State Electricity Commission (SEC) outlined details of a site available for the development of a Tourist Hotel Project in Falls Creek in late 1962/3. SEC estimated that by the winter of 1963 Falls Creek Village would be able to accommodate 500 persons. The site for development was up to 2½ acres adjacent to the Upper Kiewa Valley Road. It envisaged a building able to accommodate about 100 guests. The successful developer would be granted a lease for 45 years at a rent of £300 per annum. Written applications for the lease were to be submitted by 31st March 1963.This item is significant because it documents plans made by the State Electricity Commission to develop the Falls Creek Tourist Area. This photograph was taken during construction of the Rocky Valley Dam and wall. Work was commenced in early 1947 but had to be suspended during winter and then resumed in October. Work continued in 1948 with the establishment of work facilities and, at the dam site, the river was diverted through a temporary pipeline. Although the Kiewa Hydro-Electric Scheme was first proposed in 1911, construction did not commence until 1938. As part of the push to cut electricity costs and diversify supply, the Victorian Government (circa 1930) initiated the conversion from primarily brown coal supply to hydro – electricity. Field investigations during the 1940’s resulted in a new proposal for a scheme that had more than double the capacity of the 1938 scheme. The Kiewa Hydroelectric Scheme became the largest scheme of its kind in the State Of Victoria and the second largest scheme in Australia. The number of personnel involved in the planning and construction of the scheme increased dramatically. During the late 1940’s, most activity centred around the construction of the West Kiewa Power Station, Rocky Valley Reservoir, McKay Creek Power Station and the Bogong Creek Aqueduct.A common thread across all the larger hydro scheme constructions was the need for workers, both qualified and unqualified who came from around the world seeking a new life for themselves and their families. New accommodation and facilities were required for the army of workers engaged in construction in often remote and wild areas. The SEC had a high demand for timber, and set up the first of a number of sawmills at Bogong Creek in 1939 and set up the first hardwood logging in the headwaters of the Kiewa River. These new ‘towns’ such as Mt Beauty and Bogong, survived, serving the needs of operational personnel and their families, and expanding with growth of new industries. Mount Beauty, and to a lesser extent Bogong, are among these places. The State Electricity Commission of Victoria, who constructed the Kiewa Hydro Electric Scheme, established and controlled the Mt Beauty Fire Brigade before it was handed over to the CFA.Bushfires and fires in the towns were a threat during the Fire Danger Season. The SECV was responsible for looking after the safety of the community. Bogong Village, which was known as “The Junction”, is well recorded. The first tent camp was at the junction of Pretty Valley and Rocky Valley streams in the early 40’s. Further downstream were the sawmill, stables and blacksmith’s forge. Horses were the main mode of transport in the early days. The road to Bogong had reached the lookout spur just beyond Roper’s Spur track just before the 1939 fires. The early forties saw rapid growth of the village, with single and married men’s quarters, workshops, mess huts and administrative offices. The facilities necessary for communal living were quickly in place- a post office, police station, co-op store, medical centre, community hall/theatre, tennis courts and school. Much of the temporary accommodation that housed groups such as the Albion Quarrying Company were in the area now under water.Pictorial history of the early years of Bogong Village including one photo taken following the devastating fires of 1939. Southern Hydro Ltd. was established in the late 1990s as a result of the disaggregation of the former State Electricity Commission of Victoria. It operates 10 power stations mainly in the north-east of VictoriaSouthern Hydro continued to encourage tourism as did the former State Electricity Commission of Victoria. This brochure is very similar to one previously published by the SECV "Victoria's Hydro Power" except only including those that it operates. Within the KHES the power stations were McKay Creek, Clover and West Kiewa. The SECV constructed the Kiewa Hydro Electric Scheme which included race lines to catch the water and feed it into the dams that they built to create hydro electric power.
