Luncheon reception held at Austin Hospital, Heidelberg to open appeal for the Stage 2 Building Appeal. L-R: Mr H. Foletta, Chairman of Austin Hospital Appeals Committee, Cr. J.O. The July 1973 appeal's target was $500,000, which with government subsidies aimed to pay for a nine-story building alongside stage one - a combined ten-storey teaching, research and medical centre. The new block was planned to provide the Austin Hospital with 218 additional beds, eight extra operating theartres and a comprehensive range of medical, diagnostic, therapeutic and anciliary services. The hospital conducted a door knock appeal in the Heidelberg and Eltham districts on Sunday July 22. This photo forms part of a collection of photographs gathered by the Shire of Eltham for their centenary project book,"Pioneers and Painters: 100 years of the Shire of Eltham" by Alan Marshall (1971). The collection of over 500 images is held in partnership between Eltham District Historical Society and Yarra Plenty Regional Library (Eltham Library) and is now formally known as the 'The Shire of Eltham Pioneers Photograph Collection.' Appendix to Shire Secretary’s Report, 28 November 1966 SHIRE PRESIDENTS Local Government in this part of the State could be said to have commenced with election in 1846 of three trustees for "The Parish Road, leading from the Suburban Allotments in the Parish of Jika Jika, near Melbourne, to the Village Reserve in the Parish of Nillumbik". The Upper Heidelberg and Old Eltham Road follow approximately the original line of road proclaimed in 1840. The Eltham Road District was proclaimed on 24.9.1856. A meeting of landowners and householders of the Eltham Road District was held on 14.10.1856 at the Fountain of Friendship Hotel, Little Eltham, for the purpose of forming a District Road Board. To date I have been unable to locate any record of the names of the members elected, or of the first Chairman. Further research may yield the desired information. The Shire of Eltham was constituted on 28.3.1871. The proposed Roll of Shire Presidents should, I believe, also include the Road Board Chairmen. It may also be considered fitting to recognise the Heidelberg or Nillumbik (or Warringal) Road Trust in the same way. The first Minute Book of the Board, covering the period 1856 to 1863, has apparently been missing for many years. The Shire Minute Book for the period 1878 to 1885 is also missing. The absence of these vital records makes difficult the compilation of a complete and accurate list of Chairmen and Presidents. Although an early letter book yielded the names of the Shire Presidents in 1878, 1879 and 1800. The names prior to 1863 were derived from Rate Books and Government Gazettes. Captain Frank Herbert King was born in the Parish of St. Saviors in the borough of Brougham London March 5th 1875. He was educated in theology at St. Augustine's College Durban University. He went on to serve for 2 1/2 years in South Africa during the Boer Wars and then re-enlisted in the A.I.F.16th November 1916 when he listed his address as "The Vicarage Sunshine Victoria" and listed his wife as "Kathleen King" “Revd McCoy announced his intention of moving to the parish of Deniliquin in October 1915. He was replaced by F.H. King. Though the parish could not house him, he came in November. King was a typical “new broom”. In January 1916, at his instigation, the parish agreed to change its hymn book to Ancient and Modern. This decision could be viewed as a “churchmanship” matter, one of many that happened in these years. He pushed through the building of the vicarage, from tender in January to blessed and occupied by June. At the Annual General Meeting, King described 1915 as a trying time in the church and looked forward to a happier and more prosperous time during 1916. At a special vestry meeting, 3 November 1916, King announced that he had accepted an appointment by the Archbishop for service at the front, and that he had been instructed to prepare to go abroad. It was decided in his absence the parish use lay-readers, with periodic visits by clergy for Holy Communion. On 12 November, King thanked the parish for their loyalty and their devotion to him and the church. In return the parish presented him with a wrist watch. The parish was not formally vacant; just without a vicar. In September 1917, the Archbishop wrote advising that King had resigned. He appointed the Rev. W. Green to the parish, but Green declined.”(1) He was sent to Egypt where he administered to the Australian Stationary Hospital Australian 3rd and 5th light horse brigades. His Army record states he was Invalided and Completion of Duty 12 July 1918. He was later awarded th Order of the British Empire (OBE) 1 “The Junction” a history of St Mark’s Sunshine The picture of Chaplain-Captain F.H. King was carried in the Bible of Sig. H. C. Roussac ( a Gallipoli veteran) during his service with the A.I.F. in France. It can only be assumed that F.H.King had a profound effect on Sig. Instituted in 1914, the Military Cross (MC) was issued for gallantry in presence of the enemy to warrant and junior officers of the Army who were ineligible (on account of their rank) for the Distinguished Service Order. During the First World War, it was also available to equivalent ranks in the Royal Naval Division and Royal Marines and it later became available to equivalent ranks in the RAF for acts of gallantry on land. The equivalent award for the other ranks for gallantry on land in presence of the enemy was the Military Medal (MM) which had been instituted in 1916 and, similarly to the MC, later became available to RAF other ranks serving on the ground. This medal was awared to Pte H. S Holgate for bravery in the field in 1917. Pte Holgate was killed in action at Zonnebeke 11 October 1917. Flt Lt J S Austin DFC, 400363. No 608 Sqn RAF, Nos 32, 13 & 2 Sqns. Stock agent of Lara, Vic; b Melbourne 15 May 1918. Died of illness 9 Nov 1943. Timor was the target for the night of 6 July, when Flight Lieutenant "Bunny" Austin (A16-207) led five Hudsons to bomb Koepang town. The next night he led back seven aircraft against the airfield at Penfoei, attacking before dawn on the 8th prior to United States Liberators bombing the runways and barracks. 75 Austin's aircraft was caught by Penfoei's master defensive searchlight, and Austin used violent evasion and switching on and off of his IFF equipment, a tactic used in Europe. The radar-controlled searchlights went out.
