Designed by multi-award winning architect, Gregory Burgess, the library at Panther Place, won him the 1995 Royal Australian Institute of Architects (Vic) Merit Award in the New Institutional category.1 The design is typical of Burgess’ work, emphasising natural materials and forms, and the integration of building and site.2 In its distinctive architectural character, Burgess celebrated the spirit of Eltham’s artist/architect Justus Jörgenson and mud-brick builder Alistair Knox. However this library, which opened in 1994, follows decades of efforts to acquire a suitable library for local residents. It was only in 1971 that Eltham acquired its first purpose-built library. In the 1930s books were borrowed from a mobile library run by Mr Foster of Bible Street. From the 1930s to the early 1950s, adults borrowed books from the newsagency and general store in Main Road (still a newsagency) near Arthur Street. As late as the 1950s, adults borrowed books in the shire office foyer, then in Main Road near the corner of Arthur Street.3 In the early 1950s the ratepayers voted for lower rates rather than a library, in a referendum to build a public library financed by higher rates. Children depended on volunteers for their library service until 1966. In 1946 the inaugural meeting of the Eltham War Memorial Trust’s Women’s Auxiliary, decided to support the Trust by raising funds to buy land and build a Children’s Library, Baby Health Centre and other facilities. The auxiliary formed the Children’s Library Committee, which included Mrs Morrison, Mrs Bow and Mrs Currie. They ran a library service in the stage area of the Eltham Hall, at the corner of Arthur Street and Main Road. In 1952 the books were relocated to a room in the newly opened Baby Health Centre on Main Road. Then in 1961, the Children’s Library received its own hall beside the Eltham Pre-School Centre on Main Road. From there, each month, volunteers delivered books to every school in the shire. In 1966 the Children’s Library closed after 17 years of service, following the transfer of the Trust land and buildings to the Shire of Eltham. The books were donated to nine schools in the shire and to Community Aid Abroad. An important boost to the library service came in 1965, when the Heidelberg Regional Library Service was formed by the City of Heidelberg with the Shires of Eltham and Diamond Valley. Its first library service for Eltham Shire was a bookmobile van. Books for children and adults were finally housed in one building in 1966, when the shire converted the Brinkkotter house in Dudley Street, into a library. At last in 1971, the Eltham Library moved to new premises attached to the shire offices near Panther Place. However these were demolished in 1996, by State Government appointed commissioners during council amalgamations. Meanwhile the Heidelberg Regional Library Service was disbanded in 1985 and the Yarra Plenty Regional Library Service was established. The burgeoning population brought pressure for a bigger library. Eltham was one of several municipalities in the 1970s and 1980s, battling with the State Government for adequate funding for public libraries. Funds were so tight, that in 1987 Eltham councillors threatened to close the library. However public petitions persuaded them to set aside funds to replace the cramped library facilities. In 1992 the Federal Government gave $887,496 towards the $3 million cost of the 1560 square metre library.4 The result is a light and spacious building with surrounding verandas, made of sustainable natural materials including earth and recycled and radially sawn timbers. It includes a gallery and function areas. In 2004 Mr Burgess won Australian architecture’s highest accolade: the Royal Australian Institute of Architects Gold Medal. He has received more than forty professional and community awards.This collection of almost 130 photos about places and people within the Shire of Nillumbik, an urban and rural municipality in Melbourne's north, contributes to an understanding of the history of the Shire. Published in 2008 immediately prior to the Black Saturday bushfires of February 7, 2009, it documents sites that were impacted, and in some cases destroyed by the fires. It includes photographs taken especially for the publication, creating a unique time capsule representing the Shire in the early 21st century. Both of the architects involved in the 2.4-hectare Kinloch Gardens parkland development in Arthur Street, Eltham, are now living on the estate. The project was conceived by Eltham architect Ian Jelbart, whose family has owned the land for more than 100 years, and fellow architect Graeme Gunn, who in the 1960s was one of the creators of the Merchants Builders concept that set new trends in Melbourne housing. The $5 million project is based around two of the original buildings, on what was once a 100-hectare farm owned by the Jelbart family. Ian Jelbart always intended to continue living in the original homestead building, and now Graeme Gunn has moved into the big residence that once was the barn. Kinloch Gardens is designed to combine the more manageable land sizes increasingly demanded by buyers with ample "internal space, flexible floorplans, privacy and individuality of designs. Individual houses are placed on small separate allotments around an area of private parkland. The aim is to ensure total privacy, offer virtually unlimited views and parkland vistas, and remain aesthetically compatible with the local environment. Homes in four basic designs over either two or three levels are being sold off the plan, with prices ranging from the high $200,000s to the high $300,000s. Two have already been sold. Indication of land-only values The prices being asked for some vacant blocks offered for private sale provides an enlightening comparison of the relative "land only" values for homes sites in various areas. A 751 sq metre block on a new residential estate in Bentleigh/Carnegie is offered at $235,000, equivalent to $312/square metre; while in Merrett Drive, Williamstown, a 561 sq metre allotment offered for $169,000 carries a rate of $301/sq metre. Book - Literary Work, John F. Moodie Heddle, Seven In the Half-Deck, 1949
This book is a true account of the experiences of seven Australian boys beginning their career as seamen on the last voyage of the ‘John Murray’ when they became stranded on a South Pacific Island. The author John F. Moodie Heddle was an apprentice on board at that time. The publisher firm of Longmans, Green & Co. was founded in 1724 in London by Thomas Longman under the name Longman. In August of that year, he bought the two shops and goods of William Taylor and set up his publishing house there at 39 Paternoster Row. The shops were called Black Swan and Ship, and it is said that the 'ship' sign was the inspiration for Longman's Logo. After many changes of name and management, including the name Longman, Green, Longman and Roberts from 1859 to 1862, the firm was incorporated in 1926 as Longmans, Green & Co. Pty Ltd. The firm was acquired by Pearson in 1968 and was known as Pearson Longman or Pearson PLC. The three-masted iron baque 'John Murray' was built and registered in Glasgow, UK, in 1877 as a general cargo vessel maned the 'Loch Ryan'. It traded between the UK and Australia from 1877 to 1909. In 1909 the Loch Ryan was purchased by the Defence Department of Victoria, refitted at Williamstown as a training vessel and renamed ‘John Murray’. It was commissioned from 1910 to 1917 for reforming juvenile offenders as seamen for the Navy and Merchant Navy. The training project ceased after reports of the treatment of the boys. Although 411 did their training under this scheme, the success rate of them qualifying to serve on other vessels was less than twenty per cent. The ship was named after John (Jack) Murray (1851-1916), who was born near Koroit. He was the 23rd Premier of Victoria (1909-1912), and a Warrnambool Member of Parliament for twenty years. In 1917 the John Murray was sold to the Government of Australia to serve during the Great War, World War I. The ship was loaded with a cargo of dynamite and petroleum at San Francisco then departed for Melbourne when, during its passage, it was wrecked at Malden Island reef in the mid-Pacific Ocean on May 29th, 1918.The book gives us a first-hand account of the wrecking of the sailing ship John Murray, named after a past Warrnambool Member of Parliament for twenty years and the 23rd Premier of Victoria, born locally, near Koroit. The book is significant for its association with the vessel John Murray, which was formerly the 'Loch Ryan' of the Loch Line General Shipping Company of Glasgow. The same company owned the Loch Ard, which was wrecked and tragically lost 52 lives. The book is significant as a record of one of the many clipper ships that traded between the United Kingdom and Australia, with goods collected from other countries along the way. Collins Collection, La Trobe Picture Collection, State Library of Victoria. Shillinglaw Cottage is significant to Eltham’s local history. It is one of the earliest known buildings still in existence. Records suggest that the cottage was built circa 1859 by a man named Cochrane, believed to be Thomas Cochrane, in conjunction with George Stebbings though it is not known what Stebbings’s contribution was. It is made from hand made bricks laid in a Flemish bond pattern. In the 1960s it was marked for demolition to make way for the construction of new council buildings but a community campaign saved the cottage and it was re-located. It is believed Stebbings owned the cottage between 1874 and 1888. According to Margaret Ball’s (2017) book Shillinglaw Family of Eltham 1660-2007, Thomas Cochrane and family lived there from 1867 to 1874 however this is contrary to the records of assessable rates levied by the Eltham District Road Board, established in 1858, which shows Cochrane was the owner occupier (in Little Eltham) of approximately 25 acres of cultivated land and 25 acres of pastureland upon which a hut was sited in 1860. It is suspected that George Stebbings may have acquired the property from Cochrane in 1874 as it is noted that he had a tenant for a period, James Rossiter, who was the editor for the Evelyn Observer in Kangaroo Ground in 1874 (LATE SHIRE OFFICE AT KANGAROO GROUND (1934, February 16). In 1881 Phillip Shillinglaw became the ratepayer for the cottage though Stebbings retained ownership until 1888 at which time it was transferred to Shillinglaw.Shillinglaw Cottage is itself historically, aesthetically and socially significant to the Shire of Nillumbik and is registered on the Victorian Heritage Database. This photo forms part of a collection of photographs gathered by the Shire of Eltham for their centenary project book, "Pioneers and Painters: 100 years of the Shire of Eltham" by Alan Marshall (1971). The collection of over 500 images is held in partnership between Eltham District Historical Society and Yarra Plenty Regional Library (Eltham Library) and is now formally known as 'The Shire of Eltham Pioneers Photograph Collection.' James (Jim) Smith, (died 03/08/1974, aged 93 years) established an orchard growing snow apples in Happy Valley after returning from mining activities in South Africa. The orchard was called "Springdallah" and was beside the Linton/Happy Valley Road across from the old Happy Valley railway station. Jim was the son of George Henry Smith (18/12/1840 - 26/11/1903) and Emma Keys Smith born Keys (07/08/1842 - 28/08/1888). George and Emma left Liverpool with other unassisted immigrants on the "Bates Family" with baby Clara on 08/06/1863 arriving in Melbourne on 08/06/1863. George and Emma emigrated to Australia on the invitation of Emma's brother Edward Keys who owned a property near the school at Happy Valley on which there were two houses. Teddy offered George and Emma the smaller one to live in. When "Teddy" decided to go into hotel keeping George took over the 200 acres of his property and made it a pleasant orchard and garden called "Cress Green Gardens". George had various secretarial jobs - rate collector; paymaster at the mines; until he became Shire Secretary for the Shire of Grenville, whose centre was Linton and Government Auditor for Western Victoria (1894-1903), the means of transport being horse and buggy. Another son followed his father as Shire Secretary. George and Emma had 14 children, Emma dying giving birth to Emma Keys who lived for 16 months. George later married Annie Bolte with 2 more children being born. Annie later sold the property. The land was used for grazing and the two houses fell into disrepair. In 1995 George's grandson Ernest (Alf) Alfred Watson visited the site and reported a wrought iron gate at the site and a mulberry tree near the site of his grandmother's family home. Bluestone blocks can still be seen in the paddocks from the roadside. Jim Smith was the brother of Clara Emma Yung nee Smith.Sepia photo of two men and a girl. Extract from The Spectator of June 12, 1946: "From the Queensland 'Methodist Times'. Dreams do come true. At any rate, that is what the Rev. Cliff Lanham believes, who after the lapse of several years finds that his early dream of a Flying Patrol for the Inland is now an actuality. The Methodist Inland Mission Board has purchased from the Disposals Commission of the R.A.A.F. a De Haviland Fox Moth Biplane. Indeed, two machines have been bought, but one will be broken up for spare parts. This 'new angel of the air' is fitted with a 130 h.p. engine and possesses a cruising speed of 100 miles per hour. The petrol consumption is only that of a big six-cylinder car—18 miles per gallon. In addition to the pilot there is room for three passengers, and a stretcher is installed whereby urgent cases of sickness or accident can be flown to the nearest hospital. In this machine, Mr Lanham proposes to cover the whole of S. W. Queensland and a portion of the Northern Territory from his headquarters at Mt Isa. It takes little imagination to realise what a boon the 'flying parson' will be to those of the great outback." …. "Before [Mr Lanham] inaugurated the scheme [the idea of a flying parson] he spent his first furlough from inland mission work (and incidentally £60) learning to fly. 'In a month,' he says whimsically, 'I was a pilot of sorts.' Mr Lanham is a son of the Church. His parents were staunch Methodists, and their home offered generous hospitality to mininsters and preachers. His brother, the Rev. Percy Lanham, M.A., died in Libya when on active service as a chaplain. His widowed mother must be proud of her tall, stalwart son, whom the Church now sends forth on his flying mission for the Lord. May he ever be wafted through inland skies on two wings and a prayer." It is of interest to note that although Cliff Lanham's brother, Percy, is listed in the Methodist Church of Australasia's Ministerial Index (9th Edition, Revised to 1961) Cliff Lanham himself is not listed as either active or deceased.Three B&W identical photographs of Lanham standing next to a Methodist Inland Mission bi-plane. Picker
Wool picking machine designed to separate locks of wool before it is carded and spun. The picker opens the wool’s locks which makes it easier to send the fleece through a carding machine. It does this by teasing the fibres (which can also be done by hand just by pulling the lock structure apart), but a picker does this in bulk and much quicker than what can be done by hand. It is possible to spin fibres directly after the picking stage; however, it is usually more desirable to card and blend them with other fibres. Typically, at a textile mill, a picking machine can separate enough lengths of fibre for a full day’s work after just a single hour. It will also help to remove any vegetation matter or other any unwanted elements that may be present in the wool. The quality of the casting on this machine suggest that it was made locally, either in Australia or New Zealand. Mike Leggett, the donor of the machine, acquired it from New Zealand where the seller said it had been used by his father to pick wool to make hand stuffed horse saddles. Mike attempted to used it a couple of times to pick alpaca hair, but the speed of the attached motor caused damage to the fibres. The motor is thought to be an added attachment, sometime around the 1960s judging by its age, while the machine itself is thought to be dated around the 1920s. The machine works by inserting wool through the rollers. Initially there was a conveyor belt feeder system which was powered by the handle on the side. This conveyor belt has been removed however, most likely due to age and deterioration. Wool is now fed through the initial teeth and is met by a spiked rotating drum which works to separate the fibres. The separated fibres would then complete a loop of the drum before being dispatched somewhere below, around where the motor presently sits, at a rapid rate of speed. Typically this wool will be collected in a closet or large catchment area, as can be seen from the 8:47 minute marker in the linked video (link - https://www.youtube.com/watch?v=kMjx-t3tH3A). It is not apparent how the wool is collected with this machine. Red and green machine with four green legs currently attached to a wooden pallet with wheels for easy movement. The green legs lead up to a red central circular barrel from which many attachments are present. Also present on the wooden pallet is a small black motor which is attached by a rubber belt to the central drum inside the red barrel. The belt spins the wooden drum via a dark red circular plate attached to the side of the drum. On the other side of the red barrel, a green handle extends for turning the picker’s conveyor belt feeder system. Two green walls extend forward from the central red barrel, guarding either side of where the conveyor belt would have been. At the start of these walls is a wooden cylinder, which the conveyor belt would have wrapped around, followed by two interlocking gears which rotate and accept the fed wool. The red roof extends over the central cylinder from here, securing the wool inside and protecting hands from the heavily spiked internal wooden cylinder which rotates and separates (picks) the wool. Extending over the top of this red roof is a green handle which reaches to the back of the machine (not pictured). Here it accepts a weight to ensure pressure is always present for the initial feeder interlocked gear teeth. There are two large gear cogs on the rubber belt side of the machine and 3 small gear cogs on the handle side of the machine, all coloured green. A green handle is also present at the rear of the machine, below the location from which the weight is hanging. A power cable extends from the motor and there are two adjustable metal rods on the top of the machine, the purpose of these rods is presently unknown. Black texter. On top of drum. Machine - Shearing Motor, Sunbeam, 1960-69
With more and more woolsheds being connected to power lines, the need for electric shearing gear markedly increased from the 1960s onwards. The greater economy made electric gear an attractive proposition to many graziers. Requiring only an electric shearing motor, for small and medium scale operations, electric shearing motors were a more economical way of shearing a wool clip. The other option for graziers was Overhead shearing gear, which also required an Engine to provide shared power to a row of shearing stations. Still working, this Sunbeam Electric Shearing Motor – Heavy Duty Model, features a slow speed motor totally enclosed for protection against dust and insects. The full bearing down tube is easily removed and stored to be out of the way when not in use (not pictured). Providing 0.5 hp, which is twice the power ever needed for shearing sheep, this buffer allows for fluctuations in voltages that can occur in rural districts. Inventor Frederick Wolseley made the world's first commercially successful power-shearing system in Australia in 1888. US company Cooper, which had been founded in 1843 as a maker of sheep dip, began selling Wolseley equipment in the USA in 1895. The Chicago Flexible Shaft Company successfully entered the power-shearing market a few years later and entered into a joint venture with Cooper. It set up a branch in Sydney and sold shearing sets, and engines to power them, into the Australian market. In 1921 the US parent company, realising it needed to make products whose sales were not as seasonal as those of shearing equipment, made its first household appliances and branded them Sunbeam. In 1933, changes in exchange rates and taxes led the company to manufacture engines and shearing equipment in Australia via subsidiary Cooper Engineering, which changed its name to Sunbeam in 1946. Although most Australians know of this company as a major manufacturer of household appliances, its rural division flourished and retained the Sunbeam name for shearing equipment even after it was taken over by New Zealand company Tru-Test in 2001. This 0.5 horsepower vertical brushed motor air-cooled engine was designed to drive a single shearing plant. From the central cylinder which features a yellow “Sunbeam” sticker, a grey 240v power lead can be found on the left-hand side. A blue capacitor is located next to this power lead. Below, two legs extend and meet to form a foot which is fastened to a wall. On the right-hand side of the engine, a specification plate is located on the central cylinder. A yellow directional arrow sticker is located on the rotating section of the engine below the specification plate (location for photography, this section is designed to rotate and hence this sticker is not fixed in this location). At the rear of the cylinder, a plastic cap with small air cut outs protects the air-cooled engine from contaminants. At the front of the engine, the location for securing the bearing down tube is located. On the right-hand side of the lock for the bearing down tube is the handle, to which a string is often attached for switching the motor on and off by a shearer bent at the waist (not pictured). Change the Rules is an ACTU campaign starting in 2018 targeted at regaining fairness around right to strike, work, wages, job security, penalty rates, taxation (especially businesses that pay zero tax), equity for working women and younger workers. Nationally, Change the Rules rallies were held on Wednesday 9 May 2018. A contingent from Ballarat travelled to Melbourne by train and participated alongside 100,000 other unionists in the CBD. Palliation Plus Program/Hospice Care Steering Committee
"During 1984 local community members identified a need for community based palliative care services. A steering committee formed and after much consultation in 1985 an incorporated association was formed. With strong community support the committee lobbied for and gained government funding. State funds were granted in April 1987 for two nurses and a vehicle to operate from Ballarat and District Nursing Society’s Headquarters in Armstrong St, Ballarat. During 1989 Ballarat Hospice Care was recognised as a model for palliative care services. Service development continued leading to the purchase and refurbishment of 312 Drummond St Sth, Ballarat with operations commencing in 1999 from that location." The homes were presented by the donors for the use of the Old Colonists' Association of Ballarat. The homes fulfil the original 1888 aim of 'aid and assist indigent or suffering old colonists' and 'to provide the shelter of a home for old and indigent pioneers of the gold fields, their widows, or anyone connected with the association'. From the minute books: "Mr and Mrs F.J. Williams, both natives of Ballarat, offered to build a cottage on the Association's ground at Perry Park [now Charles Anderson Grove] something after a style of the Hassell Homes. That offer was immediately followed by another from Mr S.W.J. Clark, a member of the Council. Both offers were promptly and gratefully accepted." The Old Colonists' Association Ballarat Inc. is a not for profit charitable organisation providing accommodation for elderly people. It manages over 40 Home retirement village at Charles Anderson Grove Ballarat. Accommodation is offered at significantly below market rates. It has been providing low cost accommodation to the elderly since the 1920s. The Association Council overseas the running of this facility on a voluntary basis. One of the first objectives of the Association was "to provide the shelter of a hose for those Pioneers of the Goldfields whom the reverses of fortune have deprived of the means of procuring the comforts of life in their declining years." The first home at Charles Anderson Grove was built in 1925. Before that time the Association provided relief for needy pioneers. relief included monthly monetary payments, loads of firewood, medical assistance and distribution of Christmas boxed of groceries to deserving pensioners, and in some cases payment of burial costs. == Purposes == ::a) The dominant purpose of the Association is to give public benevolent relief as a charity, but providing independent living accommodation in our Retirement Village for person in need who are over 65. ::b) To raise funds by membership subscription, commercial and residential rents, donations, gifts and voluntary work, for the purpose of providing direct relief of poverty, distress, misfortune or helplessness. ::c) To maintain the important heritage and ongoing viability of the Old Colonists' Association. -

‘The Fading Dream of Australian Home Ownership’ was made by Judy Turner in 1989 for her son Nicholas (then 14 years) after a family discussion about mortgages and rising interest rates (17% at the time), out of concern for his generation. “Perhaps this will keep my son warm when he can’t afford a house”, wrote Judy at the time. As a quilting teacher for over thirty years, Judy was well aware of the ‘wagga’ tradition of making do with what you have and reusing resources to make something useful. The quilt was made using approximately 270 different men’s woollen suiting samples. The fabrics in the quilt were a gift from Micheal Haze who was a travelling men’s ware salesman and friend of the artist’s late husband. The suiting samples were used just as they were, without cutting, and are stacked liked house bricks. The pieces have been machine pieced and tied. The quilt has woollen backing, with no batting. Judy’s son Nicholas, always interested in drawing, and keen to see what his mother was making, helped with the drawing and design of the house. The quilt has been exhibited in Canberra, Armidale and Sydney and featured in publications in Australian and Japan. Judy’s work has been exhibited Nationally and Internationally, including in Japan, Korea, Germany, Switzerland and the United States of America. Judy’s work has featured extensively in publications around the world, and has received many awards. Her work is held in public and private collections across Australia and the USA. As well as a successful career as an artist, Judy spent three decades imparting skills to the next generation as a patient and skilled teacher. ARTIST STATEMENT The medium of my artistic practice is quilt making and my focus is the use of colour and speedy, accurate and efficient methods of making successful quilts. In 1995 I developed an original technique of applying woollen yarn to a woollen background, focusing on the subtle blending of colour to express an idea. Considered in terms of both loss of property and loss of life, the Black Friday bushfires on 13 January 1939 were one of the worst disasters to have occurred in Australia and certainly the worst bushfire up to that time. The fires burnt 2 million hectares, 69 sawmills were destroyed, 71 people died, and several towns and sawmills were entirely obliterated. Among those killed were four men from the Commission The subsequent Royal Commission conducted by Judge Leonard Stretton has been described as one of the most significant inquiries in the history of Victorian public administration. Its recommendations led to sweeping changes. In addition to building dams and water points, the Stretton Royal Commission recommended expanding and controlling the use of bushfire dugouts at forest sawmills. Well-constructed dugouts had saved the lives of many sawmill workers and their families during the 1939 bushfires. But in some locations, they had proved fatal. Dugouts became mandatory for those few sawmills that remained in the forest after the 1939 fires. Many remote logging coupes and FCV roading camps also had dugouts. The local District Forester was required to make annual pre-season inspections of all dugouts on State forests and those within the Fire Protected Area (FPA). Some were built privately on private land. Most were primitive construction with a log or corrugated iron roof covered with earth. A hessian bag often hung at the entrance to keep the heat and smoke out. But they were dark and damp with snakes and other creepy crawlies often lurking inside. By 1940-41 there were 19 new dugouts constructed by the Commission and a further 128 by forest licensees. Ten years later there were 8 new Commission dugouts and 21 new ones built by other interests. By 1960-61 the rate of new builds was declining but the Commission still managed 103 dugouts while 127 were looked after by others. On 3 March, the Reserve Bank of Australia became the first central bank to cut interest rates in response to the outbreak. Official interest rates were cut by 0.25% (25 base points) to a record low of 0.5%. On 12 March, the Federal Government announced a A$17.6 billion stimulus package, the first since the 2008 GFC. he package consists of multiple parts, a one-off A$750 payment to around 6.5 million welfare recipients as early as 31 March 2020, small business assistance with 700,000 grants up to $25,000 and a 50% wage subsidy for 120,000 apprenticies or trainees for up to 9 months, 1 billion to support economically impacted sectors, regions and communities, and $700 million to increase tax write off and $3.2 billion to support short-term small and medium-sized business investment. On 16 March, Premier Dan Andrews and Minister for Health Jenny Mikakos declared a state of emergency for Victoria for at least four weeks. On 19 March, the Reserve Bank again cut interest rates by a further 0.25% to 0.25%, the lowest in Australian history. On 22 March, the government announced a second stimulus package of A$66bn, increasing the amount of total financial package offered to A$89bn. This included several new measures like doubling income support for individuals on Jobseeker's allowance, granting A$100,000 to small and medium-sized businesses and A$715 million to Australian airports and airlines. It also allowed individuals affected by the outbreak to access up to A$10,000 of their superannuation during 2019–2020 and also being able to take an additional same amount for the next year. on the same day Victorian Premier Daniel Andrews announced on 22 March that the state will bring the school holiday forwards to 24 March from 27 March. On 30 March, the Australian Federal Government announced a $130 billion "JobKeeper" wage subsidy program offering to pay employers up to $1500 a fortnight per full-time, part-time or casual employee that has worked for that business for over a year. For a business to be eligible, they must have lost 30% of turnover after 1 March of annual revenue up to and including $1 billion. For businesses with a revenue of over $1 billion, turnover must have decreased by 50%. Businesses are then required by law to pay the subsidy to their staff, in lieu of their usual wages. This response came after the enormous job losses seen just a week prior when an estimated 1 million Australians lost their jobs. This massive loss in jobs caused the myGov website to crash and lines out of Centrelink offices to run hundreds of metres long.The program was backdated to 1 March, to aim at reemploying the many people who had just lost their jobs in the weeks before. This pressed brass artefact is a highly decorative side bracket for distancing a gas lamp flame from the internal wall of a building. It is hollow and made of light gauge metal, with an innovative aesthetic design, but no internal piping to transport gas. It was recovered from the wreck of the LOCH ARD. There are similar artefacts in the Flagstaff Hill collection. The LOCH ARD left Gravesend (London) on 2 March 1878, bound for Melbourne, with a crew of 37, 17 passengers, and a diverse and valuable cargo of manufactured goods, luxury items, and refined metal. Some of the cargo was destined for display at Melbourne’s first International Exhibition in 1880. At 3 am, 1 June 1878, the ship was wrecked against the high limestone cliffs of Mutton Bird Island on Victoria’s south west coast near Port Campbell. Only two people survived the disaster — Tom Pearce, a male crew member, and Eva Carmichael, a female passenger. The cargo proved too difficult to salvage in the vessel’s exposed condition and was largely written off. The manifest of goods in the LOCH ARD’s holds included “Fittings gas (4 cases)”. The gas lighting of streets, public buildings, and the dwellings of wealthier private citizens was already well-advanced in the cities and major towns of the Australian colonies. In 1841 Sydney was the first to be gas-lit with 23 street lamps, 106 hotel lamps, and 200 private residences connected to the Darlinghurst “gasometer” by an underground network of metal pipes. “The dim days of oil and tallow are gone by!” pronounced one newspaper, flushed with civic pride. The 1850s Gold Rush promoted a similar attitude of confidence and affluence in the Colony of Victoria. In 1855 Melbourne was connected to its own system of subterranean gas pipes despite the same high rates of 25 shillings per 1000 cubic feet being charged, (reduced to 15 shillings in 1865 with cheaper sources of coal). By1858 Kyneton had its own gasworks to light the town (fuelled by eucalyptus leaves) and Geelong followed suit in 1860. It would be used for attaching, but simultaneously offsetting, a gas nozzle to a wall. Highly decorative in an unusually ‘modern’ or ‘art-deco’ style, with sweeping curves dissected by angular geometric pattern, and supporting a short, vertical bar with a gas nozzle on top. It is constructed of light gauge metal, with splitting along seams, and some delicate tracery is missing. The artefact is a short cross-section of part of a functional part of a brass fitting that suspended a gas lamp, providing structural support, and internally, supplying the gas for its ignition. It combines elegant design with the elements required for safe and efficient delivery of gas. It was recovered from the LOCH ARD shipwreck site. There are similar artefacts in the Flagstaff Hill collection. The elegant and functional fitting extends from an ornate 8cm diameter ceiling flange, and comprises two short lengths of fluted column pipe with a brass joiner that are severed (cut off) at the end. Within this decorative outer layer of 3cm diameter is a full length brass tube liner, which is in turn protecting a narrow 0.75cm copper gas pipe that also runs full length. This artefact is a functional, non-decorative fitting that essentially transports gas from a wall attachment to a lamp. It is a brass and copper gas lamp fitting, designed to direct and control the flow of gas from a flanged wall fitting to an exit nozzle that was lit. It is significant for its association with the shipwreck, which is on the Victorian Heritage Register (VHR S417). The collection is significant because of the relationship between the objects, as together they have a high potential to interpret the story of the LOCH ARD. The LOCH ARD collection is archaeologically significant as the remains of a large international passenger and cargo ship. The LOCH ARD collection is historically significant for representing aspects of Victoria’s shipping history and its potential to interpret sub-theme 1.5 of Victoria’s Framework of Historical Themes (living with natural processes). The collection is also historically significant for its association with the LOCH ARD, which was one of the worst and best known shipwrecks in Victoria’s history. This pipe is a gas lamp fitting. This extensively corroded fitting is made of brass and copper alloy. It comprises a 31 cm copper pipe of 1.5cm diameter which is connected to a 6.5cm diameter wall flange (via a flow tap and an adjustable swivel valve) at one end, and to a screw-in square coupling with a nozzle or gas jet at the other end. The copper pipe is dented and corroded and has three holes. The brass attachments are a more robust cast metal but the adjustable mechanisms are concreted into immobility by ocean sediment. No discernible maker’s marks. In unrestored but fair condition. Functional object - Haeusler Collection Mid-Century 'Miranda's Dream Cigarettes' Tobacco Tin, Dodo Designs
The Wodonga Historical Society Haeusler Collection provides invaluable insight into life in late nineteenth and early twentieth century north east Victoria. The collection comprises manuscripts, personal artefacts used by the Haeusler family on their farm in Wodonga, and a set of glass negatives which offer a unique visual snapshot of the domestic and social lives of the Haeusler family and local Wodonga community. The Haeusler family migrated from Prussia (Germany) to South Australia in the 1840s and 1850s, before purchasing 100 acres of Crown Land made available under the Victorian Lands Act 1862 (also known as ‘Duffy’s Land Act’) in 1866 in what is now Wodonga West. The Haeusler family were one of several German families to migrate from South Australia to Wodonga in the 1860s. This tobacco tin is one of the many objects in the Haeusler Collection that provides insight into life in early to mid-twentieth century Wodonga, and Australia more broadly. Smoking in the first half of the twentieth century was incredibly common in Australia and other western countries. In 1945, more than three out of every four men and one in every four women were regular smokers. While rates of smoking decreased over the next two decades due to observations and research regarding the links between smoking and illness, an increase in tobacco use was documented after the advent of television as people were bombarded with advertisements for cigarettes. These advertisements, much like the image on the Haeusler Collection 'Miranda's Dream Cigarettes' Tobacco Tin, depicted smoking as sophisticated and glamorous, distracting consumers from the serious health risks associated with smoking. Orientalist depictions of Middle East were common in tobacco advertising in the West in the first half of the twentieth century, an attempt to associate cigarettes with the supposed sensuality and mystery of the Orient. There have been significant changes in both legislation and popular perceptions of smoking in Australian society since the manufacture and consumption of 'Miranda's Dream Cigarettes'. In 1992 the Tobacco Advertising Prohibition Act was introduced, making it illegal in Australia to publish or broadcast messages that encourage people to start or continue smoking. In 2011 the Australian government also introduced plain packaging laws to reduce the appeal and promotion of tobacco products, and make health warnings more effective. This item has well documented provenance and a known owner. It forms part of a significant and representative historical collection which reflects the local history of Wodonga. It contributes to our understanding of domestic and family life in early twentieth century Wodonga, as well as providing interpretative capacity for themes including local history and social history. Anne Hamilton born 1814 Co Tyrone, Ireland married Michael Head Burgoyne (1820-1843) in 1839, Co. Tyrone, Ireland. They had two children, Charlotte Caroline (1840) and John James Thomas Neville (Londonderry, Ireland 1844) Whilst pregnant with John, husband Michael died. Following John’s birth, she emigrated to Victoria, Australia where she married Thomas Hunniford in 1854. Daughter Anne Jane Hunniford was born in Eltham in 1855. Anne (Annie) Jane Hunniford and John James Thomas Neville Burgoyne were half siblings. In the mid 1860s Annie Hunniford succeeded her father, Thomas Hunniford as Post Mistress for Eltham. Photo dated based on advertising on façade of the building by Annie’s half-brother, John James Thomas Burgoyne promotes his services as the area manager for John M’Ewan and Co, Auctioneers as well as him being agent for the National Mutual Life Association of Australasia, National Insurance Company of Australasia, Federal Mutual Livestock Association of Australasia, and as a House, Land, Estate, Insurance and Financial agent. This was the time period that he placed advertising for same in the local paper. Australia Post: Gold brought life to the township - Diamond Valley News, Tuesday July 2, 1985, p17 On February 1, 1854, the first Eltham Post Office was established, commencing an association between the township and the Postmaster-General's Department that has continued for 131 years. At that time, the number of permanent residents would have been fairly small, probably less than 200. The discovery of gold in June 1851, at Anderson’s Creek, some five miles away, and later at Caledonia Diggings, Queenstown (now known as St Andrews), about 14 miles to the north-east, brought large numbers of prospectors passing through the township, hopefully culling the creeks and gullies for the precious metal. This additional "floating population" brought a greater demand for supplies and for communication with the outside world, and so it helped in the development of Eltham. Today, Eltham is a thriving township. It boasts an excellent shopping centre, municipal offices, court house. post office and many other amenities. Eltham continued to develop at a leisurely pace. During 1860, a total of just over 8000 postal articles were handled at the Eltham Post Office. By 1862, the mail route was "to and from Melbourne by way of Eltham and Kangaroo Ground, three times a week, by coach". There was also a branch mail that operated between Eltham and Greensborough, three times weekly. This was also conveyed by coach. Some time between 1864 and 1868 the management of the post office passed from Thomas Hunniford to his daughter, Miss Anne Hunniford, who managed the Eltham Post Office until her death in 1928. A big improvement in communication was provided for Eltham residents when a telegraph office was established at the post office in 1877. During 1923 a manual telephone exchange was provided at Eltham, the first two subscribers being J.J. O’Connor and Eltham Police Station. In 1949 the manual exchange was replaced by an automatic exchange and there were some 150 subscribers. Following the death of postmistress Miss Anne Hunniford in 1928, B.M. Burgoyne was placed temporarily in charge of the office. In 1929, J. N. Burgoyne was appointed postmaster, and he in turn was succeeded by H. C. Burgoyne in 1951. The post office was moved to a new site in 1954, but continued under the charge of Mr Burgoyne. In January 1958 there was a further change of site when the post office was raised to official status and transferred to new premises in Main Rd. William Donoghue was acting postmaster when the new office was opened. In March 1958 Mr W.E. Tovey was appointed postmaster, followed by Douglas McG. Gilmour in 1959. William Donoghue was fully appointed in 1966 and Barry Reichelt followed in 1973, prior to the present postmaster, Peter Jolly in November 1982. Peter is a young man with 18 years' experience. He commenced his training as a postal clerk at the training school in Melbourne in 1968 and was promoted to postal clerk at the Brunswick Post Office in 1969. He was finally transferred as postmaster to Fawkner Post Office in 1980. He has been at Eltham Post Office for the past 2½ years. He is married with one child and lives in Montmorency. The Eltham Post Office employs a staff of 21, of whom seven are indoor staff, 12 are postmen and two are drivers. The postmen in Eltham have an uphill battle delivering mail because of the hilly terrain. Nine of the postmen deliver mail on motorbikes, and the two delivery vans are both four wheel drives. Eltham Post Office services basically a residential area, with deliveries to 5600 homes. This is growing at the rate of 600 homes every 18 months, i.e. about 32 homes per month. Animal specimen - Bandicoot, Trustees of the Australian Museum, 1860-1880
The name bandicoot is taken from the term ‘pandi-kokku’ which means ‘pig-rat’ in Teluga, an Indian language. The bandicoot is endemic to Australia, and is a nocturnal marsupial. When first discovered, the bandicoot was originally mistaken for a type of rodent. This confusion can still occur among people today who don’t know the difference. However, the bandicoot actually descends from the marsupial lineage. Its most distinguishing features are the pointed snout, big ears, long hairless tail, round black eyes, and plump body. The hair colour is brown or tan, sometimes mixed with black or white markings. The hind limbs tend to be longer than the front limbs, and two of the toes are fused together, similar to the kangaroo. They play an important ecological role – turning over soil, which increases the rate of leaf litter decomposition, soil production and nutrient cycling. They're also critical in dispersing fungi spores, so losing bandicoots (and bettongs) from ecosystems has cascading effects on plant diversity, species composition and structure of forests and woodlands. Due to its immense diversity, the bandicoot has a large range of different body sizes. It typically varies between 12 and 31 inches in length, while the tail adds another four to 12 inches. This makes it on average about the size of a house cat. Males may be up to twice as large as females, but otherwise the sexes are similar in appearance. The main difference exhibited by the female is the rear-facing pouch with six to 10 teats to protect and feed the young. The bandicoot is one of the few marsupials to have a developed placenta. However, this placenta is small and lacks certain features, thus separating it from most other placental mammals. This specimen is part of a collection of almost 200 animal specimens that were originally acquired as skins from various institutions across Australia, including the Australian Museum and the National Museum of Victoria, as well as individuals such amateur anthropologist Reynell Eveleigh Johns between 1860-1880. These skins were then mounted by members of the Burke Museum Committee and put-on display in the formal space of the Museum’s original exhibition hall where they continue to be on display. This display of taxidermy mounts initially served to instruct visitors to the Burke Museum of the natural world around them, today it serves as an insight into the collecting habits of the 19th century. This specimen is part of a significant and rare taxidermy mount collection in the Burke Museum. This collection is scientifically and culturally important for reminding us of how science continues to shape our understanding of the modern world. They demonstrate a capacity to hold evidence of how Australia’s fauna history existed in the past and are potentially important for future environmental research. This collection continues to be on display in the Museum and has become a key part to interpreting the collecting habits of the 19th century.Small sized bandicoot with a pointy snout, small rounded eyes made of glass, a thin tail, small rounded ears, and sharp clawed legs. This drill once belonged to Goodall and Sons, who were blacksmiths in Terang. The smith was called upon to do a variety of work. In the early 1900s he was often the nearest person to be able to perform an engineer’s services for many miles around. The Dawn Ball-bearing Post Drill no. 611 is described in McPherson’s Catalogue as a “drilling machine with adjustable automatic feed, with improved Dawn coupler and ball-bearing thrust’. The heavy design of the flywheel enables it to maintain momentum” and is “fitted with pulleys for belt drive if desired” The hand crank drives an automatic feed to work off a cam-follow system opposite a large wheel. Made by Dawn Manufacturing Co. Australia 1920-1950. DAWN MANUFACTURING CO. Dawn Manufacturing Co. was founded in Coburg, Melbourne, in 1917 by the four Blake brothers, who were all engineers. After World War I Dawn was supplying drills Australia wide and the company was growing at a healthy rate. During the depression they remained busy, with employees working 60-80 hour weeks. Dawn was contracted to supply vices and clamps to the Australian Defence Department and munitions factory during the World War II. In 1959 the company was taken over by G.N. Raymond Group, then in 1973 the Siddons Ramset Limited acquired Dawn. In December 1991, Dawn became a unit of the United States owned Stanley Works Pty. Ltd. In November 1998 Dawn became 100 per cent Australian owned. HENRY GOODALL & SONS Henry Goodall (1870-1936) was proprietor of garages as H. Goodall & Sons Pty. Ltd., at both Terang (McKinnon and High Streets) and Mortlake (Dunlop Street). His business was in operation in at least in 1916 and perhaps well before, considering the date of the tyre bender and its use for wagons with wooden wheels. It was still in operation in 1953, chasing up debtors in Mount Gambier Court. Amongst the employees of H. Goodall & Sons Pty. Ltd. was Ernie Entwistle, a blacksmith (a soldier who died in 1916 ) and Alfred Hodgetts, radio expert (killed in a fatal accident in 1943, when he was in his early 30s ). Henry Goodall was involved in the community as a Justice of Peace, a deputy coroner, President of the Mortlake Hospital, trustee of the Soldiers’ Memorial Hall, and as a prominent Freemason. He and his wife had two sons (Charles and John) and one daughter (Mrs. Chas. Newton, of Skipton). The drill is locally significant as it was used by a local company in Terang and Mortlake in their blacksmith, wheelwright and garage business. Photographer: Richards & Co. Portrait Parlours operated from 19 Sturt Street, Ballarat from 1881-1921 but with "Under Royal Patronage" appears to be 1881-1885. Phillip Shillinglaw was born Melbourne, August 7, 1842. He married Sarah Ann Kidd in Heidelberg, Victoria, February 28, 1872. In 1881 Phillip and Sarah and their small family moved to Eltham and made home in what was later to become known as Shillinglaw Cottage but which Phillip named 'Wattle Brae'. Shillinglaw Cottage is significant to Eltham’s local history. It is one of the earliest known buildings still in existence. Records suggest that the cottage was built circa 1859 by a man named Cochrane, believed to be Thomas Cochrane, in conjunction with George Stebbings though it is not known what Stebbings’s contribution was. It is believed Stebbings owned the cottage between 1874 and 1888. According to Margaret Ball’s (2017) book Shillinglaw Family of Eltham 1660-2007, Thomas Cochrane and family lived there from 1867 to 1874 however this is contrary to the records of assessable rates levied by the Eltham District Road Board, established in 1858, which shows Cochrane was the owner occupier (in Little Eltham) of approximately 25 acres of cultivated land and 25 acres of pastureland upon which a hut was sited in 1860. It is suspected that George Stebbings may have acquired the property from Cochrane in 1874 as it is noted that he had a tenant for a period, James Rossiter, who was the editor for the Evelyn Observer in Kangaroo Ground in 1874 (LATE SHIRE OFFICE AT KANGAROO GROUND (1934, February 16). Financial record - Bank Transaction Book, Commercial Banking Company of Sydney Limited, before 1931
The financial account book was used by the Warrnambool Harbour Board for its Emergency Account. It records transactions made with The Warrnambool branch of the Commercial Banking Company of Sydney Limited during the year 1931. The Secretary of the Warrnambool Harbour Board would have used this book in 1931. James Menzies, Pilot arid Harbour Master from 1929, was appointed as Acting Secretary for the Board in 1932 and held this office until the Board ceased in 1936. Warrnambool’s CBC Manager during this time was L E Whitney; he was Manager from 1924 to 1939. The Commercial Banking Company of Sydney Limited opened in 1893. On January 1, 1927 the CBC amalgamated with the Bank of Victoria. In 1981 the CBC merged with the National Bank of Australasia Limited and on January 1, 1983 the bank started using the abbreviated name of the National Australia Bank (NAB). Warrnambool Harbour Board- The Warrnambool Harbour Board was constituted by Order of Council on May 29, 1928, under the Harbour Board’s Act of 1927, taking over from the Ports and Harbours Branch of the Public Works Department of Victoria. The Board was then the only body with power to manage and control the whole Port, including shipping, facilities upkeep and improvements of the port. The work it carried out involved dredging, building of port facilities and drafting of port regulations, and collecting taxes, tolls, rates and charges. The Board was officially dissolved on June 30, 1936, at which time the Public Works Department again had control. The Warrnambool Harbour Board had rented out the Lighthouse Keeper’s Quarters from the 1920s until 1936, when the Board closed down. However, rentals continued with other currently unknown landlords until Flagstaff Hill Maritime Village opened in 1975 and began renovating the Cottage, in stages. The book is also significant as an example of bank records used by Australian and overseas branches of the Commercial Banking Company of Sydney Limited, and the Bank of Victoria Limited.Maroon coloured rectangular book with textured cover and cream coloured label attached. Label has a printed title on book plus hand written titles added in black and red. The corners of the book are rounded. The white pages have pre-printed text and lines.
