A civic campaign for new public offices developed in Kew in the 1880s. After much deliberation, the location chosen was the junction of Bulleen and Cotham Roads. The buildings were designed by George Watson and John Henry Harvey, architects within the Department of Public Works (Victoria). Building was commenced in 1887, and after one year, the buildings were opened. The Post Office was transferred to the new Commonwealth Government in 1901. The Police Station and Court House, sold by the Victorian Government to the City of Boroondara in 2007, are now a community cultural centre and performing arts venue.The buildings were listed on the Victorian Heritage Register Register (HO885) in 1991. North Kew, now divided between Kew and Kew East, bordered the Yarra River. As such, it was a region subject to flooding in the Yarra Valley. Development beyond this point (ie Kellett Grove) was limited by the City of Kew's planning regulations. Prior to urban development, the area since European settlement and the first land sales in the district in the 1840s, had been used for dairy farming. Kew Library history: 1860: Kew's first library was the Kew Literary and Scientific Society, which opened on 6 August 1860. 1884: Kew Town Hall was extended and the library transferred to a room on the upper floor. This was not an ideal arrangement as the room was required for Council purposes. 1904: A cottage adjoining Kew Town Hall was purchased for use as a library. 1937: The library was closed for a major overhaul of stock and renovation of the building. It reopened in December 1937 and remained there for more than 35 years. 1973: When the Civic Centre opened in Charles Street, Kew, the library moved in. 1987: Kew Library moved to its current location in the converted city hall, overlooking the beautiful Alexandra Gardens. After training as a Cartographic Draftsman within the mining industry, I worked as a property illustrator for real estate firms in the eastern suburbs of Melbourne for 23 years from 1983. I initially photographed houses with a Polaroid camera and made a 'thumbnail' sketch while there. The photos were used to scale off a sketch in pencil and then that sketch was overlaid with drafting film and the 'pen and ink' completed. The pens I used were the Rotring ‘Rapidigraph’ drafting pens. The ink was also made by Rotring (German).The film was ‘Rapidraw’, polyester drafting film, double matte. It takes a very fine line and doesn’t bleed. As well as house sketches, there were often floor plans and site plans ordered. Aerial sketches were ordered when the property needed an overall view. The Melbourne and Metropolitan Board of Works (MMBW) plans were produced from the 1890s to the 1950s. They were crucial to the design and development of Melbourne's sewerage and drainage system. The plans, at a scale of 40 feet to 1 inch (1:480), provide a detailed historical record of Melbourne streetscapes and environmental features. Each plan covers one or two street blocks (roughly six streets), showing details of buildings, including garden layouts and ownership boundaries, and features such as laneways, drains, bridges, parks, municipal boundaries and other prominent landmarks as they existed at the time each plan was produced. (Source: State Library of Victoria)This plan forms part of a large group of MMBW plans and maps that was donated to the Society by the Mr Poulter, City Engineer of the City of Kew in 1989. Within this collection, thirty-five hand-coloured plans, backed with linen, are of statewide significance as they include annotations that provide details of construction materials used in buildings in the first decade of the 20th century as well as additional information about land ownership and usage. The copies in the Public Record Office Victoria and the State Library of Victoria are monochrome versions which do not denote building materials so that the maps in this collection are invaluable and unique tools for researchers and heritage consultants. A number of the plans are not held in the collection of the State Library of Victoria so they have the additional attribute of rarity.Original survey plan, issued by the MMBW to a contractor with responsibility for constructing sewers in the area identified on the plan within the Borough of Kew. The plan was at some stage hand-coloured, possibly by the contractor, but more likely by officers working in the Engineering Department of the Borough and later Town, then City of Kew. The hand-coloured sections of buildings on the plan were used to denote masonry or brick constructions (pink), weatherboard constructions (yellow), and public buildings (grey). Development in the 20th century has irreparably altered that part of Kew represented in this plan. In the block bounded by Cotham Road, Charles Street, Wellington Street and Gellibrand; just one house standing in 1903 remains. This block included two of the most historic houses in Kew: ‘Ordsall’ (later ‘Southesk’) and ‘Madford’ (previously ‘Elm Lodge’). Ordsall was the home of the second chairman of Kew, John Halfey. It contained some of the most significant interior murals in Kew, created for Halfey by artists working for Cullen & Co. It was demolished in 1960 to make way for the Kew Civic Centre. Elm Lodge had been built for William Siddeley in ca. 1864. Arthur Septimus King purchased it in 1874. The lower paddocks of Madford were sold in 1905 by his wife to the Borough of Kew and, after landscaping by George and Thomas Pockett, opened as the Alexandra Gardens in 1908. Frances Rigg was a local business identity in Kew, ultimately managing the local branch of the English, Scottish and Australian (ES&A) Bank at 175 High Street, Kew from c. 1920 until the 1940s. After Francis Rigg’s death, the collection of buttons and medallions was inherited by his son, Ken Rigg (14/11/1922-19/01/2014). The collection was subsequently donated to the Kew Historical Society in 2015 by his grandson Adrian Rigg at the time of the Gallipoli & Beyond Commemoration.The collection covers a period of almost 40 years. The majority of the buttons are patriotic buttons, issued and sold during and immediately after the First World World War (1914-1918) to raise funds for national and overseas causes. The collection also includes a number of locally significant sporting event buttons and sporting club medallions, issued in the 1920s and 1930s.Circular blue, white and gilt enamel on metal membership medallion produced by the Kew Cricket Club for the year 1935-36 that belonged to Francis Horace Rigg (1882-1946). The medallion is enameled in shades of blue with the Club’s logo on circular white enameled section in the centre. At the beginning of the 1890s, the Kew businessman and Town Councillor, Henry Kellett, commissioned J.F.C. Farquhar to photograph scenes of Kew. These scenes included panoramas as well as pastoral scenes. The resulting set of twelve photographs was assembled in an album, Kew Where We Live, from which customers could select images for purchase.The preamble to the album describes that the photographs used the ‘argentic bromide’ process, now more commonly known as the gelatine silver process. This form of dry plate photography allowed for the negatives to be kept for weeks before processing, hence its value in landscape photography. The resulting images were considered to be finely grained and everlasting. Evidence of the success of Henry Kellett’s venture can be seen today, in that some of the photographs are held in national collections.It is believed that the Kew Historical Society’s copy of the Kellett album is unique and that the photographs in the book were the first copies taken from the original plates. It is the first and most important series of images produced about Kew. The individual images have proved essential in identifying buildings and places of heritage value in the district.In 1891, High Street was the centre of commercial activity in the Borough of Kew. It was unpaved and edged with deep bluestone gutters, which were designed to channel the significant flow of storm water down the hill to and beyond the Junction. On either side of the entrance to the shopping strip are two cast iron gas lamps that provided the only public street lighting before the Post Office was reached. Most shops, including the Nicholas Brothers’ Junction Store featured cast iron verandas. Further up the hill, Dougherty’s Greyhound Hotel was by this stage a local institution. Apart from the horse-drawn tram, the main form of personal and commercial transport in this period remained the horse, horse and cart, or buggy.The panoramic view predates the widening of High Street in the 20th century, and thus includes the original alignment of buildings on the south side. WADE, Ivan Mayor 1969-70, 1970-71 Ivan Wade grew up in Bendigo and Brunswick, one of eight children. After his marriage, he moved with his wife and young family to Kew in 1951. In 1959, he took a year’s sabbatical in 1959 to build a new family home for his wife and four children at 222 Cotham Road, Kew. He worked professionally in the Meat Industry, successfully building a small chain of retail butcher shops, and a meat exporting business. He worked for improvements in the Trade through involvement in the Meat and Allied Trades Federation, of which he was the first State, and then Federal President. He was to be awarded an OBE for his services to the Meat Industry in 1979. Having been a long-time member of Melbourne Lions Club, he helped start Chadstone Lions’ Club as an inaugural tenant of the Chadstone Shopping Centre in 1979. He was also a tireless worker for charity, making his home available for functions raising funds for local groups. His passion for the community led him to stand for Kew Council as a representative of College Ward. As a councillor, he was elected mayor for two terms. During his term of office, new Kew Municipal Offices were constructed in Cotham Road. An active worker for the Kew Elder Citizens Association, he was involved in the establishment of an Opportunity Shop in Walpole Street to raise funds for the development of a new Centre in High Street. The Opportunity Shop was used to train locally unemployed youth skills such as furniture repair.
