shifted towards the railway station. The Police Station and operations were moved into the town centre in 1961 to a renovated house in Pryor Street, which was later replaced by the current Police Station. From 1961-1981 the residence was occupied by the Vermin and Noxious Weeds Destruction Section of the Department of Crown Lands and Survey. Prior to August 1967 the former Police Station was dragged to the rear of Police Residence to make way for the construction of a driveway and access from Main Road. The building was placed on the site of a former Scullery and modified for Lands Department use. In 1981 the Shire of Eltham took over management of the former Police Residence in Eltham. It remained unoccupied for a period whilst its future was discussed in Council. It was then used for a community job creation scheme until 1985. In 1985 the Shire of Eltham Parks and Environment occupied the residence. Council improved the driveway but later added a second rear access from Brougham Street due to the dangerous nature of the Main Road entrance. Additionally, a rear toilet facility between the Police Residence and the relocated former Police Station, which was doubling up as a lunchroom. Council also commenced discussions to re-establish a replica Police Station. Around November 1986 the former Police Station was demolished; believed to have been suffering termite damage. About 1989, after some years of discussion, a replica Police Station was built, based on photographs, to act as a lunchroom and meeting room for the Parks and Environment staff and volunteers doing community service. In 1996 Eltham District Historical Society held discussions with Nillumbik Shire Council commissioners throughout the year regarding a home for the Society. A proposal was put forward by the Society in October to occupy the former Police Residence. In March 1997 Eltham District Historical Society gained access to former Police Residence and on July 12, 1998, moved into its Local History Centre. In July 2018, Eltham District Historical Society gained access to the replica Police Station (which had been used as a music library and storage for the Eltham Concert Band) for use as part of regular heritage tours for schools and community-based groups.This photo forms part of a collection of photographs gathered by the Shire of Eltham for their centenary project book,"Pioneers and Painters: 100 years of the Shire of Eltham" by Alan Marshall (1971). The collection of over 500 images is held in partnership between Eltham District Historical Society and Yarra Plenty Regional Library (Eltham Library) and is now formally known as 'The Shire of Eltham Pioneers Photograph Collection.' It is significant in being the first community sourced collection representing the places and people of the Shire's first one hundred years. The Reynolds family were early settlers in Research. The Reynolds/ Prior collection of photographs were taken by Tom Prior, the maternal uncle of Ivy Reynolds, around 1900 and the 60 photos in the album give a fine overview of many of the landmarks of Research and Eltham over 100 years ago. lvy lived in the family home for many years at 106 Thompson Cres Research. Ivy's father, Ernst Richard Reynolds and grandfather, Richard Reynolds, lived at the same address. Ivy's father Richard worked for Mr. Trail on his property in Research. Reynolds Road is named after the family. Mr Tom Prior (wife Eva) worked at the Melbourne zoo. He was very innovative and made his own camera, using the black cloth hood to exclude the light. On 15 December 1994 the former Shire of Eltham ceased to exist following the Liberal Kennett Government local council amalgamations. A new Nillumbik Shire Council was established with unelected commissioners appointed. That Council sold the former Eltham Shire Council Offices and land at 89S Main Road Eltham to Dallas Price Homes Pty. Ltd. the sale being conditional upon the granting of a planning permit for a petrol station/convenience store, fast food and video outlet. The sale was conditional that if the permit was not granted by 30 August. 1997, the contract could be avoided by either the purchaser or the vendor. The proposed development consisted of a petrol station with undercover fuelling facilities, convenience shopping, a drive through service facility for fast food, an 80 seat cafe, automated banking, a children's play area and retail space. In addition, the proposal included a 200 square metre community facility for Council use, provision of on site carparking over 2 levels for 83 vehicles, and advertising signage. The Advisory Committee was appointed under Section 151 of the Planning and Environment Act 1987 to hear submissions on the proposal to develop the land at 895 Main Road Eltham, the site of the former Eltham Shire Offices. In September 1996, two applications were made by Contour Consultants Australia Pty Ltd on behalf of Dallas Price Homes Ply Ltd, to Nillumbik Shire Council. After extensive notification, the Council received 213 objections and a petition of over 1400 signatures. On October 9, 1996, Nillumbik Shire Council issued Notices of Decision to Grant Permit on Applications number 96/03376 and 96/0377 for the use and development of the land as a convenience Centre consisting of a petrol station, convenience store, cafe/takeaway food premises, a retail facility and a community facility, with associated advertising signs. Objectors to the proposals lodged Planning Appeals number 96/40724 and 96/40812 with the Administrative Appeals Tribunal on November 1, 1996. The grounds of appeal can be summarised as: inappropriate development, insufficient carparking, traffic and access issues, unsatisfactory design, inadequate permit conditions, the proposal being out of character with the area. and being contrary to the purpose and orderly development of the Eltham Town Centre, excessive noise, lack of consultation and unsuitable signage. On November 13, 1996, the Minister for Planning and Local Government directed the Registrar of the Administrative Appeals Tribunal. under Section 41 (1) (a) of the Planning Act 1980, to refer the Appeals to the Governor in Council for determination without a hearing or recommendation by the Tribunal. The Minister for Planning and Local Government called in the Appeals as he considered that they raised major issues of policy relating to the facilitation of development in accordance with the objectives set out in Section 4 of the Planning and Environment Act 1987, and that determination of the Appeals could have a substantial effect on the achievement of these planning objectives. The Minister required the Advisory Committee to consider the planning merits of the proposed use and development, and to address the issues raised in the objections. The Advisory Committee was required to produce a report providing: • The Committee's response to the matters detailed; • Relevant supporting information for the Advisory Committee's recommendation; and • A description of the proceedings conducted by the Advisory Committee and a list of those consulted or heard by the Committee. In March 1997, elections were held in the Shire of Nillumbik and the view of the new Council to this proposal differed from the view held by the earlier Council Hence the Submission made to the Committee by the Shire was against the decision by the Shire of Nillumbik to issue the Notices of Decision to Grant a Permit. The Recommendations of the Advisory Committee were: i. The cafe and take away food premises are as of right uses and are therefore allowable, but that shop and petrol station are unacceptable uses. A community facility is a discretionary use and is acceptable. ii. A development of the type and scale proposed is totally inappropriate for this land and that the Applications number 96/03376 and 96/0377 for the use and development of the land as a convenience Centre consisting of a petrol station, convenience store, café/takeaway food premises, a retail facility and a community facility, with associated advertising signs, be refused. iii. BACKGROUND The Eltham Cemetery is of historic significance to the Eltham area. The Trust was established in 1858 and has administered and maintained the cemetery from that date right up to the present. Among the more noteworthy graves is that of Sir William Irvine, a former State Premier and Chief Justice of Victoria. Eltham Cemetery is surrounded on three sides by urban development. Montsalvat Artists Colony adjoins the remaining (eastern) side. A Joint Select Committee of Parliament called the “Mortuary Industry and Cemeteries Administration Committee" (MICA) enquired into the land requirements at the Eltham Cemetery in 1986. The MICA recommendations contained in its 1986 report are included in the Appendices attached to this report. Although the recommendations have not been adopted by the Government it is interesting to note that the MICA report recommended the use of the bulk of the land for cemetery purpose. In June of 1987, the Cemetery Trust was expanded to include additional members from the Eltham Community by the Minister for Health. At the same time, he instructed the Trust to resolve the land requirement issues. As a result of this Ministerial direction, Tract Consultants has been instructed by the Eltham Cemetery Trust to prepare a report addressing the issues raised in the Minister's letter (see Appendix 1) to the Trust. Principally, the study will examine options available for development of the Cemetery. These options will explore possible boundaries, cemetery design, vegetation, the overall environment, landscaping and financial planning for the Cemetery operations. Appendix 2 details the Cemetery Trusts Terms of Reference for the Study. Before commencing the study in detail, additional basic information was sought; viz: a) sub-soil and rock analysis; and b) feature survey by a Licensed Surveyor. The results from both exercises are included as appendices to this report. Section three includes a summary of the findings along with other analytical results. Shire of Eltham Archives: Series 69, Item 4 This video was produced for the Shire of Eltham by IMP Productions and provides a description of the shire, 277 square km on a north/northeast axis, some 25 km northeast of the centre of Melbourne with a population of around 40,000. Scenes include Yarra River, rural settings and urban settings, housing estates, Shillinglaw Cottage, Pigeon Bank at Kangaroo Ground, the Eltham Railway Trestle Bridge with reference to the fight by locals in the 1970s to save it from replacement, Montsalvat, mudbrick making and its use as a building material, the use of mudbrick in the Eltham Community Centre blending harmoniously with the environment. Emphasises people living in the area due to the qualities of life provided. Also the Living and Learning Centre, St Andrews Markets and other local markets, the Eltham Leisure Centre, cricket and horse riding at Eltham Lower Park, the Infant Welfare Centre (part of the Eltham War Memorial), how residents are mindful of protecting their historical heritage, the CBA bank and Allwood House at Hurstbridge, Tracey Naughton about the Eltham "As we are" Community Banner project and the “River of Life banner”, the Parks and Gardens office in the former Police Residence building (now the Local History Centre), Alistair Knox Park, road planning and types of roads, tree canopy, Peck's Dam, green carparks, road drainage, Gordon Ford's garden and natural landscapes, and Were Street shops in Montmorency. Planning for shopping facilities and carparks with a population of 40,000 growing to 55,000, Arthur Street Mall and carpark, local village feel in the shopping centre. Councillors and Council staff featured include Mary Grant, Bob Manuell, Rodney Roschellor, John Cohen, Alan Baker. It was prepared to help celebrate the 140th year of the school's existence on its original land grant of 1856, which appeared on the first surveyed land for the formation of the Town of Eltham, in the Parish of Nillumbik, County of Evelyn, granted by the then Government of New South Wales. Jeanette Perkins was born in 1927 at Ballarat. She attended Alfredton State School and Pleasant Street State School before completing her secondary schooling at Ballarat High School (BHS). During her later years at BHS Perkins decided that she wanted to become a geologist, but was ineligible for university when she failed Leaving Certificate maths. She attended an interview with the principal (Heseltine) at the Ballarat School of Mines (SMB) and announced that she wanted to be a geologist. Heseltine was, according to Perkins, aghast: he informed her that there had never been a female geologist at SMB and they didn't want one. But Perkins persisted. Only then did Heseltine reluctantly enrol her in the School's Applied Chemistry Course which offered the most geological subjects, moreover, it was the only one he considered available to a 'mere' female. After graduating Perkins was employed as a metallurgical chemist with M.B. Johns Valves, Ballarat. In 1949 she married Alfred Watson. In 1951 Jeanette and Alf Watson moved to Melbourne where she commenced work as a metallurgical chemist at the Maribyrnong Ordnance Factory while studying geology part time: Alf returned to study at the University of Melbourne. Once again, Watson set a precedent by becoming the first female student to study geology part-time at the Melbourne Technical College. Increasing demands brought about by her growing family, she turned to part-time lecturing second and third year stratigraphy and palaeontology at RMIT. In 1957 the Watsons moved to the Mary Kathleen Uranium Mine in NW Queensland where he was appointed electrical design engineer. After their return to Melbourne in 1960, Jeanette taught herself to SCUBA dive and quickly developed a passion for the sport and the marine environment. She taught senior science to secondary students for 10 years whilst working towards a Masters degree. Ceramic - Floor Tile, Maw & Co, 1862-1869
The floor tile is one of a group of artefacts in the McCulloch Collection that were recovered from the shipwreck Victoria Tower and were donated together. The tile could have been from the ship's cargo or amongst a ship’s fittings. The inscription on the tile is for Maw & Co makers of earthenware encaustic and geometric floor tiles since 1850, when George Maw and his brother Arthur began their first factory in Worcester. In 1862 the company moved to Broseley, Shropshire. The object is now one of the shipwreck artefacts in Flagstaff Hill’s Mc Culloch Collection, which includes items recovered from the wrecks of the Victoria Tower (wrecked in 1869) and Loch Ard (wrecked in 1878). They were salvaged by a diver in the early 1970s from the southwest coast of Victoria. Advanced marine technology had enabled divers to explore the depths of the ocean and gather its treasures before protective legislation was introduced by the Government. The artefacts were donated to Queensland’s Department of Environment and Heritage Protection (EHP) by a passionate shipwreck lover and their locations were verified by Bruce McCulloch. In 2017 the Department repatriated them to Flagstaff Hill where they joined our vast collection of artefacts from Victoria’s Shipwreck Coast. The Victoria Tower: - The three-masted iron clipper ship was built in 1869 in Liverpool, England, as a passenger and cargo ship for the Australian trade. She was named after one of the two towers of the British Houses of Parliament and owned by the White Star line. The Victoria Tower sailed under the command of Captain Kerr from Liverpool towards Melbourne on her maiden voyage. She carried 34 passengers and 16 crew plus a general cargo including bottled beer, slates, iron pipes and hardware. She was almost at her destination when she was wrecked on 17th October 1869 at Point Impossible, west of Thompsons Creek, Breamlea. The shipwreck is a very popular diving site. The artefact has now been repatriated to Victoria and is located at Flagstaff Hill Maritime Village. The artefact is an example of cargo or personal items on board a ship in 1869. It provides a reference point for classifying and dating similar items. The artefact is significant for its association with the clipper ship Victoria Tower, which is listed on the Victorian Heritage Register as S698. The Victoria Tower is recorded as the most intact historic shipwreck accessible between Point Lonsdale and Cape Otway. The Victoria Tower is one of only seven shipwrecks in Victoria that have had more than 100 objects recovered from them reported as a result of the Commonwealth Amnesty held in 1993-94.Ceramic tile, square, with star or compass design.Brown tile has cream design of i-pointed star with a circle in the centre and between, and on the end of, each point. The side profile of the tile shows the division between the top layer and the base, with a groove between the two. The tile was made by MAW & Co. of Broseley, England. Juli HAAS (26 April 1952- 02 March 2014) Born Melbourne Juli HAAS (1952-2013) Born Melbourne Juli Haas mainly produced watercolours, artist’s books and limited edition prints using the printmaking technique of Drypoint. She often explores the lives of everyday people with her work often portraying the darker side of human nature in an interior world filled with fantasy and absurdity. Themes throughout her work incorporate the use of childhood memory, place and a sense of personal history. Inspiration is derived from observing her own environment, which is then developed into a portrayal of the absurdity and drama of everyday human situations. Haas applies layers of intense and vibrant colour, which also serves to reinforce the narrative element that runs through the work. The psychological drama that informs this narrative exposes the darker side of life, expressing elements of anger, violence and isolation. Dry stone construction as a technique is used for much more than paddock walls. Across the volcanic plains of western Victoriaare marvelous sheep dips, stock loading ramps, huts, dams, retaining walls, and the rich and largely undiscovered heritage of indigenous dry stone structures. Dry stone walls indicate many aspects of our rural environment; the geological beginnings of the way the landscape was created, the patterns of early settlement by pastoralists and squatters, the types of stock that grazed the land and the methods of cattle and sheep management, of the efforts to thwart the spread of rabbits .... "For the casual but interested observer dry stone walls are good to look at, to photograph, to get up alongside and see the way they are constructed, to appreciate the varying shapes and sizes of stones and learn of the techniques of keeping often quite rounded stones in place. Apart from walls and other dry stone structures on grazing land we can also see dry stone techniques used in other places and in other phases of our history. Indigenous Australians have built, and continue to build, structures for shelter or hunting or trapping eels and fish in rivers and estuaries around the country. At spots around our coast line there is evidence of simple stone structures built by early maritime explorers. Prospectors in early mining encampments used dry stone construction to build retaining walls or the low walls of rudimentary shelters. If the future of dry stone walls in the Australian landscape is to be assured. wall owners and local governments have to accept and embrace their custodial role in assuring the preservation and celebration of walls. This is not an easy task, but, along with putting the necessary statutory mechanisms to ensure their retention, it is a task that must be pursued. The Dry Stone Walls Association of Australia has as its primary goal the increase in awareness of wall owners and local governments of the importance of dry stone walls. It also seeks to increase the level of training of skilled and semi skilled wallers, and the gaining of rudimentary skills by farmers so that they can maintain their own walls". This lapel pin originates from the Birkebeiner Lodge in Norway. The cross country ski race which originated there in 1932 was the inspiration for the annual Kangaroo Hoppet Race held in Falls Creek, Victoria. The Kangaroo Hoppet is Australia's premier long distance cross country ski race, and a member of the prestigious Worldloppet series of international cross country ski events. The first race at Falls Creek was held in 1979 under the name of “Australian Birkebeiner”. The course started and finished at the alpine ski village of Falls Creek, and took participants out into the wilderness area of the Bogong High Plains. Later, 42km became the main distance and after a few name changes, the name of Kangaroo Hoppet was adopted in 1990. The lapel pin was owned and donated by Diana Patterson who was a talented cross country skier. She was born in Tasmania and originally pursued a career as a physical education teacher. After making a major career change, she applied to join the Australian Antarctic Division. She applied four times before she was accepted. Diana first travelled to the Antarctic in October 1987. By this time only ten Australian women had spent a winter there. She first worked at Casey Station, before becoming leader at Mawson Station therein becoming the first female leader of an Antarctic base of any nation. After retiring Diana guided tourist expeditions to the Antarctic for many years, as well as continuing work in research and conservation. In 2012 she published her story “The Ice Beneath My Feet: My Year In Antarctica”. Diana Patterson was awarded the Medal of the Order of Australia (OAM) for "service to conservation and the environment”. As well as these outstanding career achievements, Diana has been a Board Member of both the Mt. Buller Alpine Resort Management Board, including a period as Chairman, and also the Falls Creek Resort Management Board. Nanya Station, owned and managed by the University of Ballarat (now Federation University Australia), was purchased with assistance from the Department of Environment and Heritage Government Caring for our Country program. Nanya Station is located in the Scotia country, west of the Darling Ana-Branch in far western New South Wales and consists of the Nanya Western Lands Pastoral Lease 3281 – Perpetual Leasehold Lot 1244 in Deposited Plan 762778, Parish of Winnebaga, County of Tara and part of Lot 1242 County of Windeyer. Nanya is within the tribal area of the Danggali Aboriginal people, a sub-group of the Barkindji. Many Aboriginal sites have been recorded adjacent to major rivers in the region providing evidence that these areas supported a large population. The Scotia region has one of the shortest stock grazing histories of western NSW. Along with five other Scotia properties, Nanya was created as a pastoral lease in 1927. The first European settlement on the land followed exploration of the area by Sturt and Eyre. In 1854, the Lake Victoria lease which encompassed this area comprised 465,000ha.included Scotia blocks 1, 2, 3 and 4, Amoskeag and Winnebaga which formed the area known as the Scotia. It was described as a region of thick mallee scrub, interspersed with bluebush flats and Belah woodland. In the 1920s artesian water was found and the dry Scotia country was surveyed and divided into six Homestead leases allocated by ballot (Withers 1989). All properties were approximately 30,000ha, with a recommended stocking level of 3,000 sheep. Winnebaga (renamed Nanya) was taken up by Gordon Cumming. He initially dug a dam near the southeast corner of the property. A larger ground tank and rudimentary dwelling at the site of the present complex was later established. An adjacent area was cleared and cropped to provide feed for the horses used in digging the earth tanks. The ruins of the original building are located between the shearing shed and Homestead Tank. A cottage was built in the 1930s and a more substantial Red Gum framed homestead in the early 1950s. The lease was held by Mr Gordon Cumming until 1984 when it was purchased by Mr Norm Scadding as an extension to the adjacent lease, Belvedere. It was sold in 1995 to Mr Rob Taylor of Waikerie then in 1999 to BeMax Pty. Ltd., a sand mining company. These last three owners all permitted use of the property by the University for teaching and research. The Centre for Environmental Management at the University of Ballarat had been involved in studies of flora and fauna in western New South Wales since 1988. Studies became concentrated on the Scotia region with its variety of intact ecosystems due to a short pastoral history. Of particular significance is a system of natural salt lakes of which the most extensive is the Scotia Discharge Complex located on Nanya Station. An extensive vegetation survey of the Scotia region Westbrooke et al. 1998) highlighted the significance of the area both in terms of the range of communities in relatively intact condition and the occurrence of species and communities of restricted distribution. Nearly 400 species were recorded of which nine had either not previously been recorded or have restricted distribution in western NSW. Twenty-two plant communities occur on Nanya Station of which two, Halosarcia lylei low open shrubland and Hemichroa diandra/Halosarcia/Frankenia low open shrubland, are dominated by species not previously recorded from NSW. H. lylei and Acacia loderi shrublands are listed as endangered under the NSW Threatened Species Conservation Act. As noted, the area has a relatively short grazing history and, due to the presence of large areas of mallee with a Triodia understorey and restricted water supplies, stocking rates have been low. The diversity of ecosystems in relatively intact condition and extensive areas of old growth mallee made Nanya a highly significant refuge for biological diversity. This factors led to the purchase of Nanya Station by the University of Ballarat in 2004 with the assistance of the Department of Environment and Heritage for the purposes of conservation, research and education. In 2010 the southern paddocks of Nagaella Station (10,000ha.) which lie along the northern boundary, were purchased with the assistance of Lower Murray Darling Catchment Management Authority and added to the Nanya lease to provide complete protection for the communities of the Nanya Discharge Complex and further high quality Malleefowl habitat. Published: Nillumbik Now and Then / Marguerite Marshall 2008; photographs Alan King with Marguerite Marshall.; p175 It’s Saturday morning and thousands of people are visiting St Andrews Market at the corner of Heidelberg-Kinglake Road and Proctor Street. It’s hard to find a park. Cars are banked up along the narrow road and crammed in a nearby parking area. Yet, at the market, people look relaxed and happy amongst the yellow box gums on the site where the Wurundjeri people used to gather. Stone artefacts unearthed there by Koorie researcher, Isabel Ellender, indicate the site was once a Wurundjeri meeting place, according to Aboriginal Affairs Victoria.1 Acoustic sounds mingle with quiet conversations. A guitarist blows a mouth organ while his bare toes tickle chimes. A tiny busker, perhaps five years old, plays a violin while sounds of a harp emerge from the hall. One stallholder, selling delicious-looking pastries, chats to another in Spanish, then to me in broad Australian. ‘I was born in Fitzroy but my mother came from Mexico and my dad from Serbia,’ she smiles. A New Zealander fell in love with Mongolia and now imports their hand-made embroidered clothes and Yurts (tents) and runs adventure tours. A young woman visited Morocco and when friends admired the shoes she bought, she decided to import them and sell them at the market. Oxfam sells Fair Trade toys and clothes and displays a petition to Make Poverty History. Other stalls sell Himalayan salt, jewellery made from seeds from northern Australia, glass paper-weights from China as well as locally grown vegetables, flowers and organic freshly baked bread. A woman sits in a state of bliss under the hands of a masseur. Another offers Reiki or spiritual healing. A juggler tosses devil sticks – ‘not really about the devil,’ he smiles. This skill was practised thousands of years ago in Egypt and South America he says. At the Chai Tent people lounge on cushions in leisurely conversation. The idea for the market was first mooted among friends over a meal at the home of famous jazz and gospel singer Judy Jacques.2 Jacques remembers a discussion with several local artists including Marlene Pugh, Eric Beach, Les Kossatz, Ray Newell and Peter Wallace. ‘We decided we wanted a meeting place, where all the different factions of locals could meet on common ground, sell their goodies and get to know one another,’ Jacques recalls. They chose the site opposite another meeting place, St Andrews Pub. A week later Jacques rode her horse around the district and encouraged her neighbours to come along to the site to buy or sell. On February 23, 1973, about 20 stallholders arrived with tables. They traded ‘second-hand clothes, vegetables, meat, cheese, eggs, chickens, goats, scones, tea, garden pots and peacock feathers’. Now around 2000 people visit each Saturday. People usually linger until dusk. The market – with around 150 stalls of wares from a wide variety of cultures – stands alongside Montsalvat as the most popular tourist attraction in Nillumbik. By the 1990s St Andrews Market was in danger of being loved to death, as the site was becoming seriously degraded. The market was spreading in all directions and the degradation with it. A local council arborist’s report in 1994 noted exposed tree roots from erosion and compaction. The Department of Sustainability and Environment threatened to close the market if the degradation was not rectified. After many months of research, discussions and lobbying by a few residents, the council formed a Committee of Management, with an Advisory Committee, and introduced an Environment Levy. The State Government, the council and the market, funded terracing of the site to stop erosion, and retain moisture and nutrients. Vehicles were excluded from some sensitive areas and other crucial zones reserved for re-vegetation. Volunteers planted more than 3000 locally grown indigenous species. The old Yellow Box trees fully recovered and are expected to give shade for many years to come.This collection of almost 130 photos about places and people within the Shire of Nillumbik, an urban and rural municipality in Melbourne's north, contributes to an understanding of the history of the Shire. Published in 2008 immediately prior to the Black Saturday bushfires of February 7, 2009, it documents sites that were impacted, and in some cases destroyed by the fires. It includes photographs taken especially for the publication, creating a unique time capsule representing the Shire in the early 21st century. House – Environmental Leader (Published: Nillumbik Now and Then / Marguerite Marshall 2008; photographs Alan King with Marguerite Marshall.; p186) In 2006 environmental awareness was mushrooming in the community, which is reflected in the award-winning house at Main Road near Wattletree Road, Eltham. At first sight, the building appears a mix of a classic Eltham mud-brick house and an avant-garde building style. The crown of solar panels stretching along the width of the curved roof, indicates that this is no ordinary house. In fact it signals a new building trend of minimal impact on the environment. Yet it utilises the environment with high technical expertise to achieve comfort and cut running and maintenance costs. In recognition of this, its designer/builder, Conscious Homes, won the 2006 National HIA Greensmart Resource Efficiency Award. For Conscious Homes director, Llewellyn Pritchard, this house reflects a philosophy, strengthened by his connection with Aboriginal culture, through his foster siblings. Pritchard believes the sustainable way indigenous Australians lived and their spiritual connection with land, demonstrates how humanity is part of the ecology. His interest in environmental design stemmed from growing up in bushy Eltham Shire, with its mud-brick tradition. This was followed by studying Architecture at RMIT in the early 1980s, and learning about passive solar design. Pritchard says this house demonstrates that environmental sustainability is not about sacrifice, but about exceptional levels of occupant comfort, savings in running costs and modern fittings and appliances.1 The solar panels on the north roofs are intentionally obvious to make a statement about what the building is doing. But inside the systems are hidden and interactive with conventional services, such as the underground water tank. The house is water and energy self-sufficient and at 12 squares is much smaller than conventional houses, to minimise resources. Yet it accommodates his family of four with three bedrooms, a living/dining and kitchen area and a bathroom/laundry. Importantly the building is designed to last hundreds of years, by being able to be modified as the need arises, such as for commercial use. In this way the structure minimises its environmental impact. The solid double mud-brick walls (which are insulated) include steel beams and supporting frame, allowing the future removal or alteration of any section. The materials are local, recycled and of low toxicity where possible.2 Inside and out, the mud-brick is rendered and sealed with a combination of cement and sand and a mud-based coating in a soft golden hue increases its life. Inside, the golden-brown timber is plantation Mountain Ash and the concrete floors throughout – of local stone aggregate with a clear seal – have a natural looking random stone appearance. The house sustains a stable temperature of around 20 degrees, assisted by the concrete slab floor. The many large double-glazed windows and highlights (windows set high on walls) provide cross-flow ventilation. The north-facing living area maximises heating from the lower winter sun and is cooler in summer, because the sun is higher. Heating comes from a solar hydronic slab system. All appliances and fittings are high efficiency energy or water rated. Appliances in the timber kitchen include a gas stove and a dishwasher, using the building’s own power and water. French doors open from the living area to a deck, concealing the treatment system for all waste water. This is pumped through sub-soil drippers to the indigenous garden beds and no-dig vegetable patch. Below the carport is the 80,000-litre rainwater tank and at the back, the boiler room houses the solar boiler, water tank access, domestic water supply pump, filter gear and hydronic slab heating controls. The solar system is backed up with gas, which is needed to heat water only in winter. Gas used is less than one quarter of that for an average home with ducted heating. Excess power is fed back to the grid and the building uses about one quarter of the mains electricity of an average home. Ash KEATING Among fifteen finalists this artwork won the 2012 Guirguis New Art Prize, a prestigious national acquisitive biennial art prize administered by Federation University Australia. The Guirguis New Art Prize (GNAP) is a national acquisitive $20,000 contemporary art prize which presents a selection of Australia's most exciting contemporary artists with works that explore and embrace new ways of artistic expression, utilising existing mediums and new technologies in innovative ways. Initiated and generously supported by local Ballarat surgeon Mr Mark Guirguis, this prestigious art prize is administered by the Federation University Australia (FedUni). As a local philanthropist and art collector, in developing the Prize, Mark Guirguis' aims were to celebrate the significance of the arts to communities and to Ballarat, emphasising contemporary art and 'living' culture, and to highlight FedUni's Arts Academy. Artist Ash Keating works across a conceptual, site-responsive and often collaborative art practice that incorporates painting, sculpture, installation, video, performance and public interventions, and has referenced a wide range of social and environmental issues within his art. Frequently working beyond the gallery, and often harnessing community narrative and energy, his work also draws upon myth, ritual and ceremony. 'West Park Proposition', 2012, is a three channel and screen video installation, utilising multiple camera video documentation of an endurance painting intervention undertaken on the morning of 01 September 2012 on the east facing wall of a newly built tilt-slab industrial building, situated on the direct edge of the current urban and rural boundary in Truganina, Victoria. The multi-screen work documents an endurance guerilla-style action painting intervention and ritualised painting performance in which a symbolic violence is enacted against a storehouse of commodity production and consumption. Upon winning the award artists Ash Keating said; “The work was made near Ballarat on the Deer Park bypass. It is an aesthetic comment about the way these new tilt-slab industrial buildings spring up without caring for the environment." The work, which took eight hours to create, was about reclaiming the space from “cost-effective architecture” without any aesthetics. The inaugural judge for the Prize, Jason Smith, Director, Heide Museum of Modern Art (MoMA) said, "Selecting the winner of this inaugural GNAP was exhilarating and excruciating: exhilarating because the seriousness of each artist's enterprise, and their uncompromising resolution of concepts, has created an inaugural exhibition of exceptional power. This first GNAP is a survey of some of the most poetic and provocative imaginations working in Australia today. Selecting one winner from such a show in which each of these artists has in some way transformed my thinking about the world was the excruciating part. Ash Keating's work West Park Proposition, 2012 kept drawing me back in the several hours I spent viewing the works. It simultaneously affirms the political and critical role of the artist as a key agent of change and action, and someone who reminds us of the beauty and resilience of humanity and nature in the face of unrelenting change. Gateway published the Federal Airports Corporation as an inbound magazine for overseas travellers. In an email from Roberto 2/10/2014 - "G'day Warren, Yes indeed the Gateway Magazine with a younger Roberto at South Depot. Brings to mind that South Depot did the bulk of the tramways media through the 90s until closure. On the list of programs I have in the archive is Totally Wild (Channel 10), Monty the Weatherman did 4 crosses live (Channel 9), 7.30 Reports (ABC), we hosted 4 Corners around the network and a few other programs on Channel 7. Plenty of newspapers and radio. Handy with a close to city location the PTC sent the media to South for tram stories. I have the 6 Trammie banners from the Trammies Exhibition at the Immigration Museum where we worked together back in 2003. I've used them occasionally and may need them for a tram presentation in March next year....would they be handy as a part of a exhibit at Hawthorn? The Connies are still going strong....festivals and events, sometimes in schools and we've co-funded 2 tram festivals in Kolkata with the Calcutta Tramways in 2012 and 2013....environment central to the themes. Kevin keeps me posted on how things are going at Hawthorn. I met Doug Prosser at Hawthorn a few months ago and all looking good. Kevin sends me copies of The Bellcord....and just last week I was on the Hawthorn Museum website reading about the Box Hill - Doncaster Tram for a Connie performance in Box Hill late in November. This image appears to show nurses at what is now the Mayday Hills Mental Asylum arriving for work in approximately 1900. These individuals are part of a long history of nursing in Beechworth. Three medical or social welfare facilities opened in the mid-1800s as part of a push by the township to become a regional centre for Government services. These were the Ovens District Hospital (opened in 1857), the Ovens Benevolent Asylum (opened in 1863), and the Beechworth Mental Hospital (opened in 1867 and renamed Mayday Hills Hospital at Centenary celebrations in 1967). It was recognised that the unsettled living conditions, poverty and relative isolation of the Goldfields environment could produce 'mental disturbances' which required local treatment facilities as services in Melbourne were too far away. Carole Woods' publication 'A Titan's Field' describes activities undertaken by patients at Beechworth Mental Hospital as including monthly balls and occasional concerts as well as work to make the facility self-supporting such as farm work and making clothes. She mentions a report in 1870 that the approximately 300 patients were clean and neat with 'no-one in restraint or seclusion' but that by 1905 the organisation had 623 patients which placed strain on building infrastructure such as heating and water supplies, leading to high turnover of nurses and other issues. A program of building works to extend and improve facilities followed over subsequent decades. Lantern slides, sometimes called 'magic lantern' slides, are glass plates on which an image has been secured for the purpose of projection. Glass slides were etched or hand-painted for this purpose from the Eighteenth Century but the process became more popular and accessible to the public with the development of photographic-emulsion slides used with a 'Magic Lantern' device in the mid-Nineteenth Century. Photographic lantern slides comprise a double-negative emulsion layer (forming a positive image) between thin glass plates that are bound together. A number of processes existed to form and bind the emulsion layer to the base plate, including the albumen, wet plate collodion, gelatine dry plate and Woodburytype techniques. Lantern slides and magic lantern technologies are seen as foundational precursors to the development of modern photography and film-making techniques This glass slide is significant because it provides insight into Beechworth's social and medical amenities in the early Twentieth Century, around the time of Australia's Federation into one nation. This image appears to show nurses at what is now the Mayday Hills Mental Asylum in approximately 1900. These individuals are part of a long history of nursing in Beechworth. Three medical or social welfare facilities opened in the mid-1800s as part of a push by the township to become a regional centre for Government services. These were the Ovens District Hospital (opened in 1857), the Ovens Benevolent Asylum (opened in 1863), and the Beechworth Mental Hospital (opened in 1867 and renamed Mayday Hills Hospital at Centenary celebrations in 1967). It was recognised that the unsettled living conditions, poverty and relative isolation of the Goldfields environment could produce 'mental disturbances' which required local treatment facilities as services in Melbourne were too far away. Carole Woods' publication 'A Titan's Field' describes activities undertaken by patients at Beechworth Mental Hospital as including monthly balls and occasional concerts as well as work to make the facility self-supporting such as farm work and making clothes. She mentions a report in 1870 that the approximately 300 patients were clean and neat with 'no-one in restraint or seclusion' but that by 1905 the organisation had 623 patients which placed strain on building infrastructure such as heating and water supplies, leading to high turnover of nurses and other issues. A program of building works to extend and improve facilities followed over subsequent decades. Lantern slides, sometimes called 'magic lantern' slides, are glass plates on which an image has been secured for the purpose of projection. Glass slides were etched or hand-painted for this purpose from the Eighteenth Century but the process became more popular and accessible to the public with the development of photographic-emulsion slides used with a 'Magic Lantern' device in the mid-Nineteenth Century. Photographic lantern slides comprise a double-negative emulsion layer (forming a positive image) between thin glass plates that are bound together. A number of processes existed to form and bind the emulsion layer to the base plate, including the albumen, wet plate collodion, gelatine dry plate and Woodburytype techniques. Lantern slides and magic lantern technologies are seen as foundational precursors to the development of modern photography and film-making techniques.This glass slide is significant because it provides insight into Beechworth's social and medical amenities in the early Twentieth Century, around the time of Australia's Federation into one nation. Both of the architects involved in the 2.4-hectare Kinloch Gardens parkland development in Arthur Street, Eltham, are now living on the estate. The project was conceived by Eltham architect Ian Jelbart, whose family has owned the land for more than 100 years, and fellow architect Graeme Gunn, who in the 1960s was one of the creators of the Merchants Builders concept that set new trends in Melbourne housing. The $5 million project is based around two of the original buildings, on what was once a 100-hectare farm owned by the Jelbart family. Ian Jelbart always intended to continue living in the original homestead building, and now Graeme Gunn has moved into the big residence that once was the barn. Kinloch Gardens is designed to combine the more manageable land sizes increasingly demanded by buyers with ample "internal space, flexible floorplans, privacy and individuality of designs. Individual houses are placed on small separate allotments around an area of private parkland. The aim is to ensure total privacy, offer virtually unlimited views and parkland vistas, and remain aesthetically compatible with the local environment. Homes in four basic designs over either two or three levels are being sold off the plan, with prices ranging from the high $200,000s to the high $300,000s. Two have already been sold. Indication of land-only values The prices being asked for some vacant blocks offered for private sale provides an enlightening comparison of the relative "land only" values for homes sites in various areas. A 751 sq metre block on a new residential estate in Bentleigh/Carnegie is offered at $235,000, equivalent to $312/square metre; while in Merrett Drive, Williamstown, a 561 sq metre allotment offered for $169,000 carries a rate of $301/sq metre.
