His Excellency, Hwang Hon Cheng, from Peking, China, visited Australia from 1906 -1907 as Chinese Commissioner in response to an urgent petition from well respected Chinese business leaders, The 1906 Petition was sent to the Chinese Ambassador in Britain requesting the appointment of a Chinese Consular Representative in Australia to ease the escalating Discrimination and address the Immigration Restrictions in Australia. Hwang Hon Cheng visited Brisbane, Sydney, Melbourne , Adelaide and Hobart and after reviewing his recommendations Britain agreed to the appointment of the first Chinese Consul-General to Australia. In 1908 Mr Leong Lan Fun, Taotal of Swatow was appointed Consul-General for the Commonwealth with his headquarters in Melbourne. Animosity, suspicion and misunderstanding had existed between Chinese and European settlers since the Gold Rush of 1850’s. Language, customs, frugality and mostly their ability to obtain profit from crops seen as uneconomical by Europeans eg parsley, garlic and salad vegetables. Many of the Chinese workers did not purchase land instead their main aim was to obtain enough money for their family and return to China. There were a few still managing market gardens around East Bentleigh until the 1950’s, by which time they were highly regarded by the general community. Weston Bate, 'A history of Brighton' 1962 informs us that in 1840 Henry Dendy, who was a farmer in Sussex England, paid 5,120 pounds sterling @ 1pound per acre for a 'Special Survey of Land in Port Phillip , Australia. Henry arrived in Australia in 1841 on the frigate 'York' with his wife, son, and three servants. He also took advantage of the Government Assistance of Free Immigrants for Survey Purchasers, to help on his estate and persuaded some Sussex men with their families to follow him. However when Dendy arrived in Port Phillip he found that LaTrobe and Gipps were trying to raise the price of land close to Town to 15pounds per acre. Dendy asked merchant J.B.Were to manage his affairs and they went ahead with plans to subdivide the surveyed land called 'The Brighton Estate' This area of land extended easterly from the Port Phillip Bay to East Boundary Road and from North Road to South Road in the Parish of Bourke Victoria. The Privy Council, England , decide that Henry Dendy could purchase the land at 1pound per acre. Machine - Guillotine, c. 1880's

This guillotine is a hand operated machine specifically designed to cut through multiple sheets of paper or card. It has a very heavy and sharp single blade knife mounted between vertical guides or runners. The main users of a machine like this is in by the printing and publication binding industry. Book binding companies use a guillotine to evenly trim the pages of a book after it has been bound. The way the guillotine is used is - paper or card is stacked squarely on the flat table and pushed firmly against the back guide - the handle below the table at the front of the machine is wound around, which brings the back guide forward, pushing the paper stack forward and positioning the centre of the stack below the vertical frame - the upper wheel is wound around, which brings the clamp and firmly in position on top of the paper, to hold it very firmly - the large wheel on the side of the machine is turned around to lower the long sharp blade down onto the pages and cut them through. The sharp edge of the blade is protected somewhat from becoming blunt; a block of wood sits in the table under the stack of paper An early model of a guillotine was patented in 1837 by Thirault, who built a model with a fixed blade. Guillotines similar in principal to this one were patented by Guillaume Massiquot in 1844 and 1852. Over the years many improvements have been made and operation has moved from man power to electricity. Oscar Friedheim Ltd. was the importer and wholesaler of a large range of machinery and equipment for the printing and bookbinding industry. He sold most of his equipment under his own name. On this guillotine or paper cutter he refers to the origin of the guillotine’s manufacture only as “German Manufacrure”. A reference book “Commercial Bookbinding: a description of the processes and the various machines used" by Geo. Stephen, 1910, recommends Oscar Friedheim, amongst others, for the supply of “reliable cutting machines for hand or power”. It also recommends Oscar Friedheim’s for a wide range of other printing machinery and processes. OSCAR FRIEDHEIM LIMITED, LONDON Oscar Friedheim Ltd. was established in 1884 and operated from Ludgate in London. The company was an importer and wholesale supplier in the 1880’s, offering machinery and equipment for the printing and packaging industry for the UK and Ireland. The company became incorporated in 1913. An advertisement of 1913 includes a telegraphic code plus two telephone numbers for Oscar Friedheim Ltd and invites readers to call at the Ludgate, London, showrooms to see the machines working. The company later became Friedheim International Ltd. The book titled “Friedheim, A Century of Service 1884-1984 by Roy Brewer, celebrates Oscar Friedheim’s achievements. Friedheim International currently operates from Hemel Hempstead, on the northern outskirts of London UK. It promotes itself as “… the leading supplier of finishing, converting and packaging machinery to the printing, graphic arts, and highly varied packaging industries in the UK and Ireland. The company’s policy is simple – “employ the best people, work with the best equipment manufacturers in the world, and treat our customers as partners!” The company still sells guillotines. The guillotine is significant for its ability to represent aspects of the printing trade in Warrnambool and in a typical port town circa 1850 to 1910. It represents communication methods and processes used in the time before electrically powered equipment became common in industry.Guillotine (or paper cutter), hand operated. Metal framework with vertical guides, stand and metal mechanical parts including wheels and gears. Table with back guide; handle below front of table winds to move the back guide. A wheel at top of machine winds to adjust pressure of the clamp on the work on the table below it. The cutting blade fits between vertical guides; a timber insert in the table below the blade helps minimise the loss of sharpness of the blade. A handle on the side of the machine turns a large spoked wheel, which rotates a large gear, causing the blade to move up and down. Makers details are on a small oval plaque with embossed maker’s details is screwed onto main body. Maker is O Friedheim, London, and the machine is of German manufacture, circa late 1880’s.Maker’s plaque inscribed "O. This photograph is part of the Caulfield Historical Album 1972. This album was created in approximately 1972 as part of a project by the Caulfield Historical Society to assist in identifying buildings worthy of preservation. The album is related to a Survey the Caulfield Historical Society developed in collaboration with the National Trust of Australia (Victoria) and Caulfield City Council to identify historic buildings within the City of Caulfield that warranted the protection of a National Trust Classification. Principal photographer thought to be Trevor Hart, member of Caulfield Historical Society. Most photographs were taken between 1966-1972 with a small number of photographs being older and from unknown sources. All photographs are black and white except where stated, with 386 photographs over 198 pages.From Victorian Heritage Database citation for Rippon Lea H0614 https://vhd.heritagecouncil.vic.gov.au/places/427(as at 23/10/2020) Rippon Lea was commenced in 1868 by Frederick Sargood, a most successful politician and merchant. He was born in England in 1834 and arrived in Melbourne in 1850. He soon joined his father's wholesale soft goods firm, spending some time as its manager on the goldfields. Sargood entered the Legislative Council in 1874. He was Victoria?s first Minister for Defence in 1883. Sir Frederick Sargood was created CMG. In 1885 and KCMG in 1890 as a reward for his contribution to public life. He died suddenly in 1903. Rippon Lea was designed by the leading firm of architects, Reed and Barnes. Joseph Reed had travelled in Europe in 1863, including northern Italy. When he returned he introduced the use of polychromy. While not the first examples, Rippon Lea and the Independent Church in Collins Street were the best and set a fashion which became a distinctly Melbourne style, particularly used for houses and churches. Its popularity was possible because of the new availability of different coloured bricks. Reed's fine Lombardic Romanesque details soon became debased by others. As Sargood's family grew and his fortunes prospered, Rippon Lea was extended to include 33 rooms - a complete mansion. The cast iron porte cochere and the northern conservatory were added in 1897. The architects were Taylor and Fitts. The ballroom was added in 1882 and remodelled in 1889. Many alterations have changed the interior and exterior during the ownerships of Benjamin Nathan and later his daughter Mrs Louisa Jones in the 1930s and are in their own right of significance. Sir Thomas Bent owned the property from 1903 until 1911 but never lived there. He subdivided much of the land. The original garden dates from about 1868, and it seems that William Guilfoyle of the Botanic Gardens was involved. It was redesigned in a more natural style in the 1880s by Sargood and his head gardener, Adam Anderson. The lake, waterfalls, fernery, hill and grotto are balanced by mighty deciduous trees and conifers. These are interspersed with, but never dominated by Australian species such as eucalyptus and other exotics. The sinuous drive with its carefully prepared approach to the house is notable. The original vegetable gardens, orchard and outer paddocks no longer survive. The shade house is important as the largest known in Australia and possibly the world. Its curved plan and form of construction are particularly notable.
