Sandhurst is the early name for the Victorian goldfield town of Bendigo. The original was published by Melbourne's Sands and Kenny Melbourne in 1857, and the plate from "Victoria Illustrated" by S.T. Gill. Balck and white steel engraving of a work by Samuel Thomas Gill showing a scene in early Bendigo. In the foreground a woman sits on a fallen tree holding a baby and talking to a small girl, while two men stand nearby discussing words on a paper. A sign on the fence declares 'Gov Sale Land'. In the mid ground a fledgling townscape is evident whole a man rides a horse along a thoroughfare, along with a small bullock team, and a man pushing a wheelbarrow. The chimney extension on what was the former Carlton and United Breweries boiler house at Ballarat installed in 1972 and it is constructed of a special formulation of fibreglass reinforced plastics designed to operate at elevated temperature (ie boiler flue gas). It is thought to be one of 26 or 28 fibreglass boiler chimneys designed and installed in Victoria in the 1970s, and is thought to be one of the last to be removed. In its day the fibreglass chimney extension was at the cutting edge of fibreglass technology and is therefore well worth retaining. Removal of the chimney extension to the brick chimney outside the brewery building was deemed necessary to prolong the life of the chimney, and also because the fibreglass extension had reached end of life and posing a possible threat. According an Engineering assessment, fibreglass structures have a life expectancy of between 20 years (when fatigue loaded) and up to 100 years (static loaded). We don’t know when it was added to the chimney but believe it was most likely in the early 1970s. Given that it is subject to wind load and often observed to be moving in the wind it is likely that it will be at the end of its life. The chimney will be made good and we have the necessary planning approvals in place to undertake the works. The chimney extension was removed on 13 November 2015 in accordance with a planning permit obtained by the University. The extension is believed to have been added in the 1970s and was predominantly made from fibre glass. The structure was removed for safety reasons and to preserve the integrity of the historic brick chimney which supported it. Information from Norman F. Dalton: Ballarat had a reticulated DC supply in the early part of last century and in 1905 had sufficient generating capacity to enable the trams to be changed from horse drawn to DC electricity. The use of electricity increased with the main power station located on Wendouree Parade, near Webster Street, under the ownership of The Electric Supply Company of Victoria. AC generating plant was installed in 1925 and conversion to AC proceeded. In 1934 the company was taken over by the State Electricity Commission Victoria (SECV) and more AC generation was installed and the changeover of customers was accelerated. This is around the time that the Synchronome Frequency Checking Mast Clock was installed at the Wendouree Parade Power Station. The SECV Annual Report of 1921 states: ::Section 11 of the act directed the COmmission to enquire into the question of securing the adoption of such standards of plant and equipment of a system, frequency and pressure for the generation and distribution of electricity as will admit of the efficient interconnection of undertakings throughout the State. In 1934 when the SECV took over the Ballarat operations the question of linking with the State grid had been a planned operation for some years but due to financial considerations had hindered it and in fact would continue to do so for a further 10 years. So while the need for close frequency control for interconnection was hardly an issue, the need to keep electric clocks correct was important, particularly as this item was a frequent sales point to cover the inconvenience and sometimes expense of converting from DC to AC. The clock is a very accurate pendulum clock with provision for varying effective length during operation for precise time regulation. There are two normal time dials and one is controlled by the pendulum and the other is operated by the system frequency. When the clock was in use it was installed by the MEter and Tests Laboratory and the time was checked daily by radio time signals. The two dials were repeated in the operators control panel in the Power Station. A maximum deviation between the two dials was set in the operating instructions (eg 5 seconds) and the operator would correct this when necessary by remote manual alteration of the turbine governor set point. The clock was used to drive and regulate a system of "slave" clocks which were used to display the time in various locations around the power station. A slave clock is a simple clock which is driven by a small electric motor, its accuracy is regulated by the master clock every 30 seconds to ensure that it and all the other slave clocks in the station are on exactly the right time; slave clocks were placed in various locations, from common rooms to workshops. A master clock could potentially run thousands of slave clocks at one plant. The clock also contains a rectifier. A rectifier is a device that is used to convert AC power to more stable DC current.Two clocks in a timber case. Both are electric, one is powered by the main pendulum mechanism, the other is a self contained electric clock. The main mechanism is of the gravity arm and roller type, which sends an impulse to the slave clocks every 30 seconds. The This Synchronome Frequency Checking Master Clock was used at the Ballarat Power Station. Below the main section of the case is a smaller cabinet containing a rectifier to provide consistent DC power for the clock. The rectifier was made by the Victorian company Hilco, which was located in Burwood. A mining safety cage was used in a mine lift. It was fitted with mechanisms to prevent the cage from dropping if the lifting rope broke. In the 1870s in Victoria, deaths and injuries from falling cages in vertical shafts of gold mines were a major problem. The inventor of this safety cage was Robert Allan, a machinery maker of Creswick Rd, Ballarat. He said his cage featured a ‘dissolving’ fulcrum. Others called it an eccentric (off centre) system. Note the pair of clutch levers designed to grab the side guides if tension ceases in the suspending rope from the poppet head pulley. Also, the hinged ‘lids’; designed to protect miners trapped in a braked cage from falling rope, and to enable rescue of the miners. This model was presented to The Ballarat School of Mines Council in November 1876. This model was shown at the Smeaton Show in November 1874, Ballarat School of Mines Museum from 1876, and examined by the 1879 Victorian Board of Inquiry (Pg 15 of FedUni Catalogue 3437) From the Argus of 13 November 1874: At Smeaton Show, Robert Allan of Ballarat won 1st prize for a Model of a Mining Cage, a Butter working machine, a Cheese press and a Curd Mill. By 1878 an Allan Safety-Cage was in operation in the Number 6 shaft of the Band and Albion Consols mine in Ballarat. This cage was judged the best inspected by the Victorian Board of Inquiry by 1879, p. 39.Mining was a big industry in Ballarat in the late 1800s and a lot of deaths were recorded because of mining accidents, the development of the mining safety cage brake limited the deaths and injuries from falling cages in vertical shafts. The model also has links to the Ballarat School of Mines, being presented to the council in 1876. Ballarat School of Mines is the oldest Technical School in Australia and is a predecessor of Federation University. The model is significant to Ballarat's mining history.Model of a mine safety cafe. The University of Ballarat was granted a Coat of Arms from the College of Arms in London. The grant has five parts: the Shield, the Crest, the Supporters, the Motto and the Badge. Ballarat born Steve Bracks in an alumni of Federation University Australia obtaining both a Diploma of Business Studies (Accounting) and Graduate Diploma of Education (Economics).. Attending Ballarat College. . He entered Parliament as the Member for Williamstown in 1994. After serving as a Shadow Minister in the Employment, Industrial Relations and Treasury portfolios, he became Leader of the State Opposition early in 1999. Mr Bracks fought the Election later that year with a completely new set of policies he oversaw and personally drafted in Opposition. Steve Bracks went on to become Victoria’s 44th Premier in October 1999. Programme, A Celebration of the Life of Geoffrey Robert Hendy, 1991, 10/1991
Geoff Hendy was born at Numurkah on 06 November 1945. In 1963 he was employed by the Victorian Education Department as an Administrative Officer. He moved to Ballarat in 1970 to take up the position of registrar at the Ballarat Teachers' College. In 1973 he resigned from the Education Department to become the Academic registrar at the State College of Victoria at Ballarat. He died on 08 October 1991 in Los Angeles, United States of America. The Federation University Hendy Award was established to support the professional development of the general staff of the University. The award is made biennially (in years with an odd number) The award is named in honour of the late Mr geoff Hendy, a long serving staff member of the University and its predecessor institutions. He joined Ballarat Teachers' College as Registrar in 1970, and in 1973 became the Academic Registrar for the State College of Victoria at Ballarat. In 1976 he was appointed Academic Secretary when the Ballarat College of Advanced Education was established, and later became Registrar of that institution. Geoff Hendy was still Registrar at the time of his death in 1991. In 1966 E.J.T. Tippett, President of the Ballarat School of Mines Council was on the interim council and committee member of the Victorian Institute of Colleges.Foolscap typed Victorian Institute of Colleges (VIC) minutes .1) Minutes of the inaugural meeting of the Victorian Institute of College held at the State Electricity Commission of Victoria, 15-23 William Street, Melbourne on 26 June 1967. This meeting followed 25 meetings of the Interim Council. The Council included E.J. Barker of the Ballarat School of Mines, representing principals of affiliated colleges outside the metropolitan area. .2) Building Committee minutes of the Victoria Institute of Colleges, 11 April 1969. These minutes mention Ballarat Institute of Advanced Education including the request for approval to purchase recording double beam spectrophotometer, Logic panel for Hitachi 505 analog computer and Nuclear-magneto-resonance gaussmeter system). The also requested approval to appoint L.H. Vernon and Associates and G.J. Harrison as joint campus planners, and outlined how water would be supplied to the Mount Helen site. The minutes outline a request for State.Commonwealth approval to purchase a concrete testing machine and an Hydraulic Flow Channel for Yallourn Technical College. The request was moved by E.J. Barker of the Ballarat School of Mines. .3) 'Colleges of Advanced Education - The Vision and the Reality' an address delivered at the Diploma Conferring Ceremony, Yallourn Technical College by R.E.
