The gavel was presented by Russell Worland (Acting Secretary Glenelg Region Water Authority) to the inaugural chairman of the Glenelg Region Water Authority 1995, Sandra Hempel. Glenelg Region Water Authority amalgamated the previous authorities of Glenelg-Wannon Water Board, Hamilton Water Board, Shire of Dundas and Shire of Mount Rouse Water and Sewerage Authorities and was constituted on 1 July 1994. Glenelg Region Water Authority was then amalgamated with South West Water and Portland Coast Water to form Wannon Water on 1 July 2005.Presented to the first chairman of the newly constituted Glenelg Region Water Authority, a predecessor authority to Wannon WaterWooden turned gavel and a base carved from Konongwootong blackwood, a brass plaque with an inscription. There were at least three 1880s vessels named Lady Loch, all built in Victoria; a river launch (ca 1884-ca 1916, originally named Lady of the Lake), a steamer ferry (1884-1920s) and a government lighthouse tender steamer HMV Lady Loch (1886-1962.) The carved wooden panel was removed from the HMV SS Lady Loch before the vessel was scuttled in 1962. About HMV SS Lady Loch: - The HMV SS Lady Loch was an iron steamship built in Footscray, Melbourne, by Campbell, Sloss and McCain in 1886 for the colonial Victorian government’s Department of Trade and Customs. It was armed with a 6-inch gun and two 1-inch Nordenfelt guns. The Sydney Morning Herald of 27th January 1888 describes the vessel in detail. It even comments on the interior of the Saloon “The wood work … is on a very elaborate scale and is exceedingly neat …”. The HMV Lady Loch performed Customs duties, and serviced the lighthouses along the coast. The scale could have measured goods for the Customs Tax, or for measuring out supplies for the lighthouse keepers. The vessel was named after Lady Elizabeth Loch, wife of Sir Henry Loch, Governor of Victoria from 1884 to 1889. In 1932 Lady Loch was converted to a hulk and used in Brisbane, and finally scuttled in 1962 at Moreton Bay, Queensland. The carved wood panel has importance due to its connection to the 1886 HMV Lady Loch, a vessel of great significance to Melbourne’s shipbuilding industry. It was the largest auxiliary vessel in the Victorian Colonial Government’s fleet and the first prominent vessel launched by Melbourne’s shipbuilding industry. It is significant to the history of the Victorian era and the colonial navy's steamship HMV SS Lady Loch. The vessel carried out Custom's work, and the scales were available to weigh goods that could attract taxes and goods for distribution to lighthouse keepers. The HMV Lady Loch was also important part of Victoria's maritime history, its communication with and support of the lighthouse keepers along the coast of Victoria.Heavy carved wooden panel, square, representing a framed plaque. The bottom and right edges are scalloped on the outer and inner edges. A carved oval within the frame represents a wide belt with buckle and tongue, and indents for the belt holes on its left and a carved inscription runs from top centre to bottom centre on the right side of the belt. Within the belt is the maritime symbol of an upright anchor in front of a rope. Military Service Certificate, 1919
Many families at this time obtained and framed these military service certificates. This was part of the empire spirit of 1914. The prose at the top of the certificate is a quote from Act 5 scene 7 of William Shakespeare's "King John".Black and white certificate commemorating the war service of former WHS student Lt. Steel. A number of symbolic images including two men or horseback, a queen, a broken cart, a portrait surrounded by flags and lions and three rifles surround an photograph of Lt. Steel. Bordering the photograph is a modified Australian Government symbol, a laurel wreath, the Australian and British flags and two crossed rifles. Above the Portrait is a FOR KING AND EMPIRE banner and a quote from 'King John', and below is Lt. A laminated A3 sketchbook page depicting a design for the 1992 Barcelona Olympic Men's Village/Travel Uniform designed by Wendy Powitt. On the 1992 Barcelona Olympic Games donor Doug Pleasance wrote- The 1992 Barcelona Olympic Games saw an evolutionary change in designer selection. A Declaration of Interest Form was communicated to over forty potential designers. The task and especially tight timelines that were involved deterred many aspirants, however, there remained eight designers with the potential we were seeking. These eight designers were paid $3,000 per submission and the winning designer, Wendy Powitt, was paid $15,000. For the first time the judging panel included two athletes, one male swimmer and one female basketballer, their influence was pivotal. The village clothing was designed to be a highly visible garment meaning that it was easy to "Spot the Aussies" and helped to contribute to a good team spirit. Blocks of contrasting colours were a feature of the pure wool shirts. A newly developed stretch 50:50 wool/cotton fabric by Bradmill was made into shorts and jeans by Fletcher Jones.A laminated A3 sketchbook page depicting a design for the 1992 Barcelona Olympic men's Village/Travel Wear Uniform. This greeting card was used by United Nation forces to hand Somalian locals for the purpose of conveying information. Small white greeting card written in the Somali language. On the front left side there features the United Nations symbol and on right side there features a five point star. On the reverse, there are two rows of flags that represent the countries working in Somalia as part of the United Nations, on the left side there is an image of a helicopter above an image of a tree and a camel. On the right side there features an image of an United Nations troop carrier (M113 APC) and in the centre there is an image a UN officer shaking hands with a Somalian local. A very old miniature embossed thick brown leather and brass Church Service book with a decorative brass clasp which works. The title is stamped on the spine in small gold lettering with four ornate bands across it. The edging is brass. Due to severe damage to the book there is no title page with the necessary details of publication. The front and back covers have decorative edging with a large patterned symbol embossed in the middle. The edges of the pages have faded gilt. These three badges were issued as fund raisers on Children's Day in 1918,1919 and 1941. The Children's Flower day arose out of the League of Young Gardeners established in 1916 to assist the war effort by encouraging children to cultivate garden plots at home and at school. The Children's Flower Day included lectures and lessons at school related to garden cultivation. Flower shows of produce grown at home and at school and street stalls were run by children to raise funds for the war effort.These badges are of interest as examples of the activities of children in Victoria to assist the War effort in World Wars.1 Cream coloured circular metal and enamel badge featuring Union flag, a wreath of red flowers and leaves around the edge on two sides and text . The first ski patroller in Falls Creek was Brian Caddy with two casual ski patrollers Rob Sarroff and David Crooke in the 1960s. In 1972 the “official” Falls Creek Ski Patrol was created under the advisement of Dr Rodney Moss with the support of the Management Committee. By 1977 there were six or seven patrollers, and currently there are around 40 patrollers on the team with 13-14 rostered on each day during peak season. In 1974 the Australian Ski Patrol Association (ASPA) was formed. On the 14th March 1975, the Falls Creek Tourist Area Management Committee applied for membership to ASPA. At that time, Falls Creek Ski Patrol was known as Falls Creek Ski Rescue. Watchmaker History: James McCabe born in 1748 and was the son of Patrick McCabe, a notable watchmaker from Lurgan in County Armagh, Ireland. James McCabe immigrated to London in 1775 where he established his own business in Bells Building, Fleet Street. On 2nd April 1781, James McCabe was made an Honorary Freeman of the Clockmakers Company. The House of McCabe was renowned for the sheer variety of its designs and the creativity and prestige of their manufacture was celebrated and revered by owners worldwide. These pieces remain highly collectable today and fetch increasingly higher prices at auction houses worldwide. Watch association with the Loch Ard: The watch was saved from the sea when discovered on the body of Mrs Rebecca Carmichael from Dublin and handed to Eva Carmichael, the only family member to survive the fatal wreck of the Loch Ard on 1st June 1878. Eva gifted the watch to her husband, Thomas Achilles Townsend when they married in 1884; his name is engraved on the rear movement cover. The watch has been held by the family until 2011 when they decided to bring the watch, to Australia for auction. At this time the watch was in the possession of Eva Carmichael's grandson, Robert Townsend. Given its connection with the Loch Ard shipwreck It was purchased at auction by Flagstaff Hill Maritime Village on 25th October 2011 to add to it's Loch Ard collection and is currently referred to as the Carmichael watch. It is now on display alongside the Minton Peacock, which also survived the Loch Ard shipwreck, and other artefacts from the collection. James McCabe was originally a Belfast watchmaker who had moved his business to London. At the time James McCabe was much esteemed for producing fine watches and clocks, especially for export to India. Only the best watches were inscribed “James McCabe” and many with highly decorated cases were intended for the Indian market. Contemporary newspaper accounts of the watches discovery echoed a Carmichael family tradition that the watch had been intended as a gift from the City of Dublin to King George IV to mark his planned visit to the city in 1821 however there is no evidence to support this theory. Dr Evory Carmichael at some stage bought this watch some accounts say from a nobleman for about £100 and so it travelled with him on his final fateful journey to Australia. Today we can only guess at the actions of Mrs Carmichael in the chaos and darkness of the pre-dawn shipwreck. Perhaps the two items that were found on her body, the watch and a locket, were items that reminded her of those she held most dear, her husband and her family. When Mrs Carmichael's body was washed ashore the watch was found secreted in the waistband of her dress. In its own right the watch is of artistic and monetary value and is a rare and beautiful object depicting watch making in the early 19th century. It is a historically significant object in it’s own right and there is additional importance, surviving a significant event in the maritime history of Victoria. The wreck of the Loch Ard, Victoria's greatest maritime disaster has also been declared an event of National Significance because of its strong connection to Australia's immigration and maritime history. The watch, together with the Loch Ard Peacock, make up the two most significant shipwreck artefacts in Australia. Both of these items are of great social significance to not only local people but the wider Australian community. Funding for the watches purchase came from six local trusts and one anonymous citizen and is now on permanent display. Both these artefacts symbolise and helps to interpret the stories of survival along the Shipwreck Coast. Fob Watch, known as the "Carmichael Watch" or the "Loch Ard Watch". 1814 fob pocket watch belonging to the Carmichael family, recovered from the wreck of the Loch Ard. Fob watch (or pocket watch)and winding key, made by James McCabe and Son, of Cornhill, London. The watch is in excellent condition and its design is decorative and intricate. The gold face is covered by glass. The gold rear cover is hinged over a silver inner cover that includes the winding hole. The watch has a knob with a swinging ring from which it can be hung. The dial of the gold watch face is textured and has raised Arabic numerals and every minute is marked around the perimeter by a dot, with the 5-minute dots slightly larger. The numerals and dots are a different coloured gold than the rest of the face. The centre of the face has a wavy pattern fanning out to the base of the numerals. The hour and minute hands are of a dark colour. The stems of the hands are a wavy shape and finish with spade shaped tips; the tip of the hour hand is larger than that of the minute hand. The hour hand reaches to the base of the numerals and the minute hand is long enough to rest between the minute dots. The back of the watch is decorated with a detailed design on a textured gold background. The design is embossed in coloured metals; gold, silver, greenish-gold and pink. In the centre is a dove resting on leaves of a pot plant that sits on a silver circular base. Another dove is flying above it, and their beaks touch together. On the right of the base of the pot plant is a dog resting on its hind legs, body facing away from the plant and head twisted around to look at the birds. On the sides of this design and meeting at the base are sprigs of leaves and buds. Around this central design is a rope-like border. Around the perimeter of the case is a border of leaves and budding stems. The inside of this cover has embossed hallmarks, numbers and etched markings indicating that the watch is 18 carat gold, made by James McCabe, assayed in London in 1814 and the case may have been made by Daniel Willmott, case maker. The silver inner workings cover has a full name beautifully engraved on it. There is a winding hole that accesses a square-ended lever for the key to fit over. The handle of the watch is a twisted gold knob with a hollow ‘D’-shaped swinging ring attached to the end of it. This knob also has a hallmark.On the silver inner workings cover “Thomas Achilles Townshend” is engraved, underscored by a thin, delicately decorated line. On the gold handle is the logo of a crown with “18”’ next to it. Inside the gold rear case is stamped “DW’. Under that is etched “JAN 77 II”. Underneath this are 3 logos; a logo “leopard, crowned”’, a logo “ crown on top of 18”, and a logo “T”. Under these 3 symbols is part of a stamp that could possibly be “IMC”. Under this is “ ’ 5 9 4 ”. Other numbers, symbols and letters are etched into this case including “15001”, “2/5/19”. Establishment and Functions Prior to 1860, the Chief Secretary's Department had been responsible for the administration of the gold fields and associated mining activities. In November 1860 a Commissioner of Mines was appointed and a Department was established under his administration. For the period November 1861 to June 1863, the Postmaster General was responsible for the Mining Department. A Minister of Mines was again appointed in 1863. Responsibilities of the Department of Mines were: 1. Regulation of mining and related public works activities through the issue of miners rights, business and residence licences, mining leases, mineral and other prospecting licences 2. Superintendence of the activities of mining surveyors, registrars, wardens and Mining Boards. 3. Investigation of the state's geological structure, mineral wealth and underground water resources 4. Development of the mining industry 5. Supervision of the safe working of mines, machinery and quarries including checking the credential of mine managers, inspectors and operators 6. Regulation of the disposal of sludge and other waste products 7. Administration of the Victorian Mining Accident Relief Fund. Arising from its initial responsibility for the supply of water on the gold fields, the Department became responsible for rural water supply from the mid 1860s. Statutory responsibility for rural water works during this period rested with the Board of Land and Works. In 1865 the Waterworks Act gave the Board power to construct waterworks, purchase land, levy charges and lease or sell works, while the Public Loans Act 1865 empowered it to provide loans to local water trusts for waterworks. The actual administration of these statutory provisions was undertaken by the Victorian Water Supply Department which operated from 1865 to 1889 as a sub-department of the Department of Mines, from 1889 as a department in its own right, and from 1895 to 1909 as a sub-department of the Department of Mines and Water Supply. For a brief period from 1891 to 1893 the Department of Mines was also responsible for forests and, until 1880, for the Schools of Mines subsequently transferred to the Education Department. In 1895 the Department of Mines and the Victorian Water Supply Department were amalgamated to form the Department of Mines and Water Supply.
