These labels come from the Warrnambool chemist business of John Sambell/Sambell and Son/Sambell, Son and Granddaughter. John Sambell opened the Hall of Pharmacy in Fairy Street, Warrnambool about 1890. He was a chemist and dentist with previous business experience in Great Britain and Victoria. By 1919 John Sambell’s son, Herbert had joined the business, trading as Sambell and Son (though John Sambell died in 1906) and the shop was located at 151 Fairy Street. In the late 1930s Sambells moved to 90 Fairy Street and was known as Sambell, Son and Granddaughter. Herbert Sambell died in 1943. These labels show some of the many products sold by the Warrnambool chemist business of John Sambell/Sambell & Son/Sambell, Son and Granddaughter, a prominent 20th century Warrnambool business. Photograph of Fitzroy, Northcote & Preston Tramways Trust (FNPTT) R class tramcar No.1 northbound on single track in Plenty Road, Preston approaching a double track loop south of Bell Street. The photograph looks southward showing an unsealed road surface with a few horse drawn carts, span poles and overhead wires, tramways overhead light above loop turnout and low density shop fronts. While this tramcar and track were constructed for the FNPTT, the line was only operated by the Melbourne and Metropolitan Tramways Board from 1920. The sample of steel from which the S.S. Julia Percy’s boiler was made has been tested, according to the attached label. The test involved heating the steel to blood red temperature (or dark red colour) then dipping it into water and bending it when it was cold. A “very severe test for quality” was written on the ticket by T.H. Osborne. (Mr Thomas Hamilton Osborne was the secretary for the Western Steam Navigation Co, established in Warrnambool in 1886. The company’s office was on the corner of Timor and Liebig Streets in Warrnambool and its north-western wall is now part of the current Warrnambool Regional Art Gallery. ) Cold bending of steel in a press or through rollers is the typical method of curving steel for construction. The steel needs to be manufactured in such a way that it is strong enough yet still flexible enough not to crack when bent or rolled. The boiler on the Julia Percy could have been a Scotch Boiler, a design introduced in the 1870’s and still being used today. This design was more robust that previous boilers, generating higher working steam pressures. The design incorporate greater ability to roll iron plates, leading to greater strength, thicker plating and fewer riveted joints. They were originally made of iron then later incorporated steel sections until they were entirely constructed of steel. Many examples of this type of boiler can be found on wreck sites. Shipping was the cheapest and most practical means of carrying produce and goods during the period 1840-1890. Regular domestic steamer services commenced in the Warrnambool district in the late 1850’s and by 1870 the passenger trade was booming. Produce was loaded from the jetty into ‘lighters’ (small boats), which took it to the ships at anchorage in the bay. Passengers were taken to the ship’s side then climbed aboard up ladders or gangways. The coming of the railway in October 1889 meant the gradual decline and end of the steam shipping era. Originally the ship was known as the SS Julia Percy and was later renamed as the Leeuwin. She was an iron passenger-cargo steam ship built in Glasgow by Thomas Wingate for the Warrnambool Steam Packet Company, which commissioned the ship for the steamship trade in Victoria’s western district. She was first registered in Warrnambool, Victoria in 1876. At one point in time the Julia Percy would sail from Warrnambool to Melbourne every Friday and return from Melbourne to Warrnambool every Tuesday. The cost of a return ticket for a Saloon Fare was £1.0.0. She would sail “if practical and weather permitting”. The Julia Percy changed hands several times. Her next owner was the Western Steam Navigaiton Co of Melbourne (1887). It was the manager of this company, Mr. T.H. Osborne, who tagged ths steel sample above. Melbourne Steamship Co became the next owners (1890), followed by William Howard Smith and Sons (1901) for use in Queensland coastal trades, then she was bought by George Turnbull in 1903 and used for local mail contract in Western Australia. She was sold to the Melbourne Steamship Company Ltd. (1906) and re-named the Leeuwi but continued in her Western Australian coastal run. She was converted into a coal hulk in Melbourne in 1910 as a result of damaged caused when she was driven against the jetty at Dongara during a gale. The ship was eventually dismantled and scuttled in Bass Strait on 28 December 1934. The steel sample is significant for its association with the wreck of the Leeuwin (Julia Percy), which is on the Victorian Heritage Register. It is historically significant for being a rare artefact that has potential to interpret aspects of western Victoria’s 19th century steamship trade and Victorian cultural history, including the testing and manufacturing process associated with steam power. Leeuwin is listed on the Victorian heritage Register as being historically significant ‘as one of only four wrecks of steamships in Victorian waters associated with the western district of Victoria’s coastal steamship trade. Her registered number is VHR S413. A sample of the steel from which the boiler of the "SS Julia Percy" (later named Leeuwin) was made. The piece of steel is a ‘C’ shape with the ends almost meeting. A luggage ticket is tied onto the steel and has an inscription on it. This box contained Seidlitz Powders. These powders were used for indigestion and constipation with the name coming from the village of Sedlec or Sedlitz which was the source of a bitter mineral water once used for indigestion. The 19th century product was produced by many chemical factories with nothing to do with the original Sedlitz town. The powders were a mixture of tartaric acid, sodium bicarbonate and potassium sodium tartrate. This box contained powders distributed by the chemist firm of Sambell and Son. John Sambell came to Warrnambool in 1886 and three generations of the Sambell family conducted chemist shops in four different locations in Fairy Street. Sambell and Son were operating at 151 Fairy Street in the late 1910s and in the 1920s. This is an item of interest as it not only shows us the type of box used by chemists t0 package their medicines in the 1920s but also reminds us of the days when Seidlitz Powers were commonly used for indigestion and constipation. It also has a strong link to the Sambell family, chemists in Warrnambool for over 40 years. This is an empty cream-coloured cardboard box with a lid with blue edgings and printed material in blue type and a British crest and an ornamental pattern around the edges of the lid. The sides of the box are torn and the box is discoloured and dirty. This bottle was used in the pharmacy of Sambell and Son of Warrnambool. Sambell was a chemist and dentist with previous business experience in England and Victoria. By 1919 John Sambell’s son, Herbert had joined the business, trading as Sambell and Son (though John Sambell had died in 1906) and the shop was located at 151 Fairy Street. The Sambells then built new shops on the north eastern corner of Koroit and Fairy Streets and occupied the corner position. In the late 1930s Sambells moved to 90 Fairy Street and the business became known as Sambell, Son and Granddaughter, with Herbert, the son, dying in 1943. This bottle is of considerable interest as one of the few items we have associated with the important Sambell family pharmacy business in Warrnambool. This is a glass bottle with a rectangular-shaped body with curved edges, a circular-shaped neck and a moulded circular top. The top is chipped and the inside of the bottle is a little discoloured. The name of the chemist is embossed on the front of the bottle. The Germans blew their mines at 12.40am, this combined with the Australian ammonal mines made a massive explosion killing over 20 Australians. This clock was over the door of the shop of Sambell’s pharmacy at 90 Fairy Street. John Sambell opened the Hall of Pharmacy in Fairy Street, Warrnambool about 1890. He was a chemist and dentist with previous experience in Great Britain and Victoria. His shop had been conducted by Edward Griffiths in the 1880s. This Sambell clock had previously been at the shops of Brocks and Mainlands, both jewellers. This clock is of considerable importance as it was connected to the pharmacy business of the Sambell family, a business that was prominent in Warrnambool for many years. It is an example of the 19th and early 20th centuries practice of placing a large clock outside a business. This is a large oval clock with a gilded wooden frame and a metal face. The hour and second hands and the Roman figures are made of metal. The clock is designed to be placed on a wall or frame of some sort and to be used outside on a shop or other commercial building. Zilles Printers was begun by Lewis Zilles in the early 1930s. It was in McKenzie Street Ballarat. His son Jeffrey also became a printer - letterpress, offset and screen printer. The business became Zilles Printers/Graphics and was in Armstrong Street and later Bell Street Ballarat. A form of sticker began in 1839 when Sir Rowland Hill invented adhesive paper. The first self-adhesive label was invented in 1935 by Stanton Avery - Avery Labels. The sticker was used on the bats as advertisement. Terry Davies was one of the top batsmen in Ballarat during the 1970s. He played from 1971-71 to 1982-83, a total of 151 games. He captained Ballarat in Melbourne Country Week as well as being Captain-Coach of the club. Author Alan Marshall lived at Eltham from 1955 to about 1981. Alan owned land at Research and often lived there in his caravan while he was writing. A story about this land is told by John Morrison in "The Writer and the Swagman", which appears in his book "Australian by Choice." Local people also remember Alan living in his caravan beside an old house occupied by his friend, artist Neil Douglas, which was situated on the site of the present-day Eltham College oval and owned by the Pelling family at that time. It is understood that the land owned by Alan Marshall was nearby in Cassells Road. Vivienne Turner of Eltham recalled that her family had a photo of Alan and his caravan at Research and a copy was provided to EDHS in 2003. The caravan was a Sunliner model. Examples of Melbourne Legacy Club newsletters, covering the activities of Melbourne Legacy Widows' Club. Information includes a notice from the Chairman of the Widows' Committee, dates of meetings, possible day trips and theatre outings, and cruises. The ladies were welcome to attend monthly meetings, card afternoons, indoor bowls competitions, outings and tours, plus the annual fete and Christmas concert. George Eddington arrived in Australia in 1839 and named and established property in 1841 calling the property Ballangeich after a Pass near his home town of Stirling in Scotland. It is situated 151 miles west of Melbourne and to the south of Mortlake and was originally part of the Mortlake shire, which was proclaimed 26th Jan 1864. Nearest streams are the Hopkins Riverand Lyall and Drysdale creek running through good agricultural land. This map relates to the breaking up of large runs which the Victorian government enabled through selection acts of the 1860's. The previously larger runs which were mainly cattle and sheep based were now more open to closer settlement and a greater variety in farming.The lots range in size from approximately 50 acres to around 600 acres.Some areas are set aside for reserves. By 1886 the population of Ballangeich had grown to around 600 with an hotel, three state schools and a church.Tri weekly coaches ran to Colac, Warrnambool and Camperdown providing access to supplies mail and communication. This set of 16 photos of the Christmas Children’s Party were taken in the and the grounds of Fortuna, Army Survey Regiment in 1992. The Christmas party was an annual event enjoyed by the soldiers’ families, featuring amusements such as the ‘pig train’ and pony rides, a historic fire engine provided by the Golden Square Fire Brigade with Santa on board and refreshments such as cordial, lollies, ice creams and fairy floss. Single members readily volunteered to assist in the running of the party. An occasional highlight was displays of military hardware such as tanks and APC from the Puckapunyal’s Armoured Centre. Catering staff/contractors taking a break outside the kitchen are also featured in this collection. The Army Survey Regiment Wives Club was instrumental in establishing the Tennis Hut, featuring in photos .1P to .5P. The Wives Club initiated many social events. Detachable collars enclosed in a leather box such as this one were used in the 19th and early 20th centuries, particularly by men in the business and clerical professions. The collars were attached by studs or buttons to a shirt. The collars were removed prior to shirt washing the shirt. The leather box was most useful for travelling. Detachable collars could still be used today particularly by clergymen. Two are named E R Twomey.This box and collars are retained as an example of vintage men's wear. It will be useful for display.A brown leather cylindrical case with a strap and buckle. It has white thread stitching around the rim and upper edge of the lid, the slot for the buckle, the rim and lower edge of the base . Inside are four detachable white winged collars for wearing with a shirt. Each has three holes, one for a button and two for a stud or for buttons at the front, two wings and a curved slot at the back.They are made of very fine cotton and linen.002215.1 J.T. Armitstead's woodyard was on the site later occupied by the Chandler Room of the Surrey Hills Neighbourhood Centre. Stephen Godfrey Armitstead started the woodyard in 1921, taking over from Long's woodyard. Taken over by Stephen's son, Leo Godfrey, it closed in the 1970s. After Leo's death it was managed by Hec Whitworth. The Armitstead family lived at 79 Croydon Road. 1931 electoral roll: Catherine Isobella, Ellen Florence, Leo Godfrey (woodworker), Stephen Godfrey (wood merchant) and William Ginchrist (joiner) at this address. Leo later lived at 75 Croydon Road. Geoffrey Armitstead, grandson of Stephen, visited the site in 2002 whilst in Melbourne from Brisbane. He recalled that during his summer school holidays that he delivered ice to household icechests. His cousin Marcia Davis, daughter of Ellen Armitstead, accompanied him and provided the family photos for copying and related her knowledge of the family history. The weighbridge and scales were moved in 2023 from their original position when the forecourt of the Neighbourhood Centre was upgraded by Council. SS Iberia (1873-1903) was built by John Elder & Co. (Govan yard no.162 Glasgow) and launched 6 December 1873 at a cost £151,600. However, due to strike delays, her maiden voyage was not until 21 October 1874. The Iberia was one of the last of the barque-rigged, clipper-bow type of steamer built for the Pacific Steam Navigation Company. At the time, she was also the second largest ship in world, after the Great Eastern. In 1877, a joint Orient Line and Pacific Steam Navigation Co. venture began a fortnightly mail service, first sailing between England and Australia on 12 May 1880, via Gibraltar, Naples, Port Said, Ismalia, Suez, Colombo, Albany, Adelaide, Melbourne, Sydney. Artist Lindsay Edward and wife Jan built a house designed by Alistair Knox at 151 Old Eltham Road, Lower Plenty. Edward was born in 1919 and had studied at the National Gallery of Victoria. In 1958 he was head of the painting section of the Royal Melbourne Technical College (now RMIT) and had only recently begun experimenting with mosaic. The Centennial mosaic covers a wall 68 feet (20.72 metres) in length and 14 feet (4.26 metres) high. On 15 December 1994 the former Shire of Eltham ceased to exist following the Liberal Kennett Government local council amalgamations. A new Nillumbik Shire Council was established with unelected commissioners appointed. That Council sold the former Eltham Shire Council Offices and land at 89S Main Road Eltham to Dallas Price Homes Pty. Ltd. the sale being conditional upon the granting of a planning permit for a petrol station/convenience store, fast food and video outlet. The sale was conditional that if the permit was not granted by 30 August. 1997, the contract could be avoided by either the purchaser or the vendor. The proposed development consisted of a petrol station with undercover fuelling facilities, convenience shopping, a drive through service facility for fast food, an 80 seat cafe, automated banking, a children's play area and retail space. In addition, the proposal included a 200 square metre community facility for Council use, provision of on site carparking over 2 levels for 83 vehicles, and advertising signage. An Advisory Committee consisting of Dimitry Reed and Margaret Pitt was appointed under Section 151 of the Planning and Environment Act 1987 to hear submissions on the proposal to develop the land at 895 Main Road Eltham, the site of the former Eltham Shire Offices. In September 1996, two applications were made by Contour Consultants Australia Pty Ltd on behalf of Dallas Price Homes Ply Ltd, to Nillumbik Shire Council. After extensive notification, the Council received 213 objections and a petition of over 1400 signatures. On October 9, 1996, Nillumbik Shire Council issued Notices of Decision to Grant Permit on Applications number 96/03376 and 96/0377 for the use and development of the land as a convenience Centre consisting of a petrol station, convenience store, cafe/takeaway food premises, a retail facility and a community facility, with associated advertising signs. Objectors to the proposals lodged Planning Appeals number 96/40724 and 96/40812 with the Administrative Appeals Tribunal on November 1, 1996. The grounds of appeal can be summarised as: inappropriate development, insufficient carparking, traffic and access issues, unsatisfactory design, inadequate permit conditions, the proposal being out of character with the area. and being contrary to the purpose and orderly development of the Eltham Town Centre, excessive noise, lack of consultation and unsuitable signage. On November 13, 1996, the Minister for Planning and Local Government directed the Registrar of the Administrative Appeals Tribunal. under Section 41 (1) (a) of the Planning Act 1980, to refer the Appeals to the Governor in Council for determination without a hearing or recommendation by the Tribunal. The Minister for Planning and Local Government called in the Appeals as he considered that they raised major issues of policy relating to the facilitation of development in accordance with the objectives set out in Section 4 of the Planning and Environment Act 1987, and that determination of the Appeals could have a substantial effect on the achievement of these planning objectives. The Minister required the Advisory Committee to consider the planning merits of the proposed use and development, and to address the issues raised in the objections. The Advisory Committee was required to produce a report providing: • The Committee's response to the matters detailed; • Relevant supporting information for the Advisory Committee's recommendation; and • A description of the proceedings conducted by the Advisory Committee and a list of those consulted or heard by the Committee. In March 1997, elections were held in the Shire of Nillumbik and the view of the new Council to this proposal differed from the view held by the earlier Council Hence the Submission made to the Committee by the Shire was against the decision by the Shire of Nillumbik to issue the Notices of Decision to Grant a Permit. The Recommendations of the Advisory Committee were: i. The cafe and take away food premises are as of right uses and are therefore allowable, but that shop and petrol station are unacceptable uses. A community facility is a discretionary use and is acceptable. ii. A development of the type and scale proposed is totally inappropriate for this land and that the Applications number 96/03376 and 96/0377 for the use and development of the land as a convenience Centre consisting of a petrol station, convenience store, café/takeaway food premises, a retail facility and a community facility, with associated advertising signs, be refused. iii. The land should be rezoned for public purposes and should remain in the community's ownership for community use. Following this, the Minister for Planning and Local Government, the Hon. Robert Maclellan, appointed Mr. Paul Jerome as an Advisory Committee under section 151 of the Planning and Environment Act 1987 to consider a Convenience Centre and an alternative proposal by Iha Shire of Nillumbik being the Eltham Gateway Community Precinct Concept Plan for the site of the former Shire of Eltham municipal offices at 895 Main Road, Eltham. In summary, the terms of reference for the Advisory Committee required it to: • consider the merits of the Council proposal • examine the merits of both proposals in terms of net community benefit • address the report of the previous Advisory Committee on the Convenience Centre proposal The Advisory Committee inspected the site and considered all the material before It including submissions made by all parties to the previous Advisory Committee and correspondence received by the Department of Infrastructure both before and after that Committee submltted its report. The Advisory Committee also held discussions with the following people: • Cr. Robert Marshall • Cr. Margaret Jennings • Cr. Lex de Man • Mr. Dallas Howgate of Dallas Price Properties, also Dallas Price Homes • Mr. Barry Rochford, CEO, Shire of Nillumbik • Ms. Yvonne Rust, Planning Officer, Shire of Nillumbik • Mr. Gregory Burgess, Architect of the Eltham Library and of Council’s Community Precinct Concept Plan • Mr. Jim Connor representing Mrs Thelma Barkway of the Eltham Senior Citizens Club Having considered all the material before it, the Committee arrived at two basic conclusions. First, the DPP proposal should be rejected because, on its merits, It does not sufficiently satisfy the requirements of the planning scheme which is a statutory document. The planning scheme requires that, before making a decision on the permit applications for the DPP proposal, a range of matters must be considered. It follows that consideration of these matters should Influence the decision. These matters include local policies relating to character and amenity. In particular, these policies seek • to conserve and enhance the bushland/country atmosphere, artistic heritage and strong sense of community of the Eltham Town Centre by ensuring that the design and height of any new development is sympathetic to existing buildings • to achieve a pleasing physical environment within the Eltham Town Centre by encouraging a high standard of architecture and urban design • to encourage Improvement to pedestrian amenity through such facilities as open and shattered rest areas and meeting places, crossing facilities, pedestrian arcades, pedestrian links to car parks and pedestrian weather protection • to reduce conflict between vehicular traffic and pedestrian flows, and • to encourage pedestrian thoroughfares It is submitted, as set out In the main body of this report, that the DPP proposal fails substantially to meet these policies and In so doing does not merit the exercise of discretion In Its favour with the Issuing of a permit. This finding is not offset by the investment and employment attributes of the proposal. They do not override the need to comply with the planning scheme. Second, the Council proposal, on Its own merits, substantially meets all statutory requirements applicable to this site with a possible reservation about car parking and traffic management which need further definition and assessment as the concept is refined. The Council proposal, however, has a serious weakness in that Its financial viability has not been adequately tested. The Committee refers to 'financial' rather than 'commercial' viability in recognition that Council owns the land and may enter into a range of agreements and partnerships to realise its concept some of which may be truly commercial and some of which may involve an element of subsidy arising from Council's involvement as a public body acting on behalf of its community. The Committee concludes that Council should be given the opportunity, within a reasonable timeframe to establish the financial feasibility of its concept and should develop a strategy for the future of Its land asset at 895 Main Road in the event that Its concept for the site cannot be realised. 895 main road, advisory committee, dallas price homes, eltham, eltham shire office, nillumbik shire council, planning application, administrative appeals tribunal
