Bushfire Forest Signs Forests Commission Victoria (FCV ...Considered in terms of both loss of property and loss of life, the Black Friday bushfires on 13 January 1939 were one of the worst disasters to have occurred in Australia and certainly the worst bushfire up to that time. The fires burnt 2 million hectares, 69 sawmills were destroyed, 71 people died, and several towns and sawmills were entirely obliterated. Among those killed were four men from the Commission The subsequent Royal Commission conducted by Judge Leonard Stretton has been described as one of the most significant inquiries in the history of Victorian public administration. Its recommendations led to sweeping changes. In addition to building dams and water points, the Stretton Royal Commission recommended expanding and controlling the use of bushfire dugouts at forest sawmills. Well-constructed dugouts had saved the lives of many sawmill workers and their families during the 1939 bushfires. But in some locations, they had proved fatal. Dugouts became mandatory for those few sawmills that remained in the forest after the 1939 fires. Many remote logging coupes and FCV roading camps also had dugouts. The local District Forester was required to make annual pre-season inspections of all dugouts on State forests and those within the Fire Protected Area (FPA). Some were built privately on private land. Most were primitive construction with a log or corrugated iron roof covered with earth. A hessian bag often hung at the entrance to keep the heat and smoke out. But they were dark and damp with snakes and other creepy crawlies often lurking inside. By 1940-41 there were 19 new dugouts constructed by the Commission and a further 128 by forest licensees. Ten years later there were 8 new Commission dugouts and 21 new ones built by other interests. By 1960-61 the rate of new builds was declining but the Commission still managed 103 dugouts while 127 were looked after by others. REGA established themselves as leaders in the production of agricultural and horticultural spraying machines, including smaller knapsacks. Their metal knapsacks were quickly adapted to a range of applications and were widely used by the Forests Commission and Country Fire Authority (CFA). They were metal and very robust but heavy and uncomfortable to wear REGA was later purchased by the Garrard family and still operate as part of Garrads Pty Ltd. Bushfire Forests Commission ...The Forest Fire Danger Index (FFDI) was originally invented by the grandfather of Australian bushfire science, Alan Grant McArthur, during the 1950s and ‘60s. Alan published his landmark paper, “Controlled burning in eucalypt forests” in 1962. Leaflet No. 80, as it was known, proved a turning point for forest and fire managers across Australia. More importantly, Alan was very practical forester and wanted his work to be useful to people in the field, so after several iterations he came up with the now familiar circular slide rule called the Forest Fire Danger Meter (FFDM). The Mk 4 version first appeared in operational use in 1967. Commission Victoria (FCV) Presentation plaque from the "Woodpeckers ...In the post-war era from 1947 to the mid-1980s, the Forests Commission sponsored Australia's only military sawmilling unit, the 91 Forestry Squadron. It was a special reserve unit of the Royal Australian Engineers (RAE). Established and commanded by Commission forester and WW2 veteran, Major Ben Benallack, the "Woodpeckers" as they were known comprised a small pool of specialised soldiers capable of rapid mobilisation in the event of need. Several other Victorian departments such as the State Electricity Commission (SEC) did the same thing who supported a construction squadron based at Newborough in the Latrobe Valley. The scheme created a very active and capable part-time military group that completed many worthy projects across the State. A conundrum rapidly compounded by spot fires. A small 5 ha fire can be nearly 1 km around the perimeter. That's a long way to build a control line by hand in rough bush. Dry firefighting techniques by hand were mostly confined to “knocking down” or “beating out” the flames, as well as "digging out". Digging or raking a “mineral earth” trail down to bare dirt proved most effective in forest fuels which, unlike grass, tend to retain heat and smoulder. Early tools were whatever happened to be close at hand. They were simple and primitive and included shovels, slashers, axes, hoes, beaters and rakes. A cut branch to beat the flames was often the only thing available. Farming and logging tools, developed over centuries of manual labour, and readily available at local hardware stores came into use, but little thought was given to size, weight, and balance. This canvas hose beater was based on a century-old design which used lengths of canvas fire hose rivetted together and lashed with wire to a broom handle. The hose was be soaked in water to improve its effectiveness. If the flames were more than a metre or so the user was generally not able to get close enough to extinguish the fire It's recommend that users lift no more than above knee height to conserve energy and let the beater to the work. For years foresters experimented with combination tools. The result was a large heavy-duty cardboard container being developed in 1964 by Athol Hodgson from the FCV Fire Research Branch which employed fold-out wings and was called the “helibox”. It was suitable for supplies weighing less than 9 kg and best dropped from about 300 feet and became a standard technique. It was adopted Australia wide, but the wider availability of helicopters made the helibox eventually redundant. Bryant and May at Richmond worked with the Commission to develop a Delayed Action Incendiary Device. DAIDs as the were known, had an overall length of 180 mm, striker end length - 10 mm. Ignition end length - 80 mm, then a layer of high melting point wax (to prevent accidental ignition when rubbing together in transit). Both ends coated with a modified match head compound with safety fuse exposed length between coated match ends. There was a 17-second delay from when the small end was struck to an intense flaming of the large end, which lasted for 40 seconds. Other types on large matches known as fusees were also used. Powered pumps like the trailer-mounted Coventry Climax (Godiva) gave firefighters a much greater capacity than ever before to put the “wet stuff on the red stuff”. Its four-cylinder, four-stroke, water-cooled, petrol motor produced 38Hp and was connected with either 1½ inch or 2½ inch canvas hose for direct attack, or as a filler pump it could deliver 300 gallons per minute at 120 psi. Some of the first acquisitions included this war surplus veteran shipped over from the London after the blitz bombings of WW2. Forests Commission Victoria (FCV)... tanker Forests Commission Victoria (FCV) MZF 347 Bedford M series ...Ash Wednesday Veteran This Bedford M Series tanker spent its working days at the Forests Commission depot at Gembrook, and among its many forays, fought the deadly Ash Wednesday bushfires at nearby Upper Beaconsfield and Cockatoo on 16 February 1983. Earlier in 1975, the M Series tankers underwent a design change at the Altona North workshops, replacing the cylindrical water tank with a “V” bottom 4090 litre water tank that sat low between the chassis rails to reduce its centre of gravity. Aluminium heat shields were also added to protect the pump operators on the back. While generally considered "bulletproof" the petrol fuel lines on this particular model were very prone to vaporise in the heat causing the motor to stall, often at the most dangerous moment.... in this case frightening the hell out of its driver, affable knockabout bloke, and firefighting legend Lex Wade. Some jokingly said this design quirk was an inbuilt safety feature to stop crews getting too close to the fire in the first place. The Gembrook tanker was later sent into the workshop and all its brake and fuel lines fitted with heat resistant lagging. Fortunately, this remarkable bushfire survivor was rescued from the scrap heap by Lex and fire equipment wizard Barry Marsden upon its retirement from a loyal and lengthy service. These phones offered more durability and higher power output (up to 3 watts) than more conventional mobile phones of the time. Bag Phones were expensive to purchase and operate. They became available within the Department in the early 1990s but their use was very restricted to staff like fire communications duty officers. Senior regional managers also had bag phones. Bag Phones were also bulky and heavy and were often known as "The Brick". The 12 volt sealed lead-acid rechargeable battery provided up to 2.5 hours of talk time and 48 hours of standby time. They were replaced from the mid 1990s by smaller, analogue flip-phones with lighter Nicad batteries manufactured by companies like Nokia. Its construction by the Forests Commission of Victoria was to facilitate the extraction of timber from the Southern and Western slopes of Mount Erica and to replace the outlet tramways destroyed during the disastrous forest fires of February 1926. Tyers Valley Tramway The line, following the Eastern arm of the river, passed Ingrams Siding (7m.) to terminate at a forest area, known as "Ten Acre Block", 8m. 60c. from Collins Siding. The western branch of the line followed the Western Tyers Valley to Growlers Creek, 13m. 40c. from Collins Siding. THE T.A.C.L. TRACTORS at Tyers Valley tramway. On the 19th January 1928, T.A.C.L. locomotive, purchased from Tractor Appliance Co. Ltd. (Malcolm Moore), was delivered. This unit had a 20 h.p. Fordson engine coupled by a chain drive to the two axles, providing a tractive effort of approx. 2000lbs. Wheelbase was 5’ and weight was four tons. It was intended that the two tractor locomotives, working with the grade, would deliver timber from the branch lines to Tyers Junction, from which place it would be steam hauled out to the Collins Siding transfer point. Following a breakdown of the steam locomotive, haulage during the early months of 1928 was carried out by the T.A.C.L. unit, supplemented by the Nattrass, which was, by this time, becoming unreliable. During April 1928, after ensuring that no suitable locomotive was available in Australia, an order was placed with the Climax Manufacturing Co., U.S.A. for the supply of a geared locomotive. A second T.A.C.L. engine was purchased during May and, on the 27th, the local mill owners, having obtained running rights on the tramway, commenced haulage with the Harman. The three tractor units worked the branch lines and transported ballast, whilst the Harman hauled the timber to Collins Siding in rakes of eight trucks (56 tons).
