Before the end of August 1851 the government had decided to charge a large licence fee for the right to search for gold. When news of that decision reached the Buninyong diggings, the first protest on the Victorian goldfields was held. For the rest of the gold decade, the digger was required to take out a miner's right - which cost 1 pound per year. But contemporary writers speak of almost continuous ''streets'' of hastily erected stores in the centres of most of the important goldfields - even before the establishment of goldfields towns.
