The first newsletter of the Society was issued May 1978 and has been published continuously ever since on a bi-monthly basis. With the cessation of the Shire of Eltham in late 1994, the Society's name was revised to Eltham District Historical Society and this name first appeared with issue No. 103, July 1995. It encompasses the period when the State of Victoria was pressured by the ever increasing demand by industry and its population for electricity supplies. Hydro electricity was seen as an untapped natural resource to quench this demand. The Victorian Alps and the rivers flowing into its valleys was ideal for the construction of the Kiewa Hydro Electricity Scheme. The late 1940's saw the development of this scheme and the changing of sections of alpine landscape is covered by this and other postcards/pictures (tourists, construction workers, and established rural populations). This period in time was before the established wildlife and forest/nature groups became political activist who changed legislative acts to protect the environment.This rural region (Kiewa Valley/alpine plains) was at most only significant to a smaller group of winter sports, summer hikers/horse riders and rural farmers/graziers. The numbers of tourists and the increase in the local resident population was boosted by the construction of the Hydro Electricity Scheme. This photograph is a "snap shot" in time circa 1950s detailing the rural environment before the effects of the Kiewa Valley Hydro Scheme altered the basic rural setting of the valley. The golfing fairway was being mapped out on previous grazing land, before the laying of a golf course, for use by the construction workers and auxiliary administration employees of the Victorian State Electricity Commission. This photograph details a dramatic period in time which saw an enormous change to the exclusively rural area of the Kiewa Valley region in the mid 1900s. This change presented both physical and mental challenges to the existing quiet rural inhabitants of the valley. The State of Victoria had to make adjustments to the changing demands imposed by population and industrial expansions. This photograph is a "snap shot" in time circa 1950s detailing the rural environmental change and the progressive effects of the Kiewa Valley Hydro Scheme on the basic rural setting of the valley (note the sparsity of rural infrastructure). This photograph shows the beginning of the accommodation and administration buildings for use by the construction workers and auxiliary administration employees of the Victorian State Electricity Commission. It also provides a view of the landscape before extensive development of Pondage and other non rural buildings.This photograph details a dramatic period in time which saw an enormous change to the exclusively rural area of the Kiewa Valley region in the mid 1900s (see sparse rural buildings/houses). This photograph details (early to mid1950s), the Victorian Alpine region when this remote area was part of a "lay back" rural landscape,occasionally visited by recreational adventurers and some wayward tourists. The mountain ranges had provided an adequate barrier against the way-would traveller, but with the opening up of this region by the provision of improved roadways and accommodation facilities, courtesy of the Kiewa Valley Hydro Electricity Scheme, changes such as tourism and its impact upon the "natural" state started to show its side effects (clearing of the land). The expansion of the European immigration numbers (1950s) coming into Australia was increasing after World War II which not only provided increased construction workers to the region but also immigrants who appreciated alpine regions. Some of these immigrants contributed to the expansion of the region and provided for a greater degree of diverse professions and rural related work force.This photograph depicts the borderline in time between an exclusively rural based population and respective activities(early 1900s)to the present (2000 on wards) integrated village, tourist and retiree/holiday area. The time when land was exclusively used in agriculture and Alpine grazing lands is over. The Kiewa Valley is loosing its hiding place and is becoming more and more a source of untapped residential land and winter time recreational adventure lands. The changes brought about by modern technologies involving recreational activities such as hang gliding, gliding (local airstrip), mountain bikes, car rallies and their associated clubs is providing for an increased short term population boost. Skis Snow Competition, circa 1966
The post World War II migration of European "snow skiiers" into Australia combined with the construction of Hydo Electricity Schemes in both the N.S.W.and Victorian Alps regions, opened up these winter snow areas to a greater influx of tourists and holiday adventurers interested in "winter" sports. The ability to project, on a global scale, skiing facilities of international standards to those in the northern hemisphere during their summer has opened up the Australia ski resorts and their facilities to a much greater winter sport orientated population. These cross country skis were purchased by a member of the Bogong Ski Club and were part of a bulk ski stock consignment from Finland in 1966/67. They were introduced into the Victorian Alps to encourage skiers to take up cross country skiing both at Falls Creek and Mount Buller. This initiative spurred on the now annual 42 kilometre cross country "Kangaroo Hoppet" race at Falls Creek. This race is currently the biggest cross country snow skiing race in Australia. These snow skis were made in Finland. They are wooden (hickory) skis and made from four strips (glued and shaped) pieces of wood that are not laminated. There is a painted blue flash on the top of the skis that extends the full length of the skis. The face of the underside of the skis is flat and is coated in black Stockholm tar. Glider or grip wax was applied onto this base. The top body of the skis is tapered from shoe position to both front and back tips.Tapered curvatures from foot radiating to all sides provides the required aerodynamics. Book - Reference Teaching Infants, The Teacher in the Modern Elementary School, 1941
This teacher's aid publication was used by the teachers in the The Bogong Primary School from 1941 and also the Mount Beauty Primary School from its establishment in 1947. Both had most of their pupils recruited from SEC(Victoria) Hydro Electricity Scheme employees working for a limited time scale. Rural based children benefited greatly by the decision by the SEC to provide these facilities for their worker's families. This bypass of the "typical rural provisions" offered to other schools, by the Victorian Department of Education was a bonus to the Kiewa Valley educational community. These schools had a higher level of facilities available to them than other "typical" rural schools. Treasured facilities such as a comprehensive library, movie projector, tape recorder and public address system placed these two schools at the level of the Greater Public School of city or the larger towns rather than the small rural schools in Victoria.This item was used in Mount Beauty Primary School as part of a teacher's curriculum. The fact that it is in a rural area, in an enclosed SEC construction worker's village in the Kiewa Valley did present a slightly different learning atmosphere than in the larger towns and cities. The majority of parents within the Kiewa Valley, had a slight resentment of the "high and mighty" attitude of city dwellers with a "plum in their mouths" and the effectiveness that city bred teachers had to achieve was to overcome these ingrained mores. The majority of students at this primary school had parents who were working for (the closed "village" of the SEC Hydro Electricity Scheme. In the 1940s this school would have children from multi-cultural backgrounds as many of the parents were recruited as labourers or with European technical backgrounds. In the book,the black and white photographs detailing the classroom sizes and configurations point to larger classes and slightly different teaching methods than that which existed in Australia. This teacher's aid book presents the Australian rural teachers with an advanced American approach to teaching methods. These methods were based on the then modern "group" psychological teachings and were a good guide in the development of a more effective and progressive teaching platform. The one thing that it did not address was the easy going Australian psyche of "she'll be right mate" of the Australia rural community. The socio-economic identity of the Kiewa Valley rural community was not that of the typical city community (American) and this was a challenge for city based and trained teachers. The principles that the book presents is not constrained by the date of publication or its time of use (1954).This hard cardboard covered book is sleeveless but bound by a red cloth glued onto a thick cardboard base. It has the title printed in gold script on the spine with horizontal and fifteen black horizontal lines at the top and bottom. The front cover has the title printed in gold coloured letters (the first and last words are in freehand script style)On the spine and front cover is printed "The TEACHER IN THE MODERN ELEMENTARY School" school organisation, developmental stages of children, subliminal classroom mental and physical stimulation, usa 1940s teacher aids. -

Mould Candle Making, Circa mid 1900's
Candle stick manufacturing moulds were extensively used throughout the Kiewa Valley and its regions to provide rural homes and businesses with illumination during times of limited light e.g. night time. These candles were used before the Kiewa Valley was placed of the electrical grid. The candles were made from parrafin wax. Before the 1920"s electricity was in limited supply due to the inability of the private electricity suppliers to service isolated rural regions. It was not until the Victorian State Government passed legislation (1920) to improve electricity supplies by forming the State Electricity Commission of Victoria (S.E.C.V.) Isolated rural communities could not meet the higher costs to have electricity supplies connected and therefore it was not until the 1950's that adequate domestic electrical power could be supplied.The isolation that the Kiewa Valley provided was of a greater hindrance to any utility (power,roads & telephone) where the cost per instillation was beyond the rural population's ability to pay either directly or indirectly. One of the benefits that the "closed" community of Mount Beauty had, when it was administered by the SECV was that some utility costs were a lot lower than that of the other settlements in the Kiewa Valley. This disparity led to a conference in 1928 of the rural and regional councils to demand from the Government an equality of electricity tariffs. This equality did not take place until 1965. The demand and usage of cheaper and affordable lighting that wax candles provided was for some rural families a way of life until the mid 1900's.This candle making mould is made from mild rolled sheet steel(tin). The top basin is rectangular in shape with beveled edges(facing in on all sides. There are six holes in the top basin for vertical hollow tubes to feed off. The six tapered cyclindrical tubes running from the top basin to the bottom raised platform base. All connections are welded together. The bottom of each cylinder has an opening for the candle wick. The wick is positioned in place before the molten wax is poured into the cylinders. Saucer Ceramic, circa 1940's to 1950's
This item was used by the State Electricity Commission of Victoria in their mess rooms for their workers during the construction of the Kiewa Hydro Electricity Scheme. The imprint of the year "1921" was to identify the year that the SECV was formed and relieved the private VHEC (Victorian Hydro-Electric Company). As the scheme was of such a huge, isolated and time consuming nature the feeding of its workers was quite demanding of cutlery and crockery. The use of sturdy English cups and saucers was essential. The period of construction and the isolation of the Kiewa Valley area placed heavy demand for "solid" crockery that could wear abusive handling. This period in time was one when crockery, whether for domestic or commercial use, was imported from "mother" England. This scenario was more so for governmental bodies such as rail, jails and electricity providers than domestic users. The influx of cheaper Asian crockery had not yet begun.This type of crockery item was used by the thousands of SEC Victorian staff and construction workers involved in the building of the Kiewa Hydro Electricity Scheme, over the extensive period (1938 to 1961). This was a period when Government bodies and other semi- government organisations were still tied to the "establishments" of "mother" England. It was a period in Australia's development when the Asian influence was very weak and the established ties to England and Europe was still very strong. The majority of heavy equipment and machinery was either made in England or Europe. Bottle Milk, early 1900's
This glass milk bottle was manufactured and used mid to late 1900's (1834 Victorian dairy industry was founded) up to the time that a cheaper container was invented(plastic bottles and polyethylene plastic lined cardboard cartons) and produced. In 1909 the supply of pure bottled milk was required for babies to overcome infant mortality due to unhygienic milk sources (unclean containers and unpasteurized milk). Due to the volume of milk being processed and hand milking could not keep up with demand, dairy farms introduced milking machines in the late 1930's. The great increases in dairy herds from the average of 18 cows per heard in 1950's to 142 cows per herd in 1996 required milk tankers to pick up the regions milk supply. This bottle was so constructed to be easily moved within the milk processing plants from the delivery vats/holding tanks to the final corking/sealing of the bottles for eventual distribution. From 1958 the milk bottle slowly became phased out of production. At this point in time Melbourne was drawing 160,000 bottles per week from the two major glass bottle works companies, e.g. Melbourne Glass Bottle Works Co. Victoria was the major state supplier of cows milk in the history of Australian milk production from the early 1800's. The Kiewa Valley and its region was a major contributor to meet that demand. Each bottle was "branded" during manufacturing to show the contents (pasteurized milk) and where it originated from (region and supplier). This method of recycling the bottles back to specific dairy farms was a good control method but an uneconomical "on cost" which was replaced by the "throw away" less costly plastic and cardboard containers. Bottle Milk, mid to late 1900's
This glass milk bottle was manufactured and used mid to late 1900's (1834 Victorian dairy industry was founded) up until the time that a cheaper container was invented(plastic bottles and polyethylene plastic lined cardboard cartons). In 1909 the supply of pure bottled milk was required for babies to overcome infant mortality due to unhygienic milk sources (unclean containers and unpasteurized milk). Due to the volume of milk being processed and hand milking could not keep up with demand, dairy farms introduced milking machines in the late 1930's. The great increases in dairy herds from the average of 18 cows per heard in 1950's to 142 cows per herd in 1996 required milk tankers to pick up the regions milk supply. This bottle was so constructed to be easily moved within the milk processing plants from the delivery vats/holding tanks to the final corking/sealing of the bottles for eventual distribution. From 1958 the milk bottle slowly became phased out of production. At this point in time Melbourne was drawing 160,000 bottles per week from the two major glass bottle works companies, e.g. Melbourne Glass Bottle Works Co.Victoria was the major state supplier of cows milk in the history of Australian milk production from the early 1800's. The Kiewa Valley and its region was a major contributor to meet that demand. Each bottle was "branded" during manufacturing to show the contents (pasteurized milk) and where it originated from (region and supplier). This method of recycling the bottles back to specific dairy farms was a good control method but an uneconomical "on cost" which was replaced by the "throw away" less costly plastic and cardboard containers. Kiewa Valley dairy herds had marked bottles bearing "90/9", "6/18", "6/33", "6/35" and "6/36" Found under the house at 1 Beauty Ave., Mt BeautyThis heavy gauged glass milk bottle has a rim and a distinctive head at the top. This head has been manufactured to facilitate the movement of the bottle along the milk production line. The method of pouring milk into the bottle has been part of the "production line". This bottle has a half pint capacity and is made from "clear" glass. There are other milk bottles that have a "green" tint in them and this tint was to protect the contents from sun damage. Below these markings and stenciled is "KIEWA" (in freehand style and underlined) underneath is "PASTEURISED FULL CREAM MILK" underneath this ,in freehand stiyle is "USE" next to this in block style "KIEWA BUTTER, CREAM, AND ICE CREAM MIX" to the left of this ,and barely readable is stenciled "THIS BOTTLE ALWAYS REMAINS/ THE PROPERTY OF/ NORTH EASTERN DAIRY Co. Ltd". On the base of the bottle is molded a big "2". with a smaller "m". An identification mark of "7" over "14" is within a circled boundary.
