This booklet commemorates the 100th anniversary of the proclamation of the Shire of Warrnambool. The original proclamation was read from the Government gazette 13/12/1863 Pg 2958. This follows from being proclaimed a roads district in 1854 which was then partly portioned and proclaimed the Municipal district in 1855. Portion of the shire was again annexed to the city in 1955. The Warrnambool shire covers the area on north east and western sides of the city of Warrnambool covering approximately 600 square miles and has a rich history of farming and dairy products. A program which commemorates 100 years of the shire of Warrnambool. Mr Robert Crone Phillips was born in Stanley, Victoria and later moved to Wangaratta where he worked at Pinkertons and Sons. On 1 April 1912 he purchased the grocery, ironmongery, and wine and spirits business conducted in Sydney Street, Wodonga, by Mr. D. M. Stavely. This business was beside the old Wodonga Police Station. He received a spirit merchant's license under the new Licensing Act in the Wodonga Licensing Court on 20 March 1912. This was the first occasion on which spirit merchants' licenses have been granted by the court. This license was renewed annually until November 1920. On Friday 15 July 1921, a fire occurred in which Phillips grocer’s shop and a neighbouring draper’s shop, owned by Mr. R. W. McLeish, were seriously damaged. In August 1921 Robert Philips filed for insolvency with assets of £660 10/ and liabilities of £1126 19/6. The cause of insolvency listed was loss sustained by fire and the pressure of creditors. Mr. Phillips retired to Wangaratta. He passed away in 1948. The demijohn is of local significance as it represents an artefact from a local business. Its provenance is clear due to the inscription in the item. The Municipality of Kew (1860-1863), the Borough of Kew (1863-1910), the Town of Kew (1910-1921) and the City of Kew (1921-1994) were local government instrumentalities in the State of Victoria. In 1994, the City of Kew was amalgamated, together with the former Cities of Camberwell and Hawthorn, into the new City of Boroondara (1994- ). Like other local government entities of the period, Kew was administered by town clerks. The two notable town clerks in Kew's history were H. H. (Henry Hirst) Harrison (1868-1955) and W. D. (William Dickie) Birrell (1899-1974). Harrison was appointed to the position in 1901 and retired in 1938 after 37 years. Birrell, appointed Acting Town Clerk in 1921, became Town Clerk in 1938, following Harrison's retirement. He continued in this role until his retirement in 1966.This card is part of an historically significant civic collection, containing hundreds of separate invitations, documents, greeting cards, programmes and tickets issued and/or collected by successive town clerks. Items in the collection illuminate the political, social and cultural history of the district. Childers Cove is situated about 15 ks east of Warrnambool in the area known as Mepunga. It is named after the shipwreck of 'The Children.The documents relate to the running of the Childer's Cove Progress Association. There are a number of social activities including gymkhanas, racing meetings, making of roads and improving with planting trees There are many names which are still familiar with the area nearly 100 years later, including Wallace, McDowall, Burleigh, Murnane, Bonnett, Abraham Laidlaw Keogh Holloway and Palmer. Some of the meetings were held at the Mepunga South School with others held at Eckers Hotel Warrnambool and some at the race course. Fundraising events were held also from athletic meetings and district school children's races. This collection of papers is representative of many small communities around Australia where people came together and worked to improve their community facilities. It therefore has strong social and historic significance.This is a collection of papers most of which relate to the Childer's Cove Progress Association. "METHODIST CHURCH. In 1881, during the ministry of Rev. W. H. Fitchett, B.A., at Hawthorn, a number of members of the denomination living at Kew considered that the time was opportune for founding a local Church. The Superintendent of the Circuit, the Rev. W. A. Quick of Richmond, met the members and formed them into a society class under the leadership of Mr. A. Brown and a Church was formally instituted at the house of Mr. T. J. Eaton, of Eglinton Street, in December, 1881. Services were regularly held for some time at the same place, and funds for purchasing a block of land were gradually collected, resulting in the present site in Highbury Grove being purchased for £350. Messrs. W. Cleverdon, A. Money, T. E. Serpell, and T. Vasey, of Hawthorn, and Messrs. A. Brown, R. Eyre, and T. J. Eaton of Kew, were appointed trustees. A public meeting was held a the Town Hall, when over £100 was raised. The Rev. John Harcourt, who had just been placed on the supernumerary list, was persuaded to undertake the charge, and commenced services in the Town Hall on 29th April, 1882, which were continued for eighteen months. A Sunday School was started, and altogether the effort progressed so satisfactorily that in October, 1882, the foundation and memorial stones of the present Church were laid by Mr James Huddart. At the tea meeting held in connection with this event nearly £200 was raised and a few months later £250 more was obtained by means of a bazaar. The contract for building Church was let for £1,200. The Sunday School celebrated its first anniversary in June, and the Church was opened on 7th October 1883, the preachers on the occasion being Revs. E. J. Watkin, S. Chapman, and John Harcourt, the collections amounting to £230. Towards raising these sums of money the ladies of the congregation helped very materially. In 1886 the foundation stone of a Sunday school, to cost about £900, was laid by Mrs. H Berry, the building being opened in April 1887. During the same year the Church was enlarged. In 1889 parsonage was erected, and again arrangements had to be made for a further enlargement of the Church, at a cost of nearly £2,000. The foundation stones of the tower were laid by Rev J. Harcourt, and of the transepts by Mrs. Job Smith and Mrs. John Watson. These additions were made during the ministry of Rev. P. R. C. Ussher, the first minister appointed to Kew by conference. He has been succeeded by Revs. Henry Howard, J. de Q. Robin, J. J. Brown, J. G. Wheen, A. E. Albiston, M.A., and F. J. Nance, M.A., who is at present ably filling the pulpit. For the musical portion of the services, the Church has been greatly indebted to the enthusiasm of Mr. C. Gardner, the leader of the choir, and Mr. C. E. Gardner, the organist. The Sunday School has had a number of excellent workers, among whom may be mentioned Messrs. Burchett, Allum, Hillard, Tonkin, Dent, Avery, McDonald, Green, and B. Hoadley, who have acted as Superintendents, and Messrs. Arnall and McCaghern as Secretaries. The present trustees are Messrs. H. Berry, Job Smith, A. Hoadley, F. Vial, C. Powers, H. L. Carnegie, C. Most were adapted from traditional lithographed models. This example, while created within a formal lithographed border has been transmuted into the equivalent of an illuminated document, hand-painted, and therefore rare. The use of flowers in the design emphasises the sentimental and spiritual aspects of the certificate. Carlton Refuge/Carlton Home was established in 1857 in Madeline Street, Carlton (relocating in 1890 to Keppel Street, Carlton). The Carlton Home provided maternity care for married and unmarried mothers, and residential care for infants and toddlers unable to be at home with their mother. It also operated a day-care centre for children. Most of the residents were mothers or children on private placements. The Children's Welfare Department used the Carlton Home as a maternity home for wards, a foster home for infant wards, and for children requiring placements under the infant life protection provisions of the Children's Welfare Act. By the late 1940s, the home was in a bad state of repair and it closed in 1949. In 1951, the facility reopened as the Queen Elizabeth Maternal and Child Health Centre that also operated as an Infant Welfare and Mothercraft Training School. The Centre provided after-care for nursing mothers and babies transferring from maternity hospitals, and specialised care for babies referred by private practitioners and the Social Welfare Department – babies who were premature, frail or had feeding or similar problems.
