The Ballarat School of Mines was established in 1870. Nillumbik Commissioners used 'reserve power's to permit a controversial Shell service station and Hungry Jack's restaurant development at the former Eltham Shire Office site at 895 Main Road. More than 200 people attended the Council meeting in the public gallery and protested at the decision. 32 personal submissions were made to Council's Planning Special Committee meeting whose members vioted 3-2 against the development. The Committee consisted of the three Nillumbik Commissioners and three community members (Jim Connor, Bronwyn South and Janet Mattiske). Chief Commissioner Don Cordell, a former Shell employee excused himself from voting and the three communbity memebrs voted against the submission. The other two commissioners, Vin Heffernan and Kevin Abbott voted against it. They then immediately closed the meeting and opened a Council meeting lasting just seconds to use special reserve powers to overturn the decision. Subsequent to this the Commissioner run Council held a special meeting on Wednesday, October 23, 1996 where Commissioners Kevin Abbott and Vin Heffernan thanked all three community members of the Planning Special Committee and advised that their powers had been revoked. The article includes a joint statement from all three sacked members in which they state they have been able to bring a community perspective to the planning applications placed befopre the committee which has resulted in modifications to planning decisions. Many of the films were taken for publicity purposes and necessarily cover a broad range of topics. VIOSH has a global reputation for its innovative approach within the field of OHS management. VIOSH had its first intake of students in 1979. At that time the Institution was known as the Ballarat College of Advanced Education. In 1990 it became known as Ballarat University College, then in 1994 as University of Ballarat. It was 2014 that it became Federation University. VIOSH Australia students are safety managers, senior advisors and experienced OHS professionals. They come from all over Australia and industry. Students are taught active research and enquiry; rather than textbook learning and a one-size fits all approach. VIOSH accepts people into the Graduate Diploma of Occupational Hazard Management who have no undergraduate degree - on the basis of extensive work experience and knowledge. In 1978, Ballarat College of Advanced Education made a submission to the Victoria Institute of Colleges for consideration which would also need the approval of the Federal Government Tertiary Education Committee. This was for the development of an Occupational Hazard Management Course. This approval meant the VIOSH course could begin in 1979. At times since that date they had to apply for re-accreditation of the course. The Occupational Hazard Management Course Committee was responsible for this. This meeting notice was sent stating the only matter on the agenda was the re-accreditation proposal. W.B Withers wrote of Sutton: "In the realm of science Ballarat has become of world-wide fame through the inventions by Mr Henry Sutton, a native of the place. His skill and acquirements in electricity, telegraphy, telephony, photography and also in astronomical and microscopal studies have won for him a high position as a practical scientist, and the credit is the greater as he is a self-taught student … Mr Sutton, before he was fourteen years old, had read every book on science to be found in the library of the Ballarat Mechanics' Institute." The Ballarat School of Mines (SMB) was fortunate to have this genius appointed as the lecturer-in-charge of the new Electricity and Magnetism department from 23 April 1883. Although Henry Sutton submitted his resignation to the Council of SMB in October 1884 it was resolved that he be asked to reconsider, and Mr Sutton continued to teach at SMB until the end of 1886. He was a prominent member of the Camera Club, and many of the other SMB clubs. Sutton had an active and fertile brain, and was known for his inventions, especially his work on the telephone, telephane and carbon lamps. Sutton presented a vacuum pump, worked by water jet, for use in SMB Chemistry classes. His report of 1883 states: ‘A telephonic circuit has been laid down between the [SMB] engine-house and workshops, to be used for experimental purposes.’ Henry Sutton spent much thought on artificial flight, and made some interesting experimental studies with flying birds. The storage of electricty also attracted his attention, and, after much work and thought evolved the Sutton Secondary Battery. A paper on this battery was presented to the Royal Society, London, and was afterwards printed in the 'Transactions'. Henry Sutton is listed on the Federation University Honour Roll at https://www.federation.edu.au/curator/honour-roll/honourroll_sutton.shtmlA crude scientific instrument that measures amps, with a timber base and frame. Henry Sutton lectured at the Ballarat School of Mines (SMB) in Electricty and Magnestism between 1883 and 1886. In 1883 Sutton reported: ‘…The class has been unfortunately situated, by having to wait for instruments of precision ordered from England, but which have not come to hand. The friendly societies of Malvern have formed a medical association in connection with the Malvern and District U.F.S. Dispensary. This has been registered as the Malvern and District U.F.S. Medical Association and Dispensary. Practically all the societies have joined it. The committee has appointed as medical officer Dr. J Weir, who is now carrying on the work of the institution. Another doctor is to be appointed shortly to assist him. The committee lately purchased a property in Valetta-street, formerly used by the Church of Christ. Structural alterations have been made, and the business will be transferred from High-street to the new building early in September'. The 16th report and balance sheet for the year ending December 31st last of the Malvern and District U.F.S. Medical Association and Dispensary signed by the president (Mr.Chas. A. W. Smith) has been issued. It is the first annual report since the erection of the new hall and dispensary in Valetta street, and discloses a satisfactory state of affairs. Mr. Smith, who is now a past president of the Dispensary, has been commended on. all sides for the active interest He at all times took in the work of the dispensary, and he has every reason to feel pleased and gratified that the erection of the new building was put in hand and completed during his tenure of office. The enterprise is a credit to the district, and shows that, those associated with friendly societies work in Malvern are imbued with a true progressive spirit. Now 100 years old, this quilt belonged to the donor’s grandfather John William Huffstutter. John was Born in 1898 in a log cabin in the Ozark mountains of Missouri, USA. Tragically, John’s mother died when he was four years old. John said that he could always remember her voice calling his name as he hid under the porch in one of the many thunderstorms that frequent the area with his dog. John was raised by his grandmother and was treated as the youngest to her other children, growing up with his aunties and uncles rather than brothers and sisters. John began to study engineering at the State University of Iowa before serving in the US Army Engineer Corps in The Great War. He enlisted when he became eligible and served briefly before the Great War ended. He then returned to his engineering studies in Iowa, and shortly after finishing his studies got his first job with Westinghouse in Pittsburgh at age 23. It was when John was leaving for this job that he was given the quilts as a reminder of home from his grandmother Sarah Jane "Sallie" Tindall Coble, and her daughter (John's Aunt) Ottie Maude Coble Bittick. Widowed at age 78, John took to sleeping in his screen porch under one of these quilts. John remembered one winter in Missouri waking in his log cabin to find snow covering him and his quilt. When he died at age 94, the quilt he used was completely worn out and discarded. This remaining quilt was shipped to Australia, where Carol’s (the donor) immediate family had emigrated in 1970. Opening the box that contained the quilt released a wave of comforting smells, emotions, and a flood of childhood memories. Carol distinctly remembers sleeping under these quilts for afternoon naps at her grandparents' house. The quilt is 74 x 80 inches (1880 x 2030mm), matching the size of a modern-day king bed. It is made of various four-inch (100mm) squares. These squares are made of old men woollen suits in dark colours of browns and greys. The quilt is layered with a wool backing fabric and a batting lawyer of unknown material, possibly cotton or wool. The quilt is tied together with red wool yarn and the backing fabric is folded over the edge to be used as a binding. Embroidered across the front of the quilt in purple wool yarn is "John Huffstutter", "13 Oct 1921". A small, printed cloth label "HUFFSTUTTER" is pinned on the reverse of the quilt. The quilt is well-worn but in good condition considering its age. The care instructions passed down by word of mouth with the quilt were to "never wash, only air".Front embroidered. This was the home of Fred Lyons and family from c1920. Previously they had lived in Lorne Parade. Fred had a hansom cab at the rank at the Surrey Hills station from c1919 and stabled his horse in a paddock to the rear of this house. His son Arthur Lyons remained living here until 1990. The fox terrier was Fred's constant companion. This is one of a series of photos donated by Arthur Lyons. From 1907 a cab service operated from near the railway gates in Union Road. It was established and maintained by Mr C Fraser until c1916. George Rea either took over then or set up in opposition. Fred Lyons initially worked for George until he set up his own business. In time he changed over to a motor vehicle and continued his service until 1960. Frederick Adolphus Lyons (1891-1980) was born in Surrey Hills, son of Thomas and Catherine Lyons. He married Elizabeth Ruby Hall in 1918. They lived in Lorne Parade before moving to 55 Sunbury Crescent. The Lyons’ home in Sunbury Crescent was called ‘Knopshambury’ - this was probably a misspelling of Knockshanbally in Co Kilkenny, the birth place of Fred’s father, Thomas Edmund Josias Lyons (1846-1915). Arthur Lyons was born in Surrey Hills on 12 Jun 1920. He became a motor mechanic / welder and lived his whole life at 55 Sunbury Crescent. The donation was made while he was in hospital. He died shortly afterwards (23 Sep 1990). Donation was finalised by a neighbour, Mrs Florence Ann Armitstead, wife of Glen Victor Armitstead. Glen was a local hairdresser. They moved to 11 Sunbury Crescent after their marriage in 1939. Arthur had no relatives to distribute the material to.Black and white photo of the home of Fred Lyons and his family. It is a simple timber cottage with a corrugated iron roof and a low brick fence with wrought iron decorative infill between the brick pillars. A fox terrier sits on the brick pillar next to the driveway. On the RHS of the house a high slatted timber fence divides the front from the rear of the property. An early model Holden is parked in the driveway, the number plate beginning with GBEOn the back in pencil "copied 1996" . The quarry was part of John Butler Maling's property. He was one of the original settlers of the area and farmed the area between Weybridge Street and Whitehorse Road. Clay was quarried from part of this area and used to make the bricks used in the construction of his home, known as 'Ancyra'. This is still extant at the corner of Weybridge and James Streets. Maling grazed cows and used the quarry as a water source. He was the uncle of John Butler Maling, Mayor of Camberwell. He was married to Kate Conlon in 1882. They had 3 children: Silas Young, Alick and Zillah. Maling was born in c1829 in Shepreth, Cambridgeshire; he died in Surrey Hills on 9 October 1912 and is buried in Box Hill Cemetery - CE-*-0586. Mrs Kate Maling (born c1859 in Co Meath, Ireland) died at the property on 8 March 1921. She is buried in Brighton General Cemetery. Probate was valued at over 10,000 pounds and included other properties in Sandringham, Hawthorn and Macedon. At the time of her death the Surrey Hills property was described as being 23 acres with 2 brick houses, 1 cow, 2 heifers and 40 fowls or chickens. The property was subdivided after her death. The property was subdivided into 110 house blocks in c1923 - see Maling's Estate subdivision flyer on the State Library of Victoria's website. This shows that the Grovedale Park site had been acquired by Camberwell Council by this time. An attached newspaper clipping documents prices realised for a cross-section of blocks. The MMBW map of 1925, also on the SLV website, shows the outline of the clayhole / quarry. The quarry was filled in after several drownings or near drownings and the land is now occupied by a park and playground, known as Grovedale Road Park, maintained by the City of Boroondara. Beckett Park is sited on horizon to the left beyond the trees. Lyons family history: From 1907 a cab service operated from near the railway gates in Union Road. It was established and maintained by Mr C Fraser until c1916. George Rea either took over then or set up in opposition. Fred Lyons initially worked for George until he set up his own business. In time he changed over to a motor vehicle and continued his service until 1960. Frederick Adolphus Lyons (1891-1980) was born in Surrey Hills, son of Thomas and Catherine Lyons. He married Elizabeth Ruby Hall in 1918. They lived just around the corner at 55 Sunbury Crescent. The Lyons’ home in Sunbury Crescent was called ‘Knopshambury’ - this was probably a misspelling of Knockshanbally in Co Kilkenny, the birth place of Fred’s father, Thomas Edmund Josias Lyons (1846-1915). Arthur was a well-known Surrey Hills identity until early 1990s. He was a welder and ran his business from his home at 55 Sunbury Crescent. His father had been a hansom cab owner/driver changing to taxis when cars took over. Arthur known to most locals as "Tiger" was a mine of information on local history and supplied many photographs of Surrey Hills. This photo was taken at the home in Sunbury Crescent of Rudi and Betsie Mineur. Rudi worked as a taxidermist and often had large fish to mount as trophies. This photo was taken at Arthur's request as a ruse. He did not catch the fish. One of the oldest homes in Surrey Hills. The photo was taken in 1924 when the property was purchased by Mr John Francis Evans, father of Mrs Lillian Austin. The Evans family came from Gembrook. John Evans was born in Wales; he and his wife Mary had 3 children, 2 daughters and one son. Mary Evans pre-deceased her husband, who died on 23 October 1924 at Hillsborough, 6A Thistle Street. The first owner of the property was Mrs Rachel Sweetnam (nee Lewis) who married Thomas Edward Sweetnam on 24 September 1884 at St John's Church, Camberwell. REF: THE ARGUS 4 Oct 1884 Thomas second eldest surviving son of Matthew Sweetnam married to Rachel (Ray) third eldest daughter of Captain T.D. Lewis, Culm Haven, Camberwell. Thomas was active in land sales and variously described as a land agent, real estate agent and auctioneer. The property - Hillsboro or Hillsborough - was originally a house on a farm of 10 acres owned by her. It became 6A Thistle Street. According to the Alan Holt property register Rachel Sweetnam owned the property prior to 1890 and a family tree on Ancestry.com has that it was owned by her in c1886. It is likely that at this stage the property was an investment rather than the Sweetnam's family residence. The iron-hulled, four-masted barque, the Falls of Halladale, was a bulk carrier of general cargo. She left New York on August 1908 on her way to Melbourne and Sydney. In her hold, along with 56,763 tiles of unusual beautiful green American slates (roofing tiles), 5,673 coils of barbed wire, 600 stoves, 500 sewing machines, 6500 gallons of oil, 14400 gallons of benzene, and many other manufactured items, were 117 cases of crockery and glassware. Three months later and close to her destination, a navigational error caused the Falls of Halladale to be wrecked on a reef off the Peterborough headland at 3 am on the morning of the 15th of November, 1908. The captain and 29 crew members all survived, but her valuable cargo was largely lost, despite two salvage attempts in 1908-09 and 1910. ABOUT THE ‘FALLS OF HALLADALE’ (1886 - 1908) Built: in1886 by Russell & Co., Greenock shipyards, River Clyde, Scotland, UK. The company was founded in 1870 (or 1873) as a partnership between Joseph Russell (1834-1917), Anderson Rodger and William Todd Lithgow. During the period 1882-92 Russell & Co., standardised designs, which sped up their building process so much that they were able to build 271 ships over that time. In 1886 they introduced a 3000 ton class of sailing vessel with auxiliary engines and brace halyard winches. In 1890 they broke the world output record. Owner: Falls Line, Wright, Breakenridge & Co, 111 Union Street, Glasgow, Scotland. Configuration: Four masted sailing ship; iron-hulled barque; iron masts, wire rigging, fore & aft lifting bridges. Size: Length 83.87m x Breadth 12.6m x Depth 7.23m, Gross tonnage 2085 ton Wrecked: the night of 14th November 1908, Curdies Inlet, Peterborough south west Victoria Crew: 29 The Falls of Halladale was a four-masted sailing ship built-in 1886 in Glasgow, Scotland, for the long distance cargo trade and was mostly used for Pacific grain trade. She was owned by Wright, Breakenridge & Co of Glasgow and was one of several Falls Line ships, all of which were named after waterfalls in Scotland. The lines flag was of red, blue and white vertical stripes. The Falls of Halladale had a sturdy construction built to carry maximum cargo and able to maintain full sail in heavy gales, one of the last of the ‘windjammers’ that sailed the Trade Route. She and her sister ship, the Falls of Garry, were the first ships in the world to include fore and aft lifting bridges. Previous to this, heavily loaded vessels could have heavy seas break along the full length of the deck, causing serious injury or even death to those on deck. The new, raised catwalk-type decking allowed the crew to move above the deck stormy conditions. This idea is still used today on the most modern tankers and cargo vessels and has proved to be an important step forward in the safety of men at sea. On 4th August 1908, with new sails, 29 crew, and 2800 tons of cargo, the Falls of Halladale left New York, bound for Melbourne and Sydney via the Cape of Good Hope. The cargo on board was valued at £35,000 and included 56,763 tiles of American slate roofing tiles (roof slates), 5,673 coils of barbed wire, 600 stoves, 500 sewing machines, 6,500 gallons of oil, 14,400 gallons of benzene, plumbing iron, 117 cases of crockery and glassware and many other manufactured items. The Falls of Halladale had been at sail for 102 days when, at 3 am on the night of 14th November 1908, under full sail in calm seas with a six knots breeze behind and misleading fog along the coast, the great vessel rose upon an ocean swell and settled on top of a submerged reef near Peterborough on the south-west Victoria’s coast. The ship was jammed on the rocks and began filling with water. The crew launched the two lifeboats and all 29 crew landed safely on the beach over 4 miles away at the Bay of Islands. The postmistress at Peterborough, who kept a watch for vessels in distress, saw the stranding and sent out an alert to the local people. A rescue party went to the aid of the sailors and the Port Campbell rocket crew was dispatched, but the crew had all managed to reach shore safely by the time help arrived. The ship stayed in full sail on the rocky shelf for nearly two months, attracting hundreds of sightseers who watched her slowly disintegrate until the pounding seas and dynamiting by salvagers finally broke her back, and her remains disappeared back into deeper water. The valuable cargo was largely lost, despite two salvage attempts in 1908-09 and 1910. Further salvage operations were made from 1974-1986, during which time 22,000 slate tiles were recovered with the help of 14 oil drums to float them, plus personal artefacts, ship fittings, reams of paper and other items. The Court of Marine Inquiry in Melbourne ruled that the foundering of the ship was entirely due to Captain David Wood Thomson’s navigational error, not too technical failure of the Clyde-built ship. The shipwreck is a popular site for divers, about 300m offshore and in 3 – 15m of water. Some of the original cargo can be seen at the site, including pieces of roof slate and coils of barbed wire. The Falls of Halladale shipwreck is listed on the Victorian Heritage Register (No. S255). She was one of the last ships to sail the Trade Routes. She is one of the first vessels to have fore and aft lifting bridges. She is an example of the remains of an International Cargo Ship and also represents aspects of Victoria’s shipping industry. The wreck is protected as a Historic Shipwreck under the Commonwealth Historic Shipwrecks Act (1976). The Falls of Halladale shipwreck is listed on the Victorian Heritage Register (No. S255).
