Williamstown was first incorporated as a borough on 14 March 1856. It became a town on 2 April 1886, subdivided into four wards in 28 October 1887 and was proclaimed a city on 17 May 1919. The city was proclaimed by His Excellency the State Governor, the Hon. Sir Arthur Stanley on 17 May 1919. At the same time he unveiled a photographic honour board in memory of local soldiers killed during World War One and officially opened the Town Hall/Council Chambers building at 104 Ferguson Street. This medal was struck in 1938 to commemorate the 150th anniversary of British settlement of Australia. “An Anniversary celebrations medallion and an illustrated brochure telling the history of Australia were presented to pupils at many schools yesterday. Silk programs, at that time, were only produced for a very prestigious night at the theatre. Historical note: The town of Gisborne was named after one of the members of the first committee of the Mechanics’ Institution (renamed in 1872 to Melbourne Athenaeum), formed in November 1839. His full name was Henry Fyshe Gisborne 1813-1841. The program, crafted of printed silk with a silk fringe all around the four edges is unique in the program collection. The program reveals an interesting fund-raising entertainment held at the Melbourne Athenaeum theatre in 1884. As the theatre was available for hire by everyone in the Melbourne community, over the course of its history it was hired by a large variety of theatrical performers, political groups, sporting and arts groups, in addition to fundraising groups, as found here. Proceeds of this concert were donated to the Melbourne-based Sick Children’s Hospital and the Upper Macedon Episcopalian Church – an unusual combination of charities. The Mount Macedon area became a popular place for holiday- makers from Melbourne in the 1870s and many professional people built holiday retreats with beautiful gardens in the area. The development of the area created a further need for places of worship. The names of the people taking part numbered over 70, several having the same family names as those listed as members of the Melbourne Athenaeum at that time but there is no proof that the people involved with the performance were subscribers to the Melbourne Athenaeum. At the time the Athenaeum hall consisted of a large flat space requiring chairs to be placed in lines, with hand-written alphabetical signs to indicate the rows and individually numbered chairs. The hall seated 900 patrons. When the hall was used for balls, banquets and exhibitions all the chairs were removed and stored under the stage and in a room at the side of the hall. The layout of the hall can be seen in this photograph from the archives, taken in the early 1900s. This fringed, silk program was produced for a concert held on 9-10 October 1884 under the patronage of the Governor Sir H Brougham Loch at the Athenaeum Hall in aid of the Convalescent Fund of the [Melbourne] Sick Children’s Hospital and the Episcopalian Church of Upper Macedon. Sir Edmund Herring had a military career before becoming the Chief Justice of Victoria in 1944. Sir Edmund served as an artillery officer with the British Army in World War One and was awarded the Military Cross. While he returned to the Law between the wars, becoming King's Counsel in 1936, he continued his military associations through Australian Militia Forces, rising to colonel by the start of the Second World War. At the outset of WWII Herring was appointed as Commander of the Royal Artillery for the Australian Sixth Division. Herring saw service in North Africa and Greece and was in charge of Australian Northern forces in 1942, afterwards working with General Blamey in Papua New Guinea. Sir Edmund was appointed Chief Justice, straight from his army command in 1944. As Chief Justice he quickly established the Law Reform Committee and after the war oversaw the extension of the Supreme Court buildings, with the creation of new Courts. He was considered an able administrator, but his refusal to appoint Joan Rosanove a Queen’s Counsel throughout the 1950s, did not sit well with many legal practitioners. After his retirement from the Bench, he continued in his many public activities, including trustee of the Shrine of Remembrance and the Australian War Memorial and a member of the Melbourne Grammar School Council, as well as Lieutenant Governor of the State of Victoria, a position he held from 1945 to 1972. Herring was also an outspoken social critic; between the wars he had been a member of the White Guard, who were a far right group acting against communism. During the Cold War period of the 1950s, Herring spoke out in favour of the British Empire and the American alliance. The portrait of Sir Edmund Herring is the second one that Sir William Dargie (1912-2003), completed of Sir Edmund; his first effort in 1944/45 won the Archibald prize. Dargie won the Archibald prize a record eight times. His fame as a portrait painter was not without controversy, as he was considered ‘safe’ and the favourite of conservative sitters, particularly as many of his Archibald winners were of ‘Captains of Industry’. While no Archibald prize was awarded for this portrait, it is an interesting counterpoint to Dargie’s 1944/45 portrait. The portrait of Sir Edmund Herring is significant because of whom it portrays and the artist William Dargie who painted it.Portait in oils of Sir Edmund Herring.
